THIS IS MY CLASS RANK WHEN I ATTENDED BIRDVILLE HIGH SCHOOL LAST YEAR.

YOU MIGHT THINK BECAUSE OF MY RANK, I DIDN'T GO TO SCHOOL REGULARLY OR THAT I FAILED MOST OF MY CLASSES, BUT IN ALL ACTUALITY NEITHER IS TRUE.

IN FACT, MY ATTENDANCE RATE WAS 96 PERCENT AND I WAS PASSING ALL BUT TWO OF MY CLASSES.

THOSE TWO CLASSES, HOWEVER, WERE VERY DIFFICULT FOR ME AND BEING JUST ONE PERSON IN A SCHOOL WITH OVER 2,000 PEOPLE, IT WAS REALLY HARD FOR ME TO DO WELL.

HOWEVER, AT SHANNON, I'M NOT RANKED AGAINST MY CLASSMATES AND I HAVE EASY ACCESS TO PEOPLE WHO HAVE TIME AND ARE WILLING TO HELP ME WITH MY GRADES.

I'M VERY THANKFUL FOR THE OPPORTUNITY AND PRIVILEGE TO ATTEND SHANNON.

I WOULD LIKE TO THANK MR. WILLIAMS FOR ALLOWING ME THE OPPORTUNITY TO SPEAK TO YOU ALL TONIGHT.

WE SHOULD DO IT BECAUSE WE HAVE A LOT OF KIDS, AND I KNOW THAT WITH COVID BEING A VERY PERSISTENT AND RELATIVE THING, THAT IT'S A CONCERN FOR KIDS TO GO FROM CLASS TO CLASS AND HAVE THE RISK OF GETTING COVID.

I ALSO KNOW THAT FOR HAVING AN ALTERNATING SCHEDULE CAN BE HARD.

BUT I'M A STUDENT ATHLETE AND A LOT OF KIDS AT MY SCHOOL, AND AT BIRDVILLE, AND AT SHANNON, AND AT HALTOM, THEIR STUDENT ATHLETES TOO, AND THEY HAVE OTHER INTERESTS AND THEY HAVE HOBBIES SO HAVING A BLOCK SCHEDULING WOULD BALANCE OUT HOMEWORK IN A WAY.

IF YOU HAVE MATH ONE DAY AND THEN NOT GOING TO MATH UNTIL WEDNESDAY, HAVING IT ON TUESDAY AND THEN THURSDAY, IT GIVES YOU A BREAK SO YOU CAN HAVE MORE TIME FOR TUTORIALS.

IF YOU DON'T REALLY UNDERSTAND SOMETHING.

FOR EXAMPLE, I'M NOT REALLY GOOD AT MATH SO I STRUGGLE IN MATH AND I'M IN ALGEBRA TOO.

I THINK IF WE HAVE BLOCK SCHEDULING INSTEAD OF HAVING THAT MAYBE ROYAL TIME OR THAT MORNING OR THAT EVENING.

WE ARE SEEING A LITTLE BIT OF A DROP IN THOSE LATER HIGH SCHOOL GRADES.

JUST TO TOUCH ON THE ECONOMIC CONDITIONS, UNEMPLOYMENT RATE PEAKED AT ABOUT 13 PERCENT STATEWIDE BACK IN THE SPRING OF 2020 AT THE WORST OF THE SHUT DOWNS.

TODAY IN DFW, WE HAVE REGAINED ABOUT 90-95 PERCENT THAT DROPS WE'VE LOST DURING THE PANDEMIC.

UNEMPLOYMENT RATE SITTING AT ABOUT 4.7 PERCENT.

BEFORE, HISTORICALLY LOW UNEMPLOYMENT RATE OF THREE PERCENT IN 2018 AND 2019, WE USED TO SAY THAT 45 PERCENT WAS FULL EMPLOYMENT.

THE PIECE THAT IS STILL THE PROBLEM RIGHT NOW AND WHY THAT MIGHT NOT SQUARE WITH WHAT WE'RE SEEING ON THE GROUND IS THAT LABOR FORCE PARTICIPATION IS STILL EXTREMELY LOW, ESPECIALLY, COMPARED TO WHERE WE WERE IN 2020.

UNTIL WE CAN GET THE MOST PEOPLE BACK INTO THE LABOR FORCE THAT ARE NOT BEING CAPTURED IN THIS UNEMPLOYMENT RATE, WE'RE GOING TO CONTINUE TO STRUGGLE A LITTLE BIT IN THAT HIRING.

HOUSING MARKET TRENDS THOUGH 2021, I KNOW EVERYONE IS AWARE IF YOU'VE SEEN YOUR NEIGHBORS HAVE TRIED TO LIST A HOME OR TRIED TO BUY A HOME, 2021 IS ANOTHER RECORD YEAR FOR HOUSING ESPECIALLY IN DFW.

THESE BAR CHARTS ARE MONTHLY SALES ACROSS DFW, TOTAL HOME SALES SO IT DOES INCLUDE EXISTING HOME SALES.

TOTAL HOME SALES HAVE ALREADY SURPASSED WHERE WE WERE IN 2020.

TOTAL LISTINGS ARE STILL DOWN THOUGH.

PEOPLE ARE STILL NOT LISTING THEIR HOME SO THAT'S CAUSED THAT MONTHS OF INVENTORY TO DROP EVEN MORE DRAMATICALLY.

WE'RE SITTING ABOUT ONE MONTH OF SUPPLY OF INVENTORY AND THE EXISTING HOME MARKET.

WE WANT TO BE AT ABOUT SIX MONTHS OF SUPPLY FOR EQUILIBRIUM SO THAT IS EXTREMELY TIGHT INVENTORY MARKET.

THIS IS CAUSING THE NEW HOME MARKET TO BE A BIGGER SHARE OF THE OVERALL HOUSING MARKET WHICH IS A DRIVER OF SOME OF THE STARTS THAT WE'RE SEEING EVEN IN YOUR DISTRICT.

THERE IS A UPTAKE AND NEW HOME STARTS AND IT'S TAKING UP A LARGER SHARE OVERALL.

HOWEVER, WHAT IT'S REALLY DOING IS DRIVING THAT PRICE UP.

ACROSS DFW, WE'RE SEEING ABOUT A 20 PERCENT PRICE APPRECIATION YEAR OVER YEAR IN JUST ONE YEAR.

THAT IS TRANSLATING OVER INTO THE MULTIFAMILY MARKET AS WELL.

THOSE SAME CONSTRAINTS IN THE MULTIFAMILY MARKET ARE CAUSING OCCUPANCY TO TAKE BACKUP.

WE'RE NOW NORTH IN 93 PERCENT OCCUPANCY ACROSS DFW.

THOSE ASKING RENT AND EFFECTIVE RENTS ARE ALL DOUBLE DIGIT PRICE INCREASES YEAR-OVER-YEAR, JUST LIKE IN THE HOUSING MARKET.

THOSE ARE REALLY STRAINING, ESPECIALLY YOUNGER FAMILIES TRYING TO AFFORD HOUSING IN THESE DISTRICTS.

SPECIFICALLY WITHIN YOUR SCHOOL DISTRICT, THIS IS YOUR TOTAL HOME SALE ACTIVITY.

AGAIN, THIS IS D TRANSACTION DATA, SO WE'RE LOOKING FROM THE COUNTY, TOTAL NEW HOME SALES, EXISTING HOME SALES, REO AND FULL CLOSURES.

IN 2020, WE HAD ABOUT 3,300 TOTAL HOME SALES.

I'M A FOCUS ON THE GRAPH ON THE BOTTOM RIGHT THERE, WHICH IS DONE BY TAX RATE INCREASE.

THERE WERE 21 DIFFERENT ELECTIONS THIS GO AROUND THAT HAD NO TAX RATE INCREASE ASSOCIATED WITH THEM.

BUT ONLY 34 PERCENT OF THOSE PROPOSITIONS PASSED.

ROUGHLY 50 PERCENT OF THE DOLLAR AMOUNT.

TYPICALLY, YOU WOULD THINK THAT FOR A NO TAX RATE INCREASE, THE PASSAGE RATE WOULD BE SUBSTANTIALLY HIGHER, WHICH TELLS US THAT THIS WAS PROBABLY NOT AN ECONOMIC DECISION.

THERE'S SOMETHING ELSE GOING ON AND VARIOUS COMMUNITIES WHICH RESULTED IN SUCH A LOW SUCCESS FACTORS.

SINCE YOU DID YOUR LAST BOND PROGRAM.

THERE HAVE BEEN A COUPLE OF DIFFERENT CHANGES.

ONE IS HOUSE BILL 3 ON EVERY PROPOSITION.

YOU MUST SAY THIS IS A PROPERTY TAX INCREASE.

WHETHER YOU'RE PLANNING AT TWO RAISE, THAT TAX RATE OR NOT.

IT WILL SAY THIS ON EVERY SINGLE PROPOSITION.

THE OTHER THING IS SENATE BILL 30.

HISTORICALLY, THE DISTRICT HAS DONE ONE OR TWO PROPOSITIONS AND WE'VE MADE IT GENERALLY ALL ENCOMPASSING FOR CONSTRUCTION, EQUIPMENT ACQUISITION, THE WHOLE NINE YARDS.

NOW THE STATE HAS SAID, FOR CERTAIN ITEMS, YOU MUST HAVE A SEPARATE PROPOSITION.

ONE ARE BASICALLY ATHLETICS, STADIUMS, AND AUDITORIUMS, REC FACILITIES, TEACHER HOUSING.

THE LAST ONE IS TECHNOLOGY EQUIPMENT.

IF YOU ARE LOOKING FOR DEVICES TO BE FUNDED THROUGH BOND PROGRAMS, THAT WOULD HAVE TO BE A SEPARATE PROPOSITION NOW.

THEN LASTLY, WE THREW IN A GENERIC TIME TABLE HERE FOR A POTENTIAL NOVEMBER 22 ON ELECTION.

BUT THAT WOULD NEED TO BE CALLED BY THE BOARD BY AUGUST 22ND.

GENERALLY SPEAKING, ONCE YOU HAVE THE ELECTION, IT TAKES US A FEW MONTHS TO SELL BONDS BEFORE YOU HAVE BOND PROCEEDS.

I KNOW I WENT THROUGH THAT RELATIVELY QUICKLY.

I MEAN, SHE MENTIONED 20 PERCENT INCREASE IN HOUSING BEFORE IN ONE YEAR, THE COST OF HOUSING.

THERE IS A BREAKING POINT.

NOW I THINK WE'RE GETTING CLOSER TO THAT.

THEN WE REALIZE WAY CLOSER THAN WE REALIZE.

THEY'VE NAMED SOME PRETTY HIGH DOLLAR FIGURES FOR SOME OF THE HOUSING AROUND HERE THAT WOULD TEND TO BLOW YOU AWAY.

THESE ARE PEOPLE I TRUST.

I DON'T KNOW WHO'S RIGHT. BUT I GET YOU.

I HAVE A GRANDDAUGHTER THAT'S ALMOST TWO.

HOW CAN A TEACHER SALARY AND SOMEONE IN THE CONSTRUCTION INDUSTRY AFFORD A STARTER HOUSE THAT'S NEW, $340,000 IN OUR DISTRICT? THEY CAN'T AFFORD DAYCARE IF THEY BUY THAT KIND OF HOUSE.

THERE'S GOT TO BE A BREAKING POINT THERE.

PEOPLE THAT ARE MOVING INTO THOSE 14 AND $1,500 A MONTH APARTMENT RENTS, THEY'RE NOT TAKING KIDS WITH THEM.

THEY'RE SINGLE OR A COUPLE THAT CAN'T AFFORD TO GO BUY A HOUSE, THEY ONLY NEED THAT ONE BEDROOM.

THERE IS A LOT OF MULTIPLE FAMILY GOING ON.

THERE IS SOME GROWTH THERE, BUT I STILL SEE THE GROWTH NUMBERS HAPPENING.

I THINK THERE'S GOING TO BE A LEVELING OFF REAL SOON.

>> I THINK IT'S A FUNCTION OF NOT ONLY WHERE YOU ARE IN THE PRICE RANGE, BUT YOUR ABILITY TO MOVE WITHIN THE METROPLEX AS WELL.

AT A CERTAIN POINT IN TIME, YOU CAN ONLY BID ON SO MANY HOUSES BEFORE THE SUPPLY CATCHES UP.

THERE'S MORE OPPORTUNITY FOR PEOPLE TO BUY HOUSES BECAUSE THERE'S MORE SUPPLY ON THE MARKET.

NOW I STILL THINK GIVEN WHERE OUR ECONOMY IS, ESPECIALLY IN TEXAS WITH ALL THE OTHER COMPANIES COMING INTO THE MARKETPLACE, DALLAS, FORT WORTH AREA IS STILL HIGHLY COVETED.

A LOT OF CALIFORNIA COMPANIES ARE COMING.

I DON'T SEE WHERE THE ECONOMY IS SLOWING DOWN OVER THE NEXT 2-3 YEARS.

BUT MAYBE BY THE END OF THAT FIVE-YEAR PERIOD, THAT YOU DO SEE SOME TRACEBACK.

THE FLIP SIDE IS, WE ALSO REPRESENT A LOT OF SCHOOL DISTRICTS IN AND AROUND SOME OF THE RURAL AREAS.

I WAS JUST AT A AUBREY ISD MEETING NOT TOO LONG AGO, AND THEY HAVE 3, 000 KIDS.

IN THE NEXT SIX YEARS, THEY THINK THAT THEY'RE GOING TO GO FROM 3, 000 TO 9, 000 KIDS.

THE GROWTH IS COMING FROM SOME PLACE.

ORGANICALLY, PEOPLE ARE COMING IN.

AT THE END OF THE DAY, I DO THINK THERE'S A LITTLE PRESSURE ON THE HOUSING, BUT I DO THINK THE GROWTH IS SUSTAINABLE OVER A PERIOD OF TIME.

IF YOU ARE A YOUNG FAMILY RIGHT NOW YOU CAN'T AFFORD A NEW BUILD, WHAT YOU CAN AFFORD IS TO COME INTO ONE OF THESE HOMES IN HALTOM CITY THAT NEEDS RENOVATION, YOU BUY IT AND RENOVATE IT.

I THINK THAT MAY END UP ATTRACTING YOUNGER FAMILIES FAIRLY SOON BECAUSE THEY ARE PRICED OUT IN OTHER PLACES, THERE'S NO WAY THEY CAN BUY NEW HOMES.

WE'RE IN DIRECT COMPETITION WITH KELLER, GRAPEVINE-COLLEYVILLE, SOUTHLAKE, WE'RE MORE DIVERSE, THEY'RE VERY MONOLITHIC IN WHAT THEY OFFER.

I THINK WE'RE IN A POSITION THAT IF WE DO BUILD IT, THEY WILL COME TYPE DEAL.

THERE IS SOME GENTRIFICATION THERE, IN SOME OF THOSE NEIGHBORHOODS WHEN WE PUT OUR NEW SCHOOLS UP, BUT WE'RE DIVERSE ENOUGH TO WHERE WE SHOULD BE THE SCHOOL DISTRICT IN THE MID-CITIES THAT PEOPLE ARE ATTRACTED TO BECAUSE WE'RE NOT A MONOLITHIC POPULATION LIKE SOME OF OUR SURROUNDING NEIGHBORS ARE.

THEY'RE DOING A TAX INCREMENT REINVESTMENT ZONE, RIGHT NOW.

THEY'VE JUST VOTED ON IT AT THE LAST ACCOUNTS MEETING.

THEY'RE DOING THAT ALONG BELKNAP AND DENTON HIGHWAY.

THAT SHOULD DRIVE QUITE A BIT OF REINVESTMENT, I WOULD THINK IN THOSE AREAS, AND THEN HOPEFULLY PEOPLE WILL BEGIN TO RENOVATE THOSE.

BUT I DID HAVE A QUESTION AS WELL, IF I MAY.

YOU'RE SAYING THAT THIS LAST YEAR THERE WERE A LOT LESS PERCENTAGE-WISE BONDS THAT PASSED THAN PREVIOUS YEARS, CAN YOU SPECULATE, I KNOW IT MAY BE SPECULATION,

>> MY BEST GUESS IS THE POLITICAL ATTITUDES AMONG CONSTITUENTS.

I'VE NEVER SEEN SCHOOL BOARD MEETINGS BECOME SO POLITICAL IN MY ENTIRE LIFE, AND I'VE BEEN DOING THIS FOR 23 YEARS.

THERE'S ALWAYS SOMETHING GOING ON IN THE SCHOOL DISTRICT, RIGHT, WRONG, OR INDIFFERENT, BUT I TAKE THE CASE OF ALLEN ISD.

WE HAD JUST A $24 MILLION BOND PROGRAM FOR A FEW ATHLETICS, NO TAX RATE INCREASE, AND IT FAILED ALMOST TWO TO ONE BECAUSE THERE WAS A CONSTITUENCY THAT SAID, WE WANT THE DISTRICT TO IMPOSE A MASK MANDATE, AND IF YOU DON'T IMPOSE A MASK MANDATE, WE'RE GOING TO VOTE NO FOR THE ELECTION.

I THINK THERE'S A LOT MORE POLITICS THAT'S ENTERED INTO THE ELECTION CYCLE VERSUS WHAT WE HISTORICALLY SEE WHICH IS A FOCUS ON THE FACILITIES FOR SCHOOLS, AND THE EQUIPMENT FOR THE KIDS THAT NEED IT.

>> DO YOU THINK ANY OF THAT DECREASE IN THE PERCENTAGE THAT HAS PASSED IS BECAUSE WE NOW HAVE TO BREAK OUT THE ATHLETIC FACILITIES TECHNOLOGY AND OTHERS? THAT THOSE ARE THE ONES THAT ARE FAILING RATHER THAN FACILITIES?

I WILL TELL YOU FOR MAY AND NOVEMBER, ATHLETICS ON A STAND-ALONE BASIS, HAD A VERY DIFFICULT TIME PASSING.

MAJORITY OF THE TIME THOSE WERE THE PROPOSITIONS THAT FAILED.

AUDITORIUMS IS ALSO ANOTHER BIG ONE, YOU SEE A FEW FINE ARTS.

THE BIGGEST MISCONCEPTION THAT A LOT OF PEOPLE HAD WHEN YOU SEE FACILITIES FAIL, IS THEY GO TO THE POLLS, AND THEY SEE THIS IS A PROPERTY TAX INCREASE, AND THEY DON'T REALIZE OR THE MESSAGE DIDN'T GET THROUGH THAT MAYBE THIS WASN'T GOING TO RAISE THEIR TAX RATE, BUT IT SAYS THAT ON THE BALLOT.

WE TYPICALLY SAY MORE OF THE SUB PROPOSITIONS FAIL WHEN IT GETS TO THE ATHLETIC PIECE, BUT MORE OF THE TRADITIONAL FACILITIES PASS.

>> WE'VE SEEN ON OTHER SIDE TOO ON M&O, WHERE THEY TELL US WHAT THE M&O TAX RATE IS.

WE'D HAVE NO CONTROL OVER THAT AND THEY LOWERED THAT, BUT YET WE HAD TO PASS A MOTION THAT DECLARED WE WERE RAISING PEOPLE'S TAXES ON A RATE THAT THEY IMPOSED ON US, WE HAVE TO TELL THE VOTERS THAT WE'RE RAISING TAXES ON THEM.

[LAUGHTER] IT'S NOT THE EXACT SAME THING YOU JUST EXPLAINED TO DR. STINSON, BUT SOME OF THESE RULES JUST GET SO CRAZY.

THEN ONE LAST THING, MR. DAVIS, I'VE THOUGHT AUSTIN CRAZY PROPERTY VALUES WOULD STOP MANY YEARS AGO, AND THAT JUST KEEPS GETTING NUTTIER AND NUTTIER, AND I DON'T KNOW HOW FAMILIES PULL THAT OFF.

WHAT WE MAY END UP SEEING IS LARGER EXTENDED FAMILIES LIVING IN A VERY SMALL HOUSE.

BUT PEOPLE HAVE TO LIVE, AND THEY'VE GOT TO LIVE SOMEWHERE, THEY HAVE TO HAVE SHELTER.

WE MAY END UP SEEING MULTI FAMILIES WITHIN ONE HOME, WHICH MAY CHANGE DEMOGRAPHICS.

THOSE ARE ALL VERY LARGE PROGRAMS THAT WE AUDITED.

WE ISSUED AN UNMODIFIED OPINION OVER COMPLIANCE ON EACH OF THOSE PROGRAMS. YOU DO QUALIFY AS A LOW-RISK AUDITEE, WHICH MEANS THAT YOU CANNOT HAVE HAD FINDINGS AND AT LEAST THE PREVIOUS TWO YEARS, IT'S BEEN MUCH LONGER THAN THAT FOR BIRDVILLE BUT THAT DOES QUALIFY YOU AS A LOW-RISK AUDITEE, WHICH REQUIRES LESS TESTING OF ESSER AS THE AUDITOR.

WE ARE ONLY REQUIRED TO TEST 20 PERCENT VERSUS 40 PERCENT IF YOU DID NOT HAVE THAT DESIGNATION.

WE HAD NO MATERIAL WEAKNESSES, NO SIGNIFICANT DEFICIENCIES, AND NO COMPLIANCE FINDINGS IN ANY OF THOSE PROGRAMS THAT WE REVIEWED.

WE DO A SIMILAR TEST ON CASH DISBURSEMENTS AND WE TAKE YOUR FULL YEAR OF DISBURSEMENTS, WE LOOK FOR GAPS IN SEQUENCE, DUPLICATE PAYMENTS TO VENDORS AND ANY VENDORS THAT MAY LOOK LIKE THEIR FOUR PURPOSE IS NOT RELATED TO DISTRICT OPERATIONS.

WE DIDN'T SEE ANY ISSUES THERE EITHER, NO EXCEPTIONS NOTED.

WE DO A SIMILAR KIND OF ANALYSIS ON THOSE MAJOR PROGRAMS FOR THE FEDERAL AWARDS, WHERE WE REVIEW THE FEDERAL REGULATIONS AND REQUIREMENTS, DEVELOP EXPECTATIONS OF WHAT TYPES OF EXPENDITURES WE EXPECT TO SEE.

IN EARLY 2019, THE BIRDVILLE ISD BOARD OF TRUSTEES APPOINTED OUR SEVEN-MEMBER COMMITTEE AND CHARGED US WITH OVERSEEING THE CONSTRUCTION PROJECTS AUTHORIZED BY THE BISD VOTERS IN THE BOND ELECTION HELD IN NOVEMBER OF 2018.

IN THIS ELECTION, VOTERS APPROVED A $252.8 MILLION PACKAGE FOR SCHOOL CONSTRUCTION, MAINTENANCE, AND TECHNOLOGY UPGRADES.

THE SPECIFIC CHARGE FROM THE BOARD WAS THE COMMITTEE WILL BE FORMED TO MONITOR THE PROGRESS OF REVIEW INFORMATION ABOUT, REPORT ON, AND ANALYZE AND STUDY INFORMATION AND DATA CONCERNING THE 2018 BOND PACKAGE.

THE COMMITTEE IS ESTABLISHED TO INCREASE THE TRUST AND CREDIBILITY WITHIN OUR COMMUNITY RELATING TO HOW THE 2018 BOND PACKAGE FUNDS ARE OVERSEEN AND SPENT.

THE AUTHORIZED BONDS WERE INTENDED TO FUND SEVEN MAJOR PROJECTS AND INITIATIVES AT THE FOLLOWING PROPOSED PRICE POINTS.

BEGINNING WITH THE VARIOUS TECHNOLOGY UPGRADES AT $40 MILLION, FULL REPLACEMENT OF A SMITHFIELD ELEMENTARY AT $28 MILLION, THE COMBINATION OF RICHLAND HILLS AND MAJOR CHENEY ELEMENTARY IS TO CREATE CHENEY HILLS ELEMENTARY WITH A PEDESTRIAN BRIDGE FOR $34 MILLION.

THE FULL REPLACEMENT OF HARTER MIDDLE SCHOOL AND RICHLAND MIDDLE SCHOOL AT THE COMBINED PRICE OF A $116 MILLION.

AN ADDITION OF THE FULL GYM AT SMITHFIELD MIDDLE SCHOOL AT $9.8 MILLION AND HVAC AND ROOFING PROJECTS DISTRICT-WIDE AT $18 MILLION.

THERE WERE ALSO THREE MINOR PROJECTS.

THE COMPLETION OF ALL SECURITY VESTIBULES AT VARIOUS SCHOOLS FOR $2.1 MILLION.

HIGH SCHOOL AUDITORIUM UPGRADES FOR $2.2 MILLION AND THE CREATION AND BUILD-UP OF THE COLLEGIATE ACADEMY OF BIRDVILLE FOR $1 MILLION, CHUMP CHANGE.

EACH QUARTER WE WERE APPRISED OF THE LATEST FINANCIAL TECHNOLOGY AND CONSTRUCTION,

BIDDING DECISIONS, AND PROGRESS OF ALL THE PROJECTS.

IN THE BEGINNING, THE DISTRICT HAD 17 ARCHITECTURAL GROUPS RESPOND TO DESIGN REQUEST.

BISD CHOSE THREE ARCHITECTURAL COMPANIES, PBK, HKS, AND VLK ARCHITECTS.

THIS WOULD ENSURE CUSTOMIZATION FOR EACH REBUILD PROJECT THAT WOULD FIT THE CULTURE OF ITS COMMUNITY AND THE STUDENTS THAT IT WOULD EDUCATE.

DUE TO THE WISDOM OF OUR CABINET, MOST BIDS CAME IN UNDER THE BUDGET AND ALLOWED US TO STAY WITHIN OR UNDER BUDGET ON ALL PROJECTS.

COVID-19 INDEED AFFECTED A FEW ASPECTS OF OUR CONSTRUCTION.

NONETHELESS, WE WERE ABLE TO COMPLETE MANY OF THE PROJECTS AND CONSTRUCTION ON TIME.

EVEN WITH THE EDUCATIONAL CONSTRAINTS THAT COVID PLACED ON OUR SCHOOLS, WITH THE BOND MONEY AND SOME COVID AID MONEY FROM THE STATE, WE WERE ABLE TO PLACE A COMPUTER IN THE HANDS OF EACH STUDENT, MAKING BISD A ONE-TO-ONE STUDENT-TO-COMPUTER RATIO SCHOOL DISTRICT.

THE FIRST PROJECT COMPLETED WAS THE COLLEGIATE ACADEMY OF BIRDVILLE, WHICH OPENED IN 2019-2020 SCHOOL YEAR.

IN AUGUST OF 2020, THE GYM AT SMITHFIELD MIDDLE SCHOOL WAS OPENED AND OPERATIONAL AND THE ROOFING FOR BIRDVILLE HIGH SCHOOL WAS COMPLETED.

ALSO IN THE FALL OF 2020, WE WERE MADE AWARE OF SOME DELAYS WITH CONTRACTORS AND NEED TO CHANGE CONTRACTORS ON SECURITY VESTIBULE PROJECTS.

HOWEVER, THESE PROJECTS WERE STILL COMPLETE BY THE START OF THE 2021 SCHOOL YEAR.

OVER THIS YEAR, OTHER HVAC AND ROOFING PROJECTS HAVE BEEN COMPLETED WITH MINIMAL DISTRACTIONS.

IN AUGUST OF 2021, WE EXPERIENCED THE JOY OF RIBBON CUTTINGS AND OPENINGS AT ALL FOR BRAND NEW SCHOOLS IN OUR DISTRICT ON TIME AND WITHIN BUDGET, 2,810 OF OUR BIRDVILLE STUDENTS ARE CURRENTLY ENJOYING BRAND NEW FACILITIES THAT FOSTER THE EXCELLENT EDUCATION THAT BISD IS KNOWN FOR IN STATE-OF-THE-ART FACILITIES.

THAT IS SOMETHING TO CELEBRATE.

BESIDES BEING A TECHNOLOGICALLY ONE-TO-ONE RATIO DISTRICT, MANY OTHER TECHNOLOGY UPGRADES HAVE TAKEN PLACE ACROSS THE DISTRICT.

FIBER DATA AND SYSTEM UPGRADES HAVE OCCURRED IN ALL BISD FACILITIES.

HALLWAY CLOCKS AND SECURITY CAMERAS WERE ALSO INSTALLED DISTRICT-WIDE, NEW WINDOWS LAPTOP COMPUTERS HAVE BEEN DISTRIBUTED TO TEACHERS OF BISD.

WE HAVE UPGRADED OUR COMMUNICATION SYSTEM TO MICROSOFT TEAMS, INCLUDING ALL-NEW PHONE SYSTEMS IN ALL OFFICES AND CLASSROOMS, AS WELL AS NEW PROJECTORS AND SMART BOARDS HAVE BEEN PLACED IN ALL CLASSROOMS. LASTLY, A DISTRICT-WIDE DATA CENTER HAS BEEN BUILT ALONG WITH INSTALLING A GENERATOR TO ALWAYS KEEP US RUNNING, RAIN, SHINE, SNOW, OR WHATEVER OTHER WEATHER DILEMMA WE FACE HERE IN TEXAS.

THE 2018 BOND HAS JUST A FEW UNFINISHED ITEMS. IN CONSTRUCTION, THE PEDESTRIAN BRIDGE CROSSING AT CHENEY HILLS ELEMENTARY WAS DELAYED, BUT UPON PENDING FINAL INSPECTION, WE HOPE IT WILL BE IN USE BY DECEMBER 1ST.

AT HARTER MIDDLE SCHOOL AND RICHLAND HIGH SCHOOL, THEIR TRACK IN FOOTBALL FIELDS WILL BE COMPLETE BY DECEMBER AS WELL.

BECAUSE WE DON'T REPLACE AIR CONDITIONING SYSTEMS DURING THE SCHOOL YEAR UNLESS ABSOLUTELY NECESSARY.

WE WILL COMPLETE THE HVAC AT HALTOM HIGH SCHOOL AND THE OTHER HALF OF BIRDVILLE HIGH SCHOOL DURING THE SUMMER OF 2022.

SUPPLY CHAIN ISSUES HAVE AFFECTED THE COMPLETION OF A FEW OF OUR TECHNOLOGY PROJECTS, THE BISD DATA CENTER, 50 PERCENT OF THE TEACHERS' DOCKING STATIONS AND MONITORS FOR THEIR LAPTOPS, AND 60 PERCENT OF THE PROJECTOR UPGRADES ARE ALL DELAYED.

THESE ITEMS OR PARTS ARE ALL ORDERED AND PAID FOR, YET WE WAIT FOR THEM TO ARRIVE SO THAT WE CAN COMPLETE THE JOBS.

WE'VE ALSO TRANSITION TO MOBILE DEVICES FOR STAFF, BEFORE THE 2018 BOND, BIRDVILLE ISD WAS A DESKTOP SCHOOL DISTRICT AND OUR STAFF DID NOT HAVE MOBILE TECHNOLOGY THAT WE JUST THINK IS NORMAL NOW, I THINK EACH OF US IN THIS ROOM PROBABLY AT LEAST HAVE ONE, MAYBE TWO DEVICES WITH US.

WE'RE REAL HAPPY THAT WE'RE ABLE TO MAKE THAT TRANSITION THROUGH THIS BOND PROGRAM,

WE'VE FINISHED ROLLING OUT LAPTOPS, WE'VE FINISHED THIS PHONE SYSTEM, REALLY, I SHOULDN'T SAY WE'RE FINISHED WITH THE PHONE SYSTEM, I'LL SAY THE DEVICES ARE OUT AND NOW WE'RE IN THAT ADOPTION PHASE OF EVERYBODY'S GETTING USE TO THIS NEW MODERNIZED SYSTEM, BECAUSE THIS PHONE SYSTEM IS DIFFERENT THAN JUST CALLING A PHONE NUMBER THAT SITS ON A DESK IN A CLASSROOM.

WE'RE NO LONGER JUST CALLING A NUMBER THAT RINGS A SINGLE PHONE, WE'VE TRANSITIONED TO THIS MODERN COMMUNICATION PLATFORM THAT ALLOWS US TO CALL A PERSON, AND WE CAN ACCEPT THAT CALL EITHER ON THE PHONE IN OUR ROOM, IN OUR COMPUTER, IF WE'RE IN A MEETING, ON OUR LAPTOP, TEACHERS NOW HAVE THE ABILITY TO DIAL LONG DISTANCE; THAT'S SOMETHING THAT THEY DIDN'T HAVE UNTIL WE IMPLEMENTED THIS SYSTEM.

EVERY TEACHER NOW HAS THAT ABILITY, WHERE IT USED TO BE LIMITED TO CERTAIN CLASSROOMS, CERTAIN TEACHERS, AND, ONE OF THE THINGS THAT WE LEARNED THROUGH THE PANDEMIC IS THAT, TEACHERS STARTED LOOKING FOR WAYS TO BE ABLE TO COMMUNICATE WITHOUT GIVING OUT THEIR PERSONAL CELL PHONE NUMBERS, AND ALL OF A SUDDEN, WE HAD A LOT OF TEACHERS WORKING FROM HOME AND THEY WERE LOOKING FOR SOLUTIONS LIKE GOOGLE VOICE OR DIFFERENT FREEMIUM SERVICES THAT ARE OUT THERE.

WITH THIS SYSTEM, A TEACHER CAN HAVE THE TEAMS APP ON THEIR PHONE AND PLACE A PHONE CALL FROM THEIR HOUSE USING THEIR WORK NUMBER; IT DOESN'T GIVE OUT THEIR PERSONAL CELL NUMBER THAT SOME PEOPLE LIKE TO PROTECT.

THE DEVICES ARE OUT, EVERYBODY HAS THE ACCESS, WE'RE STILL GOING THROUGH THAT CHANGE MANAGEMENT PROCESS, IT'S NEW ADOPTION THAT WE'RE STILL ROLLING OUT AND PRETTY EXCITED ABOUT.

[NOISE] LIKE KRISTEN SAID, WE DID A MAJOR INFRASTRUCTURE PROJECT UPGRADING HDMI AND ALL OF OUR CLASSROOMS AND SPACES, WE PUT IN THE LOCKDOWN SYSTEM, THE BUILDING WIDE PUBLIC ADDRESS; THOSE ARE THINGS THAT WERE DONE EARLY ON WHEN THE BOND PASSED.

WE'RE PRETTY EXCITED ABOUT THAT AND WORKING WITH OUR STUDENTS SERVICES DEPARTMENT, THEY DO REGULAR DRILLS ON THIS SYSTEM THROUGHOUT THE YEAR, MAKING SURE EVERYBODY IS WELL AWARE OF THE FUNCTIONALITY.

[NOISE] WE ALSO ROLLED OUT THE LAPTOPS WITH THESE DOCKING STATIONS, THIS IS SOMETHING THAT WE'RE HALFWAY DONE WITH DUE TO THE SUPPLY CHAIN SHORTAGES.

ONE OF THE THINGS THAT WE NOTICED IS, WHEN YOU GO FROM ONE CLASSROOM TO ANOTHER, THERE WAS A HODGEPODGE OF MONITORS; DIFFERENT SIZES, DIFFERENT LOOK AND FEEL, AND THEN WE THOUGHT IT'D BE GREAT TO HAVE A STANDARD ACROSS THE BOARD, DIDN'T MATTER WHAT ROOM YOU'RE GOING INTO, WE WANT YOU WITH THAT SAME EXPERIENCE.

THAT FIRST PICTURE IS THE ACTUAL GENERATOR, IT IS THERE, IT IS INSTALLED, WE'VE GOT THE BRICK CURTAIN AROUND IT, WE'VE GOT THE GATE PUT IN.

IN THAT PICTURE ON THE RIGHT SIDE, YOU CAN SEE THERE'S A NEW GAS LINE THAT THEY'RE ACTUALLY GOING TO MAKE LIVE ON MONDAY.

THIS COMING MONDAY, WE'RE GOING TO HAVE OUR GAS SHUT OFF FOR TWO DAYS; THE GAS COMPANY IS GOING TO BE MAKING SOME ADJUSTMENTS.

THAT UNIT ON THE WALL IS ACTUALLY WHAT THEY CALL A DOCKING STATION; IF WE HAVE ANY ISSUES WITH OUR GENERATOR AT ALL, THAT UNIT WAS JUST A FEW THOUSAND DOLLARS TO ADD ON, WE CAN ROLL UP A PORTABLE GENERATOR AND PLUG IT IN.

OUR PLAN IS TO PROVIDE NEW DEVICES FOR NINTH GRADERS AND SIXTH GRADERS THAT THEY WOULD MAINTAIN THROUGHOUT THEIR MIDDLE SCHOOL AND HIGH SCHOOL CAREER, AND THEN AT THE ELEMENTARY LEVEL, WE KEEP THOSE INSIDE THE CLASSROOM.

LAST YEAR WE BOUGHT FOR FIFTH GRADE, THIS COMING YEAR,

WE DID THAT AT THE BEGINNING OF THE 2018/19 BOND, WE'RE COMING UP AGAIN WHERE WE WANT TO TAKE CARE OF CTE AND MAKE SURE THEY'VE GOT THE LATEST AND GREATEST INDUSTRY STANDARDS THERE.

LOOKING AT OUR BUDGET, LAST TIME, WE SHOWED YOU A REMAINING BALANCE OF ALMOST 17 MILLION DOLLARS; WE'VE BEEN BUSY AND WE'VE GOT THAT NUMBER DOWN TO 5.8, AND IF I WERE TO UPDATE THIS AGAIN TODAY, IT WOULD ACTUALLY BE PROBABLY 3.8, BECAUSE THE PROJECTORS THAT THE BOARD APPROVED, WE JUST GOT THAT PURCHASE ORDER ENTERED HERE RECENTLY.

ANYWAY, THEY WERE GRACIOUS ENOUGH TO PUT UP ONE THERE THAT REMINDS EVERYBODY THAT YOU'RE IN A SCHOOL ZONE.

ONCE YOU PUT IT UP, THEY DON'T WANT YOU TO BE OUT OF SCHOOL ZONE TO THE OTHER SCHOOL ZONE.

THE THREE POLICIES INVOLVING IN TRANSITIONING HAVE ALL BEEN DISCUSSED BY THE DIRECTORS FROM OUR COUNSELING DEPARTMENT, OUR TEACHING AND LEARNING DEPARTMENT, ALONG WITH ELEMENTARY AND SECONDARY EXECUTIVE DIRECTORS, PRINCIPALS AND TEACHERS.

THE ELEMENTARY AND SECONDARY EXECUTIVE DIRECTORS EACH FORMED A GRADING COMMITTEE THAT MET TO DISCUSS THE CHANGES IN THE THREE POLICIES.

WE ARE GOING TO RECOMMEND IF YOU GUYS AGREE THAT OUR PROGRESS REPORTS WILL GO OUT AFTER THE SIXTH WEEK ON THE FIRST QUARTER, AND THIS IS BASICALLY BECAUSE OF UIL REQUIREMENTS.

THEN ON QUARTERS 2,3 AND 4, WE'LL SEND OUT PROGRESS REPORTS AFTER THE FOURTH WEEK OF EACH NINE-WEEK GRADING PERIOD.

BASICALLY WHEN ARE WE GOING TO DO FINAL RANKING GPA FOR OUR SENIORS? CURRENTLY, SINCE WE'RE ON A SIX WEEK GRADING PERIOD, WE ALWAYS DO IT AT THE END OF THE FIFTH SIX WEEKS, SO WE AVERAGE THE FOURTH AND FIFTH SIX WEEKS TOGETHER TO GIVE US A SECOND SEMESTER GRADE FOR FINAL RANK FOR OUR SENIORS.

BASED ON WHAT WE SAW ON OTHER DISTRICTS AND OUT OF OUR GRADING COMMITTEE THE RECOMMENDED POLICY THAT WE'RE GOING TO ASK FOR IS THAT WE WILL CALCULATE CLASS RANK FOR SENIORS AT THE END OF THE THIRD QUARTER.

LASTLY, THE FDB LOCAL.

THIS IS AN INTRADISTRICT TRANSFER AND CLASSROOM.

BASICALLY, IF A STUDENT IS IN ONE OF OUR ATTENDANCE ZONES FOR OUR HIGH SCHOOL AND THE PARENTS MOVE TO ANOTHER ATTENDANCE ZONE IN OUR SCHOOL DISTRICT, WE'VE ALWAYS ALLOWED THE STUDENT TO STAY FOR THE REMAINDER OF THAT SIX-WEEK PERIOD.

SINCE WE'RE NOW MOVING OUT OF THE SIX-WEEK PERIOD, THE ONLY THING WE DID IS WE TOOK OUT SIX-WEEK OUT OF THE GRADING PERIOD AND JUST SET THE REMAINDER OF THE GRADING PERIODS.

ANYTIME THEY MOVE WITHIN A NINE-WEEKS PERIOD, WE WOULD ALLOW THEM TO STAY AT THEIR CURRENT SCHOOL UNTIL THAT NINE-WEEK PERIOD IS OVER, THEN WE LET THEM TRANSFER THE NEXT QUARTER.

JPS FOR PEDIATRIC AND ADOLESCENT BEHAVIORAL HEALTHCARE SERVICES?

>> YES, SIR. TEXAS CHILD HEALTH ACCESS THROUGH TELEMEDICINE IS ONE OF THE FOUR MAIN PROGRAMS DEVELOPED BY THE TEXAS CHILD MENTAL HEALTH CARE CONSORTIUM.

THE GOAL OF THE CONSORTIUM IS TO IMPROVE MENTAL HEALTH AND MENTAL HEALTHCARE SYSTEMS FOR CHILDREN AND ADOLESCENTS ACROSS THE STATE.

ACROSS TARRANT COUNTY, THE NUMBER OF STUDENTS IN MENTAL HEALTH CRISIS IS CLIMBING.

STUDENTS AND FAMILIES ARE STRUGGLING TO RECEIVE SERVICES DUE TO LONG WAITLISTS, COST OF SERVICES OR LACK OF INSURANCE, TRANSPORTATION TO THERAPISTS, LACK OF SERVICES PROVIDED IN THE LATE AFTERNOON OR EVENINGS.

THE TCHATT PROGRAM CREATES AND BUILDS OFF EXISTING TELEMEDICINE PROGRAMS TO ASSIST PUBLIC SCHOOL DISTRICTS WITH IDENTIFYING MENTAL HEALTH CARE NEEDS AND SERVICES ACROSS THE STATE OF TEXAS.

IN TARRANT COUNTY, SCHOOL DISTRICTS ARE PARTNERING WITH JPS.

THE TEXAS CHILD HEALTH ACCESS THROUGH TELEMEDICINE PROGRAM PROVIDES ASSESSMENT AND BEHAVIORAL TELEHEALTH VISITS TO AT-RISK CHILDREN AND ADOLESCENTS.

I'VE ASKED OUR ASSISTANT DIRECTOR OF COUNSELING SERVICES, MS. MICHELLE BROADWATER, TO COME FORWARD JUST FOR A QUICK SLIDE TO SUM UP A LITTLE BIT MORE OF WHAT I'VE SAID AND TO FIELD ANY QUESTIONS THAT ANYONE MAY HAVE.

WE SEE THAT IN OUR DISTRICT, WE SEE THAT IN TARRANT COUNTY, EVEN IN THE TARRANT COUNTY MENTAL HEALTH CONNECTION MEETING I ATTENDED TODAY, MANY OF THE LOCAL AGENCIES THAT WE TYPICALLY REFER OUR STUDENTS TO SHARED WITH US THAT THEY HAVE A 3-5 MONTH WAITLIST RIGHT NOW.

WITH TCHATT, WE WOULD BE ABLE TO BRING IN LICENSED THERAPISTS TO THE CAMPUSES TO PROVIDE THOSE SERVICES.

OUR CRISIS INTERVENTION COUNSELORS WILL TAKE THE LEAD ON THE REFERRALS AND CONNECTING WITH THE FAMILY TO GET THE NEEDED CONSENT AND PAPERWORK.

IT'LL ALSO HELP WITH THE ATTENDANCE BECAUSE TYPICALLY IF A STUDENT HAS A THERAPY APPOINTMENT, THEY COME, THEY'RE WITHDRAWN, THEY HAVE TO TRAVEL AND THEY MAY END UP MISSING HALF A DAY OF SCHOOL.

THIS WILL ALLOW THEM TO STAY ON CAMPUS.

THIS WILL NOT AFFECT THEIR CORE CLASSES.

WHEN WE SPOKE WITH THE PRINCIPALS AND SHARED THIS INFORMATION WITH THEM, THEY WERE VERY SUPPORTIVE AND THEY ARE AWARE THAT THEY DO HAVE TO PROVIDE A PRIVATE SPACE FOR THESE THERAPY SESSIONS TO TAKE PLACE.

IF THERE'S SOME WAY YOU GUYS CAN REALLY INFUSE THE SYSTEM SO THAT THEY'RE VERY SENSITIVE ABOUT THAT AND NOT DRAW ATTENTION TO THE FACT THAT A STUDENT IS BEING ADDRESSED.
