MY NAME IS GENESIS MARTINEZ, HALTOM HIGH SCHOOL STUDENT COUNCIL PRESIDENT.

I AM HERE TODAY TO EXPRESS MY SINCERE GRATITUDE ON BEHALF OF ALL OF THE STUDENTS FOR YOUR CONTINUED SUPPORT AND DEDICATION TO OUR SCHOOL COMMUNITY.

YOUR TIRELESS EFFORTS AND THOUGHTFUL DECISIONS SIGNIFICANTLY IMPACT OUR EDUCATIONAL EXPERIENCE, WHETHER IT'S THROUGH IMPROVING ESSENTIAL RESOURCES, SUPPORTING NEW PROGRAMS, OR ENSURING OUR SCHOOL ENVIRONMENT IS SAFE AND CONDUCIVE TO LEARNING.

>> PRESIDENT DREES AND BOARD MEMBERS, DR. STINSON, CABINET MEMBERS, THANK YOU SO MUCH FOR THIS OPPORTUNITY TO ACKNOWLEDGE A GREAT THING FOR US IN FINE ARTS AND SPEND A LITTLE BIT OF THIS VALUABLE TIME TONIGHT TO DO SO.

EACH YEAR, THE TEXAS MUSIC EDUCATORS ASSOCIATION HOSTS A COMPETITION TO SELECT THE STATE'S TOP BAND IN CLASS 6A EVERY OTHER YEAR.

THIS HAS BEEN GOING ON SINCE 1980.

THE HONOR BAND CONTEST CONSISTS OF HIGH SCHOOL BANDS SUBMITTING RECORDINGS OF THEIR UIL CONCERT PROGRAMS FROM THE PREVIOUS SPRING AND JUDGING PANELS ANONYMOUSLY EVALUATING THESE RECORDINGS.

THERE ARE 249 6A HIGH SCHOOLS IN TEXAS, AND 107 OF THEM THREW THEIR NAME AND THE HAT FOR THIS CONTEST, AND ONLY 22 OF THOSE BANDS ADVANCED THROUGH REGIONAL AND AREA COMPETITIONS TO THE STATE LEVEL.

THE 22 BANDS RECORDINGS WERE JUDGED THIS PAST JULY AT THE TEXAS BANDMASTERS ASSOCIATION CONVENTION IN SAN ANTONIO.

BIRDVILLE ISD HAS A RICH HISTORY OF HIGH SCHOOL AND MIDDLE SCHOOL BANDS THAT HAVE BEEN NAMED A FINALIST FOR THE TMA HONOR BAND COMPETITION, AND HALTOM HIGH SCHOOL CONTINUES THIS TRADITION OF EXCELLENCE BY PLACING 11TH IN THAT TOP 22 THIS YEAR.

THIS PLACES THEM IN THE TOP 4% OF THE 6A BANDS IN TEXAS.

I WOULD LIKE TO INTRODUCE STUDENT REPRESENTATIVES HERE THIS EVENING FOR YOU, CARLOS QUINTANILLA AND ALSO JORDAN SULLENS, CARLOS'S CLASS OF '25, AND JORDAN IS REPRESENTING THE STUDENTS THAT WERE PART OF THOSE RECORDINGS THAT WERE SUBMITTED.

SHE IS CLASS OF 2024.

I WANT TO POINT OUT AND WELCOME AND THANK THE STUDENTS THAT YOU SEE IN THE AUDIENCE WITH US AND ALSO THEIR PARENTS, SOME OF THOSE ARE STUDENTS CURRENTLY STUDENTS OF BIRDVILLE ISD, AND WE EVEN HAVE SOME MORE GRADUATES THAT WERE A PART OF THIS AWARD WINNING BAND.

THE DIRECTORS OF THE PRIDE OF HALTOM BAND WHO COULD BE WITH US TONIGHT ARE HEAD DIRECTOR DONNIE HALL, ALSO PRESTON RICE, AND STILL A HALTOM HIGH SCHOOL STAFF MEMBER, BUT FORMER BAND MEMBER, MR. CASEY O'NEIL IS WITH US AS WELL.

GOOD. WE'D LIKE TO CONGRATULATE THE HALTOM HIGH SCHOOL BAND FOR THEIR STATE ADVANCEMENT IN THE HONOR BAND COMPETITION.

EACH NOVEMBER, SINCE 2020, ROY DAVIS HAS DEDICATED HIS TIME TO SET UP THE SCHOOL'S VETERANS MEMORIAL IN HONOR OF US SOLDIERS FOR STUDENTS TO SEE AND EXPERIENCE A REAL-LIFE MUSEUM OF ARTIFACTS AND UNIFORMS. LAST YEAR, STUDENTS BEGIN THE MONTHLY BIRTHDAY MAIL OUT WHERE STUDENTS WRITE AND MAIL CARDS TO US SOLDIERS AND VETERANS.

ROLL CALL OF NORTH TEXAS PROVIDES STUDENTS AND THE SCHOOL WITH THE CARDS, ADDRESSES, AND STAMPS FOR THEM TO MAIL EVERY MONTH.

IT IS WITH GREAT APPRECIATION THAT WE RECOGNIZE ROLL CALL OF NORTH TEXAS FOR THEIR ONGOING PARTNERSHIP WITH RICHLAND MIDDLE SCHOOL.

THE START OF THE NEW SCHOOL YEAR, WHITE'S CHAPEL GENEROUSLY SUPPLIED EVERY STUDENT AT STOWE ELEMENTARY WITH THE NECESSARY SCHOOL SUPPLIES, SETTING THEM UP FOR SUCCESS.

WHITE'S CHAPEL EXTENDS ITS REACH EVEN FURTHER BY SENDING ITS MOBILE MARKET MONTHLY, PROVIDING MUCH NEEDED FOOD ASSISTANCE TO THE STOWE COMMUNITY.

THE FIRST STANDS FOR THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS AND WAS ESTABLISHED BY TEXAS EDUCATION AGENCY IN 1999.

OUR RATING CALCULATIONS FOR THIS YEAR ARE BASED ON DATA FROM THE 22,23 FISCAL YEAR.

THE PURPOSE OF THE FIRST IS TO HELP DISTRICTS ACHIEVE THAT QUALITY PERFORMANCE AND MANAGEMENT OF THE FINANCIAL RESOURCES, TO MEASURE THE EXTENT TO WHICH THOSE RESOURCES ARE USED FOR INSTRUCTION, AND TO OPENLY REPORT THOSE RESULTS TO THE GENERAL PUBLIC, WHICH IS WHAT WE'RE DOING TONIGHT.

UNDER THE FIRST RATING SYSTEM, DISTRICTS CAN ACHIEVE ONE OF FOUR LETTER GRADES, THAT IS AN A, B, C, OR F, AS YOU SEE ON THE SCREEN.

I'M PROUD TO BRING OUR RATING, ONCE AGAIN, OF AN A SUPERIOR ACHIEVEMENT, WE DID INCREASE OUR SCORE TWO POINTS UP FROM LAST YEAR, AND BIRDVILLE ISD HAS RECEIVED AN A SUPERIOR RATING SINCE THE INCEPTION OF THE FIRST RATING DESIGNATION SYSTEM OVER 20 YEARS AGO.

WE ARE REQUIRED TO PRESENT THOSE RESULTS IN A PUBLIC HEARING, WHICH WE DID POST IN THE FORT WORTH STAR TELEGRAM ON SEPTEMBER 10, 2024.

I'M HERE TO GIVE YOU AN UPDATE ON SOME OF THE PROJECTS THAT BLK HAS BEEN WORKING ON FOR THE DISTRICT.

THE FIRST ONE IS MOLENDOR ELEMENTARY.

LAST YEAR, I THINK I CAME IN FRONT OF THE BOARD AND TALKED ABOUT THIS PROJECT AS WE WERE BIDDING IT.

SINCE THAT TIME, IT'S GONE OUT FOR BID, AND ALSO IT'S UNDER CONSTRUCTION RIGHT NOW.

WE STARTED CONSTRUCTION OCTOBER OF 2023.

LIKE TO SAY THAT WE'RE MOVING THIS PROJECT'S GOING VERY VERY WELL.

I HAD A MEETING JUST YESTERDAY WITH LEE LEWIS, THE CONSTRUCTION MANAGER.

WE'RE ON SCHEDULE FOR THIS PROJECT TO BE COMPLETED BY MARCH OF 2025, SO WE'LL HAVE PLENTY OF TIME TO BE ABLE TO MOVE INTO THAT.

WHAT AN AMAZING PROJECT.

ANOTHER PROJECT THAT I TALKED ABOUT LAST YEAR WAS HVAC REPLACEMENTS AT THE ADMIN BUILDING, WATAUGA ELEMENTARY, AND HOLIDAY HEIGHTS.

THAT PROJECT BID, HAD EVERYTHING READY TO GO FIRST DAY OF SUMMER.

LEE LEWIS, AGAIN, WAS THE CONSTRUCTION MANAGER.

THEY GOT AFTER IT, IT WAS THE REPLACEMENT OF CEILINGS AND THEN ALSO HVAC EQUIPMENT THROUGHOUT THOSE CAMPUSES.

THEY TOOK THE BUILDING APART, TOOK DOWN THE CEILING, GOT THE HVAC EQUIPMENT INTO THE BUILDING AND GOT IT BACK AND READY TO GO FOR THE FIRST DAY OF SCHOOL.

NEXT PROJECT, PAVILION AT CHENEY HILLS.

THEY PARTICIPATE THROUGH THE CAMBIUM ONLINE TESTING SYSTEM IN RLA, MATH, SCIENCE, AND SOCIAL STUDIES, AND OUR HIGH SCHOOL STUDENTS PARTICIPATE IN END OF COURSE EXAMS IN ALGEBRA, BIOLOGY, ENGLISH ONE, ENGLISH TWO, AND US HISTORY.

STUDENTS WHO QUALIFY AS HAVING THE MOST SEVERE COGNITIVE DISABILITIES ARE ALSO ABLE TO PARTICIPATE IN STAAR ALT2.

THEN IN FOURTH GRADE MATH, WHERE WE AGAIN PERFORMED CONSISTENTLY, BUT IT WAS JUST A LITTLE BIT LOWER THAN WE ARE ACCUSTOMED TO.

THE ONE THING I WOULD REALLY LIKE TO POINT OUT IS OUR END OF COURSE EXAM RESULTS FOR ALL SUBJECT AREAS HAS OUTPERFORMED THE STATE AND THE REGION FOR THE LAST THREE YEARS RUNNING.

NOW, ON THE TOP RIGHT OF YOUR SCREEN, YOU'LL SEE OUR TELPAS COMPOSITE RESULTS, WHERE WE'VE HAD JUST OVER 1,300 KINDERGARTEN THROUGH SECOND GRADE STUDENTS ASSESSED AND JUST OVER 4,300 3RD-12TH GRADE STUDENTS ASSESSED.

AS YOU'LL NOTICE, IN GRADES 3-12, OUR ADVANCED PROFICIENCY LEVELS ARE OUTPERFORMING THE STATE AND REGION.

ONE THING THAT GRAPH DOESN'T SHARE IS OUR YEARLY PROGRESS MEASURES, AND IN GRADES FIRST AND SECOND, YOU HAVE 33%, WHEREAS IN GRADES 3-12, WE HAVE 30% OF STUDENTS MAKING AT LEAST ONE YEAR'S GROWTH IN PROFICIENCY LEVELS FOR TELPAS.

63% OF ALL AP TESTS SCORE AT THREE OR HIGHER.

THE NEAT THING ABOUT THAT IS, AS YOU MAY KNOW, MANY COLLEGES ACCEPT SCORES OF THREE OR HIGHER FOR COURSE CREDIT.

NOW, MOVING ON TO A REVIEW OF OUR HB3 BOARD GOALS.

GOALS WERE ALL REVIEWED AND UPDATED THIS FALL BASED ON THE NEW ASSESSMENTS THAT WERE IMPLEMENTED IN SPRING 2023, WHICH HAVE NOW STARTED INVOLVING WRITING, DIFFERENT ITEM TYPES.

GOALS WERE ADJUSTED TO REFLECT THE CHANGE IN THOSE PERFORMANCE.

OUR EARLY CHILDHOOD LITERACY BOARD OUTCOME GOAL, THE PERCENT OF THIRD GRADE STUDENTS THAT SCORE MEETS GRADE LEVEL OR ABOVE ON STAAR RLA, WILL INCREASE FROM 44% TO 59% BY JUNE OF 2028.

CONTINUING WITH THIS TRAJECTORY, THE DISTRICT IS ON TRACK TO MEETING AND EXCEEDING THE STATE'S LONG-TERM TARGET OF 73%, FIVE YEARS AHEAD OF SCHEDULE.

MOVING INTO REVIEW OF THE MATHEMATICS BOARD GOAL.

AGAIN, GOALS WERE UPDATED THIS FALL.

THE PERCENTAGE OF THIRD GRADE STUDENTS THAT SCORE MEETS GRADE LEVEL OR ABOVE ON STAAR MATH WILL INCREASE FROM 40% TO 58% BY JUNE OF 2028.

AGAIN, CONTINUING THAT TRAJECTORY, WE'LL MEET THE STATE'S LONG-TERM TARGET OF 75%, FIVE YEARS AHEAD OF SCHEDULE.

LASTLY, THE PERCENTAGE OF GRADUATES THAT MEET THE CRITERIA FOR CCMR WILL INCREASE FROM 58% TO 76% BY AUGUST OF 2028.

NOW, CCMR GOALS WERE CALCULATED BASED ON 2023 CCMR LAGGING DATA.

WHAT WAS PREDICTED AND WE JUST LEARNED IS ACTUAL DATA OF 58% OF STUDENTS IN 2024 GRADUATED WITH HAVING MET THAT CCMR CRITERIA.

THAT PUTS US ON TRACK TO MEETING AND EXCEEDING THE STATE'S LONG-TERM TARGET OF 93%, AGAIN, FIVE YEARS AHEAD OF SCHEDULE.

NOW, ONE THING I'D LIKE TO SHARE WITH YOU IS THE DISTRICT'S RESPONSE TO THE DATA.

WE HAVE A VERY SYSTEMATIC RESPONSE THAT'S GUIDED BY THE TARGETED ACTION PLAN FOCUSED ON CURRICULUM, INSTRUCTION, ASSESSMENT, MONITORING, PROFESSIONAL LEARNING AND SUPPORT.

WE'VE ALSO PROVIDED VERY SPECIFIC PROGRESS MEASURES FOR EACH CAMPUS THAT ARE SPECIFIC TO EACH SUBPOP, FOR BOTH READING AND FOR MATH.

YET AGAIN, THERE'S ANOTHER LAWSUIT BARRING THE RELEASE OF WHAT THEY CALL OFFICIAL RATINGS THIS YEAR BECAUSE OF TEA'S USE OF AI GRADING SYSTEM WITHOUT TELLING ANYBODY, AND SO ACROSS THE STATE, THERE WAS AN ORDINATE NUMBER OF ZEROS ON WRITING RESPONSES ALL ACROSS DISTRICTS.

BECAUSE TEA DID NOT RELEASE THE RULES PRIOR TO THE TESTS, AGAIN, THAT'S BEEN BARRED AND THAT'S CURRENTLY IN A LAWSUIT.

BUT WE WANTED TO GET AHEAD OF THAT BECAUSE NO MATTER WHAT ALL OF THAT NOISE IS OUTSIDE OF OUR DISTRICT, WE EMBRACE ACCOUNTABILITY.

WE BELIEVE IN ACCOUNTABILITY, WE THINK IT'S IMPORTANT, AND OUR ASSESSMENT DEPARTMENT, OUR PRINCIPALS, DR. CLARK, AND OUR CURRICULUM INSTRUCTION DEPARTMENT WORK HARD EVERY DAY TO ENSURE THAT OUR STUDENTS ARE MAKING PROGRESS AND OUR TEACHERS HAVE WHAT THEY NEED TO HELP STUDENTS MAKE PROGRESS.

BUT WHEN YOU RAISE THE BAR FROM 66% EXPECTATION TO 80% IN ONE YEAR, TEA KNOWS GOOD AND WELL THAT IS NOT ATTAINABLE.

ESPECIALLY FOR DISTRICTS, WITH OUR DEMOGRAPHICS WHERE WE HAVE MANY STUDENTS, WE HAVE MANY STUDENTS WHO DO GO TO COLLEGE.

WE HAVE MANY STUDENTS THAT GO DIRECTLY INTO THE WORKFORCE, AND OUR STUDENTS MAY OR MAY NOT GO DIRECTLY INTO A CERTIFIED WORKFORCE, BUT THEY CERTAINLY GO INTO THE WORKFORCE AND THEY'RE PRODUCTIVE CITIZENS.

SOMETIMES THAT PERCENTAGE DOESN'T TAKE THAT INTO ACCOUNT.

WE GOT DUMB KIDS THAT GO TO SCHOOL, BUT WE HAVE TO PREPARE THEM FOR THE REAL WORLD, AND SOME OF THESE KIDS ARE TAKING THESE TESTS, AND GOD BLESS TEACHERS THAT LIFT UP EVEN THE LOWEST THAT WE HAVE.

I SAY THAT TONGUE IN CHEEK.

I THINK THERE'S PSYCHOLOGY OF SEVEN DIFFERENT INTELLIGENCES.

ONE INTELLIGENCE IS, KIDS THAT CAN SIT DOWN AND DO BOOK STUFF.

SOME KIDS MAY NOT TAKE TEST WELL, BUT THEY'RE VERY GOOD AT JUST THE OTHER THINGS LIKE GAMES AND SOCIAL ENGINEERING.

THEY'RE A PEOPLE PERSON.

THEY'RE NEVER GOING TO PASS TESTS.

WE'RE A DISTRICT THAT HAS TIER 1 AND TIER 3 SCHOOLS.

WE HAVE LOWER SOCIOECONOMIC AND WE HAVE VERY AFFLUENT STUDENTS.

WE'RE NOT MONOLITHIC LIKE SOUTHLAKE AND GRAPEVINE-COLLEYVILLE.

THE EQUATION FOR BIRDVILLE ISD IS FAR DIFFERENT THAN THE EQUATIONS THAT OTHER DISTRICTS WORK WITH.

AGAIN, AS A LAYMAN OUTSIDE OF ACADEMIA, WHEN I LOOK AT CHARTS LIKE THIS, IT JUST SPEAKS.

TO ME I DON'T EVEN SEE THE GRADES OR WHATEVER TEA IS DOING.

NONE OF THAT MEANS ANYTHING.

IT JUST SPEAKS TO THE TEACHERS IN THE DEPARTMENT THAT YOU HAVE, DR. CLARK, AND JUST THE AWESOME TEACHERS WE HAVE THROUGHOUT THE DISTRICT THAT TAKE A WIDE SWATH OF KIDS AND CAN HIT THESE METRICS.

WE JUST NEED TO BE HELD ACCOUNTABLE TO OUR TAXPAYERS AND WE NEED TO TRUMPET THIS TO THE PEOPLE THAT ARE CHOOSING BIRDVILLE ISD TO BRING THEIR KIDS TO.

CITY PARTICIPATING SOME, WE'RE PARTICIPATING IN PAYING THAT.

IT'S A STEP FORWARD, AND WE'RE GOING TO GET MORE, BUT IT'S A BIG STEP FORWARD TO MAKE SURE OUR ELEMENTARY SCHOOLS ARE ALSO COVERED.

LUCKILY, WITH COLLABORATION WITH THE CITIES, WE MAKE THIS HAPPEN, A NEW ARRANGEMENT FOR US WITH NORTH RICHLAND HILLS.

THIS IS JUST ONE MORE THING TO STRENGTHEN IT, BUT JUST KNOW THAT WE'VE DONE A LOT MORE IN ADDITION TO THIS.

OUR CAMPUSES ARE AS SAFE AS WE CAN MAKE THEM, AND I'M GOING TO BE THE LAST ONE, BEING IN THIS POSITION AND I HATE TO SAY IT AND BE THE NEGATIVE NELLIE, THAT YOU CAN NEVER GUARANTEE FULLY THAT NOTHING'S GOING TO HAPPEN AT ONE OF OUR CAMPUSES, BUT WE'RE DOING EVERYTHING THAT WE POSSIBLY CAN TO ENSURE THAT A IT DOESN'T, AND IF IT DOES, IT GETS RESOLVED VERY QUICKLY.
