>> HI. MY NAME IS TAREN NYGAARD AND I'VE BEEN AT HOLIDAY HEIGHTS FOR BASICALLY MY WHOLE LIFE.

I EVEN TOOK SPEECH THERAPY THERE WHEN I WAS TWO.

I'VE NEVER REALLY WRITTEN A SPEECH IF YOU COULDN'T TELL, BUT I WANT TO TELL YOU THAT HOLIDAY HEIGHTS IS A GREAT SCHOOL.

I LOVE THE LUNCHES, ESPECIALLY THE SUNBUTTER SANDWICHES.

BUT THE ONLY TWO THINGS I CARE ABOUT MORE THAN THE SUNBUTTER SANDWICHES ARE THE TEACHERS AND THE TIME I SPEND WITH MY FRIENDS.

I KNOW THIS MIGHT SOUND A LITTLE CRAZY, BUT THE TEACHERS ARE MY FAVORITE.

I LOVE HOW THEY, SPEND QUALITY TIME WITH ME, AND ASK QUESTIONS ABOUT MY DAY.

THE TEACHERS HELP MAKE ME WHO I AM.

EVERY DAY WHEN I WALK IN, I HAVE SMILING FACES WELCOMING ME INTO THE SCHOOL, IT BRIGHTENS MY DAY, AND WHEN I GET TO CLASS, ALL OF THE TEACHERS SAY HELLO.

WHEN I GET A CHANCE, I GO SEE MY PREVIOUS TEACHERS.

SOME WEREN'T EVEN MY TEACHERS, BUT THEY STILL SAY HI EVERY DAY.

I AM AMAZED HOW CHIPPER THEY ARE AT THE END OF THE DAY BECAUSE TEACHING A BUNCH OF KIDS FOR EIGHT HOURS CAN BE HARD.

BUT THEY ARE STILL HAPPY.

I WISH I COULD STAY HERE FOREVER.

I REALLY HOPE ALL SCHOOLS ARE LIKE HOLIDAY HEIGHTS SO THE STUDENTS THERE CAN LOVE THEIR SCHOOL THE SAME WAY I DO. [APPLAUSE]

PRESIDENT DREES AND BOARD, DR. STINSON AND CABINET MEMBERS, WHAT A PLEASURE TO BE WITH YOU TONIGHT TO SHARE WITH YOU SOME EXCITING NEWS ABOUT OUR MUSICIANS IN THE DISTRICT.

EACH FALL OVER 70,000 TEXAS HIGH SCHOOL STUDENTS BEGIN THE ALL-STATE AUDITION PROCESS.

ONLY 1,810 OF THOSE ULTIMATELY ARE SELECTED AND REHEARSE AND PERFORM DURING THE ANNUAL TEXAS MUSIC EDUCATORS ASSOCIATION CLINIC CONVENTION IN ONE OF THE 18 TEXAS ALL-STATE ENSEMBLES.

IT TAKES AN INTENSE LEVEL OF FOCUS, WORK ETHIC, MUSICAL SKILL, AND TALENT TO ACHIEVE THIS HIGHEST OF HONORS FOR A TEXAS HIGH SCHOOL MUSICIAN.

IT IS CLEAR THAT PARTICIPATION IN MUSIC HAS NUMEROUS BENEFITS WITH ONE OF THOSE BEING STRENGTHENED COGNITIVE AND REASONING SKILLS RESULTING IN IMPROVED TESTING SCORES.

ALTHOUGH THE 2024 TEXAS SAT AVERAGE SCORE WAS 1004 AND THE NATIONAL AVERAGE WAS 1024, THE 2024 TEXAS ALL-STATE AVERAGE WAS 1,299.

THAT IS AN IMPRESSIVE GROUP OF PEOPLE.

BIRDVILLE ISD IS PROUD TO RECOGNIZE 18 STUDENTS FROM ACROSS THE DISTRICT THAT ACHIEVED THE HONOR OF BECOMING A 2025 TEXAS ALL-STATE MUSICIAN.

THESE STUDENTS PERSEVERED THROUGH MULTIPLE AUDITIONS ON THE DISTRICT, REGION, AND AREA LEVELS WITH MOST BEGINNING THE MUSICAL JOURNEY THIS PAST SUMMER.

IT GOES WITHOUT SAYING THAT WE ARE INCREDIBLY FORTUNATE IN OUR DISTRICT TO HAVE AN AMAZING GROUP OF MUSIC EDUCATORS.

I WANT TO TAKE A MOMENT TO JUST ACKNOWLEDGE OUR TEACHERS WHO ARE HERE TONIGHT, WHO GUIDED THESE STUDENTS TO SUCH A SUCCESSFUL EXPERIENCE.

IF YOU'RE A TEACHER IN BIRDVILLE OF ONE OF THESE STUDENTS, WOULD YOU PLEASE STAND, OR AT LEAST IF YOU'RE STANDING WAVE AT ALL OF US SO WE CAN ACKNOWLEDGE YOU? THE TEXAS DANCE EDUCATORS ASSOCIATION WAS FOUNDED IN 1979 BY A GROUP OF FIVE HIGH SCHOOL DRILL TEAM DIRECTORS, AND IT HAS GROWN IN THE PAST 45 YEARS TO SERVE A MEMBERSHIP OF ALMOST 1,300 DANCE EDUCATORS.

THAT JUST TELLS YOU HOW DANCE AND DRILL HAVE PROLIFERATED IN THE STATE.

ALLIE HUDAK JOINED TDEA THE SAME YEAR THAT SHE BECAME THE DANCE DRILL TEAM DIRECTOR AT BIRDVILLE HIGH SCHOOL IN 2008.

OVER THE PAST 17 YEARS, SHE HAS BUILT A PLATINUM-LEVEL DANCE PROGRAM WITH AWARD-WINNING INDIVIDUALS AND GROUPS THAT HAVE BEEN RECOGNIZED IN LOCAL, STATE, AND NATIONAL COMPETITIVE ARENAS.

ALLIE HAS BEEN AN INDISPENSABLE RESOURCE FOR DANCE CURRICULUM DEVELOPMENT IN OUR DISTRICT AND AT THE STATE LEVEL.

SHE HAS SERVED HER STATE ORGANIZATION IN MANY WAYS, INCLUDING VARIOUS POSITIONS ON THE EXECUTIVE BOARD, WHERE SHE JUST COMPLETED A TERM AS TDEA PRESIDENT IN 2023-'24.

SHE CURRENTLY SERVES AS BOTH PAST PRESIDENT AND ADMINISTRATIVE ASSISTANT TO THE ORGANIZATION.

ALL IS NO STRANGER TO BEING RECOGNIZED FOR HER OUTSTANDING CONTRIBUTIONS TO PUBLIC EDUCATION AND THE DANCE DRILL TEAM WORLD.

AFTER AN IMPRESSIVE NINE NOMINATIONS, ALLIE WAS NAMED BIRDVILLE HIGH SCHOOL TEACHER OF THE YEAR IN 2023.

WE RECOGNIZE AND CELEBRATE HER.

BEFORE WE FINISH THE COMMENTS, THOUGH, WE WANT TO RECOGNIZE THE PEOPLE THAT BROUGHT HER INTO THE WORLD AND ALSO THE FAMILY MEMBERS THAT SUPPORT HER ON A DAILY BASIS.

THE US NEWS AND WORLD REPORT THOROUGHLY EVALUATE SCHOOLS FROM ACROSS ALL 50 STATES IN THE DISTRICT OF COLUMBIA.

THEY EVALUATED OVER 119,000 SCHOOLS, 96,982 OF THOSE WERE PUBLIC.

THE REST WERE PRIVATE.

OF THE 17,656 PUBLIC HIGH SCHOOLS WERE RANKED LAST SPRING AND THEIR SCIENCE THIS EVENING, SAY 2024, THEY DO IT A LITTLE DIFFERENT FOR THE HIGH SCHOOLS THAN THEY DO THE MIDDLE SCHOOLS.

THE MIDDLE SCHOOLS, THERE WERE 23,861 MIDDLE SCHOOLS AND 47,573 ELEMENTARY SCHOOLS IN WHICH THEY EVALUATED.

TO RECEIVE THIS HONOR, YOU HAVE TO BE IN THE TOP 40%.

THERE ARE A LOT OF SCHOOLS BEHIND OURS THAT DID NOT MAKE THIS DISTINGUISHED HONOR.

BUT IT ISN'T EASY. I'M A FRESHMAN AT BIRDVILLE HIGH SCHOOL, AND IN MIDDLE SCHOOL, I TOOK SPANISH ONE WITH MS. MEDINA, WHO IS AN AMAZING TEACHER THAT GOES ABOVE AND BEYOND AND GAVE ME A MASSIVE PUSH ON MY WAY TO LEARNING SPANISH.

I EXCELLED IN THIS CLASS, EARNING A PERFECT SCORE.

HOWEVER, WHEN I RECEIVED MY FIRST HIGH SCHOOL TRANSCRIPT THIS SEMESTER, I WAS DISAPPOINTED TO SEE THAT THIS WONDERFUL EXPERIENCE HAD A SIGNIFICANT NEGATIVE IMPACT ON MY GPA AND CLASS RANK.

THIS SINGLE CLASS DROPPED MY GPA BY MORE THAN 1.5 POINTS, TAKING ME FROM RANK NUMBER 1 TO NUMBER 3.

WITH SOME ROUGH CALCULATIONS, I CAN EXPECT THIS CLASS TO DROP MY FOUR YEAR GPA BY A QUARTER TO A HALF OF A POINT.

TO ME, THIS IS UNFAIR.

I BELIEVE THAT THIS MAY BE AN UNINTENDED CONSEQUENCE OF THE GPA WEIGHTING RULES, BUT MAKING ONE OF THE MOST COMMON, USEFUL, AND STRONGLY ENCOURAGED ELECTIVES ONLY AVAILABLE AS AN ON LEVEL CLASS, AND YET STILL COUNTY TOWARD THE GPA CALCULATION DEMONSTRABLY PUTS ACADEMIC PERFORMANCE AT ODDS WITH LEARNING VALUABLE LIFE SKILLS.

DISINCENTIVIZING LEARNING A NEW SPOKEN LANGUAGE AND CULTURE GOES AGAINST THE CORE IDEALS OF AN EDUCATIONAL INSTITUTION AND SHOULD BE ATTENDED TO.

THE SOLUTION I'M HOPING FOR IS THAT ON LEVEL LANGUAGE COURSES WILL NOT BE COUNTED TOWARDS GPA, JUST THE SAME AS OTHER ELECTIVES.

THEY DON'T HAVE THE TRANSPORTATION, THEY DON'T HAVE THE MILLS.

THEY DON'T ALSO HAVE THE ADDITIONAL AMOUNT BECAUSE IF YOU GO PRICE ANY OF THE PRIVATE SCHOOLS AROUND HERE, YOU CAN'T PAY FOR THEM AT 10,000.

THEY DON'T HAVE THE RESOURCES.

BUT NOW THAT TEXAS IS NOT A PART OF THE NATIONAL SCHOOL BOARD ASSOCIATION, AS WELL AS ABOUT HALF THE STATES HAVE PULLED OUT OF THAT, TEXAS DOES ITS OWN ADVOCACY CONFERENCE IN DC, AND THERE WERE PROBABLY 40-45 TEXAS TRUSTEES AT THIS CONFERENCE.

THE TOPICS, FOUR SESSIONS THAT I ATTENDED, JUST BRIEFLY, THE FIRST WAS JUST A FEDERAL UPDATE, A POLITICAL UPDATE AS TO WHERE WE ARE.

THEY TALKED A LOT ABOUT THE DEPARTMENT OF EDUCATION.

THE IMPORTANT QUESTION THAT SOMEONE ASKED WAS, THE TALK OF ELIMINATING THE DEPARTMENT OF ED, IS THAT TELLING US THAT PHILOSOPHICALLY MAYBE OUR LEADERSHIP DOESN'T THINK IT'S WORTHY OF HAVING A CABINET POSITION AND NOT IMPORTANT ENOUGH TO HAVE ITS OWN AGENCY, IS THAT'S WHAT'S REALLY BEHIND ALL OF THIS? I KNOW IN CALIFORNIA, FOR INSTANCE, THEY HAVE SPECIAL PARENT MEETINGS, ENCOURAGING THEM, IT'S OKAY TO SEND YOUR KIDS TO SCHOOL AND THEY HAVE A LOT OF SECURITY TRYING TO GET PARENTS TO GET THEIR KIDS TO COME TO SCHOOL BECAUSE THEY'RE AFRAID TO SEND THEIR KIDS TO SCHOOL.

IT SKYROCKETED. PRIVATE SCHOOLS ARE GOING TO DO THE SAME THING.

JUST BECAUSE THERE'S A COUPON TO GO THERE, THE PRIVATE SCHOOL TUITION IS GOING TO GO UP JUST LIKE IT DID AT UNIVERSITIES.

WE HAVE A GREAT BOARD, AND WE HAVE GREAT ADMINISTRATORS.

MOST OF ALL, WE HAVE GREAT TEACHERS AND WE LOVE OUR STUDENTS.

THAT'S WHY WE ARE HERE. I'M PROUD TO SAY, I'M PART OF BIRDVILLE.

I'VE BEEN HERE ALL MY LIFE.

DO THE SAME KIDS GET TO KEEP THOSE SAME SEATS THE NEXT YEAR, AND THEN THE NEXT YEAR, AND THEN THE NEXT YEAR.

[BACKGROUND] THE ANSWER IS YES.

IF THEY WANT TO KEEP THAT SAME SEAT, THEY CAN.

NEXT YEAR, THAT'S ANOTHER HUNDRED THOUSAND SEATS AND ANOTHER BILLION DOLLAR.

WHEN YOU LOOK UP AND FOUR YEARS FROM NOW, AT THE END OF THE NEXT SESSION, WHERE ARE WE GOING TO BE? FOUR BILLION DOLLARS, FIVE BILLION DOLLARS PER YEAR TO MAKE IT SUSTAINABLE? WHERE DOES IT END? NO ONE CAN ANSWER THAT QUESTION NOR ARE ANY OF THE LEGISLATORS ASKING EACH OTHER THE QUESTION.

MY CHALLENGE TO THEM IS TO HAVE THAT DISCUSSION PUBLICLY AND TALK ABOUT WHERE THAT MONEY IS COMING FROM BECAUSE THE COST COMPOUNDS ANNUALLY, AND WHERE IS THAT MONEY GOING TO COME FROM? IT'S GOING TO COME FROM US, FROM THE PUBLIC SCHOOLS.

THAT'S A TOPIC THAT NEEDS TO BE DISCUSSED IN THE HOUSE AS THEY CONSIDER THEIR VOTE.
