WE DO HAVE TWO ITEMS ON OUR AGENDA FOR PUBLIC HEARINGS BEFORE WE GO TO CLOSED SESSION, AND SO OUR FIRST PUBLIC HEARING IS REGARDING OUR 2526 BUDGET AND PROPOSED TAX RATE. DR. GLENN, ARE YOU UP? DR. GLENN IS UP. SO. THANK YOU, MRS. BOWMAN. THANK YOU.

PRESIDENT. MEMBERS OF THE BOARD, DR. STINSON AND CABINET.

TONIGHT IS OUR PUBLIC HEARING ON OUR BUDGET. THAT IS ON THE AGENDA AS AN ACTION ITEM.

WE DID POST THE NOTICE OF THIS MEETING IN THE TARRANT COUNTY COMMERCIAL RECORDER ON JUNE 10TH, IN ACCORDANCE WITH THE LAW. THE BUDGETS THAT WILL BE UP FOR ADOPTION TONIGHT ARE THE GENERAL FUND 199 BUDGET, OUR INTEREST AND SINKING DEBT SERVICE BUDGET FOR 5.99 AND OUR CHILD NUTRITION FUND BUDGET.

WE'LL ALSO PRESENT TO YOU OUR ACCELERATED LEARNING BUDGET.

OUR BUDGETS ARE APPROVED AT BOTH THE FUND AND FUNCTIONAL LEVEL, AND THE DEADLINE FOR OUR ADOPTION FOR JULY 1ST FISCAL YEAR START IS JUNE 30TH.

OUR BUDGETS ARE BASED ON OUR TAX RATE INFORMATION THAT WE RECEIVED ON APRIL 25TH.

WE WILL RECEIVE CERTIFIED VALUE INFORMATION ON JULY 25TH, AND OUR TAX RATE IS SCHEDULED TO BE ADOPTED AT THE AUGUST 21ST BOARD MEETING.

SO AS WE DISCUSSED IN BUDGET WORKSHOPS, OUR BUDGET IS BASED ON A PROJECTED DECREASE OF 131 STUDENTS, A PROJECTED TAX VALUE GROWTH OF 5.36%, AND WE DID REDUCE OUR PAYROLL PROJECTIONS BY APPROXIMATELY 1% BASED ON OUR TREND OF UNDERSPENDING DUE TO VACANCIES. WE ALSO INCLUDED COMPENSATION INCREASES AS REQUIRED BY HOUSE BILL TWO, AS WELL AS A 3% OF BASE SALARY OR MIDPOINT, WHICHEVER IS HIGHER FOR THE REMAINING STAFF.

IN ADDITION, WE HAVE INCLUDED THE HEALTH INSURANCE CONTRIBUTIONS THAT WAS APPROVED AT THE BOARD WORKSHOP LAST WEEK FOR OUR CLERICAL AND MANUAL TRADES LEVELS THAT ARE LISTED. HERE IS A SUMMARY OF OUR GENERAL FUND THAT DOES INCLUDE THE COMPENSATION INCREASES THAT WERE APPLIED. FOR THE DEBT SERVICE, WE USE THE TAXABLE VALUE FROM APRIL 25TH AND WE WILL NEED TO REASSESS THAT BEFORE ADOPTING OUR TAX RATE THAT WILL BE BASED ON THE JULY VALUES WILL RECEIVE AT THE END OF JULY.

CHILD NUTRITION FACTORS ARE BASED ON FEDERAL REIMBURSEMENT OR PRICE OF STUDENT MEALS, WHICH IS REMAINING CONSTANT FOR NEXT YEAR, AS WELL AS OUR NUMBER OF STUDENTS, AND THE CHILD NUTRITION FUND IS BALANCED FOR NEXT YEAR.

HERE ARE ALL THREE BUDGETS SIDE BY SIDE, AND HERE'S OUR AFFIRMATION FROM ADMINISTRATION. WE BELIEVE THIS ADDRESSES THE EDUCATIONAL AND DEVELOPMENTAL NEEDS OF ALL OF OUR STUDENTS, PROVIDES FAIR AND MARKET APPROPRIATE COMPENSATION FOR EMPLOYEES, AND REFLECTS A FISCALLY RESPONSIBLE BUDGET FOR CURRENT AND FUTURE YEARS.

IN ADDITION, THESE ARE THE GRANTS THAT WE HAVE APPLIED FOR ALREADY AND WILL BE APPLYING FOR FOR THE 2526 SCHOOL YEAR, AND I'M HAPPY TO ANSWER ANY QUESTIONS. YOU KNOW, WE ALL KNOW THAT THERE HAVE BEEN A LOT OF LEGISLATION, A LOT OF CHANGES MORE THAN EVER BEFORE IN OUR BUDGET IS PUT TOGETHER THIS TIME OF YEAR, KIND OF ON THE GO, AND Y'ALL HAVE DONE A GREAT JOB.

THANK YOU. IN OUR IN OUR WORKSHOPS, WE'VE DEALT WITH A LOT OF THESE ISSUES AND WE KNOW IT'S TRYING.

WE KNOW YOU PROBABLY HAVE SPENT 16 HOUR DAYS DOING A LOT OF THIS.

THE PURPOSE IS TO ALLOW MEMBERS OF THE PUBLIC TO SPEAK REGARDING THE COMPENSATORY FUNDING.

THERE ARE A LOT OF ROLES IN BIRDVILLE ISD THAT FACTOR INTO OUR STATE COMPENSATORY EDUCATION PROGRAM.

DAVE LAMBSON AND HIS STAFF ARE RESPONSIBLE FOR CODING THOSE AT RISK NUMBERS.

MIKE CHARLAND IS THE DIRECTOR OF ENTERPRISE SOLUTIONS.

MARYCRUZ POLIT IT IS OUR EXECUTIVE DIRECTOR OF C&I.

SHE IS RESPONSIBLE FOR THE DEVELOPMENT AND IMPLEMENTATION OF THE PROGRAM, AND THEN I AM RESPONSIBLE FOR THE FINANCIAL EXPENDITURES BY LAW.

THERE ARE 15 STUDENT ELIGIBILITY CRITERIA THAT ENABLE A STUDENT TO BE CODED AT RISK AND ACCESS THE FUNDS IN BIRDVILLE ISD.

OUR HIGHEST PERCENTAGE IS EMERGENT BILINGUAL, AND IN 24-25, WE DID RECEIVE OVER $20 MILLION IN STATE COMPENSATORY FUNDING. AT LEAST 55% OF THAT IS REQUIRED TO BE SPENT WITHIN THE PROGRAM INTENT CODES YOU SEE THERE IN DIRECT EXPENDITURES.

THIS WILL CHANGE IN FUTURE YEARS, AS HOUSE BILL TWO DID.

RELAX THAT LAW. 24-25 13,522 OF OUR STUDENTS AT SNAPSHOT WERE CODED AT RISK, OR JUST OVER 60%. LOOK AT THAT PERCENTAGE BOARD OVER 60% OF OUR DISTRICTS AT RISK, AND HERE'S A LITTLE BIT ABOUT OUR STATE COMPENSATORY EDUCATION FUNDED PROGRAMS. MOST OF OUR FINANCES ARE SPENT ON SALARIES FOR THE POSITIONS YOU SEE THERE, BUT WE DO ALSO USE SOME OF THE FUNDS FOR RESOURCES, PROGRAMS, SOME SOFTWARE THAT YOU SEE THERE AND OUR AVID PROGRAM, OF COURSE, AND OUR RECOMMENDATION FOR THE 25-26 SCHOOL YEAR IS TO CONTINUE TO EXPEND THOSE FUNDS IN A SIMILAR FASHION AS WE DID IN 24-25, WITH THE MAJORITY OF THE FUNDS ALLOCATED TO PERSONNEL.

I'M HAPPY TO ANSWER ANY QUESTIONS. ANY QUESTIONS OR COMMENTS FROM THE BOARD? YES, ON THE PRE-K FUNDING, YOU'RE ONLY PAYING FOR HALF A DAY, RIGHT? THERE WAS DISCUSSION DURING THE SESSION THAT THEY MAY TRY TO FUND THAT FULLY.

DID THAT HAPPEN? YES IT DID. SO THEY ARE GOING TO TAKE THE FUNDS WE'VE BEEN RECEIVING FOR EARLY EDUCATION ALLOTMENT, AND THEY ARE GOING TO CALCULATE THEM AND HOLD THEM BACK, AND THEN THEY'RE GOING TO FUND THE OTHER HALF OF THE PRE-K FUNDING, AND THEN IF THERE'S MONEY LEFT OVER, THEY'RE SUPPOSED TO ALLOCATE THAT OUT TO THE DISTRICT.

SO THEY'RE GOING TO TRADE MONEY WITH US, AND IT LOOKS LIKE WE MAY LOSE A LITTLE BIT IN THAT, BECAUSE THE EARLY ALLOTMENT IS BASED ON BILINGUAL AND FREE AND REDUCED, AND SO SINCE OUR NUMBERS ARE SO HIGH WE PROBABLY WILL NOT BE A WINNER IN THIS, IN THIS PROCESS.

SO THAT'S HOW THEY'RE FUNDING IT. SO THE NET RESULT FOR US IS NOT GOING TO BE IT WON'T BE MONEY, IT WON'T BE HUGE NUMBERS, BUT WE WILL PROBABLY SEE A LITTLE BIT OF A SLIGHT DECLINE.

SO IT'S ALMOST LIKE THEY'RE HOLDING OUR AMOUNT IN DOLLARS AND THEN GIVING US BACK IN EUROS, AND SO OR SOMETHING LIKE THAT, WHERE THERE WAS QUITE A BIT OF SHUFFLING OF MONEY, YOU KNOW WITH THE HOUSE BILL, FINANCE BILL. SO MANY TIMES IF SOMETHING WAS SEEN AS MONIES ALLOTTED, THERE WAS MONEY TAKEN AWAY FROM ANOTHER CATEGORY.

THAT'S CORRECT. THAT'S WHAT THEY DID [INAUDIBLE] THEY'RE GOING TO PROBABLY SAY WE FULLY FUNDED PRE-K, BUT THEY DIDN'T. THAT'S RIGHT.

TRUE. I MEAN, THEY DID NOT FULLY FUND WELL, THEY'RE FUNDING IT.

THEY'RE JUST TAKING IT FROM ANOTHER POT OF MONEY, FROM ANOTHER SOURCE THAT WE ALREADY HAD.

OKAY. OKAY. YEAH. GOOD OBSERVATION. YEAH. I JUST WANT TO SAY I'M SO THANKFUL WE HAVE THIS MONEY. WE'RE AVID. I'VE BEEN HIGHLIGHTING FORMER STUDENTS OF MINE WHO ARE SUCCESS STORIES, AND THIS LAST WEEK, I HIGHLIGHTED DR. FELIX, AND DR.

FELIX WAS AN AVID STUDENT AT HALTOM, AND NOW HE'S AN OB/GYN IN COLORADO, AND I'M SURE I MEAN, FELIX'S PARENTS WERE JUST HARDWORKING PEOPLE TRYING TO SURVIVE, AND I THINK THOSE AVID SKILLS REALLY HELPED HIM ACHIEVE HIS STATUS OF BEING A FULL FLEDGED DR.

TODAY. THAT'S A GREAT POINT. MR. DILKS. HAVE YOU? DID YOU MEET THE YOUNG MAN WHO JUST GRADUATED? WHO IS AN AVID STUDENT IN OUR DISTRICT, AND HE WORKED HIS LAST TWO YEARS OF HIGH SCHOOL.

HE WORKED PART TIME JOB AT DFW AIRPORT, AND THAT'S RIGHT, AND SO JUST BEFORE HE

GRADUATED HIGH SCHOOL, HE BECAME AN OWNER. HE ACTUALLY WROTE THE BUSINESS PLAN AND SUBMITTED FOR THREE STORES IN DFW AIRPORT BASED ON HE SAID, BECAUSE HE LEARNED HOW TO WRITE A BUSINESS PLAN IN OUR AVID CLASS AND SUBMITTED IT WAS ACCEPTED.

HE'S NOW THE OWNER OF THREE STORES IN DFW AIRPORT BEFORE HE GRADUATED HALTOM.

IT'S AN AMAZING PROGRAM. THANK YOU FOR ALLOWING US TO HAVE IT.

ONE LAST QUESTION. THE 15 ELIGIBILITY CRITERIA, CAN WE AT ANOTHER DAY GIVE US LIKE THE TOP FOUR THAT 60% OF THEM ARE OF THAT 60%. WHAT OTHER PERCENTAGE IS BREAKING THAT DOWN IS BECAUSE OF ENGLISH LANGUAGE LEARNERS.

SOME OF THESE WERE DISTRIBUTED DIRECTLY TO STUDENTS IN NEED ON THE CAMPUS, WHILE THE REMAINING STOCKS WERE PROVIDED TO CLOSE CONNECTIONS FOR FURTHER SUPPORT. TO FURTHER SUPPORT FAMILIES THROUGHOUT OUR COMMUNITY, GATEWAY CHURCH OF NORTH RICHLAND HILLS HAS ALSO GIVEN THEIR TIME AND RESOURCES TO HELP FUND A CELEBRATION RECOGNIZING BIRDVILLE HIGH SCHOOL SPECIAL EDUCATION STUDENTS, A MEANINGFUL EVENT THAT BROUGHT GREAT JOY TO OUR STUDENTS AND TO THEIR FAMILIES.

PERHAPS MOST IMPORTANTLY, WHENEVER A NEED ARISES ON THE CAMPUS, PASTOR CRENSHAW AND HIS TEAM ARE ALWAYS THERE, OFFERING THEIR SUPPORT, TIME, AND RESOURCES TO HELP MEET THE NEEDS OF OUR STUDENTS AND STAFF.

SO THAT'S REALLY A NEAT THING FOR US TO DO.

CLARK, THE SECOND READING OF THIS POLICY UPDATE.

THANK YOU. PRESIDENT KUNKEL. REALLY BASED UPON THE DISCUSSION LAST MONTH, THE POLICY JUST EXPANDS THE DEFINITION OF CURRICULUM, MAKES IT DELINEATES THAT NOT ONLY IS IT WOULD IT BE DOCUMENTS THAT ARE DEVELOPED BY THE DISTRICT, BUT IT ALSO INCLUDES THOSE REQUIRED RESOURCES THAT TEACHERS ARE TO USE IN THE CLASSROOM, AND WITH RECENT LEGISLATION THERE, THERE THERE IS A BILL THAT HAS A LOT TO DO WITH INSTRUCTIONAL RESOURCES AND THE IMPORTANCE OF TEACHERS USING THOSE RESOURCES, PARTICULARLY THE ONES THAT WHEN THE BOARD ADOPTS THAT AND WE TRAIN TEACHERS ON THE USE OF THOSE RESOURCES.

WE NEED THE TEACHERS TO HAVE FIDELITY TO THAT.

SO THIS POLICY JUST CLEARLY DELINEATES THAT TEACHERS ARE EXPECTED TO DO THAT AND THAT THE DISTRICT INVEST A LOT OF TIME AND EFFORT IN TRAINING TEACHERS. THOSE THOSE RESOURCES ARE VERY EXPENSIVE, AND THEY COME WITH THE EXPECTATION THAT THEY WILL BE USED. ANY COMMENTS OR QUESTIONS? THIS WILL BE AN ACTION ITEM FOR NEXT MONTH. THANK YOU.

KATIE BOWMAN. YES, SIR. THIS IS OUR ANNUAL ESTIMATE OF PURCHASE ORDERS, PROJECTS, DIFFERENT THINGS THAT ARE STILL OUTSTANDING THIS MONTH. WHAT WE DO IS WE KIND OF MAXIMIZE THE NUMBER, AND THEN AS PROJECTS ARE COMPLETED, PRODUCTS ARE DELIVERED AT THE END OF JUNE.

BECAUSE FROM AN ACCOUNTING PERSPECTIVE, WHEN THE SERVICES ARE RENDERED OR THE SUPPLIES ARE RECEIVED, THEY HAVE TO BE RECORDED IN THAT FISCAL YEAR.

ANYTHING THAT IS NOT WE'LL ROLL THOSE PURCHASE ORDERS OVER AND BRING YOU THAT LIST NEXT MONTH.

WE ALSO WILL PULL THOSE BUDGET DOLLARS OUT THAT ARE ATTACHED TO THEM AND BRING THEM BACK IN FOR NEXT YEAR.

IT IS ENORMOUS AMOUNT OF CHANGES THAT HAVE BEEN MADE THROUGHOUT PUBLIC SCHOOLS IN GENERAL, BUT PUBLIC FINANCE, SCHOOL FINANCE HAS SEEN JUST A DRAMATIC CHANGE, AND YOU I IT GOES AGAINST ANY STEREOTYPES THAT YOU MIGHT HAVE OF OF WHAT THEY WOULD CALL GOVERNMENT EMPLOYEES, BUT THE STAFF AND OUR BUDGET HAVE THEY'VE BEEN STAYING WEEKENDS, THEY'VE BEEN GIVING UP FAMILY TIME. THEY'VE BEEN DOING ALL THIS. THEY'VE BEEN GOING TO SEMINARS, THEY'VE BEEN DOING EVERYTHING, TRYING TO CALCULATE WHAT EXACTLY HOW TO BUDGET FOR NEXT YEAR IN A IN A TIME THAT WOW TRYING TO FORECAST THROUGH THIS BLIZZARD OF OF BILLS IS AMAZING, AND WOW, WE'RE REALLY GIFTED TO HAVE TO HAVE OUR TEAM THAT WE HAVE, AND I KNOW THERE MAY BE SOME MAY HAVE TO HAVE SOME AMENDMENTS THROUGH THE YEARS, THROUGH THE YEAR, ESPECIALLY THIS YEAR SINCE SINCE THERE'S SO MANY UNKNOWNS, BUT TO KNOW THAT THE LEGISLATURE JUST PASSED ALL THAT IT TO HASN'T EVEN WEIGHED IN ON SOME OF THIS STUFF, AND YOU GUYS ARE GIVING US A REALLY GOOD, SOLID BUDGET, IT REALLY IS SOMETHING JUST SOMETHING JUST SHORT OF AMAZING.

THANK YOU. MR. DAVIS, HOW MANY TIMES THE LEGISLATURE IS BRAGGING OF HOW THEY'VE INCREASED ALL THE SCHOOL FUNDING TO PUBLIC EDUCATION? YES. THEY'VE DONE SOME THINGS.

THEY DIDN'T CHANGE OUR BASIC ALLOTMENT, BUT $55.

YEAH, YOU HAVE TO TAKE IT FROM SOMEWHERE ELSE, BUT THEY GAVE US MONEY FOR SALARIES, AND WE PASSED THAT ON ONLY TO TEACHERS.

WE HAD TO COME INTO OUR FUNDS TO MAKE UP FOR MANY OF THE OTHERS, OUR ADMINISTRATIVE STAFF, OUR CLERICAL STAFF, OUR BUS DRIVERS, OUR CAFETERIA WORKERS, THINGS OF THAT NATURE, BECAUSE THEY'RE BASICALLY ALLOTMENT THERE STILL DID NOT CATCH UP AT ALL. SO THEY'RE BRAGGING ABOUT HOW THIS GREAT, YOU KNOW, BUDGETS, THEY'RE SPENDING MORE MONEY.

I THINK THE LIEUTENANT GOVERNOR SAID MORE THAN ONCE WE'RE SPENDING MORE ON PUBLIC EDUCATION THAN WE DID, YOU KNOW, TEN YEARS AGO. THERE'S MORE PEOPLE HERE TODAY THAN THERE WERE TEN YEARS AGO.

THERE'S MORE STUDENTS HERE. SO, YOU KNOW, USE SOME COMMON SENSE HERE WHAT THE REALLY THE MESSAGE REALLY IS.

THERE'S STILL A BATTLE THAT PUBLIC SCHOOLS ARE FINDING WITH THE VOUCHERS.

THEY'RE NOT BUYING IN FUNDING LIKE THEY SHOULD PROPERLY.

WE DO OUR VERY BEST, BUT WE CAN'T CONTINUE TO OPERATE THIS ON A LONG TERM.

WE'RE BEING FRUGAL. WE'RE TAKING CARE OF THE NEEDS WE'RE MEETING OUR STUDENTS NEEDS.

IT'S A CHALLENGE. IT GETS HARDER AND HARDER AND HARDER ON OUR STAFF, WHETHER IT BE FROM THE SUPERINTENDENT TO THE CAFETERIA WORKER THERE AT CHENEY HILLS ELEMENTARY SCHOOL. IT'S A CHALLENGE. EVERY DAY WE RISE UP.

I'M TELLING YOU WHAT. THANKFULLY, THIS BOARD HAS HAD SOME GOOD DECISIONS FISCALLY IN YEARS PAST.

WE'LL SUFFER THROUGH ANOTHER YEAR OF IT, BUT IT CAN'T BE A LONG TERM SOLUTION OF HOW THEY'RE FUNDING PUBLIC SCHOOLS IN TEXAS.

IT'S GOING TO TAKE SOMEONE I DON'T KNOW WHO IT IS.

I'M TOO OLD FOR IT TO BE, BUT SOMEONE'S GOT TO GO OUT AND GO TAKE A FIGHT IN AUSTIN AS A LEGISLATOR FOR PUBLIC SCHOOLS IN TEXAS, OR WE'RE GOING TO GET FURTHER AND FURTHER BEHIND AS TIME GOES ON.

I HEARD IT SAID MORE THAN ONCE AT THE CONFERENCE THAT THE THREE OF US WERE AT LAST WEEKEND, THAT ALL OF THE NEW LAWS JUST MEANS THAT YOU CAN KIND OF WRAP IT AROUND AS A SCHOOL LAW, YOUR C ONTINUOUS EMPLOYMENT ACT.

I WAS ON CITY COUNCIL ENTIRE TIME I'VE BEEN ON SCHOOL BOARD, THE ATTORNEY COUNTY DISTRICT WAS AN AFTERTHOUGHT AND NEVER REALLY THOUGHT ABOUT HOW IT WORKED, THE MECHANISMS, HOW IT WAS FUNDED THINGS OF THAT NATURE BECAUSE AND SO BUT THAT'S CHANGED RECENTLY.

IT'S BECOME VERY POLITICAL AND IT'S THE WHOLE THING HAS CHANGED.

SO A LITTLE BIT OF BACKGROUND IS ACTUALLY THIS ALL COMES FROM A STATE LAW THAT SAYS THAT ALL SCHOOL DISTRICT PROPERTY HAS TO BE APPRAISED, AND IT'S SUPPOSED TO THEY ARE SUPPOSED TO STATE PER LAW.

I'M NOT SAYING IT'S GOOD OR BAD, I'M JUST SAYING WHAT THE LAW IS. THE LAW SAYS THAT JANUARY 1ST OF EACH YEAR, ALL PROPERTIES ARE SUPPOSED TO BE AT FAIR MARKET VALUE.

THAT'S WHAT THE LAW SAYS, AND THE REASON YOU PUT THAT TOGETHER, THE REASON THE SCHOOL, I MEAN, AUSTIN GETS THE MONEY TO FUND SCHOOLS BY PROPERTY.

SO THERE WERE SOME LOCATIONS OUT THERE THAT WOULD UNDERVALUE THEIR PROPERTY, WHICH MADE THEIR BUSINESSES HAPPY, BUT THEN THE STATE GOT UPSET BECAUSE. BECAUSE THEN THEY WEREN'T GETTING MONEY TO PAY SCHOOLS.

SO THUS THUS THE THUS THE LAW THAT SAYS, HEY, ALL PUBLIC SCHOOL PROPERTY HAS TO BE APPRAISED AND IT HAS TO BE DECLARED FAIR MARKET VALUE ANNUALLY. SO THAT'S ONE THING. THE SECOND THING IS, IS HOW DO THEY GET PAID? WHAT WILL YOU PAY THEM? WE HIRE THEM AND THEY WORK FOR US.

TAD ACTUALLY WORKS FOR ALL THE TAXING AUTHORITIES.

THEY'RE THE ONES THAT GO OUT THERE AND LEVY AND GET OUR TAXES.

THEY THEY DO IT THROUGH CONTRACTS WITH US. THEY'RE HIRED.

THAT'S WHAT THEY'RE HIRED TO DO IS GO OUT THERE AND APPRAISE PROPERTY, AS THE LAW SAYS, AND THE TAX RATE THAT'S SET PRETTY MUCH FOR SCHOOL DISTRICTS BY THE STATE AND GO OUT AND COLLECT THAT. NOW, THAT'S BORING, I UNDERSTAND, AND IT SHOULD BE BORING, BUT IT'S NO LONGER BORING ANYMORE. TAD CHANGED THE POLICY RECENTLY TO SAY THAT IT WAS.

THERE ARE EXCEPTIONS, DON'T GET ME WRONG, BUT BY AND LARGE, THEY'RE NOT GOING TO DO FAIR MARKET VALUE ON THE 1ST OF JANUARY EVERY YEAR.

SHE'S NOT GOING TO DO IT. WELL IT'S JUST COMMON SENSE SAYS NO WAY.

IF YOU USED TO DO A JOB FOR US THAT WE HIRED YOU TO DO AND FOR ALL PROPERTIES, YOU SET THE VALUE ON JANUARY 1ST, AND WE PAID YOU SO MUCH MONEY, BUT YET YOU'RE COMING BACK WITH A BUDGET THAT'S MORE THAN LAST YEAR, BUT YOU'RE NOT FOR MOST PROPERTY. YOU'RE NOT DOING YOUR JOB.

YOU'RE NOT SETTING THE VALUE AT JANUARY 1ST. WHY AM I WHY ARE YOU STILL EMPLOYING ALL THOSE PEOPLE AND WHY AM I STILL PAYING? YOU KNOW, MORE FOR LESS SERVICES. DOES THAT MAKE SENSE? I DON'T GET IT. I MEAN, IF BEFORE THEY HAD TO STAFF A PEOPLE THAT THEY HAD TO EMPLOY TO DO ALL THIS SO THAT THEY COULD APPRAISE PROPERTY ON JANUARY 1ST, NOW WE'RE EXPECTED TO PAY MORE, AND THEY'RE NOT EVEN GOING TO DO THAT FOR MOST PROPERTY.

SO WHY ARE WE AS A SCHOOL DISTRICT, IT DOESN'T SEEM CONSERVATIVE FOR US TO CONTINUE TO PAY THEM MORE WHEN THEY'RE NOT PROVIDING THE SERVICE.

I JUST IT MAKES NO SENSE TO ME AS A CONSERVATIVE.

WHY, WHY, WHY THAT WOULD HAPPEN. IT WOULD SEEM, CONSERVATIVELY, IF THEY DON'T WANT TO DO THEIR JOB, THAT WE DON'T PAY THEM AS MUCH, AND THEY GIVE US A STRIPPED DOWN BUDGET TO WHERE THEY'VE LET PEOPLE GO, AND MAYBE THEY HIRE THEM EVERY OTHER YEAR OR SOMETHING LIKE THAT.

I DON'T UNDERSTAND WHY THEY KEEP A FULL STAFF WHEN THEY'RE NOT DOING THE SAME JOB.

IT JUST IT BOGGLES MY MIND WHY THAT IS, AND ALSO FROM A CONSERVATIVE STANDPOINT, THEY THAT'S NOT REALLY.

SO ANOTHER TAXING UNIT IS RAISING ITS TAXES, AND NOBODY'S COMPLAINING ABOUT THAT.

THEY'RE EATING UP OUR TAX MONEY TO GO TO THE TAD.

IT'S NOT GOING TO PROVIDE ANY SERVICES TO ANYBODY ELSE.

THEY'RE RAISING FUNDS FOR AN ORGANIZATION THAT'S NOT DOING THEIR JOB.

THE WHOLE THING JUST IS VERY DIFFICULT FOR ME, AND THAT'S WHY I CAN'T I CAN'T VOTE FOR THIS, BUT I UNDERSTAND IF OTHERS DO. I DON'T SEE WHY WE'RE GETTING WHY WE DIDN'T GET A BUDGET.

THAT WAS PROBABLY HALF OF WHAT THEY HAD THE PRIOR YEAR.

SO WHILE WE HAVE NOT BROUGHT THAT BUDGET YET, MR. TOLBERT, THIS IS THE FEE FOR COLLECTING OUR TAXES.

SO THIS WILL BE A LITTLE BIT DIFFERENT FROM THAT BUDGET, BUT .

YES, SIR. HE, MR. BARNES, IS THE HEAD OF THE TARRANT APPRAISAL DISTRICT BOARD, BUT HE'S ALSO THE CHIEF TAX COLLECTOR.

SO THIS IS THE AVENUE THAT OUR DISTRICT HAS USED TO COLLECT TAXES.

I WILL SAY I HAVE BEEN IN A DISTRICT WHERE WE COLLECTED OUR OWN TAXES, AND IT CAN BE COSTLY.

WE ACTUALLY PULLED IN OTHER ENTITIES TO COLLECT TAXES IN, IN THE HOUSTON AREA, BUT I BELIEVE BECAUSE TARRANT COUNTY IS SUCH A LARGE, YOU KNOW, COUNTY AND MOST ENTITIES DO USE THEM, THERE'S PROBABLY A LOT OF EFFICIENCIES THERE, BUT I DO THINK, MR. TOLBERT, I DO AGREE WITH YOU THAT, YOU KNOW, WHEN YOU'VE GOT THE TAX ASSESSOR RAISING FEES, BUT HE'S AGAINST DOING LESS WORK. WE 'RE STILL COLLECTING.

THEY'RE STILL COLLECTING EVERY YEAR. THE APPRAISAL DISTRICT, YOU KNOW, SO IT'S CONFUSING BECAUSE TWO YEARS AGO, THE TAX ASSESSOR WAS MORE OF AN EX-OFFICIO MEMBER OF THE TARRANT APPRAISAL DISTRICT, BUT NOW HE'S ACTUALLY HEAD OF THE BOARD.

SO IT GETS VERY CONFUSING. THERE'S A LITTLE BIT OF A CONFLICT, IT APPEARS A CONFLICT OF INTEREST TO ME WHEN YOU'RE MAKING DECISIONS TO NOT FULLY APPRAISE PROPERTIES, BUT YET YOU'RE OVER HERE IN YOUR ENTITY COLLECTING TAXES AND RAISING YOUR FEES TO COLLECT TAXES.

SO WHEN DO WE VOTE TO FUND TAD VERSUS THE ASSESSOR? WE HAVE GOTTEN A BUDGET. WE JUST GOT [INAUDIBLE] LAST WEEK, SO WE'LL BE LOOKING TO SEE WHEN WE HAVE TO BRING THAT TO THE BOARD.
