I ASKED LONDYN AND I ASKED JACOB WHAT'S THE BEST THING ABOUT BIRDVILLE HIGH SCHOOL? AND THEY SAID FRIDAY NIGHT LIGHTS AND THEIR TEACHERS.

SO I'VE GOT TO KNOW THEM IN THE LAST COUPLE OF DAYS.

IT'S A TRUE HONOR.

AND SO LONDYN IS GOING TO DO THE PLEDGES AND THEN JACOB IS GOING TO FOLLOW THAT BY DOING STUDENT EXPRESSION, IF YOU'LL PLEASE RISE.

I AM HONORED TO BE SPEAKING ON BEHALF OF BIRDVILLE HIGH SCHOOL AND, MOST IMPORTANTLY, THE CLASS OF 2024.

I WOULD LIKE TO GIVE A FEW WORDS OF ENCOURAGEMENT FOR THE UPCOMING SCHOOL YEAR.

TOGETHER, WE HAVE THE INCREDIBLE OPPORTUNITY TO EMBRACE THIS YEAR WITH THE SPIRIT OF ENCOURAGEMENT AND UNITY.

LET US REMEMBER THAT EACH OF US CARRIES A UNIQUE LIGHT WITHIN OURSELVES.

JUST AS A CANDLE SHINES BRIGHTEST IN THE DARKEST ROOM, WE TOO CAN MAKE A POSITIVE IMPACT BY BEING A BEACON OF KINDNESS AND COMPASSION WITHIN BISD.

BY UPLIFTING AND SUPPORTING ONE ANOTHER, WE CAN CULTIVATE AN ATMOSPHERE OF INCLUSIVITY, EMPATHY AND UNDERSTANDING WHERE EVERYONE FEELS SAFE TO EXPRESS THEMSELVES AND PURSUE THEIR DREAMS. THE ROAD AHEAD MAY NOT ALWAYS BE SMOOTH, BUT WITH THE EFFORT OF STUDENTS, TEACHERS, ADMINISTRATORS AND THE SCHOOL BOARD, WE CAN SURMOUNT ANY DIFFICULTIES THAT COME OUR WAY. I AM GRATEFUL FOR THE OPPORTUNITIES AND EDUCATION THE SCHOOL DISTRICT HAS PROVIDED ME THUS FAR.

WITH YOUR CONTINUED SUPPORT, I HAVE NO DOUBT THIS YEAR WILL BE ONE OF GROWTH, ACHIEVEMENT, UNFORGETTABLE MOMENTS.

IT IS TRULY AN HONOR AND PRIVILEGE TO RECOGNIZE STUDENTS WHO COMPETED AND WON IN CTE NATIONAL COMPETITIONS, INCLUDING EDUCATORS RISING AND SKILLS USA. FIRST, WE WOULD LIKE TO RECOGNIZE STUDENTS FROM BIRDVILLE HIGH SCHOOLS, EDUCATORS RISING CHAPTER WHO COMPETED AT THE NATIONAL CONFERENCE JUNE 29TH THROUGH JULY 2ND IN ORLANDO, FLORIDA.

THE COMPETITIONS CONSISTED OF OVER 1,300 STUDENTS.

MEGAN MCMAHON, BIRDVILLE HIGH SCHOOL SENIOR AND RYAN KING BIRDVILLE HIGH SCHOOL, MAY GRADUATE, COMPETED AT THE NATIONAL CONFERENCE.

THERE WE GO. COMPETED IN A CHILDREN'S LITERATURE K THROUGH THREE COMPETITION.

MEGAN AUTHORED A BOOK AND RYAN ILLUSTRATED THE BOOK.

TOGETHER THEY PRESENTED THEIR BOOK TO THE JUDGES.

THE JUDGES QUICKLY NOTICED THAT THE BOOK HAD AN ISBN NUMBER AND ASKED IF IT WAS PUBLISHED.

MEGAN AND RYAN RESPONDED YES AND EXPLAINED THAT A MEANINGFUL PART OF THEIR PROJECT WAS GOING THROUGH THE STEPS WITH BARNES AND NOBLE PRESS TO GET THEIR BOOK PUBLISHED.

THIS OUTSTANDING ACHIEVEMENT IMPRESSED THE JUDGES AND IS A KEY REASON THAT THEY PLACED SECOND IN THE NATION.

[APPLAUSE] ANOTHER BIRDVILLE HIGH EDUCATORS RISING STUDENT JAYLEE MARTINSON, WHO GRADUATED IN MAY, ALSO COMPETED AT THE NATIONAL CONFERENCE.

IN THE EDUCATORS RISING MOMENT COMPETITION, JAYLEE DELIVERED A PRESENTATION OF HER JOURNEY TO BECOMING AN EDUCATOR.

HEATHER BARTLETT JAYLEE SHARED WITH THE JUDGES HOW AN ELEMENTARY SCHOOL, A VERY IN ELEMENTARY SCHOOL, A VERY SPECIAL TEACHER, MISS HEATHER BARTLETT AT SMITHFIELD ELEMENTARY, ALWAYS ENCOURAGED HER AND GAVE THE STUDENTS A SPECIAL ASSIGNMENT OF WHAT THEY WANT TO BE WHEN THEY GROW UP.

SHE ALSO SHARED WITH THE JUDGES THAT SHE THAT SHE IMMEDIATELY KNEW WHAT TO DREW, WHAT TO DRAW.

SHE DREW A PICTURE OF HERSELF IN HER FUTURE CLASSROOM AND SAID THAT SHE WANTED TO BE JUST LIKE MISS BARTLETT, WHO WAS NURTURING, CARING AND HELPED JAYLEE OVERCOME HER FEAR OF SCHOOL.

JAYLEE FINISHED HER PRESENTATION TO THE JUDGES BY SHOWING THE PICTURE THAT SHE HAD DRAWN WHEN SHE WAS IN MISS BARTLETT'S CLASS, A PICTURE THAT SHE HAD KEPT ALL THESE YEARS.

JAYLEE PLACED NINTH IN THE NATION [APPLAUSE].

THE SKILLS USA NATIONAL LEADERSHIP AND SKILLS CONFERENCE SHOWCASES WINNERS FROM THROUGHOUT THE COUNTRY.

THE CONFERENCE WAS HELD IN ATLANTA, GEORGIA, JUNE 19TH THROUGH THE 23RD AND HAD AN ATTENDANCE OF OVER 19,000, INCLUDING STUDENTS, TEACHERS AND BUSINESS PARTNERS.

ZANE SHEFFIELD BIRDVILLE HIGH SCHOOL MAY GRADUATE FROM THE AUTOMOTIVE TECHNOLOGY PROGRAM AT BIRDVILLE CENTER OF TECHNOLOGY AND ADVANCED LEARNING COMPETED AND WON IN THE MOBILE ELECTRONICS INSTALLATION EVENT, PLACING SECOND AS A SILVER MEDALIST.

HE PERFORMS STANDARD INSTALLATION PRACTICES USED BY CERTIFIED PROFESSIONAL MOBILE ELECTRONIC INSTALLERS.

THE COMPETITION INCLUDED A WRITTEN EXAM, A PROFESSIONAL INTERVIEW AND FIVE HANDS ON APPLICATIONS, WHICH INCLUDED TAKING ELECTRICAL MEASUREMENTS, INSTALLING ELECTRICAL EQUIPMENT, SOLDERING, AND WORKING WITH RELAY CIRCUITS AND TROUBLESHOOTING ELECTRONIC CIRCUITS.

ADDITIONALLY, HE EARNED HIS MOBILE ELECTRONICS CERTIFIED PROFESSIONAL CERTIFICATION, HIS MECP, TO INSTALL ELECTRICAL COMPONENTS IN THE AUTOMOTIVE FIELD.

THIS CERTIFICATION IS VERY RARE FOR HIGH SCHOOL STUDENTS TO OBTAIN.

ZANE IS ENTERING THE FRESHMAN CLASS AT TEXAS A&M UNIVERSITY, AND HE IS ACTUALLY AT FISH CAMP RIGHT NOW THIS WEEK.

SO HIS TEACHERS ARE HERE TO ACCEPT THE AWARD ON HIS BEHALF.

STUDENTS ACHIEVE NATIONAL RECOGNITION BECAUSE OF DEDICATED TEACHERS, AND IT IS A PRIVILEGE TO RECOGNIZE EDUCATION AND TRAINING TEACHER MS. KAREN KALLAS, AS WELL AS AUTOMOTIVE TECHNOLOGY TEACHERS JESSE HACKFELD AND AARON LESCALLEET.

CONGRATULATIONS TO THESE OUTSTANDING STUDENTS AND THEIR TEACHERS FOR ACHIEVING TREMENDOUS SUCCESS.

GOOD EVENING. THANK YOU, MR. THOMAS. AT THE CONCLUSION OF THIS PAST SCHOOL YEAR, APPROXIMATELY 400 OF OUR DISTRICT AND CAMPUS LEADERS, TEACHERS INCLUDED, JOINED TOGETHER FOR OUR ANNUAL ADMINISTRATIVE LEADERSHIP CONFERENCE.

THIS CONFERENCE IS A TIME WHERE WE LOOK BACK OVER THE PAST YEAR AND CELEBRATE A JOB WELL DONE, AND WE START LOOKING AHEAD AT NEXT YEAR AND ALL THAT'S TO COME.

THE THEME THAT YOU SEE ON THE SCREEN, THIS IS OUR GRAPHIC FOR THE YEAR AND OUR THEME IS IT IS THE HEART OF THE MATTER AND IT'S BUILT ON CULTURE, CONNECTIONS AND COMMITMENT.

BUT WE WERE EVEN MORE PROUD OF THE THE OWN PROFESSIONAL LEARNING THAT OUR DISTRICT WAS ABLE TO PROVIDE.

WE HAD TEACHERS THAT LED OUR PRESENTATIONS, OUR INSTRUCTIONAL COACHES, CAMPUS ADMINISTRATORS AND DISTRICT LEADERSHIP.

OVER THE TWO DAY CONFERENCE, OUR LEADERS COLLABORATED ON INSTRUCTIONAL BEST PRACTICES AND THEY ENGAGED IN GOAL FOCUSED LEARNING, WHICH THEY WILL USE TO GUIDE THEIR WORK AS WE HEAD INTO THE UPCOMING SCHOOL YEAR.

AND I COULD TALK ON AND ON ABOUT THE CONFERENCE BECAUSE IT'S A GREAT TWO DAY EXPERIENCE.

BUT THIS IS REALLY WHY I'M HERE TONIGHT.

OUR COMMITMENT TO THE BISD PORTRAIT OF A GRADUATE WAS EVIDENT IN MUCH OF THE WORK OVER THOSE TWO DAYS.

THIS IS A NEW MURAL THAT IS DISPLAYED AT THE PLC AND IT HAS BECOME SO INCREDIBLY SPECIAL TO ALL OF US.

EVERYONE WHO WALKS THROUGH THE PLC LITERALLY STOPS AND JUST STARES AT IT.

IT IS ABSOLUTELY MAGNIFICENT.

WE HAVE A VIDEO THAT SPOTLIGHTS HOW THIS MURAL CAME TO BE, AND WE ARE PROUD TO SHARE IT WITH YOU TONIGHT.

FOLLOWING THE VIDEO, MISS SARAH UPCHURCH, OUR ASSISTANT DIRECTOR FOR PROFESSIONAL LEARNING, WILL COME AND ASSIST IN PRESENTING CERTIFICATES TO THE STUDENTS WHO ARE RESPONSIBLE FOR THIS AMAZING WORK OF ART.

[VIDEO] WE PICKED EIGHT STUDENTS TO REPRESENT ALL FOUR HIGH SCHOOLS TO PARTICIPATE IN THIS PROJECT.

NOW, WE KNOW THAT HIGH SCHOOL STUDENTS FROM FOUR DIFFERENT SCHOOLS THAT DON'T KNOW EACH OTHER CAN'T NECESSARILY COME TOGETHER AND IMMEDIATELY CREATE A WORK OF ART.

AND SO THEY HAVE HAD THREE SESSIONS OF TEAM BUILDING, LEARNING HOW TO COLLABORATE, LEARNING HOW TO SHOW WHAT THEIR VARIOUS TALENTS ARE IN ORDER TO CREATE A BEAUTIFUL END PRODUCT.

WE DID SOME SOME TEAM BUILDING AND THEN WE ALSO DID SOME BRAINSTORMING WHERE EACH ONE OF THE STUDENTS WAS GIVEN A HANDOUT THAT HAD THE DESCRIPTION OF PORTRAIT OF A GRADUATE ON IT, AND WE SPENT ABOUT 20 MINUTES ON EACH ONE OF THE FOUR ELEMENTS OF THE PORTRAIT OF A GRADUATE. AND THE STUDENTS ACTUALLY BRAINSTORMED WHERE THEY TOOK ELEMENTS THAT THEY FELT WOULD BE VISUAL REPRESENTATIONS OF EACH ONE OF THOSE FOUR ELEMENTS.

AND THEY STARTED DRAWING THOSE OUT AND DOING SOME BRAINSTORMING AS FAR AS HOW COULD THEY VISUALLY REPRESENT EACH ONE OF THOSE PARTS OF A PORTRAIT OF A GRADUATE.

IT'S LIKE EXPRESSING YOURSELF AND LIKE HAVE LIKE LOTS OF DEDICATION TO YOUR EDUCATION AND GROWING, BEING LIKE, NURTURED BY THE SCHOOL, ENCOURAGED TO LEARN.

BEING ON TIME.

BEING PREPARED.

TAKING CARE OF THE THINGS YOU HAVE TO DO AS A STUDENT, TURNING YOUR WORK ON TIME, TALKING TO YOUR PEERS, MAKING SURE THEY'RE ALL OKAY AND THEY FEEL LIKE HOME.

SO TO BE A GLOBAL COMPETITOR IS TO SHOW DIVERSITY IN ALL WAYS AND FORMS AND CULTURES AND ANIMALS AND LIFESTYLES AND EMOTIONS, THOUGHTS AND FEELINGS.

FOR ME, DIVERSITY IS JUST BEING OPEN TO ALL CULTURES, ALL WAYS OF LIFE.

I THINK DIVERSITY IS GOOD TO EXPAND YOUR KNOWLEDGE.

I THINK WHEN YOU'RE OPEN TO THE WORLD, YOU GAIN MORE KNOWLEDGE, YOU GAIN MORE SKILLS THAT YOU CAN USE, AND INCORPORATING THAT INTO THE MURAL, WE KIND OF WANTED TO PUT DIVERSITY WITHIN THE BIRDS, THE FLOWERS, AND THEN THE PERSON IN GENERAL THAT WE'RE DOING OUR GRADUATE, WE JUST WANT TO BE AS OPEN MINDED AS POSSIBLE.

I THINK AN INNOVATIVE ENTREPRENEUR IS SOMEBODY WHO'S CREATIVE AND THINKS OUT OF THE BOX.

WHO'S WILLING TO TAKE RISKS OR WHO'S NOT AFRAID TO FAIL.

NOW, A NEAT BYPRODUCT THAT WE WEREN'T EXPECTING WAS WATCHING THESE HIGH SCHOOL STUDENTS CREATE A PORTRAIT OF A GRADUATE THEMED MURAL AND REALIZE THEY'RE THE PORTRAIT OF A GRADUATE.

THESE GUYS ARE HIGH SCHOOL STUDENTS THAT ARE GOING TO BE LAUNCHED INTO OUR WORLD IN JUST A COUPLE OF YEARS AS THEY GRADUATE.

AND THEIR TALENT DEVELOPMENT IS BECAUSE OF THE INVESTMENT THAT'S BEEN IN THEM FROM KINDERGARTEN THROUGH 12TH GRADE TO BE ABLE TO GO AND USE THEIR SKILLS TO BETTER OUR WORLD.

AND THAT'S WHAT THEY'RE DOING TOGETHER.

SO THEY THEMSELVES ARE A BEAUTIFUL DISPLAY OF A PORTRAIT OF THE GRADUATE OF BISD, AND THEY'RE CREATING A BEAUTIFUL DISPLAY OF THE PORTRAIT OF A GRADUATE FOR BISD.

ALL RIGHT. SO WE WANT TO HONOR THESE STUDENTS AND RECOGNIZE THEM TONIGHT WHEN I CALL YOUR NAMES.

COME ON UP. WE'VE GOT VIOLET TREASTER, CLAUDIA MEDINA, SUNNY SIMMONS AND SARA MORALES FROM HALTOM HIGH SCHOOL.

WE HAVE NAYLA SINGLETON AND MADDIE MAYO FROM BIRDVILLE HIGH SCHOOL.

SHE WAS A RETIRED HALTOM HIGH SCHOOL TEACHER.

YOU SAW HER IN THE VIDEO.

SHE SPENT 29 YEARS AT HALTOM HIGH SCHOOL AS AN ART TEACHER AND AN ART DEPARTMENT LEAD.

AND SHE WAS THE ONE THAT CAME AND DID GROUP ACTIVITIES WITH THESE KIDS SO THAT THEY COULD BOND AND THEN HELPED FACILITATE THEIR THOUGHT PROCESSES AS THEY CREATED THEIR SKETCHES AND THEN ULTIMATELY THEIR MURAL.

MY NAME IS CHRIS MCDONALD AND I CURRENTLY SERVE AS CHAIRMAN OF THE BOND OVERSIGHT COMMITTEE.

WE ARE BOARD APPOINTED A BOARD APPOINTED GROUP OF SEVEN CITIZENS TASKED WITH FOLLOWING THE PROGRESS OF THE 2022 BOND.

WE MET FOR OUR SECOND QUARTERLY MEETING AS A COMMITTEE ON JULY 17TH TO RECEIVE UPDATES ON THE PROGRESS OF THE 2022 BOND ELECTION AND WOULD LIKE TO ON BEHALF, I WOULD LIKE TO, ON BEHALF OF THE COMMITTEE, SHARE OBSERVATIONS AND HIGHLIGHTS AT THIS TIME.

BEFORE I GO ANY FURTHER, I'D LIKE TO RECOGNIZE THE OTHER TWO MEMBERS OF THE BOARD THAT ARE HERE TONIGHT ERIN POWELL AND ERIN MORGAN.

WOULD YOU ALL STAND [APPLAUSE]? THEY BOTH ALSO CONTRIBUTED TO THE REMARKS THAT I'M GOING TO BE SHARING WITH TONIGHT.

SO THE HIGHLIGHTS OF THIS MEETING INCLUDED THE FOLLOWING THAT I'M GOING TO LEAD OFF WITH.

I'M GOING TO KICK IT RIGHT OFF HERE.

THE DISTRICT EXPECTS A $56 MILLION SAVINGS IN INTEREST OVER THE 25 YEAR LIFE, 25 YEAR LIFE OF THE BOND.

DO I GET AN AMEN? OKAY. THIS WAS DUE TO INTEREST RATES BEING LOWER THAN ORIGINALLY PROJECTED.

THAT MEANS THE PRINCIPAL AMOUNT CAN BE PAID OFF EARLY.

AND THAT IS GREAT NEWS FOR TAXPAYERS.

ALSO, DEMOLITION HAS BEGUN INSIDE THE BUILDING AT THE NEW GRIGGS HIGH SCHOOL, WHICH WAS PREVIOUSLY THE WISDOM CENTER WITH ESTIMATED COMPLETION IN OCTOBER OF 2024. ALTHOUGH IT WAS NOT ORIGINALLY INCLUDED, THE SMART DECISION WAS MADE TO ADD A SECOND FLOOR NOW INSTEAD OF LATER.

THE EXTRA EXPENSE WILL BE FULLY PAID FOR USING ONLY BOND INTEREST EARNINGS AND THANKFULLY INTEREST RATES HAVE REMAINED OVER 5%.

STUDENTS. OUR NEXT ONE IS, STUDENTS AT THE COURTYARD AT BIRDVILLE HIGH SCHOOL.

STUDENTS GAVE THEIR INPUT AND HELPED DESIGN THE OUTDOOR COURTYARD FOR BIRDVILLE HIGH SCHOOL.

IMAGINE THAT ENLISTING THE SERVICES OF STUDENTS TO FIND OUT WHAT THEY'RE LOOKING FOR.

SO A LOT OF THE EXISTING TREES WILL BE SAVED.

DRAINAGE ISSUES WILL BE FIXED.

THOSE ARE LONG STANDING, DRAINING ISSUES AT BIRDVILLE HIGH SCHOOL.

PING PONG TABLES WILL BE ADDED OUTSIDE AND THEN ALSO THERE WILL BE A COVERED SEATING AREA FOR APPROXIMATELY 150 STUDENTS.

THIS WILL GO A LONG WAY TO HELP EASE THE VERY OVERCROWDED CAFETERIA AS THAT CAFETERIA IS BUILT FOR A NINTH GRADE CAMPUS AND A MAIN HALLWAY DURING LUNCH TIME.

PLAN IS FOR MOST WORK TO BE COMPLETED DURING THE SUMMER OF 2024.

READY TO USE FOR THE 2024-2025 SCHOOL YEAR.

ALSO, THE NEW DAVID E.

SMITH CAMPUS. WE GOT TO SEE THE EXTERIOR DESIGN AND IT LOOKS FANTASTIC.

IT FITS NICELY WITH THE ESTHETICS OF THE OLDER HALTOM CITY NEIGHBORHOOD, WHICH I'M A CITIZEN OF, I JUST LIVE UP THE STREET FROM THERE.

THE CAMPUS IS NOW BEING TURNED SO THAT IT FACES THE NEIGHBORHOOD OF WHERE ITS BORDERS ON STEPHANIE AND FIELD INSTEAD OF THE BUSY HALTOM ROAD.

AND IT'S EASIER FOR BUS PICK UPS AND DROP OFFS AND WILL BE SAFER.

A CHANGE TO OUR CAMPUSES WHERE THE FRONT ENTRANCE IS ORIENTED TO THE PROPERTY AND STUDENTS WHO WALK TO SCHOOL.

DURING CONSTRUCTION, STUDENTS AND STAFF WILL BE COMBINING WITH W.T.

FRANCISCO AND AT THE W.T.

FRANCISCO CAMPUS. AND I'VE SEEN THIS.

I DRIVE BY THERE JUST ABOUT EVERY DAY.

NEW MODULAR CLASSROOMS HAVE BEEN INSTALLED AT FRANCISCO, ACCOUNTING FOR SAFETY AND SECURITY WITH NEW FENCING AS WELL.

ALL RIGHT. MOVING ON TO THE HALTOM HIGH SCHOOL CAFETERIA, THE EXPANSION OF IT AND THE COURTYARD.

THIS PROJECT IS A VERY BIG PROJECT, A VERY BIG UNDERTAKING, AND IT WILL TAKE SOME TIME TO COMPLETE.

SO LEARNING IS COMPLETED.

SO LEARNING IS NOT DISRUPTIVE.

ONCE COMPLETE, THE LIBRARY WILL BE MUCH MORE ACCESSIBLE AND HOPEFULLY MUCH MORE UTILIZED BY CLASSES AND STUDENTS.

ALSO, THE CHEERLEADING AND DANCE ADDITION AT HALTOM HIGH SCHOOL WILL HAVE ITS OWN EXTERIOR ENTRANCE SO STUDENTS AND GEAR CAN BE LOADED IN AND OUT.

AND IF YOU DON'T KNOW THIS, THE CHEERLEADERS AT HALTOM HIGH SCHOOL HAVE BEEN USING THE CAFETERIA FOR MANY, MANY YEARS TO HAVE CLASS.

SO AND THEN THE BEST THING AS THERE'S MOVING ON TO ABOUT THE TURF AT THE HIGH SCHOOLS FOR BASEBALL AND SOFTBALL FIELDS.

THE DISTRICT'S COST SAVINGS ON WATER MANAGEMENT NOW WILL BE MINIMAL OR THE SAVINGS WILL BE MAXIMIZED BY THE COST OF BEING MINIMIZED BY THE FACT THAT IT'S TURF AND NO LONGER HAVING TO MAINTAIN THE GRASS THAT'S THERE.

THERE'S A COUPLE OF OTHER CONTRIBUTIONS.

KATIE BOWMAN, THE ASSISTANT SUPERINTENDENT OF FINANCE, WAS ABLE TO CONTRIBUTE THESE.

THE DISTRICT ISSUES, THE DISTRICT ISSUES, $151 MILLION OF THE $300 MILLION IN BONDS APPROVED BY VOTERS IN FEBRUARY OF 2023, PROJECT INTEREST RATE WAS AT 4.44%. A FINAL RATE WAS AT 3.81%.

AND ANOTHER INTEREST SAVINGS OF $18 MILLION, AM I CORRECT ON THAT? YEAH, I TRUST THAT.

THERE'S NO IS TAX RATE INCREASE DUE TO THE 2022 BOND ELECTION.

MAINTAIN A BOND REPAYMENT PERIOD OF 25 YEARS OR LESS, WHICH WAS MENTIONED EARLIER, AND ALSO FULLY REPAY THE BONDS ISSUED FOR CERTAIN SHORT TERM PROJECTS OVER THEIR USEFUL LIVES.

EXAMPLES ARE THE TECHNOLOGY DEVICES THAT ARE FIVE YEARS AND THE SCHOOL BUSSES, TECHNOLOGY, INFRASTRUCTURE, FURNITURE AND EXPENSES AND EQUIPMENT OF TEN YEARS.

AND I WILL TELL YOU, I CAN TELL YOU FROM EXPERIENCE ON THESE BUSSES, THEY'RE ALL GOING TO BE AIR CONDITIONED, IF I'M NOT MISTAKEN.

THAT'S CORRECT. AND I CAME FROM THE ERA WHERE THE BUSSES WERE NOT I DROVE BUSSES THAT WERE NOT AIR CONDITIONED.

I EARNED TEN HOURS OF CONTINUED EDUCATION AND EACH YEAR I LEARN SOMETHING MORE INTERESTING.

AND SO THE THREE DAYS THAT I WAS THERE AND WE WERE ALL THERE, VERY INTERESTING.

A LOT OF CLASSROOM TIME REMINDED ME OF BEING BACK IN SCHOOL.

SOME OF THE CLASSES I COULD HAVE DONE WITHOUT, BUT I'LL GIVE A REPORT ANYWAY.

THE GENERAL SESSIONS ARE ALWAYS GOOD BECAUSE THEY'RE ALWAYS PRIMED WITH PEOPLE THAT CAN TELL A STORY.

SO THE GENERAL SESSION ON THE FIRST DAY WAS A GUY BY THE NAME OF CHRIS BASTIANELLI, AND HE WAS OF MIXED HERITAGE, LEBANESE AND ITALIAN, AND HIS MAIN FOCUS WAS HOW HE WAS LEARNING TO LEAD A HAPPY AND MEANINGFUL LIFE BY LEARNING HOW TO BETTER UNDERSTAND PEOPLE AND QUALITIES THAT LED TO A HAPPY AND MEANINGFUL LIFE.

SO HE WAS A VERY ENGAGING SPEAKER.

HE LEARNED HOW TO WALK IN OTHER PEOPLE'S SHOES OF OTHER DIFFERENT CULTURES.

VERY INTERESTING.

SO SOME OF THE COURSES THAT I TOOK ON THAT PARTICULAR DAY, DESIGNING SCHOOLS WITH SAFETY IN MIND, THIS IS VERY, VERY, VERY, VERY IMPORTANT DISCUSSION THAT'S HAPPENING ALL OVER THE STATE OF TEXAS.

BUT THERE WERE SOME BEST PRACTICES THAT FOCUSED ON LIGHTING, GLASS.

AND OF COURSE, KIDS NEED LIGHT BECAUSE IT HELPS TO IMPROVE THEIR LEARNING.

WE TALKED ABOUT HOW LONG A DOOR SHOULD BE LEFT OPEN.

AND DR. SHOWELL, I'M SURE I'M JUST REPEATING THINGS THAT YOU ALREADY KNOW.

BUT IN LULING ISD THEY SAID IF A DOOR IS LEFT OPEN MORE THAN 15 SECONDS, A BUZZER IS GOING OFF SOMEWHERE.

AND WHERE ARE AEDS PLACED? THEY SHOULD BE PLACED SOMEWHERE WHERE EVERYONE CAN GET TO THEM.

THEN THEY HAVE THIS BLOOD, WHAT DO YOU CALL IT? BLOOD BLEEDING CONTROL KITS.

AND THEY WANT THEY HAVE THEM IN ALL THE CLASSROOMS. SO ALL THESE THINGS ARE VERY IMPORTANT.

BUT SHE'S A CO-FOUNDER OF SAFE AND SOUND SCHOOLS, AND SHE TEACHES YOU HOW TO PREPARE FOR, PREVENT AND RESPOND TO AND RECOVER FROM TRAGEDIES IN YOUR OWN COMMUNITY.

THAT'S WHAT SHE'S ALL ABOUT.

LONGVIEW ISD'S APPROACH TO THE TEACHER CRISIS.

THEY HAD A WELLNESS PROGRAM.

THEY ENCOURAGED ALL OF THEIR STAFF, THEIR TEACHERS TO DEVELOP A HEALTH AND WELLNESS REGIMEN.

IT'S A FINANCIAL INVESTMENT, SO IT'S SOMETHING THAT THE DISTRICT HAS TO COME TOGETHER WITH.

BUT WHAT THEY PRIORITIZED WAS DIET, EXERCISE, MENTAL AND EMOTIONAL ASSISTANCE.

AND THEY HAD QUITE A FEW PEOPLE ON A VIDEO WHO HAD GONE THROUGH THE PROGRAM.

IT IMPROVED MENTAL STATE OF MIND, THE CAMPUS CULTURE.

IT IMPACTED STUDENT ACHIEVEMENT AND IT DECREASED RESIGNATIONS BECAUSE THEY WERE ALL HEALTHY AND THEY PUT OFF A DIFFERENT KIND OF VIBE. ANOTHER COURSE.

IF I KNEW WHAT I IF I KNEW THEN WHAT I KNOW NOW WAS A CONVERSATION WITH EXPERIENCED SCHOOL BOARD MEMBERS.

AND THE MOST IMPORTANT THING I GOT OUT OF THAT CLASS IS RESPECT EACH OTHER.

THIRD DAY HOST LEGISLATIVE CONFERENCE AND WE'VE ALL BEEN INUNDATED WITH THE NEWS ABOUT THE TEXAS HOUSE, THE 88TH SESSION AND HOW THEY PASS SOME BILLS.

THEY DIDN'T PASS ANY OF THE OTHER BILLS, ONE THAT'S STILL HANGING OUT THERE.

THEY DIDN'T GIVE THE TEACHERS THEIR RAISES, BUT THEY CAN PASS OTHER BILLS.

UPDATES. I DON'T NEED TO GO OVER ALL OF THEM.

BUT ALTHOUGH WE HAVE A DYNAMIC TECHNOLOGY DEPARTMENT, MR. LAMBSON AND DAVE, I HAVE HANDOUTS FOR OUR TEAM OF EIGHT.

JULIE COLE FROM H-E-B ASKED QUESTIONS OF A PANEL, BOARD MEMBERS FROM BONHAM, SOUTHWEST ISD, SPRINGTOWN, COPPERAS COVE. AND SO THERE WERE SIX QUESTIONS ASKED.

AND LATER ON I FILLED IN MY ANSWERS FOR THESE SIX QUESTIONS.

SO I'LL JUST KIND OF GO THROUGH THIS.

WHY DID I ORIGINALLY RUN FOR SCHOOL BOARD AND HAS ANYTHING CHANGED SINCE? I WANTED TO BE INVOLVED WITH MY KIDS EDUCATION.

I NO LONGER HAVE BISD KIDS AT HOME, SO I'VE LEARNED THAT I NEED TO ADVOCATE FOR ALL KIDS.

IS MY ANSWER ON THAT.

WHAT QUALITIES DO I BRING TO BOARD SERVICE TO BE A LIFETIME LEARNER? I CAN'T KNOW IT ALL, BUT I CAN STRIVE TO AND TO GIVE CONCISE COMMUNICATION AS TO HOW I FEEL ON THE ISSUES.

NUMBER THREE WHAT HAS SURPRISED ME ABOUT BOARD SERVICE? THE COMPLEXITY OF FUNDING OUR SCHOOLS IS THE NUMBER ONE SURPRISE THAT THEY WERE TALKING ABOUT.

AND I WOULD HAVE TO SAY THAT'S MY ANSWER AS WELL.

WHEN AM I MOST PROUD OF MY BOARD? YOU SHOULD HAVE HEARD THE ANSWERS FROM SOME OF THEM.

SOME OF THEM COULDN'T COME UP WITH WAYS THAT THEY WERE PROUD OF THEIR BOARD.

BUT I CAN. WHEN WE HIRE A SUPERINTENDENT A COUPLE OF TIMES, IT BRINGS US TOGETHER.

COMING TOGETHER WHEN THERE'S FINANCE ISSUES, BUDGET ISSUES AND GETTING THROUGH DIFFICULT TIMES LIKE PANDEMIC AND BUDGET DEFICITS AND EVEN A LAWSUIT OR TWO.

WHAT ARE THE ISSUES ABOUT LISTENING TO TEACHERS? BE SURE THAT THE CHAIN OF COMMAND IS FOLLOWED IS WHAT I WOULD TELL THEM.

AND LISTEN TO ANYBODY THAT COMES TO YOU, TEACH YOUR COMMUNITY MEMBER AND SO FORTH.

AND THE LAST QUESTION, HAVE YOU EVER SERVED WITH A DISGRUNTLED BOARD MEMBER?

AND IF I WERE TO GIVE AN ANSWER, I'VE NEVER SERVED WITH A DISGRUNTLED BOARD MEMBER AND I THANK GOD FOR THAT.

THE SECOND COURSE I WENT TO THAT I'LL TALK ABOUT IS FRIDAY AFTERNOON.

THERE WAS A PANEL OF SUPERINTENDENTS AND HERE'S SOME OF THE QUESTIONS THAT WERE ASKED BY THESE SUPERINTENDENTS OF DISTRICTS FROM LIBERTY HILL, WACO AND WHARTON ISD. WHAT ISSUES HIT YOU THE PAST YEAR? THEY TALKED ABOUT STAFFING ISSUES.

THEY TALKED ABOUT TEACHERS LEAVING DURING THE YEAR.

THEY TALK ABOUT THE NUMBER OF SPECIAL ED TEACHERS GRADUATING.

AREN'T WHAT WE NEED.

ONE OF THEM THAT WAS IN THE AUSTIN AREA SAID THAT IN MAY OF 2023 FROM THE UNIVERSITY OF TEXAS AT AUSTIN, THERE WAS ONLY ONE TEACHER THAT GRADUATED WITH A SPECIAL ED DEGREE.

THAT IS AMAZING.

WE NEED MORE SPECIAL ED GRADUATING PEOPLE TO HIRE.

ONE OF THE SUPERINTENDENTS EVEN HAD TO TEACH A SIXTH GRADE CLASS FOR 18 STRAIGHT DAYS BECAUSE OF LACK OF SUBSTITUTES.

THEY TALKED ABOUT ISSUES THAT THEY'RE FACING THIS YEAR.

THEY TALKED ABOUT THE ACADEMIC ACHIEVEMENT IN SPITE OF MISSING SOME STAFF AND GETTING GOOD SUBS.

THEY STILL HAVE TO HAVE THE ACADEMIC ACHIEVEMENT.

AND THEN THEY TALKED ABOUT INSURANCE COSTS AND BUDGET AND INFLATION ISSUES.

THE QUESTION WAS POSED, WHAT ABOUT THE 88TH LEGISLATIVE SESSION? EVERY ONE OF THEM USED THE WORD DISAPPOINTED, DISAPPOINTED IN NOT ABLE TO GIVE EXTRA MONEY TO DISTRICTS FOR PAY RAISES, NOT FUNDING VERY MUCH OF THE SECURITY OFFICERS THAT ARE GOING TO BE NEEDED.

IN THE END, WHAT DID WE REALLY ACCOMPLISH IS WHAT THEY WERE SAYING.

THEY SAID DISAPPOINTED IS NOT STRONG ENOUGH OF A WORD TO CONSIDER THE 88TH SESSION.

AND THEN THEY WERE ASKED IF YOU WERE COMMISSIONER.

ONE OF THEM SAID, WE NEED TEACHERS TEACHING IN-PERSON, NOT DIGITALLY.

ANOTHER ONE SAYS, WE NEED TO FIX THE CULTURAL WARS AND THE POLITICS OF THE DAY ISSUES AND THAT WE'RE AT A CROSSROADS.

SPECIFICALLY, GETTING PEOPLE TO WANT TO BE TEACHERS AGAIN IS A BIG ISSUE WITH EACH OF THESE SUPERINTENDENTS, AND I AGREE WITH THAT.

AND THEY SAID, WHAT ARE YOU GOING TO DO NEXT YEAR TO GIVE A SHOT IN THE ARM TO THE TEACHING PROFESSION? AND I LIKED ONE IDEA THAT ONE OF THE SUPERINTENDENTS SAYS EVERY MONTH THIS YEAR WE'RE GOING TO CELEBRATE TEACHERS SOMEHOW SONIC DRINKS, WHATEVER. BUT WE NEED TO APPRECIATE OUR TEACHERS VERY MUCH FROM A BOARD LEVEL.

EVERY TIME WE SEE A TEACHER, WE NEED TO SAY THANK YOU.

WE NEED TO DO THINGS FOR OUR TEACHERS AS MUCH AS WE CAN.

AND THEN THE LAST SESSION THAT I'LL TALK ABOUT IS THE POST LEGISLATIVE SESSION THAT BRENDA MENTIONED ON SATURDAY MORNING.

THEY TALKED ABOUT THE THE NOVEMBER 7TH ELECTION, THE CONSTITUTIONAL AMENDMENT, THINGS THAT ARE COMING UP.

THEY TALKED ABOUT THEY REALLY ENCOURAGED DISTRICTS TO GO AFTER SAFETY GRANTS FOR SOME REIMBURSEMENT OF SOME OF THE SAFETY ISSUES.

AND I KNOW WE'RE DOING THAT AND HAVE DONE THAT.

AND THE LEGISLATIVE THE LEADER OF THE LEGISLATIVE AT TASB MADE THIS STATEMENT.

HE SAID, IF YOU'RE NOT COMPLETELY OUTRAGED, YOU'RE NOT PAYING ATTENTION, PAY ATTENTION TO THE UPCOMING ELECTIONS.

AND HE JUST SAID HE WAS HE WAS TOTALLY DISAPPOINTED IN HIS LOBBY EFFORTS WITH THE LEGISLATIVE SESSION.

AND WE HOPE IN OUR SPECIAL SESSION THAT WE'LL SEE SOME BENEFIT FROM THAT.

WELL, PLUS THE GENERAL, THE SESSION THAT STOOD OUT TO ME WAS CALLED RETENTION.

HOW CHILD CARE CAN IMPACT YOUR DISTRICT.

AND WHAT THEY WERE TALKING ABOUT IS THAT YOU CAN HAVE YOUR OWN DISTRICT WIDE CHILD CARE.

AND WHAT YOU DO IS YOU CHARGE THE TEACHERS FOR THAT SERVICE WITHOUT A PROFIT IN MIND.

AND SO BY HAVING THE CHILD CARE THROUGHOUT THE DISTRICT AT VARIOUS SCHOOLS, LIKE IF A SCHOOL HAS AN OPEN ROOM AND THE TEACHERS ARE PAYING FOR THE SERVICES.

BUT WHAT'S WONDERFUL ABOUT THIS CHILD CARE IS THAT IT STARTS THE DAY THE TEACHERS REPORT, AND SO IT GOES EVERY SINGLE DAY THAT SCHOOL IS IN SESSION.

AND WHEN IT'S NOT IN SESSION, YOU DON'T HAVE DAY CARE.

AND SO THEREFORE, THE RESULT OF THAT IS THAT YOU DON'T HAVE TO WORRY ABOUT LIKE.

IS THIS DAYCARE GOING TO BE OPEN THIS DAY OR DO I HAVE TO KEEP GOING PAST THE TIME? IT JUST WORKS SO WELL FOR TEACHERS.

AND WHAT THEY WERE SAYING WAS THAT YOU HAVE THE SCHOOL NURSE ON SITE, YOU HAVE FACILITIES AVAILABLE, AND SO YOUR COST BECOME MINIMAL.

IF YOU HAVE EXTRA SLOTS AVAILABLE, YOU OFFER THAT TO TEACHERS WHO LIVE IN YOUR DISTRICT, BUT TEACH IN ANOTHER DISTRICT.

AND MANY TIMES WHAT HAPPENS IS BECAUSE THERE'S ON SITE CHILDCARE IN A DISTRICT, THOSE TEACHERS LEAVE THE DISTRICT THAT THEY'RE TEACHING IN AND MOVE BACK INTO THEIR HOME DISTRICT AND START TEACHING.

AND IT ALSO GIVES SOME OF THESE EARLY CHILDHOOD EDUCATORS, FUTURE EDUCATORS, A GOOD PLACE TO PRACTICE THEIR SKILLS AND LEARN THEIR SKILLS AND HELP WITH THE STUDENTS AND LEARN ABOUT THE EARLY CHILDHOOD STUDENT.

ALSO, SOME OF THESE TEACHERS THAT LIVE OUT OF DISTRICT, THEY BRING THEIR KIDS WITH THEM AND THEY START IN YOUR DISTRICT, SO THEREFORE THEY CONTINUE IN THEIR DISTRICT.

SO IT WAS REALLY INTERESTING TO LISTEN TO THAT AND REALIZE THAT THEY STILL PAY THE TEACHERS PAY FOR THE SERVICES.

IT'S JUST THEY PAY WHAT IT COSTS, NOT WHAT IT COSTS WITH PROFIT.

AND SO THAT WAS VERY INTERESTING TO ME SINCE WE NEED TO KEEP TEACHERS HERE AT ALL COST.

AND THEY SHOWED STATISTICS ABOUT HOW THE JOB SATISFACTION INCREASES AND RETENTION OF TEACHERS WITH CHILDREN GOES UP HIGHER, MUCH HIGHER.

THEN I ALSO WENT TO THE POWER OF STORIES.

AS YOU MOST OF YOU ALL KNOW, I AM A STORYTELLER.

AND SO I THOUGHT IT WAS GOING TO BE ABOUT THE POWER OF STORIES, BUT IT WAS ABOUT THE POWER OF THE STORIES WE CREATE IN OUR MINDS, WHICH ALSO HAS REMINDED ME AS I LOOK AT PEOPLE, AS I SEE PEOPLE I REALLY WORK ON NOT BEING JUDGMENTAL OF THEM.

IT REMINDED ME AS AN EARLY TEACHER, I HAD THIS WHOLE THING BACK THEN WAS A KIND OF A COUNTRY BUMPKIN KIND OF SCHOOL.

BOYS WORE BOOTS AND AND I IMAGINE YOU REMEMBER, CHRISTY, WHAT IT WAS LIKE.

IT WAS KIND OF A COUNTRY BOYS SCHOOL.

AND I HAD THIS ONE KID WITH LONG HAIR AND I THOUGHT, OH, MY GOODNESS, HE'S GOING TO BE HE ENDED UP BEING ONE OF MY FAVORITE STUDENTS OF ALL TIME.

I ENDED UP TEACHING HIS DAUGHTER AND SON MANY YEARS LATER.

BUT GREAT STUDENTS, GREAT PEOPLE.

AND THEY SHOWED US PICTURES OF DIFFERENT PEOPLE AND THEY WOULD SAY, NOW, WOULD YOU WANT TO SIT ON THE AIRPLANE NEXT TO THIS PERSON? AND SO YOU RATED THAT.

AND THEN THEN THEY TOLD US THEIR STORIES AND SOME OF THEIR STORIES WERE POWERFUL.

AND LIKE THE ONE THAT GOT THE WELL, THAT WAS EVERYBODY HAD A DIFFERENT STORY.

SO ANYWAY, UM, THEY TALKED ABOUT THE LEGISLATIVE UPDATE AND LIKE RALPH SAID, THEY WERE VERY DISAPPOINTED. UM, BASICALLY IT REMINDED ME OF A SHAKESPEARE PLAY, MUCH ADO ABOUT NOTHING.

AGAIN, DISTRICTS SHOULD PAT ITSELF ON ITS BACK FOR HOW IT MANAGES ITS DEBT PORTFOLIO, SAVING TAXPAYERS MORE THAN $38 MILLION BY PREPAYING DEBT AND REFINANCING DEBT PRIOR TO FINAL MATURITY IN TERMS OF INTEREST RATES, AGAIN MAINTENANCE AND OPERATION AND INTEREST AND SINKING FUND.

WE'RE FOCUSING ON SELLING BONDS TONIGHT.

SO WE'RE GOING TO FOCUS ON THAT 0.4139, WHICH IS YOUR CURRENT INS TAX RATE.

AND IT WILL NOT BE AFFECTED BY THE UPCOMING ISSUANCE OF BONDS.

THIS IS A LOOK AT YOUR DEBT STRUCTURE RIGHT NOW.

THIS IS PART OF THE REASON WE CAN SELL BONDS FOR NO TAX RATE INCREASE BECAUSE YOUR BOND PAYMENTS GO DOWN OVER TIME.

THEY'RE STRUCTURED OVER A 25 YEAR PERIOD.

WE WOULD MAINTAIN THAT SAME PERIOD FOR THIS BOND SALE.

IN FACT, WE'RE NOT GOING TO EXTEND IT OUT A YEAR.

WE WILL MAINTAIN THE 2048 FINAL MATURITY.

IN TERMS OF INTEREST COST, WE'VE ASSUMED RATES AS OF JULY 14TH PLUS 25 BASIS POINTS BECAUSE IT WAS GOING TO TAKE US A FEW WEEKS TO GET INTO THE MARKET.

BUT LIKE I SAID, WE'RE TRYING TO GET INTO THE MARKET NEXT WEEK WE WILL HAVE A LITTLE BIT OF CAPITALIZED INTEREST ON THIS.

WHEN THE SENATOR WHEN THE GOVERNOR SIGNED SENATE BILL TWO INTO LAW OVER THE WEEKEND.

PART OF THAT DEALS WITH HOLD HARMLESS FUNDING.

SO IF WE SELL THESE BONDS, CLOSE THE BONDS BEFORE AUGUST 31ST, AND ACTUALLY HAVE A PAYMENT ON THESE BONDS PRIOR TO AUGUST 31ST, THEY WILL QUALIFY FOR THAT FUNDING.

SO THAT IS THE OVERALL GOAL.

IN TERMS OF VALUES LAST YEAR, YOUR VALUES WERE ROUGHLY $12 BILLION.

WE THOUGHT YOU WERE GOING TO COME IN $13.6 BILLION BEFORE ADJUSTING IT FOR THE HOMESTEAD EXEMPTION.

YOU ACTUALLY CAME IN BETTER THAN THAT.

YOU CAME IN ABOUT $600 MILLION BETTER THAN THAT BECAUSE THERE WAS NOT SUCH A REDUCTION WHEN VALUES WENT UNDER PROTEST.

IN TERMS OF THE 10% HOMESTEAD CAP, YOU'LL HAVE ABOUT $1.4 BILLION LEFT IN THAT.

SO ALL THINGS BEING EQUAL, SOMETHING VALUES DON'T GO UP ANYMORE.

YOU'LL STILL SEE $1.4 BILLION HIT YOUR BOTTOM LINE.

THE FINANCING PLAN WAS BUILT BASED UPON A $500 MILLION INCREASE NEXT YEAR.

BUT BASED UPON WHERE YOUR VALUES CAME IN, WE'RE NOT GOING TO HAVE TO GROW VALUES NEXT YEAR.

THE ONE THING I DID WANT TO POINT OUT HERE IS AS A RESULT OF SENATE BILL TWO, THE DISTRICT DID LOSE VALUE THROUGH THE INCREASE IN THE HOMESTEAD EXEMPTION.

IT WAS ABOUT $1.6 MILLION.

BUT THE NET NUMBER WE SHOWED THERE FOR 2023-24, WE WERE THINKING WAS GOING TO COME IN JUST UNDER $12 BILLION ACTUALLY CAME IN AT $13.1 BILLION.

SO MONEY TO THE GOOD, WHICH IS WHY WE WON'T HAVE TO GROW YOUR VALUES IN 24-25.

IN TERMS OF RESULTS, WE'RE THINKING THE INTEREST RATE ON THIS NEW BOND SALE IS GOING TO BE SOMEWHERE AROUND 435 NET BOND PAYMENTS OF ABOUT 259. AND YOU COULD SEE HOW WE'RE AMORTIZING THE BONDS.

$27 MILLION AMORTIZED IN THE FIRST TEN YEARS, ALMOST $57 IN THE FIRST 15.

AGAIN, WE'RE NOT EXTENDING THE FINAL MATURITY, BUT IF WE LOOK AT THE BOND PROGRAM IN TOTAL, WE ARE NOW PROJECTING THAT THE WHOLE BOND PROGRAM IS IMPLEMENTED ABOUT $56 MILLION LESS THAN WE PREVIOUSLY COMMUNICATED TO THE COMMUNITY AT THE TIME OF THE ELECTION.

AND WE ACTUALLY THINK THAT NUMBER IS GOING TO GO HIGHER BASED UPON WHERE YOUR VALUES CAME IN THIS WEEK.

THE NUMBERS TO SUPPORT THAT, I KNOW IT'S A READING TEST.

I WON'T GO THROUGH THAT.

BUT IF YOU LOOK AT COLUMN K, YOU CAN SEE WE'VE KEPT YOUR TAX RATE CONSTANT FOR THE NEXT THREE YEARS AND THEN WE HAVE DROPS IN YOUR OVERALL TAX RATE. YOU COULD EITHER PREPAY BONDS TO MAINTAIN YOUR CURRENT TAX RATE OR WE'VE GIVEN YOU ROOM.

SO IF YOU CONSIDER ANOTHER BOND ELECTION, YOU COULD DO SO AT NO TAX RATE INCREASE.

THIS GIVES YOU A LOOK AT YOUR CALLABLE BONDS AFTER THE SALE OF DEBT.

YOU'LL HAVE OVER $500 MILLION.

YOUR COUPONS ARE RELATIVELY LOW.

THERE'S NOTHING THAT WE CAN REALLY REFINANCE AT A SAVINGS RIGHT NOW, BUT WE CAN PREPAY THESE PRIOR TO FINAL MATURITY AS YOUR VALUES GROW.

TONIGHT LATER ON, WE WILL ASK YOU TO ADOPT A PARAMETERS ORDER.

THE DISTRICT HAS DONE THIS IN THE PAST.
