EVEN THROUGH THE PANDEMIC, CARMEN WAS ABLE TO SEND US A VIRTUAL PERFORMANCE TO ADDRESS RAM NATION, TO LET OUR STUDENTS AND FAMILIES KNOW THAT PRIDE, PERSEVERANCE AND CULTURE WERE STILL STRIVING THROUGH THE DANCE.

CARMEN AND THE FOLKLORICO DANCERS INSPIRE OUR STUDENTS, FACULTY AND FAMILIES EVERY YEAR WITH THEIR COLORFUL DRESSES AND LATIN MUSIC.

IT'S A PRIVILEGE TO RECOGNIZE OUR BIRDVILLE ISD STUDENTS WHO WON AT THE HIGHEST LEVEL OF COMPETITION AT THE TEXAS PUBLIC SAFETY ASSOCIATION STATE CONFERENCE, APRIL 3RD THROUGH 5TH IN ALLEN, TEXAS.

THIS STATE COMPETITION CONSISTED OF 55 SCHOOLS, INCLUDING 690 STUDENT CONTESTANTS FROM THROUGHOUT TEXAS COMPETING IN DIFFERENT EVENTS.

BCTAL HAD A THIRD PLACE WINNER IN THE CLOSING ARGUMENTS EVENT.

THIS STUDENT REVIEWED A CRIMINAL CASE FILE AND PROPELLED, PREPARED A COURTROOM CLOSING ARGUMENT AND PRESENTED IT TO THE JUDGES.

CONGRATULATIONS TO ELLA PURSLEY.

BIRDVILLE HIGH FOR PLACING THIRD IN STATE [APPLAUSE].

AND BCTAL HAD A FOUR PERSON TEAM WHEN THIRD IN THE FELONY TRAFFIC STOP EVENT.

THE TEAM CONDUCTED A STOP OF AN EXCUSE ME, AN OCCUPIED VEHICLE SUSPECTED OF A VIOLENT CRIME, EXTRACTED ALL THE SUSPECTS SAFETY SAFELY OUT OF THE CAR AND INTO HANDCUFFS.

CONGRATULATIONS TO HANNAH CLEARFIELD, SHENOUDA YOUSSEF AND SAMUEL BUSH BIRDVILLE HIGH AND ADRIANNA RETANA HALTOM HIGH FOR WINNING THIRD IN STATE [APPLAUSE].

TWO BIRDVILLE ISD STUDENTS WON FIRST PLACE IN THE CORRECTIONAL INSTITUTE DESIGN EVENT.

THE TWO PERSON STUDENT TEAM DESIGNED A JAIL FACILITY, CREATED A 3D MODEL, PREPARED A PRESENTATION AND A PORTFOLIO OF THEIR PROJECT, AND PRESENTED IT TO THE JUDGES.

THE STUDENT SAFELY HANDCUFFED AND PATTED DOWN A SUSPECT LOCATED ANY CONTRABAND OR WEAPONS ON THEIR PERSON.

FINGERPRINTED THE SUSPECT, AND THEN COMPLETED AN INVENTORY OF ALL THE SUSPECT PROPERTY IN 20 MINUTES.

CONGRATULATIONS. CONGRATULATIONS TO JASMINE DELACRUZ OF BIRDVILLE HIGH FOR WINNING FIRST IN STATE [APPLAUSE].

SIX BISD STUDENTS WON FIRST PLACE IN THE SWAT EVENT.

SPECIAL WEAPONS AND TACTICS BOTH IN REGIONAL AND STATE.

NOT ONLY DID THEY WIN, THEY ALSO EARNED A PERFECT SCORE IN BOTH EVENTS.

THEY SUCCESSFULLY RESOLVED A DYNAMIC TOP SECRET SCENARIO WITH WITH A PROFESSIONAL.

THE BCTAL TEAM COMPETED AMONG 23 OTHER SCHOOL DISTRICTS ACROSS THE STATE.

THEY ACHIEVED THIS ACCOMPLISHMENT THROUGH HOURS OF RIGOROUS AFTER SCHOOL PRACTICES.

WE WANT TO CONGRATULATE LINDSEY EASTMAN, THOMAS VAUGHAN, WHO COULDN'T BE HERE, AND MADDIE VANCE FROM BIRDVILLE HIGH, ERICA BAKER AND COURTNEY DOLLARHIDE OF RICHLAND HIGH AND ALEE CAMERENO OF HALTOM HIGH FOR WINNING FIRST PLACE IN THE STATE COMPETITION [APPLAUSE].

TAD HAS CERTIFIED THE ROLL ON TIME FOR OVER THE PAST 14 YEARS.

TAD RECEIVED IN 2022 188,000 PROTEST.

THAT WAS A 22% INCREASE OVER 2021.

THE REASON FOR THAT HIGH NUMBER OF PROTEST WAS DUE TO EXTREMELY ACTIVE REAL ESTATE MARKET.

TAD ESTIMATED THAT RESIDENTIAL PROPERTY VALUES WOULD INCREASE ON AVERAGE OF 20% IN 2022.

HOWEVER, THE REAL ESTATE MARKET WAS STRONG ALL OVER THE STATE THAT YEAR AND THE AVERAGE INCREASE WAS 24%.

SOME COUNTIES, SUCH AS SUMMERVILLE, SAW AN INCREASE OF UP TO 60%.

DEMAND CONTINUED TO OUTPACE SUPPLY, RESULTING IN HIGHER HOME PRICES.

HIGHER HOME PRICES ALSO CONTRIBUTED TO MORE INTEREST FROM INVESTORS IN THE APARTMENT SECTOR.

SO WE RECEIVED TWO COMPETITIVE SEALED PROPOSALS FROM QUALIFIED OFFERORS.

WE DID EVALUATIONS BASED ON THE SELECTED CRITERIA FROM THE DISTRICT.

WE CONDUCTED INTERVIEWS OF BOTH THE OFFERORS TO MAKE SURE THAT ALL THE SCOPE WAS COMPLETE AND TO UNDERSTAND WHY THE COST DIFFERENTIAL BETWEEN THE TWO PROPOSERS.

WE CONDUCTED ADDITIONAL REFERENCE CHECKS BASED ON WHO WE DEEM TO BE THE BEST VALUE PROPOSER AND BASED ON THE FINDINGS, WE'RE BRINGING THAT RECOMMENDATION TO YOU TODAY.

I'M GOING TO POINT OUT THE GENTLEMAN FROM TEGRITY CONTRACTORS ARE HERE WITH ME, ROGER ROULETTE, RICK AND CALEB BEETS SO OUR BUDGET FOR THE PROJECT CONSTRUCTION BUDGET WAS $21,609,825.

THE BASE PROPOSAL, WHICH INCLUDES A ONE STORY FACILITY, WHICH IS AGAIN, THE DIFFERENCE THAT I WANT TO TALK TO YOU A LITTLE BIT MORE LATER.

SO YOU RESULT IN 18 CLASSROOMS, TWO CTE LABS, TWO SCIENCE LABS AND ONE FINE ARTS ROOM.

IT KEEPS MOST OF THE STUDENTS IN ONE LOCATION.

THE ALTERNATE PROPOSAL SPREADS OUT A LITTLE BIT, THAT AREA IN THE CENTER.

SO IT GOES BACK TO THE ORIGINAL DESIGN OF THE FIRST STORY CLASSROOM AREA TO OPEN IT UP AND TO THE COLLABORATION SPACE AND ALLOW THE LIBRARY TO SPILL OVER INTO THAT SPACE.

ALL THE OTHER SPACES TO THE LEFT ARE THE SAME, BUT NOW IT ADDS A HALF OF A SECOND FLOOR IN THAT AREA.

SO AGAIN, IT CREATES MORE WORK ROOM AND OFFICE SPACES FOR SECURITY AND MONITORING AND ADDITIONAL CLASSROOMS IN THE SECOND FLOOR.

THERE'S BEEN EXTENSIVE WORK WORKING WITH ENGINEERS FOR DRAINAGE ISSUES, TRAFFIC, AND WE'RE WORKING ON FINISHING UP THE PERMIT NOW.

BUT I THINK WE'RE OVER THE MAJOR ISSUES TO GET THIS DONE.

SO JUST I'LL JUST TAKE YOU THROUGH THIS FOR JUST A MOMENT.

YOU CAN SEE FROM THE SITE LAYOUT THAT THE WAY THIS IS SET UP TO WORK IS IN A CLOCKWISE FASHION.

THIS WILL BECOME A ONE WAY STREET COMING UP HUNTER, LAYTON AVENUE AND DOWN JERRY IN THE SCHOOL HOURS OR IN THE MORNING AND AFTERNOON TIME.

SO WE'LL HAVE THREE DROP OFF POINTS SET UP THERE AND SO WE CAN TRY TO GET THE TRAFFIC IN AND OUT IN A REASONABLE FASHION.

WE WANT TO WORK WITH THE PRINCIPAL THROUGHOUT THE SUMMER TO MAKE SURE THIS IS THE MOST EFFICIENT METHOD POSSIBLE.

IF YOU LOOK, YOU HAVE THE NORMAL THE EXISTING BUILDING, YOU ALSO HAVE THE PORTABLES THAT ARE IN PLACE NOW.

WE WILL HAVE TWO MODULAR BUILDINGS PUT IN PLACE HERE AND HERE WE'LL HAVE A NEW ASPHALT PLAYGROUND, PLAY COURT AREA WITH BASKETBALL GOALS. AND THE OTHER PLAY AREA RIGHT HERE WILL HAVE EXTENSION OF THE PARKING LOT.

THIS WILL GIVE US 120 SPACES TO PARK.

WE HAVE APPROXIMATELY 105 STAFF MEMBERS FOR PARKING EVERY DAY.

SO WE HAVE A LITTLE BIT OF ROOM, BUT IT'LL BE A COMPACT SPACE THROUGHOUT.

WE'VE HAD TO WORK THROUGH ISSUES SUCH AS DRAINAGE.

YOU'LL SEE THAT THERE'S A CONCRETE FLUME THAT'S GOING TO BE PLACED HERE TO HELP WITH DRAINAGE ISSUES AND KEEP FROM THE CITY HAD A VERY HIGH LEVEL OF CONCERN ABOUT THE DRAINAGE THROUGH THE PROPERTY. SO WE SPENT A LOT OF TIME WITH THE ENGINEERS GOING BACK AND FORTH WITH THEM AND WORKING THROUGH THAT.

AND WHEN WE MOVE IN THE MODULARS, WE'LL ALSO BE DOING QUITE A BIT OF FLAT WORK, DEMOLITION, FLAT WORK AS WELL AS WE'RE BRINGING IN ELECTRIC SERVICE, PLUMBING.

AND SO IT'LL BE A BASICALLY A CAMPUS SET UP AND THAT'S KIND OF AN OVERALL LOOK AT THAT.

THE TOP PRIORITY OF BIRDVILLE ISD IN THE STATE OF TEXAS IS KEEPING STUDENTS AND STAFF SAFE EVERY DAY.

THE TEXAS SCHOOL SAFETY CENTER RECENTLY CONDUCTED AN INTRUDER DETECTION AUDIT AT ONE OR MORE OF OUR CAMPUSES.

THE AUDIT IS A TOOL TO GIVE FEEDBACK TO OUR DISTRICT ON OUR POLICY AND PRACTICES.

THIS AUDIT IS CONDUCTED AS PART OF TEA SAFETY DIRECTIVES FOR ALL SCHOOL SYSTEMS. THE AUDIT SEEKS TO HELP DISTRICTS IDENTIFY HOW CAMPUSES CAN IMPROVE SAFETY FOR STUDENTS, SUCH AS ENSURING EXTERIOR DOORS ARE LOCKED.

THE AUDIT PROVIDES US FEEDBACK TO ENSURE A SAFE LEARNING ENVIRONMENT FOR OUR STAFF AND STUDENTS.

DURING ONE OF THE AUDITS, THE CAMPUS FOUND TO HAVE ONE INTERIOR CLASSROOM DOOR THAT WAS NOT CLOSED OR ACTIVELY MONITORED, WHICH IS NOT IN COMPLIANCE WITH THE DISTRICT POLICY OR WRITTEN ADMINISTRATIVE GUIDELINES.

BIRDVILLE ISD WOULD CONDUCT ALL CORRECTIVE ACTIONS ALONG WITH THE DISTRICT SAFETY AND SECURITY COMMITTEE, TO ENSURE THAT ALL CAMPUS STAFF ARE TRAINED ON THE SAFETY AND SECURITY PROTOCOL.
