WE DO KNOW THAT NUMBER IS GOING TO PROBABLY DROP, BECAUSE WE WILL BE GETTING NUMBERS THAT REFLECT THE $140,000 HOMESTEAD, THE ADDITIONAL $50,000 FOR OVER 65, AND THE MULTITUDE. IN FACT, THERE'S A PROPERTY TAX BILL SUMMARY IN THE BACK OF YOUR PACKET THAT INCLUDES BUSINESS, TANGIBLE, TANGIBLE PROPERTY THAT'S GOING TO BE EXEMPT FROM TAXES. I BELIEVE THE BUSINESS PERSONAL PROPERTY WILL GO TO 125,000 FROM 10,000. SO THERE'S A LOT OF TAXES THAT ARE NOT GOING TO BE VALUES THAT ARE NOT GOING TO BE AVAILABLE TO US WITH THE NEW LAWS. WE'RE STILL SORTING THROUGH A LOT OF THAT. RIGHT NOW WE ARE USING CURRENT LAW. SO OUR NOTICE YOU'LL SEE THAT BOTTOM PIECE. THERE WILL BE ADDITIONAL COMPRESSION AS WELL THAT WE'LL HAVE COMING. WE'VE GOT OUR ESTIMATED SNAPSHOT FALL ENROLLMENT FOR 26. WE'RE USING THE HALF OF THE DEMOGRAPHERS ESTIMATES. AND THEN THESE ARE ADA AND WADA ESTIMATES. WE DID FINISH OUT THE YEAR SIX, SIX WEEKS AT 94.2%. PERCENT LOOKING AT THE SAME AS LAST YEAR. BUT WE OVERALL HAD AN IMPROVEMENT. MAYBE NOT AS MUCH AS WE HAD HOPED. AND PREPAYMENT OF BONDS AS FUNDS ARE AVAILABLE, YOU HAVE SAVED THE TAXPAYERS OF THIS DISTRICT $52.2 MILLION IN INTEREST. AND THAT IS SOMETHING TO BE APPLAUDED. I DON'T KNOW WHY OUR LEGISLATURE DOESN'T APPRECIATE THAT WE'RE STRUGGLING WITH THAT A LITTLE BIT, BUT THAT IS REALLY GOOD NEWS FOR OUR TAXPAYERS. THE EARLIER WE CAN PAY OFF DEBT, THE BETTER OFF WE ARE GOING TO BE AS A DISTRICT. SO OUR ASSUMPTIONS I PROVIDED YOU WITH THESE. WE JUST LOOKED AT THAT ON THE TWO SLIDES. SO THIS PROPOSED TAX RATE RIGHT NOW PRESENTS A REDUCTION OF OVER $0.05. [00:10:08] BUT THAT RATE WILL CHANGE BASED ON FINAL CERTIFIED VALUE. SO THE NEW LAWS AND WE'RE STILL SORTING THROUGH THOSE. WE THINK THAT WE STILL MAY BE ABLE TO DO A REFUNDING DUE TO HOW THE NEW LAW IS, IS BEING INTERPRETED BY T. INITIALLY, WE THOUGHT THAT ANY PREPAYMENTS WERE GOING TO WIPE OUT ALL OF OUR STATE FUNDING, BUT NOW WE UNDERSTAND FROM T THAT IT'S ONLY GOING TO BE THE NEW FUNDING FROM THE 100 TO THE $140,000 HOMESTEAD EXEMPTION. BUT BECAUSE OUR VALUES ARE GOING TO DROP WITH ALL OF THIS NEW THESE NEW EXEMPTIONS, I WON'T KNOW HOW MUCH THAT EVEN CAN BE UNTIL WE GET TO THE CERTIFIED VALUES NEXT MONTH. SO THE TAX COLLECTIONS, BASED ON THE RATES THAT WE HAD, WAS GOING TO GENERATE JUST ENOUGH TAX COLLECTIONS TO PAY THE BOND PAYMENT. SO EVERYTHING FOR THE PREPAYMENT WAS COMING FROM THE STATE MONEY. SO BASICALLY EVERY TIME I ADDED A DOLLAR OF PREPAYMENT, IT JUST IT JUST WHITTLED ALL OF THAT DOWN. SO I HAD NO CHOICE BUT JUST TO SAY, OKAY, WHAT DO I WHAT I'M WHAT I'M GETTING FROM THE STATE. AND THEN WHAT IS MY WHAT RATE DO I NEED TO FILL OUT THE REST OF THAT BOND PAYMENT? BUT NOW THAT WE KNOW IT'S GOING TO BE DIFFERENT WHEN WE GET THE ACTUAL VALUES, AND I KNOW WHAT THOSE COLLECTIONS ARE BECAUSE, SEE, THE THE WHOLE THING ABOUT THIS WAY AS THOSE TAX COLLECTIONS GO DOWN, I NEED MORE PREPAYMENT TO MAKE THE BOND PAYMENTS. SO IT JUST DEPENDS ON HOW MUCH EXCESS STATE CURRENT STATE REVENUE I HAVE VERSUS THE NEW REVENUE. SO THAT'S THE CHALLENGE. AND SO OUR BOND PAYMENTS, BECAUSE YOU'VE STACKED THOSE SO NICELY DID GO DOWN ABOUT 5 MILLION THIS YEAR, AND THEN NEXT YEAR WE EVEN HAVE ANOTHER DIP. SO WE'RE GOING TO NEED TO BE REALLY STRATEGIC ON HOW WE DO THAT. BUT THAT'S THE THAT'S THE DILEMMA THAT I HAD THIS YEAR. SO ANY QUESTIONS ON THAT I KNOW THAT'S. OKAY. WELL WE WILL GO INTO THAT MORE DEPTH WHEN WE HAVE MORE INFORMATION. NEW LEGISLATION. SO THE SENATE BILL FOUR WILL INCREASE THE HOMESTEAD EXEMPTION FROM 100,000 TO 140. THIS IS WHAT I JUST MENTIONED, THAT WE WILL HAVE TO LOWER OUR NEW INS, HOLD HARMLESS FUNDS TO THE EXTENT THE SOME OF THE INS HOLD HARMLESS FUNDS. PLUS, OUR INS PROPERTY TAX REVENUES EXCEED THE BOND PAYMENT, THE BASE BOND PAYMENT REQUIREMENT. SO BOND THAT'S WHY BOND PREPAYMENTS ARE GOING TO BE A LITTLE CHALLENGING FOR US IN THE FUTURE. BUT NOW THAT I KNOW THAT WE'VE GOT TWO SEPARATE, HOLD HARMLESS PIECES, I'VE JUST GOT TO WAIT TILL I SEE WHAT THOSE NUMBERS ARE. AND WE JUST DON'T HAVE THAT DATA RIGHT NOW. HEY, KATIE, IS THAT SET IN STONE OR IS THAT SUBJECT TO NOVEMBER ELECTION? THIS ONE IS SET IN STONE IN SENATE BILL. OH, I'M SORRY, THE SENATE BILL FOUR. YES. THE ONE 4140. ISN'T THAT IT WILL GO TO THE VOTERS. YEAH, BUT WE'RE REQUIRED TO DO OUR TAX RATES BASED ON THE FACT THAT IT HAS ALREADY PASSED. SO EVERYTHING THAT GOES OUT IN THE TAX THE TAX CALCULATIONS WE DO, AND THEN WHAT WILL END UP ON THE BILLS THAT GO OUT IN OCTOBER WILL REFLECT THAT 140,000. WE HAD TO DO THAT LAST YEAR WHEN IT WENT FROM 60 TO 100,000. I THINK THEY'RE JUST ANTICIPATING TAXPAYERS VOTING YES, THAT THEY WANT A LARGER HOMESTEAD. I THOUGHT THEY DELAYED SENDING THE TAX BILLS OUT UNTIL AFTER THAT ELECTION. I DON'T THINK THEY DID LAST YEAR. IS THAT WHAT YOU REMEMBER? IT'S POSSIBLE. I WAS THINKING THAT I STILL GOT MINE. SO THIS IS WE HAD OUR PROPOSED RATE, WHICH WAS OUR 2425 INITIALLY, WHICH WAS THE 4114 TAX RATE. THE PROPOSED RATE IS ACTUALLY THE SAME AS THE ROLLBACK RATE. I DIDN'T GO ANY LOWER THAN THE ROLLBACK RATE IS 35.814. SO THE PROPOSED REDUCTION RIGHT NOW IS 5.326. BUT THAT'S WITH JUST THE DATA THAT WE HAVE AND NONE OF THE DATA IS FINALIZED. [00:15:01] ALSO, THE PROPOSED BUDGET REFLECTS A SURPLUS OF 1.1 MILLION, WHICH WILL ASSIST US WITH THE AUGUST BOND PAYMENTS. BECAUSE IF YOU REMEMBER, THE TAX RATE THAT YOU ADOPT IS MONEY FOR THE FEBRUARY AND AUGUST PAYMENTS, BUT OUR FISCAL YEAR IS ON AN AUGUST FEBRUARY. SO IT'S ALWAYS GOOD TO HAVE A LITTLE EXTRA MONEY IN THAT TO HELP WITH THOSE PAYMENTS. SO THIS IS OUR REVENUE. WE MAINLY THE PIECE THAT HAS BEEN ADJUSTED IS THE CURRENT PROPERTY TAXES BECAUSE OF THE DROP IN THE TAX RATE. YOU CAN SEE WE'VE GONE FROM 68.2 MILLION IN REVENUE.
