I AM IN FIFTH GRADE.

WHAT YOU MIGHT NOT KNOW ABOUT ME IS I WAS RAISED BY TWO OF THE MOST WONDERFUL PEOPLE IN THE WORLD, NANCY AND RICHARD, MY PARENTS.

THEY HAVE BEEN THE MOST CARING AND THOUGHTFUL PEOPLE I'VE EVER MET, AND THEY ARE ALWAYS THERE FOR ME WHEN I NEED THEM.

THEY HAVE SUPPORTED ME IN EVERYTHING AND I AM VERY THANKFUL FOR THAT.

ONE DAY I WANT TO REPAY THEM FOR ALL THEIR KINDNESS THEY HAVE SHOWN ME.

I HOPE I CAN REPAY THEM FOR ALL THE THEIR KINDNESS.

BEFORE I GOT TO AMERICA, I USED TO LIVE IN CONGO.

CONGO IS A SMALL COUNTRY IN AFRICA.

I USED TO LIVE THERE WITH MY MOM, DAD, AND TWO BROTHERS AND ONE SISTER.

WHEN I WAS LITTLE, MY DAD USED TO TELL ME ABOUT HOW WE WERE GOING TO GO TO AMERICA, HOW WE WERE GOING TO MAKE A NEW LIFE THERE.

[NOISE] WHAT MADE MY DAD SO DETERMINED ABOUT GETTING US HERE WAS HOW HAPPY WE WERE GOING TO BE WHEN WE GOT HERE.

TO HIM, THAT WAS ALL THE REASON HE NEEDED.

MY DAD WORKED HARD AND DID NOT STOP UNTIL THE DAY HE HAD DONE IT.

HE MANAGED TO GET ENOUGH MONEY TO GET US WHERE WE ARE HERE.

WHEN WE GOT HERE WE LIVED AT TEXAS AND I WENT TO SCHOOL AT [INAUDIBLE] ELEMENTARY.

THERE I LEARNED SO MUCH.

I LEARNED HOW TO SPEAK ENGLISH BECAUSE AT THE TIME, I DIDN'T KNOW ANYTHING ABOUT ENGLISH.

WHENEVER PEOPLE USED TO TALK TO ME, I WILL TRY TO IGNORE THEM.

I WOULD TRY TO DO MY BEST TO RESPOND BECAUSE AT THAT POINT,

I HAD NO CLUE ABOUT THIS NEW LANGUAGE AND I WAS REALLY LOST AT WHAT I WAS SAYING AND IT WAS REALLY AWKWARD FOR ME.

BECAUSE I WAS NOT USED TO SPEAKING THIS NEW LANGUAGE, I TRY NOT TO TALK TO ANYBODY.

I ALSO LEARNED HOW TO WRITE IN ENGLISH, AND I ALSO LEARNED TO SPELL, SO YOU COULD SAY I LEARNED A LOT FROM THAT SCHOOL.

I WAS AT THAT SCHOOL FOR TWO-AND-HALF YEARS BECAUSE I WAS THERE IN THIRD GRADE AND FOURTH GRADE.

IN FIFTH GRADE, I SPENT AT THIS WONDERFUL NEW SCHOOL NAMED JOHN D SPICER.

AT THIS SCHOOL, I'VE LEARNED SO MUCH IN SO LITTLE TIME AND THAT IS ALL THANKS TO MY AMAZING TEACHERS, MS. NORRIS, MS. BUTLER, AND MR. MORRISSEY.

THESE THREE WONDERFUL TEACHERS HAVE TAUGHT ME HOW TO BECOME A SUCCESSFUL READER, A GREAT MATHEMATICIAN, AND A WONDERFUL SCIENTIST.

THEY HAVE TAUGHT ME SO MUCH AND I'M SO GRATEFUL FOR THAT.

I CAN'T THANK THEM ENOUGH FOR WHAT THEY HAVE DONE FOR ME AND THANKS TO THEM.

HE'S BEEN DOING SELF STUDIES AND WHATNOT, SO HE KNOWS HIS MATH, JUST SAYING SO.

IN THE ARENA OF HIGH SCHOOL ART, THE TEXAS ASSOCIATION OF ART EDUCATORS HOSTS THE ANNUAL VISUAL ART SCHOLASTIC EVENT, OR BETTER KNOWN AS VASE, COMPETITION AT BOTH THE REGIONAL AND STATE LEVEL.

IN A NORMAL YEAR [LAUGHTER] STUDENTS PRESENT ARTWORKS FOR ADJUDICATION WITH A PERSONAL INTERVIEW, ABOUT THEIR ARTWORK AS PART OF THE PROCESS.

THIS YEAR THE ENTIRE PROCESS WAS DONE VIRTUALLY.

UNFORTUNATELY, COVID HAD A FAIRLY STRONG IMPACT ON THE ABILITY OF OUR OVERALL STUDENT POPULATION TO PARTICIPATE IN THIS COMPLEX PROCESS.

ONLY THE TOP SIX PERCENT OF ARTWORKS AT THE REGIONAL LEVEL RECEIVING THE HIGHEST RATINGS ARE SELECTED BY JUDGES TO ADVANCE TO THE STATE LEVEL COMPETITION.

VERBALIZE THE HIGH SCHOOL ART PROGRAM IS PROUD TO RECOGNIZE NINE STUDENTS REPRESENTING 10 ARTWORKS, SELECTED TO COMPETE AT THE STATE LEVEL COMPETITION.

OF THE TENS OF THOUSANDS OF STUDENTS THAT COMPETE IN THE VASE COMPETITION EACH YEAR, ONLY 2,300 STUDENTS ADVANCE TO STATE, AND LESS THAN ONE PERCENT WILL RECEIVE THE HIGHEST DISTINCTION OF A GOLD SEAL AWARD FOR THEIR ARTWORK.

THIS YEAR THE STATE AWARDED ONLY 150 GOLD SEAL AWARDS.

AS WE RECOGNIZE EACH OF THESE STATE VASE PARTICIPANTS, WE WILL GIVE SPECIAL RECOGNITION TO BIRDVILLE HIGH SCHOOL ARTIST WHO RECEIVED A 2021 GOLD SEAL AWARD.

BEFORE WE RECOGNIZE THESE FANTASTIC STUDENTS, I JUST WANT TO ACKNOWLEDGE THE PEOPLE WHO GAVE THEM THE SUPPORT, ESPECIALLY THIS YEAR, TO CONTINUE IN THEIR ARTISTIC ENDEAVORS.

COLBY GOLIGHTLY, THIS IS COLBY'S FOURTH YEAR TO PARTICIPATE IN STATE VASE, A MULTIPLE GOLD SEAL WINNER, AND COLBY WILL BE HEADING TO UCLA IN SEPTEMBER TO PURSUE HIS ART DEGREE.

WE'VE SEEN HOW THIS FALL ENROLLMENT HAS COME IN, AND WE'RE GOING INTO THE SUMMER MUCH MORE OPTIMISTIC.

WE WANTED TO GO AHEAD AND PROVIDE THIS BASICALLY AUDIT AND LOOK AT JUST YOUR ENROLLMENT PROJECTIONS.

THIS DOESN'T HAVE ANYTHING ABOUT LOCAL ECONOMIC UPDATES OR ANYTHING ABOUT HOUSING MARKET, WHICH I KNOW HAS GONE CRAZY.

THAT IS ALL INFORMATION THAT WE'RE GOING TO BRING BACK TO YOU IN THE FALL.

THIS IS JUST MEANT REALLY TO BE A PICTURE OF OF OUR UPCOMING SCHOOL YEAR.

WE SAW HISTORICALLY LOW COHORTS IN PRE-K KINDERGARTEN, AND MOST EARLY ELEMENTARY GRADES ESPECIALLY.

JUST IN YOUR E PRE-K AND KINDERGARTEN, THAT ACCOUNTED FOR ABOUT 500 STUDENTS OF THAT 800 AND STUDENT LOSS.

AGAIN, THIS WAS FELT AT MOST DISTRICTS AND NOT JUST DFW, NOT JUST THE STATE, BUT EVEN THE NATION.

WE WORKED WITH ABOUT 90 SCHOOL DISTRICTS ACROSS FOUR STATES.

EVERYONE FELT THE SAME IMPACT.

THAT MIDDLE TABLE IS YOUR COHORT TABLE.

SO THERE WE CAN JUST SEE, THAT'S HOW MANY FIRST GRADERS BECOMES SECOND GRADERS, SECOND GRADERS BECOME THIRD GRADERS.

THERE WE CAN JUST SEE HOW REALLY OUT OF THE BLUE THIS PANDEMIC WAS AND WHAT IT CAUSED.

THE ONE SIGN OF STRANGE OPTIMISM WAS A HIGH SCHOOL COHORT.

DID ACTUALLY HAVE A POSITIVE HIGH SCHOOL COHORT FOR THE FIRST TIME IN MANY YEARS.

THAT WAS REALLY DRIVEN BY THE PASS FAIL MOVE INTO THE FALL.

WE SAW THIS IN MOST OF OUR CLIENTS THAT NINTH GRADE DID GET A LITTLE SMALLER BASICALLY BECAUSE WE DIDN'T HAVE QUITE AS MANY PENT UP OF TENTH GRADERS COUNTING AS 11TH GRADERS.

WE ACTUALLY HAD A MUCH HIGHER RETENTION IN BOTH 11TH AND 12TH GRADE, BECAUSE OF THE ECONOMIC CONDITIONS.

AGAIN, ZOOMING BACK OUT JUST THE STATE ENROLLMENT TRENDS, STATE ENROLLED ABOUT 5.37 MILLION STUDENTS ACROSS ALL PUBLIC SCHOOLS.

THIS IS TRADITIONAL PUBLIC SCHOOLS AS WELL AS CHARTER SCHOOLS.

THAT'S A DROP OF A 122,000 STUDENTS IN JUST ONE YEAR.

STATE HAD BEEN AVERAGING A GROWTH OF ABOUT 40-60,000 STUDENTS A YEAR, SO YOU CAN JUST SEE HOW DRAMATIC THAT DROP WAS.

IF WE LOOK AT JUST TRADITIONALIST, THESE IT WAS ABOUT A 150,000 STUDENTS.

CHARTER SCHOOLS ACTUALLY GAINED ABOUT 30,000 STUDENTS THIS YEAR.

THIS WAS REALLY SIGNIFICANT.

JUST TO REGION 10 AND 11 ALONE, THIS IS LOOKING AT A FIVE-YEAR ENROLLMENT TREND.

SO WE DO KNOW THAT THE BIRDVILLE DROPPED ABOUT SIX PERCENT IN THE LAST FIVE YEARS.

THAT IS UNFORTUNATELY A REALLY BAD TIMELINE TO PICK FOR YOU GUYS, FROM 2015-2020 BECAUSE THAT DOES SHOW IN 2016 THE CHARTER IMPACT OF THE ILO OPENING AS WELL AS THE 2020 PANDEMIC THAT WE FACED.

IT'S A VERY DRAMATIC NUMBER IN THAT LAST FIVE YEARS, THAT'S A TWO-YEAR HIT ON YOUR ENROLLMENT.

AGAIN, THAT YEAR-OVER-YEAR DECLINE OF ABOUT 840 STUDENTS, 3.6 PERCENT.

COMPARE THAT TO SOME OF YOUR NEIGHBORS,

KELLER DECLINED BY 2.7 PERCENT, H-E-B 3.6 PERCENT, GCISD 2.1 PERCENT, AND ALL OF REGION 11 FELT A DECLINE OF ABOUT THREE PERCENT.

EVEN VERY FAST GROWTH DISTRICTS, NORTHWEST ISD IS BUILDING ABOUT 2,800 HOMES RIGHT NOW, A YEAR, AND THEY WERE STILL ONLY GREW ABOUT 1.4 PERCENT.

DENTON IS ADDING ABOUT 2,500 HOMES, AND THEY DECLINED TWO PERCENT.

AGAIN, EVEN VERY FAST GROWTH DISTRICTS STILL FELT THIS PANDEMIC'S IMPACT.

STARTING TO DIVE INTO OUR ENROLLMENT PROJECTIONS, WE DO LOOK AT BIRTHRATE ANALYSIS TO HELP OUR KINDERGARTEN ENROLLMENT FORECAST.

KINDERGARTEN'S OBVIOUSLY THE HARDEST THING THAT WE HAVE TO FORECAST BECAUSE THERE'S NOT A REAL COHORT TO BUILD OFF OF IT.

WE LOOK AT THE NUMBER OF BIRTHS WITHIN YOUR DISTRICT AND COMPARE THAT TO FIVE YEARS LATER, THE KINDERGARTEN ENROLLMENT.

BACK IN 2006, WE HAD ABOUT 1,900 BIRTHS WITHIN THE DISTRICT.

THAT TRANSLATED INTO A 2011 KINDERGARTEN CLASS OF 18, ROUGHLY 50.

THEN WE TAKE THAT RATIO, AND WE CAN USE A CORRELATION TO SEE HOW STRONG THAT RATIO THEN CONTINUES OVER OUR HISTORICAL ENROLLMENT.

YOU DO HAVE A VERY STRONG CORRELATION.

WE DO FEEL REALLY GOOD ABOUT USING THIS RATIO.

WE ARE SEEING THAT IN OUR HOUSING MARKET AND WE'RE SEEING IT IN OUR KINDERGARTEN ENROLLMENTS AS WELL.

THIS IS A BIG QUESTION [INAUDIBLE] THOUGH, FOR YOUR DISTRICT.

IF YOU'RE ABLE TO HAVE THAT REGENERATION, YOU GUYS ARE A DESIRABLE DISTRICT WHERE YOU CAN STILL BUY AN AFFORDABLE ENTRY-LEVEL HOME, IF WE'RE ABLE TO SEE SOME OF THAT REGENERATION, IF WE'RE ABLE TO KEEP THAT KINDERGARTEN CLASS CLOSER TO 1,700 STUDENTS, YOU'RE GOING TO HAVE A MUCH EASIER TIME KEEPING CLOSER TO THAT 23,000 STUDENT ENROLLMENT, GOING FORWARD.

BUT I DO WANT TO POINT OUT THE LAST TIME WE SAW THAT 1,700 DISTRICT BIRTHS, WE DID HAVE THAT KINDERGARTEN CLASS AT ABOUT 1,500-1,600 STUDENTS.

THIS IS OUR 10-YEAR ENROLLMENT FORECAST BY GRADE LEVEL.

WE'RE EXPECTING WHAT WE'RE CALLING A COVID BOUNCE-BACK OF 380 STUDENTS THIS FALL, FOR A 2021 ENROLLMENT OF 23,120.

I KNOW YOU MIGHT LOOK AT THAT, TOP LEVEL, AND THINK THAT THAT REALLY DOESN'T LOOK LIKE MUCH OF A BOUNCE-BACK.

I WANT TO CAVEAT THAT. YOU DO HAVE A LITTLE BIT OF A ROLL-UP CHALLENGE RIGHT NOW.

YOUR 12TH GRADE CLASS IS BIGGER THAN YOUR INCOMING KINDERGARTEN CLASS, SO YOU'RE ALREADY LOSING STUDENTS, JUST ON THE NET, AS WELL AS THE FACT THAT YOUR PRE-K CLASS IS COMING A LITTLE SMALLER BECAUSE THAT MOVE FROM HALF-DAY TO FULL-DAY PRE-K DID DROP THE OVERALL NUMBER OF PRE-K STUDENTS, KEEPING THOSE SEATS ROUGHLY THE SAME.

WE SAW THAT PRE-K DROPPED TO ABOUT 550 STUDENTS THIS YEAR.

WE ARE HOPING, WE'RE FORECASTING THAT THAT CAN GET BACK UP TO ABOUT 600.

I WANT TO BE CAREFUL WITH THAT FORECAST THOUGH.

THAT'S MORE BASED ON YOUR SEAT AVAILABILITY AND YOUR CURRENT PRE-K PLANS AT THIS TIME.

WE ABSOLUTELY BELIEVE, AS DEMOGRAPHERS, THAT THERE IS WAY MORE THAN 611 PRE-K STUDENTS THAT YOU COULD GET IN YOUR CLASSROOMS. IF YOU OPEN UP THE SPACE, WE REALLY DO BELIEVE THAT THEY WILL COME.

THAT IS SOMETHING THAT IS DETERMINED BY THE DISTRICT AND THE SEATS AND CAPACITY, AND I KNOW THAT'S A DIFFICULT DECISION FOR YOU GUYS TO HAVE TO MAKE.

ON YOUR COHORT GROWTH NEXT YEAR, WE'RE ACTUALLY REALLY ADDING ABOUT 500 STUDENTS.

THIS FORECAST, AGAIN, AS A COVID BOUNCE-BACK, IS PREDICATED ON PEOPLE BEING MORE COMFORTABLE ENROLLING THEIR KIDS.

THEY HAVE SOME HOUSING, BUT THEY HAD BEEN DECLINING IN RECENT YEARS, BUT THEY HAVE A LARGE NUMBER OF STUDENTS TRANSFERRING OUT.

IF THOSE TRANSFERS HOLD, AND IF WE CAN HOLD THOSE YIELDS, WE DO EXPECT THAT ENROLLMENT TO START TO INCREASE AS WELL IN HOLIDAY HEIGHTS ELEMENTARY, AND SNOW HEIGHTS ELEMENTARY, WITH THE IRON HORSE DEVELOPMENT, ADDING BUT 900 MULTIFAMILY UNITS.

THOSE ARE UNITS THAT WE REALLY DON'T EXPECT A SIGNIFICANT YIELD FROM.

THIS MARKET RATE, LUXURY APARTMENT COMPLEXES DON'T TEND TO YIELD MANY STUDENTS.

BUT AT 900 MULTIFAMILY UNITS, EVEN AT 0.1 YIELD, STILL 90 STUDENTS COMING IN.

HALTOM HIGH SCHOOL WILL REMAIN AROUND IT'S BUILDING CAPACITY FOR THE NEXT COUPLE OF YEARS BUT WILL HAVE A LITTLE BIT OF RELIEF AS SOME OF THOSE BIGGER CLASSES EXIT IN THE NEXT 3-5 YEARS.

THIS FINAL TABLE IS A LITTLE BIT OF A HEADACHE TO LOOK AT, BUT THIS IS BASICALLY JUST OUR PROJECTION BY CAMPUS, BY GRADE.

WITH THIS GRANT OF 39 MILLION, WE WILL BE ABLE TO TRANSFER OVER 5.5 MILLION DOLLARS TO THE GENERAL FUND TO HELP COVER ANY COSTS THAT WE MAY HAVE FOR ADMINISTRATIVE.

THEN I'LL TELL YOU OVER THE LAST TWO YEARS, OUR FEDERAL PROCUREMENT RULES HAVE CHANGED TO A PLACE WHERE IT'S BECOME EXTREMELY BURDENSOME, AND THREE QUOTES FOR EVERY PURCHASE WE DO IN ALL OF THE FEDERAL GRANTS.

WE'VE STARTED A SYSTEM BECAUSE PREVIOUSLY SECRETARIES WHO WERE IN, I GUESS, WORKING FOR WHATEVER CAMPUS OR DEPARTMENT, WE'RE HAVING TO GO OUT AND GET ALL OF THESE QUOTES AND ALL OF ADDITIONAL COMPLIANCE, AND IT HAS NOT BEEN WORKING WELL.

THE PURPOSE OF STATE COMP ED PROGRAM IS TO INCREASE THE ACADEMIC ACHIEVEMENT AND REDUCE THE DROPOUT RATES FOR ELIGIBLE STUDENTS BY PROVIDING THE SUPPLEMENTAL PROGRAMS AND SERVICES.

PRIOR TO HOUSE BILL THREE, WE USE THE BEST AVERAGE OVER A SIX-MONTH TIME PERIOD.

SOME STUDENTS EARN MORE FUNDING THAN OTHER STUDENTS.

IN 2021, BIRDVILLE RECEIVED 21,251,604.

AT LEAST 55 PERCENT OF THAT IS REQUIRED TO BE SPENT ON ELIGIBLE EXPENSES.

IN 2020, 2021 BIRDVILLE REPORTED 11,822 STUDENTS.

THAT'S 52 PERCENT OF OUR STUDENTS AS AT RISK FOR NOT GRADUATING.
