THIS TIME WE GO TO ITEM C IS A PUBLIC HEARING TO DISCUSS AND HEAR COMMENTS ON THE 2023-24 BUDGET AND PROPOSED TAX RATE.

[C. PUBLIC HEARING TO DISCUSS AND HEAR COMMENTS ON THE 2023-24 BUDGET AND PROPOSED TAX RATE]

THIS IS A PUBLIC HEARING.

KATIE, YOU'RE UP FIRST FOR A PRESENTATION, PLEASE.

YES, SIR. WE'LL UPDATE YOU TONIGHT ON THE BUDGET AND TAX RATE BASED ON THE VALUES WE JUST RECENTLY RECEIVED FROM THE TARRANT APPRAISAL DISTRICT.

SO WE DO HAVE CERTAIN TAX AND BUDGET PUBLICATIONS REQUIRED.

WE DO HAVE TO HOLD AN ANNUAL PUBLIC MEETING TO DISCUSS THE PROPOSED BUDGET AND TAX RATE.

THE BUDGET HEARING WAS IN JUNE ON THE 22ND, AND THEN WE ARE REQUIRED TO HAVE AN ADDITIONAL HEARING TONIGHT IN REGARD TO THE TAX RATE.

THE NOTICE OF PUBLIC MEETING MUST BE IN THE NEWSPAPER 10 TO 30 DAYS BEFORE THE INITIAL ONE WAS ON JUNE THE 9TH.

THE SECOND HEARING WAS PUBLISHED ON AUGUST THE 10TH, WHICH GAVE US TEN DAYS PRIOR TO THIS MEETING.

WE DID POST THE REQUIRED ADOPTED BUDGET SUMMARY AND TAX CALCULATIONS ON OUR BISD WEBSITE ACCORDING TO TIA AND STATE GUIDELINES, AND THEN ALL NOTICE AND TAX CALCULATION INFORMATION WAS POSTED ON THE TARRANT APPRAISAL DISTRICT WEBSITE BOTH IN JUNE AND IN AUGUST.

SO OUR TAX RATE, WE DID RECEIVE PRELIMINARY VALUES IN APRIL AS REQUIRED BY LAW.

OUR CERTIFIED VALUES WERE RECEIVED ON THE 24TH FROM THE TARRANT APPRAISAL DISTRICT.

AND THEN TONIGHT THE BOARD WILL CONSIDER OUR TAX RATE THIS EVENING AND THE TAX RATE MUST BE ADOPTED AFTER BUDGET ADOPTION, WHICH YOU ADOPTED THE BUDGET IN JUNE.

SO JUST A LITTLE REMINDER, WHEN VALUES WERE REVIEWED IN JUNE, WE HAD ESTIMATED AN 8% VALUE GROWTH.

AT THAT TIME, WE HAD ESTIMATED VALUES AT 15.7, 15.17 BILLION.

WHEN THEY CAME IN THE 40,000 HOMESTEAD, WHICH IS WHAT WE CURRENTLY HAD IN THE STATE, THOSE VALUES WERE AT 16.3 BILLION.

AND THEN ONCE THAT $100,000 HOMESTEAD WAS APPLIED, IT DROPPED IT DOWN TO 14.7 BILLION.

SO YOU CAN SEE AT 40,000 HOMESTEAD, OUR VALUES ACTUALLY GREW MORE THAN 16% WITH THE $100,000 HOMESTEAD, OUR VALUES GREW 5% OVER THE PRIOR YEAR, OUR TAXES IN JUNE, WE WERE ESTIMATING OUR TAX RATE FOR M AND O TO BE 8315.

TOTAL TAX RATE OF 1.2454, A DROP OF JUST UNDER THREE AND A HALF CENTS.

OUR PROPOSED RATE IS GOING TO BE 1.2031, WHICH IS A 7.67% DROP FROM THE PRIOR YEAR.

YOU CAN SEE WHERE OUR VALUES HAVE BEEN SINCE 2019, WHEN HOUSE BILL THREE WAS IMPLEMENTED.

WE HAVE DROPPED AS A DISTRICT WITH THE PROPOSED RATE TONIGHT A LITTLE OVER $0.25 IN OUR M&O TAX RATE.

SO JUST SOME BUDGET UPDATES.

I ALWAYS LIKE TO REMIND THE BOARD ABOUT THEIR WONDERFUL DEBT MANAGEMENT PRACTICES OVER THE LAST SEVERAL YEARS.

WITH BOND REFINANCINGS AND BOND PREPAYMENTS, WE'VE SAVED OUR VOTERS AND OUR TAXPAYERS OVER $38.5 MILLION IN BOND INTEREST THAT THE DISTRICT WILL NOT HAVE TO PAY.

HERE'S OUR ADJUSTED BUDGET.

YOU HAVE A BUDGET AMENDMENT THAT IS BEFORE YOU TONIGHT THAT INCLUDES THE ROLL FORWARD ITEMS. AND WE'VE ALSO UPDATED THE REVENUE FOR THE CHANGE IN TAX VALUES AND STATE FUNDING.

AND THAT IS ALL I HAVE THIS EVENING, IF THERE ARE ANY QUESTIONS.

NUMBERS ARE YOUR STRENGTH..

PER $100 OF VALUE, WHICH IS EFFECTIVELY A 12.8% INCREASE IN TAX RATE AND TO ADOPT THE RESOLUTION TO SET THE TAX LEVY FOR THE YEAR 23 ON ALL PROPERTY SUBJECT TO TAXATION WITHIN BISD AT A TOTAL TAX RATE OF $1 0.2031 PER $100 OF PROPERTY VALUE, OF WHICH $0.7892 IS FOR THE PURPOSE OF M AND O AND $0.413.9 IS FOR THE PURPOSE OF PAYMENT OF PRINCIPAL AND INTEREST ON DEBTS AS PRESENTED.

WELL, EVERYONE KNOWING THE AUDIENCE AND WE GET ON THE RECORD TO SAY THIS IS ACTUALLY REDUCING OUR TAX RATE 7.67 CENTS LOWER THAN IT WAS LAST YEAR WITH THE WAY THE LAW IS WRITTEN AND THE WAY THEY WANT YOU TO POST STUFF, IT DOESN'T SEEM FAIR.
