GOOD EVENING, PRESIDENT DILKS, BOARD.

MY NAME IS NICHOLAS MAYNARD, AND I'M ASKING FOR THE MERCY OF THE BOARD TO NOT SUSPEND MY TEACHING LICENSE.

I'M NEW TO THIS DISTRICT AFTER TEACHING FOR NINE YEARS.

UPON MOVING TO THIS DISTRICT, I WAS PROMISED THAT I WOULD BE ABLE TO INTERVIEW FOR MY TWO TEACHER ASSISTANTS.

I WAS NOT ABLE TO DO THIS.

THIS CAUSED A LOT OF STRAIN IN MY CLASSROOM.

IN MY CLASSROOM, I HAVE TWO VERY DIFFICULT STUDENTS, ONE THAT REQUIRED A FEMALE AIDE TO ASSIST HER WITH RESTROOM DUTIES.

SHE HAD CEREBRAL PALSY, AND MANY TIMES SHE WAS UNABLE TO USE THE RESTROOM OR CLEAN HERSELF.

OFTENTIMES, I WOULD HAVE TO CALL THE NURSE AND OFTENTIMES SHE WOULD BE LEFT IN THIS MESS FOR A WHILE.

THE OTHER HAD A BEHAVIOR INTERVENTION PLAN IN WHICH HE WOULD NEED SOMEBODY FROM THE SPECIAL EDUCATION DEPARTMENT TO BE WITH HIM AT ALL TIMES.

THIS CAUSED ME TO HAVE TO VOLUNTEER IN MY PLANNING PERIOD TO BE WITH HIM DURING RECESS.

OTHERWISE, HE WOULDN'T BE ALLOWED TO GO TO RECESS BECAUSE OF THOSE THREE WEEKS WITHOUT THE AIDES.

I WAS ALWAYS HAVING A GOOD RECESS WITH HIM AND VOLUNTEERING MY PLANNING PERIOD.

FOR THAT TIME, I REALLY NEEDED TO LEARN THE CURRICULUM.

I WAS VERY HONEST WITH THE DISTRICT AND LETTING THEM KNOW THAT I'M NOT FAMILIAR WITH ENGLISH LANGUAGE ARTS AND THAT I NEEDED THAT TIME TO FAMILIARIZE MYSELF WITH THE CURRICULUM THAT THEY HAD PUT IN PLACE.

THAT CAUSED A LOT OF STRAIN IN MY RELATIONSHIP AT HOME.

IT CAUSED A LOT OF STRESS IN A MASTER'S PROGRAM FOR DIAGNOSTICIAN, AND IT JUST BECAME AN OVERBEARING AMOUNT OF WORK FOR ME TO DO.

I DO TRULY FEEL TERRIBLE FOR THOSE STUDENTS.

IT'S NOT SOMETHING THAT I WANT FOR THEM.

I DID EXPRESS MY CONCERNS WITH THE ADMINISTRATION IN THAT THREE PERIODS I FELT LIKE A LOT OF MY NEEDS WERE NOT BEING MET.

AT THAT POINT, I DID START SEEKING OTHER EMPLOYMENT.

I WAS UNDER THE FALSE PRETENSE THAT GETTING A HIGH SCHOOL TEACHING JOB WAS A PROMOTION.

I NOW KNOW THAT IS NOT CORRECT.

I TOOK THAT POSITION.

THEY EXPECTED ME TO START A COUPLE OF WEEKS AFTER PUTTING IN MY RESIGNATION, BUT I SOON FOUND OUT THAT THAT WAS NOT A PROMOTION.

AFTER FINDING THIS OUT APPROXIMATELY A WEEK LATER, I RECONTACTED HR AND SUGGESTED THAT I POSSIBLY MOVE TO ANOTHER VACANCY IN THE DISTRICT OR PROVIDE LESSON PLANS FOR THAT CLASS CLASSROOM IN MY ABSENCE.

NEITHER OF THOSE WERE AN OPTION AT THAT POINT.

THE HR DEPARTMENT WANTED TO MOVE FORWARD WITH THE POSSIBLE SUSPENSION.

I DO TRULY FEEL SORRY FOR THOSE KIDS.

I'M VERY SORRY TO BE TAKING YOUR TIME TODAY.

I AM A CHAMPION FOR MY STUDENTS.

I'VE ALWAYS BEEN SOMEBODY THAT STOOD UP FOR THEM AND I HAVE A HEART FOR SPECIAL EDUCATION , BUT I FEEL LIKE THAT THIS HAS BEEN A VERY DIFFICULT AND HUMBLING EXPERIENCE FOR MYSELF AND I PLEASE ASK FOR YOUR MERCY AT THIS TIME.

THIS IS OUR FIRST HEARING, OUR ANNUAL HEARING FOR A SCHOOL'S FIRST REPORT, STARTING WITH THE ACRONYM.

FIRST STANDS FOR THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

THIS WAS DEVELOPED IN RESPONSE TO SENATE BILL 875 AND AMENDED UNDER HOUSE BILL FIVE, AND OUR RATING CALCULATIONS FOR THIS YEAR FOR 2022 ARE BASED ON THE 20 2021 FISCAL YEAR DATA.

THE OBJECTIVES OF THE SCHOOL FIRST IS TO HELP DISTRICTS TO ACHIEVE QUALITY PERFORMANCE AND FINANCIAL MANAGEMENT OF THOSE DISTRICT RESOURCES TO ASSESS THE QUALITY OF THE MANAGEMENT IN TEXAS, PUBLIC SCHOOLS MEASURE AND REPORT THE EXTENT TO WHICH FINANCIAL RESOURCES ARE ALLOCATED FOR THOSE DIRECT INSTRUCTIONAL PURPOSES.

EVALUATE THE QUALITY OF OUR FINANCIAL DECISIONS, AND THEN TO OPENLY REPORT THOSE RESULTS TO THE GENERAL PUBLIC.

UNDER THE FIRST RATING SYSTEM, SCHOOL DISTRICTS CAN EARN ONE OF FOUR RATINGS A, B, C, OR F, AND YOU'LL SEE THE SCORE CATEGORIES THERE, A BEING SUPERIOR ACHIEVEMENT, AND I'M HAPPY TO ANNOUNCE THAT BIRDVILLE ISD DID AGAIN RECEIVE AN A RATING OF SUPERIOR ACHIEVEMENT 98 OUT OF 100 POINTS.

THIS IS UP TWO POINTS FROM THE PRIOR SCORE OF 96.

BISD HAS RECEIVED THE TOP RATING EVERY YEAR SINCE THE INCEPTION OF SCHOOL FIRST.

BLESS YOU. WE ARE REQUIRED TO HAVE THIS PUBLIC HEARING WITHIN TWO MONTHS OF OUR FINAL RATING.

DR. STINSON, WE HAD SEVERAL MEMBERS OF THE BOARD WHO RECENTLY ATTENDED THE ANNUAL TASA/TASB CONFERENCE IN SAN ANTONIO.

THE ATTENDEES WILL PROVIDE A RECAP OF SOME OF THE SESSIONS THEY ATTENDED.

THAT'S ABSOLUTELY RIGHT, AND I'LL JUST GO AHEAD AND JUMP IN THERE.

IT WAS ONE OF THE HIGHLIGHTS THIS YEAR, SEPTEMBER 23RD THROUGH 25TH IN SAN ANTONIO FOR THE TASA/TASB CONFERENCE.

JUST SOME OF THE HIGHLIGHTS FOR ME PERSONALLY.

THE FIRST SESSION FEATURED JOHN GORDON AND MANY OF US KNOW HIM.

HE'S A BEST SELLING AUTHOR AND IT WAS ACTUALLY GREAT TO HEAR HIM SPEAK IN PERSON BECAUSE I'VE USED HIS WORKS IN PROFESSIONAL DEVELOPMENT AND TRAININGS FOR MANY YEARS, AND PARTICULARLY HIS BOOK OVER ON THE ENERGY BUS.

SO POWER OF POSITIVE LEADERSHIP, ETC..

SO IT WAS GREAT TO HEAR HIM AND REALLY KIND OF FOR ME PERSONALLY, HAD THE PLEASURE OF LEARNING MORE ABOUT THE DEFEND THE DREAM FOUNDATION THAT WAS CREATED BY MY FELLOW TEXAS LONGHORN AND FORMER KANSAS CITY CHIEFS ALL-PRO DERRICK JOHNSON.

HE FOUNDED THAT ORGANIZATION TO HELP IMPROVE LITERACY AND ACTUAL LIBRARY FUNCTIONING IN MANY INNER CITY SCHOOLS, PROVIDES NEW LIBRARY BOOKS AND ACTUALLY UPGRADES OF THOSE FACILITIES, AND THAT REALLY SPOKE TO ME AS AN EDUCATOR IN TERMS OF HOW IMPORTANT LEARNING SPACES ARE FOR STUDENTS AND THEIR AND THEIR LITERACY GAINS.

A HIGHLIGHT FOR BISD SPECIFICALLY AT THE CONFERENCE WAS SMITHFIELD ELEMENTARY AND HALTOM MIDDLE SCHOOL BEING SHOWCASED IN THE ARCHITECTURE EXHIBITS, AND THEY RECEIVED STATEWIDE RECOGNITION FOR INSTRUCTIONAL THOUGHTFULNESS AS WELL AS THE ARCHITECTURAL POTENTIAL THAT THEY SERVE.

SO I THINK TO WRAP IT UP, FOR ME, A VERY IMPORTANT TIME FOR SMALL GROUP CONVERSATIONS WITH MANY OF MY COLLEAGUES ABOUT THE ISSUES THAT WILL BE DISCUSSED IN THE UPCOMING LEGISLATIVE SESSION.

AND I ENJOYED THE OPPORTUNITY LEARNING WITH WITH MY BOARD.

SO IT WAS A GREAT IT WAS A GREAT OPPORTUNITY.

I ALSO HAD THE PRIVILEGE OF BEING THE DELEGATE TO THE ASSEMBLY THIS TIME, WHICH WAS ALSO VERY INFORMATIVE, VERY INTERESTING TO SEE HOW THAT ALL WORKS, BUT A COUPLE OF THE SESSIONS I GOT TO GO TO, ONE OF THEM WAS ON TEACHER RETENTION, SPECIFICALLY ON HOW WE CAN RETAIN MORE FIRST YEAR TEACHERS OR TEACHERS THAT COME INTO OUR DISTRICT THROUGH LEADERSHIP COACHING IN A 101 CAPACITY, AS WELL AS ENCOURAGING SOME DISTRICT AND CAMPUS INITIATIVES TO HELP WITH ALTERNATE TEACHING CERTIFICATIONS.

I THINK WE DO PROBABLY QUITE A BIT OF THAT ALREADY.

SECOND ONE, I DID GET TO GO TO ONE THAT WAS CALLED HOW TO MOVE YOUR SCHOOL BOARD FROM OKAY TO EXCELLENT.

I PROBABLY SHOULD HAVE GONE TO THIS ONE BECAUSE I THINK WE ALREADY HAVE AN EXCELLENT BOARD AND THEY GAVE PRETTY MUCH RECOMMENDATIONS.

WHAT WE'RE ALREADY DOING OVER-COMMUNICATE TO THE COMMUNITY SO THAT WE CAN BUILD TRUST AGAIN, OVER-COMMUNICATE WITH EACH OTHER, SO WE CAN HAVE TRUST AMONG US HAVING A A VISION TOGETHER AND ALL OF US BEING ON THE SAME PAGE, WHICH I BELIEVE WE TEND TO BE.

BUT ON A PERSONAL LEVEL, IT DID ENCOURAGE ME TO BE THE BEST BOARD MEMBER THAT I CAN BE.

IF EACH OF US WORKS TO BE THE VERY BEST BOARD MEMBER OR TEAM MEMBER THAT WE CAN BE, THAT OUR BOARD, OF COURSE, WILL BE ELEVATED TO EVEN A HIGHER DEGREE.

ONE INTERESTING IDEA ALSO WAS NEW BOARD MENTORSHIP.

SO IF WE HAVE A NEW BOARD MEMBER TO ACTUALLY ASSIGN ANOTHER BOARD MEMBER THAT'S BEEN THERE A LITTLE LONGER TO HELP MENTOR THEM ALONG, I THOUGHT THAT WAS INTERESTING AND MAYBE SOMETHING WE CAN DO IN THE FUTURE IF WE HAVE ANY MORE NEW BOARD MEMBERS.

PROBABLY MY FAVORITE SESSION I WENT TO WAS ONE CALLED MEASURE WHAT MATTERS.

IT WAS PUT ON BY RAISE YOUR HAND TEXAS SPECIFICALLY ABOUT HOW THEY'RE GOING TO ADVOCATE THIS COMING LEGISLATIVE SESSION FOR THE GRADING SYSTEM THAT TEXAS HAS FOR SCHOOL DISTRICTS.

THEY HIGHLIGHTED VERY CLEARLY AND VERY EVIDENTLY HOW THE CURRENT GRADING SYSTEM IS BROKEN, THAT INSTEAD OF GRADING CAMPUSES ON HOW WELL THEY EDUCATE CHILDREN, WHAT IT'S GRADING IS OR WHAT IT'S REVEALING REALLY IS SIMPLY THE AT RISK LEVEL OF EACH SCHOOL RATHER THAN HOW GOOD THE CAMPUS IS DOING AT EDUCATING CHILDREN.

THEY POINTED OUT HOW THE SYSTEM WE HAVE IN PLACE NOW OVER EMPHASIZES THE STAAR.

ACCOUNTABILITY IS GREAT.

WE NEED ACCOUNTABILITY, BUT IS STAAR NECESSARILY AND HAVING THAT MUCH WEIGHT NECESSARILY THE BEST WAY TO DO THAT? ALSO, HOW IT PUTS A LOT OF PRESSURE ON CHILDREN.

I'VE SEEN THAT MYSELF.

ONE OF MY DAUGHTERS CAME HOME THIS MORNING OR FROM SCHOOL THIS AFTERNOON, I SHOULD SAY, CRYING BECAUSE SHE HAD DONE BAD ON A MATH TEST.

SO TESTS I KNOW ARE REALLY DO PUT A LOT OF PRESSURE ON THE STUDENTS.

THEY SAID AND I THINK THEY'RE RIGHT THAT IT EXCLUDES THE GRADING SYSTEM, EXCLUDES A LOT OF HIGH QUALITY INDICATORS THAT WE COULD USE, AND THEY DID GIVE SOME POSSIBLE SOLUTIONS OR WAYS THAT THEY'RE GOING TO ENCOURAGE THE LEGISLATURE TO MAKE IMPROVEMENTS TO THE SYSTEM.

THOSE WERE I MEAN, REMOVING ALL THE HIGH STAKES CONSEQUENCES, REDUCING THE NUMBER OF STAAR TO KIND OF COINCIDE WITH THE FEDERAL TESTING REQUIREMENTS, EXPANDING THE SCOPE OF A THROUGH F ACCOUNTABILITY RATINGS TO INCLUDE FACTORS BEYOND JUST STAR FACTORS SUCH AS EXTRACURRICULARS, STEPS THAT ARE BEING TAKEN FOR TEACHER RETENTION, AS WELL AS JUST MANY OTHER INDICATORS.

YOU CAN ACTUALLY GO TO THE WEBSITE, I'M SURE, AND SEE IT THERE, BUT ALSO USING MAYBE GRADING MORE THAN JUST THE DISTRICT, BUT GRADING VARIOUS DOMAINS WITHIN THE DISTRICT, WITHIN EACH INDIVIDUAL SCHOOL AS WELL.

SO A LOT OF GOOD IDEAS.

I DO THINK OUR SYSTEM IS BROKEN.

I'M NOT SURE IF THESE IDEAS WILL NECESSARILY FIX IT, BUT IT'S A GOOD WAY.

THE KEY TOPICS THAT THEY KIND OF FOCUSED ON WAS THE BUDGET SURPLUS.

A LOT OF PEOPLE WANTING TO TAP INTO THAT SURPLUS.

HOW MUCH OF IT, IF ANY, IS PUBLIC EDUCATION GOING TO ENJOY? DON'T KNOW.

SCHOOL SAFETY? THEY HAVE NO IDEA WHAT COULD HAPPEN WITH SCHOOL SAFETY.

THERE MAY BE SOME BILLS.

REGARDING SCHOOL SAFETY AND IN PUTTING ADDITIONAL SCHOOL SAFETY PERSONNEL ON CAMPUSES OR SOMETHING LIKE THAT.

IF SO, HOW IS THAT GOING TO BE PAID FOR? THEY WERE ASKING THOSE QUESTIONS.

10% OF CHILDREN GET SEXUALLY ABUSED, AND I'M SURE THESE ARE ISSUES THAT ARE COUNSELORS AND OUR EDUCATORS DEAL WITH ON A DAY BY DAY BASIS OUT OF THE 250 TEXAS COUNTIES, MOST OF THEM, I THINK 206 OF THEM HAVE CHILD ADVOCACY CENTERS, AND I'M SURE THAT OUR PROFESSIONALS KNOW EXACTLY WHERE THOSE ARE IN TARRANT COUNTY.

OUR SCHOOLS DO PARTNER.

THERE ARE REQUIRED SIGNAGE ON ALL OF OUR CAMPUSES REGARDING TEXAS TECH, THE CHILD ABUSE HOTLINES, THE 800 NUMBERS, THE TRAFFICKING, ALL OF THAT AND THESE CHILD ADVOCACY CENTERS ARE REALLY, REALLY DOING GOD'S WORK.

THEIR GOAL IS TO END CHILD ABUSE IN TEXAS, AND WE NEED TO SHOULDER THEM ON THAT EFFORT, AND THEN THE LAST THING I'LL TALK ABOUT IS MIKE MCGRATH'S KIND OF LECTURE.

AND THE LAST THING THAT HE TALKED ABOUT WAS THE NEW A THROUGH F DEFINITIONS THAT ARE COMING IN THE FALL THAT CHRIS TOUCHED ON THAT WE'RE GOING TO BE WATCHING ON AS FAR AS WHEN THOSE GET PUBLISHED, BUT YES, IT WAS A GOOD TIME.

ONE IS THE NEW TEA SCHOOL FACILITY STANDARDS REQUIREMENTS, WHICH ARE GOING INTO EFFECT AND ARE GOING TO IMPACT YOUR BOND IF IT PASSES THE DESIGN DEVELOPMENT FOR SHANNON HIGH SCHOOL AND SPECIAL EDUCATION CENTER AND WHEN I DO THAT, I'M GOING TO REFLECT ON EDUCATIONAL SPECIFICATIONS AS WELL AS COMPLIANCE METHODOLOGY TO THE NUMBER ONE, AND THEN WE'LL OPEN IT FOR QUESTIONS.

IN 2004, THERE WERE PRESCRIPTIVE METHODS FOR DETERMINING THE SIZE OF CLASSROOMS. SO FOR ELEMENTARY SCHOOLS UP TO FOURTH GRADE, IT HAS TO BE 800 SQUARE FEET, AND THEN FROM THAT POINT FORWARD OF 700 SQUARE FOOT MINIMUM, AND THAT APPLIED TO SECONDARY SCHOOLS. NOW YOU HAVE TO SELECT A COMPLIANCE METHODOLOGY IN ORDER TO CALCULATE HOW MANY WHAT THE MINIMUM AGGREGATE SQUARE FOOTAGE PER STUDENT IS, AND THE TWO CALCULATION OPTIONS ARE NUMBER ONE, QUALITATIVE, AND THE QUALITATIVE COMPLIANCE APPLIES TO BUILDINGS OR FACILITIES THAT HAVE AN INNOVATIVE OR A DIFFERENT INSTRUCTIONAL DELIVERY MODEL THAT MANAGES STUDENT CAPACITY DIFFERENTLY.
