THROUGH BIRDVILLE HIGH SCHOOL'S PARTNERSHIP WITH THE TREE OF NORTH TEXAS, WE'RE ABLE TO HAVE A DIRECT IMPACT ON STUDENT LIVES.

THE TREE HAS PROVIDED OUR STUDENTS WITH SNACKS, HYGIENE PRODUCTS, AND WINTER COATS AS THEY SERVE AS A RESOURCE FOR LARGER NEEDS AS WELL.

THERE ARE LOTS OF EXAMPLES OF THE GENEROSITY, BUT ONE EXAMPLE STANDS OUT THE TREE HEARD OF A NEED WE HAD FOR MATTRESSES FOR A FAMILY AND IMMEDIATELY WENT TO WORK.

MATTRESSES WERE DELIVERED FREE TO THE FAMILY, AND MOST IMPORTANTLY, OUR STUDENT AND FAMILY KNEW THAT THEY WERE SUPPORTED BY MANY PEOPLE WHO CARE ABOUT THEM.

OUR PARTNERSHIP WITH THE TREE IS NOT REALLY ABOUT THINGS THEY PROVIDE, BUT ABOUT COMMUNITY.

THE TREE'S COMMITMENT TO SERVING OUR CAMPUS NEEDS ALLOWS STUDENTS, TEACHERS, AND STAFF TO FEEL THE COMFORT AND SECURITY OF A COMMUNITY THAT COMES TOGETHER TO SERVE THOSE IN NEED FOR THEIR DEDICATION.

WE ARE EXTREMELY GRATEFUL.

IT IS TRULY AN HONOR AND PRIVILEGE TO RECOGNIZE STUDENTS FROM THE AUTOMOTIVE TECHNOLOGY PROGRAM AT BIRDVILLE CENTER OF TECHNOLOGY AND ADVANCED LEARNING BCTAL, WHO COMPETED IN ONE AT THE HOT RODDERS OF TOMORROW DUEL NATIONAL PLAYOFF COMPETITION HELD IN LAS VEGAS, OCTOBER 31ST THROUGH NOVEMBER 3RD.

HOT RODDERS OF TOMORROW IS A NATIONWIDE HIGH SCHOOL ENGINE BUILDING COMPETITION SHOWCASING STUDENTS FROM THROUGHOUT THE COUNTRY.

THIS PAST SPRING, THERE WERE OVER 50 TEAMS FROM ACROSS THE STATE OF TEXAS THAT COMPETED AND ONLY 17 TEAMS, INCLUDING BIRDVILLE ISD, QUALIFIED FOR THE LAS VEGAS NATIONAL COMPETITION.

HOT RODDERS OF TOMORROW ENGINE BUILDING COMPETITION CONSISTS OF A TEAM OF STUDENTS WHO AS QUICKLY AS POSSIBLE, MUST COMPLETELY REMOVE ALL PARTS OF A CHEVY 350 ENGINE DOWN TO THE ENGINE BLOCK, AND IMMEDIATELY THEREAFTER, THE TEAM MUST TURN AROUND AND COMPLETELY REASSEMBLE THE ENGINE USING NOTHING BUT HAND TOOLS.

JUDGES CONTINUOUSLY MONITOR THE TEAM'S PROGRESS, AND IF THE TEAM MAKES ANY ERROR, SUCH AS DROPPING ENGINE PARTS OR COMPONENTS, THEN A TIME PENALTY IS ASSESSED.

EACH TEAM IS GIVEN A TOTAL OF THREE RUNS ON THE ENGINE AND THE TIMES ARE AVERAGED.

A WRITTEN TEST CONSISTING OF 50 QUESTIONS PERTAINING TO THE COMPETITION IS ALSO GIVEN TO EACH COMPETITOR, AND A TIME PENALTY IS ASSESSED FOR EACH QUESTION THAT IS MISSED.

THERE ARE FIVE MEMBERS ON A TEAM.

IN ORDER TO BE SUCCESSFUL, ALL TEAM MEMBERS MUST COMMUNICATE AND WORK TOGETHER SYNERGISTICALLY TO ACCOMPLISH THE MISSION.

BOTH BISD AUTOMOTIVE TECHNOLOGY TEAMS THAT COMPETED AT THE NATIONAL HOT RODDERS OF TOMORROW COMPETITION IN LAS VEGAS WON, AND AS A RESULT, THEY QUALIFIED TO REPRESENT BIRDVILLE ISD AND TEXAS AT THE HOT RODDERS OF TOMORROW'S ELITE TEN NATIONAL CHAMPIONSHIP IN INDIANAPOLIS TO COMPETE FOR THE BEST TEAM IN THE NATION.

ADDITIONALLY, BIRDVILLE ISD IS THE VERY FIRST TEXAS TEAM EVER TO BE REPRESENTED IN INDIANAPOLIS FOR THIS PRESTIGIOUS

TEAM ENGINE PRO PLACED FOURTH, WITH A FINAL TIME OF 2808, AND THE TEAM MEMBERS ARE AIDEN ALBINO, SENIOR, HALTOM HIGH SCHOOL , KEVEN ATALA, SENIOR AT RICHLAND HIGH SCHOOL, KEVIN FERNANDEZ, SENIOR, RICHLAND HIGH SCHOOL, KEVIN FERNANDEZ, SENIOR, RICHLAND HIGH SCHOOL AND JARRETT FULLER, SENIOR RICHLAND HIGH SCHOOL AND THEN TEAM AND TEAM ENGINE PRO, WOULD Y'ALL KIND OF STAND UP JUST A LITTLE BIT SO EVERYONE CAN SEE.

BUT, THE KIDS DID A FANTASTIC JOB.

THE COACHES DID, AND WE WANT TO RECOGNIZE THEM.

THEY'RE DISTRICT CHAMPIONS.

FIVE, FIVE, EIGHT DISTRICT CHAMPIONS.

COACH KATES LED HIS TEAM TO UNDEFEATED FIRST PLACE IN ALL THE WAY THROUGH.

FIRST TIME EVER THE FIRST UNDEFEATED REGULAR SEASON IN THE HISTORY OF THE SCHOOL.

12 AND ONE. THE BEST RECORD IN THE HISTORY OF THE SCHOOL.

THEY'RE THE DISTRICT CHAMPION, THE BI DISTRICT CHAMPION, THE AREA CHAMPIONS.

THEY HAVE THE FIVE FIVE, A DISTRICT MVP, THE OFFENSIVE PLAYER OF THE YEAR, THE NEWCOMER OF THE YEAR, THE LINEMAN OF THE YEAR, AND THE COACHING STAFF OF THE YEAR.

SO THERE'S A BUNCH OF AWARDS, AND THE LETTER JACKET COMPANIES WILL GET SOME MONEY, MAKE SOME MONEY ON THIS YEAR ON WHAT THEY'RE DOING BUT MAYBE MORE IMPRESSIVE THAN ALL OF IT. THERE WERE EIGHT MEMBERS OF THE ACADEMIC ALL STATE FOOTBALL TEAM OFF THE RICHLAND ROYALS FOOTBALL TEAM.

I DON'T KNOW THAT EVERYBODY EVER UNDERSTANDS THE ALL THAT GOES INTO A FOOTBALL, UH, SEASON TO BE ABLE TO HOLD IT TOGETHER, TO KEEP KIDS PLAYING, WE DIDN'T KNOW IF WE WERE GOING TO MAKE IT PAST OUT OF HUTTO ONE NIGHT AT HALFTIME, IT'S 34 TO 9.

I'M SORRY, MR. TOLBERT IS NOT HERE BECAUSE I GOT TO WATCH HIM BE REALLY NERVOUS AND SWEAT THAT NIGHT OUT.

AND SO I'LL SPEAK A BIT ABOUT THAT TONIGHT.

BUT I DID WANT TO START OFF A BIT ABOUT JUST SOME BACKGROUND, SOME FOUNDATIONAL KNOWLEDGE ABOUT OUR DUAL ENROLLMENT PARTNERSHIPS AT TCC AS A WHOLE.

SO AS YOU MAY KNOW, TARRANT COUNTY COLLEGE IS A TWO YEAR COLLEGE HERE IN THE AREA, AND WE HAVE SIX CAMPUSES, FIVE PHYSICAL, ONE VIRTUAL, AND THE CLOSEST CAMPUS IN THE CAMPUS THAT WE TYPICALLY CONSIDER AS THE SERVICER FOR BIRDVILLE ISD WOULD BE OUR NORTHEAST CAMPUS.

AND DEAN SCROGGINS IS HERE REPRESENTING THAT CAMPUS.

WE HAVE TYPICALLY HAD ABOUT 50,000 STUDENTS ENROLLED AT CREDIT SEEKING STUDENTS ENROLLED AT TCC.

PRE-PANDEMIC. AND WE ARE JUST AT A JUST UNDER 45,000 AT THE MOMENT.

AND WE'RE STEADILY HEADING BACK TO THAT 50,000 NUMBER.

SO FROM LAST FALL, 2022 TILL NOW, WE HAD ABOUT A 3.3% INCREASE IN OUR ENROLLMENT.

AND THAT WAS OVERWHELMINGLY DUE TO OUR DUAL ENROLLMENT POPULATION.

AND SO WE HAVE RECORD NUMBERS OF DUAL ENROLLMENT STUDENTS.

THAT'S DUAL CREDIT, EARLY COLLEGE, HIGH SCHOOL AND P-TECH, AND THAT IS JUST OVER 11,200 STUDENTS AS OF FALL 2023.

12.5% INCREASE FROM LAST FALL.

AND WE'RE NOT EXPECTING THAT TO SLOW.

AND I'LL SPEAK IN A MOMENT ABOUT WHY, THEY NOW ARE DUAL ENROLLMENT STUDENTS, WE ARE VERY PROUD TO SAY REPRESENT OVER 25% OF THE ENROLLMENT AT TARRANT COUNTY COLLEGE. THOUGH WE HAVE A LOT OF DUAL ENROLLMENT STUDENTS.

WE DEFINITELY WE CERTAINLY DON'T SACRIFICE THE QUALITY OF OUR INSTRUCTION.

AND OUR DUAL ENROLLMENT STUDENTS ARE CERTAINLY ONE OF MY FAVORITE STUDENTS, MAINLY BECAUSE WHEN THEY ARE ENROLLED IN OUR COURSES, THEY TEND TO DO VERY WELL, AS YOU'LL SEE HERE. SO 90% OF OUR DUAL CREDIT STUDENTS ARE SUCCESSFUL IN THEIR COURSES.

COMPARE THAT TO OUR TRADITIONAL TCC POPULATION OF ABOUT 75% SUCCESS RATES.

OUR EARLY COLLEGE, HIGH SCHOOL, AND P-TECH STUDENTS ARE SUCCESSFUL AT LEAST 80% OF THE TIME.

AND WE HAD, AS OF LAST ACADEMIC YEAR, 2022-2023 OVER 550 CREDENTIAL COMPLETERS.

SO THAT'S DEGREE OR CERTIFICATES JUST IN OUR DUAL ENROLLMENT POPULATION.

WOW. BEYOND THAT, ONCE THEY LEAVE TCC, THEY ALSO TEND TO DO VERY WELL.

SO THE MAJORITY OF THOSE STUDENTS ENROLL AT A FOUR YEAR INSTITUTION IMMEDIATELY FOLLOWING HIGH SCHOOL GRADUATION.

THEY COMPLETE, ON AVERAGE, ABOUT 12 COLLEGE CREDIT HOURS, THOUGH MANY DO FAR EXCEED THAT.

UTA, UNT AND TEXAS A&M ARE THE MOST POPULAR INSTITUTIONS THAT THOSE STUDENTS ATTEND.

BUT MOST IMPORTANTLY, WITHIN SIX YEARS, 55% OF THOSE DUAL ENROLLMENT STUDENTS COMPLETE A FOUR YEAR DEGREE.

SO WHAT I'M REALLY HERE TO SPEAK ABOUT TONIGHT IS THIS PIECE OF LEGISLATION CALLED TEXAS HOUSE BILL EIGHT.

AND SO THIS IS SORT OF A LANDMARK PIECE OF LEGISLATION FOR COMMUNITY COLLEGES IN THE STATE OF TEXAS BECAUSE IT TRULY, REORGANIZES, REVOLUTIONIZES OUR FUNDING MODEL FOR THE COMMUNITY, FOR ALL 50 COMMUNITY COLLEGE DISTRICTS IN THE STATE.

AND SO, SINCE OUR INCEPTION IN THE 60S, WE'VE HAD THE SAME FUNDING MODEL, WHICH WAS A CONTACT OUR FUNDING MODEL AND THE NUMBER OF STUDENT ENROLLMENTS WERE THE DOLLARS AND CENTS WE RECEIVED BUT AS YOU CAN UNDERSTAND, THAT DOESN'T REALLY ALLOW MUCH INCENTIVE FOR SOME INSTITUTIONS TO ENSURE THAT STUDENTS ARE MAKING PROGRESS TOWARDS THOSE DEGREES.

AND SO, FORTUNATELY, TCC HAS ALWAYS HAD A HISTORY OF ENSURING THAT PROGRESS.

BUT HOUSE BILL EIGHT HELPS US BECAUSE NOW WE WILL BE RECEIVING FUNDING FOR THOSE THREE AREAS YOU SEE HERE.

SO THE NUMBER OF CREDENTIALS THAT WE AWARD, WITH ADDITIONAL FUNDING FOR THOSE CREDENTIALS BEING IN HIGH DEMAND FIELDS, THE NUMBER OF STUDENTS WHO COMPLETE AT LEAST 15 CREDIT HOURS AT TARRANT COUNTY COLLEGE AND TRANSFER TO A TEXAS PUBLIC FOUR YEAR INSTITUTION.

AND MOST RELEVANT TO OUR CONVERSATION TONIGHT IS THE NUMBER OF HIGH SCHOOL STUDENTS WHO COMPLETE AT LEAST 15 COLLEGE CREDIT HOURS IN DUAL CREDIT.

IN ADDITION TO THAT REVAMPED FUNDING MODEL, IT ALLOWS FOR A OR TEXAS HOUSE.

BILL EIGHT CREATED A FUND CALLED THE FINANCIAL AID FOR SWIFT TRANSFER OR FAST PROGRAM, AND THIS IS AN OPTIONAL PROGRAM THAT TCC REVIEWED AND MET WITH THE LEADERS, THE EXECUTIVE LEADERSHIP OF ALL OF OUR PARTNERS IN EARLY AUGUST ABOUT OUR INTENT TO OPT INTO THIS PROGRAM, AND RECEIVED GLOWING FEEDBACK AND HAVE SINCE OPTED IN AND PLAN TO DO SO MOVING FORWARD.

WHAT THIS PROGRAM ALLOWS IS FOR ANY OF OUR STUDENTS TAKING DUAL CREDIT COURSES AS PART OF OUR AGREEMENT.

IF THEY HAVE QUALIFIED FOR FREE OR REDUCED LUNCH AT ANY POINT IN THE LAST FOUR YEARS, THEY ARE TO RECEIVE THOSE COURSES AT NO COST TO THEM.

UM, AS YOU CAN IMAGINE, THIS CERTAINLY INCREASES THE NUMBER OF STUDENTS THAT CAN ENROLL IN THESE COURSES AND WE WERE VERY EXCITED ABOUT THAT.

NOW AS FAR AS THE TYPES OF COURSES STUDENTS CAN TAKE, THOSE DID NOT CHANGE MUCH.

THE CORE CURRICULUM COURSES, FIELD OF STUDY REQUIREMENTS.

ANY COURSE REQUIRED FOR A STUDENT TO OBTAIN AN ASSOCIATE'S DEGREE OR CERTIFICATE.

WITH ONE EXCEPTION. THERE WAS AN ADDITION, AND THAT IS NOW ANY STUDENT TAKING COURSES THAT LEAD TO AN INDUSTRY RECOGNIZED CREDENTIAL THAT COULD BE CERTIFICATE, YOU KNOW, INDUSTRY CERTIFICATION, THAT COULD BE A TEXAS STATE LICENSURE, IF THEY'RE TAKING EVEN NONCREDIT COURSES THAT LEAD TO THOSE CREDENTIALS, THEY ARE ELIGIBLE UNDER THIS NEW FAST PROGRAM.

SO CERTAINLY SOME OPPORTUNITY THERE FOR ADDITIONAL PROGRAMING, PROGRAMS. NOW, AS FAR AS, THE TUITION IS CONCERNED FOR THESE STUDENTS, THEY ARE TO RECEIVE THESE COURSES AT NO COST.

AND THOUGH WE THINK THAT THE FAST PROGRAM DOES A WONDERFUL JOB OF INCREASING THE NUMBER OF STUDENTS WHO ARE ELIGIBLE, TCC REALLY SEES THE VALUE OF DUAL ENROLLMENT AND DECIDED TO GO ABOVE AND BEYOND THE FAST PROGRAM REQUIREMENTS.

AND OUR BOARD DECIDED THAT WE WILL ACTUALLY BE WAIVING THE COST OF TUITION FOR ALL HIGH SCHOOL STUDENTS TAKING DUAL CREDIT COURSES, REGARDLESS OF WHETHER OR NOT THEY ARE ON FREE OR REDUCED LUNCH MOVING FORWARD.

AND SO THANK YOU, THANK YOU.

AND SO AS YOU CAN TELL, WE ARE ANTICIPATING SOME ENROLLMENT INCREASES AND WE'RE VERY EXCITED ABOUT IT.

AND MAYBE MALES GO INTO THE MILITARY.

MAYBE MALES ARE HIGHER A HIGHER PROPENSITY TO GO INTO THE TRADES.

SO THERE MAY BE REASONS FOR THIS.

BUT WHAT I FEAR OVER TIME IS THAT WE HAVE A BUNCH OF MALES THAT ARE GOING TO SEED SOCIETY AND ALLOWING SPOUSES OR WOMEN TO BE IN THE WORKPLACE, AND THEY'RE SITTING AROUND EATING DORITOS AND PLAYING VIDEO GAMES ALL DAY AND THAT'S NOT GOOD FOR SOCIETY OR GOOD FOR ANYTHING.

SO I'M ASKING YOU, HOW DO WE INCENTIVIZE MALES THEN TO ENROLL? IS THAT MORE ON OUR LEVEL IN THE HIGH SCHOOLS AND INCENTIVIZING THEM?

IS IT MORE AT THE COLLEGIATE UNIVERSITY LEVEL? HOW DO WE GET THIS MORE TO CLOSER TO THAT 50/50 RATIO UNDERSTANDING WE MAY NEVER GET THERE BECAUSE OF THE MILITARY AND BECAUSE OF THE TRADES THAT MAY HAVE A PLUS OR MINUS EFFECT HERE. BUT HOW DO WE CLOSE THAT GAP TO WHERE MALES ARE CLEARLY OVER THE LAST 5 TO 10 YEARS, FALLING FAR BEHIND FEMALES IN ENROLLMENT? I DON'T KNOW THAT I KNOW THE TRUE ANSWER TO THAT.

THIS CHANGES THE GAME BECAUSE PREVIOUSLY, AS YOU, AS YOU KNOW, DUAL CREDIT COST MONEY TO TAKE THE COURSE.

AND IF YOU PASS THE COURSE, THEN YOU RECEIVE THE COLLEGE CREDIT, AND THE COLLEGE CREDIT FOLLOWS YOU TO ANY STATE UNIVERSITY.

WHICH IS A WAS A IS A GREAT DEAL FOR STUDENTS.

BUT YOU DO HAVE TO PAY FOR THE COURSE IN MOST INSTANCES.

WITH THE OTHER ADVANCED ACADEMIC PROGRAMS LIKE AP OR IB.

YOU DON'T HAVE TO PAY FOR THE COURSE, BUT YOU DID HAVE TO PASS IN AND SCORE A CERTAIN LEVEL ON THAT TEST IN ORDER FOR THE UNIVERSITY TO TAKE THAT SCORE.

SO IT WAS A CHANCE WHETHER OR NOT YOU WOULD THE CREDIT WOULD FOLLOW YOU TO THE UNIVERSITY.

SO STUDENTS REALLY HAD TO MAKE CHOICES.

AND BASED ON SOME OF THAT, MANY SCHOOL DISTRICTS ACROSS THE TEXAS ALSO HAD DIFFERENT WEIGHTING SCALES FOR GPAS AND CLASS RANKS AND THINGS OF THAT NATURE. THIS COMPLETELY CHANGES THAT GAME.

BECAUSE YOU ARE MAKING EDUCATION AVAILABLE FREE OF CHARGE TO ALL STUDENTS, AND IF YOU PASS A CLASS A COLLEGIATE LEVEL COURSE, THEN THAT COURSE WILL FOLLOW YOU TO ANY STATE UNIVERSITY.

AND THAT IS AUTOMATIC CREDIT.

SO YOU DON'T NECESSARILY HAVE TO BE ENROLLED IN AN EARLY COLLEGE, HIGH SCHOOL OR A DIFFERENT PROGRAM IN ORDER TO RECEIVE THIS CREDIT.

YOU EARN IT AND IT FOLLOWS YOU AND IT'S GUARANTEED AND SO BECAUSE OF THAT, I THINK YOU ARE SEEING SWEEPING CHANGES IN DISTRICTS ACROSS THE STATE OF TEXAS THIS WEEK AND IN THE NEXT FEW MONTHS.

THE COST OF EDUCATION, YOU KNOW, THAT'S BEEN SUCH A BARRIER FOR MANY STUDENTS, NOT JUST OUR STUDENTS.

ADDITIONALLY, STUDENTS HAD TO MAKE CHOICES BASED ON WAITS.

AND MANY STUDENTS CHOOSE, WOULD CHOOSE TO TAKE AN AP COURSE OVER A DUAL CREDIT COURSE OR VICE VERSA.

AND STUDENTS WHO TYPICALLY COULD WALK OUT OF HIGH SCHOOL WITH 30 PLUS HOURS OF COLLEGE WERE CHOOSING NOT TO DO THAT, EITHER BECAUSE THEY HAD TO PAY FOR THE COURSE, OR BECAUSE THEY WERE TRYING TO WORK THEIR WAY INTO THE TOP 10% OF THE CLASS RANK.

SO THIS LEVELS THE PLAYING FIELD FOR ADVANCED ACADEMICS.

ADVANCED ACADEMICS NOW INCLUDES AP, IB, AND DUAL CREDIT.

AND SO I THINK THAT YOU WILL SEE THOSE STATISTICS CHANGE.

AND IF I'M THINKING THAT I CAN TAKE, YOU KNOW, 24, 36 HOURS AT THE HIGH SCHOOL LEVEL AND WALK IN TO ANY STATE UNIVERSITY LIKE TEXAS A&M, UM, WITH A YEAR UNDER MY BELT TO GET STARTED, THAT IS A MASSIVE INCENTIVE FOR ALL OF OUR STUDENTS, AND THE ABILITY TO DO THAT WITHOUT HAVING TO MAKE THE DECISION TO GO INTO AN EARLY COLLEGE HIGH SCHOOL, OR IF YOU GO INTO EARLY COLLEGE HIGH SCHOOL, EARN UP TO 60 HOURS, RIGHT? AND SO EITHER WAY, STUDENTS NOW HAVE OPPORTUNITIES TO HAVE A VERY POSITIVE CHOICE EITHER WAY.

YEAH. AND I WOULD ECHO THAT IN SAYING, WHEN YOU'RE TALKING ABOUT THE UNIVERSITY LEVEL, WITHOUT GOING DOWN A HUGE RABBIT HOLE AND GETTING TOO POLITICAL, ONE OF THE REASONS THAT COLLEGE COSTS SO MUCH TODAY IS WE PUMP SO MUCH FEDERAL MONEY INTO IT AND WHATNOT, AND SO THEY PRICES ARE GOING UP.

AND SO IT'S THAT'S JUST A REALITY THAT THESE KIDS FACE, THE RISING COST OF HIGHER EDUCATION AND IT'S ALMOST INSURMOUNTABLE.

AND THEN THE PREDATORY STUDENT LOANS BASICALLY, AND WHATNOT.

AND SO A PROGRAM LIKE THIS, IF IMPLEMENTED CORRECTLY AND THEN MAKE IT SYSTEMIC THROUGHOUT TEXAS EDUCATION.

YEAH. IT WOULD BE DERELICT THEN NOT TO DO IT AND TO GET FREE, YOU KNOW, FREE CREDIT HOURS AND TO SAVE THAT MONEY ON THE FRONT END.

THE STATE BOARD OF EDUCATION CERTIFICATION WOULD NOT REQUIRE COUNCIL OR CERTIFICATION FOR CHAPLAINS EMPLOYED OR VOLUNTEERING UNDER THIS LAW.

THIS BILL REQUIRES THAT SCHOOL BOARDS TAKE A RECORD VOTE WITHIN SIX MONTHS OF THE EFFECTIVE DATE, SEPTEMBER 1ST, 2023, ON WHETHER TO ADOPT A POLICY OR RESOLUTION AUTHORIZING THE EMPLOYMENT OF A CHAPLAIN OR ACCEPTANCE OF A CHAPLAIN VOLUNTEER.

SCHOOL COUNSELORS ARE HIGHLY TRAINED EMPLOYEES WITH A MINIMUM OF A MASTER'S DEGREE, AND GENERALLY HAVE EXPERIENCED TEACHING IN THE SCHOOL CLASSROOM SETTING.
