GOOD EVENING. MY NAME IS ANDREW GARCIA, AND I AM A STUDENT AT HALTOM MIDDLE SCHOOL.

WHEN PEOPLE ASK ME WHAT HALTOM MIDDLE SCHOOL MEANS TO ME, I THINK OF MORE THAN CLASSROOMS OR ASSIGNMENTS.

HALTOM MIDDLE SCHOOL IS A PLACE THAT SUPPORTED ME, ENCOURAGED ME, AND STOOD BY ME DURING ONE OF THE HARDEST MOMENTS OF MY LIFE.

EARLIER THIS YEAR, I SUFFERED A SUDDEN CARDIAC ARREST AND IT CHANGED EVERYTHING FOR ME.

THE DAYS IN THE HOSPITAL WERE LONG, AND COMING HOME AFTERWARD WAS JUST AS HARD.

BUT HALTOM MIDDLE SCHOOL DIDN'T LET ME FACE ANY OF THAT ALONE.

PRINCIPALS, COACHES AND FRIENDS CHECKED UP ON ME.

AND TO MY COACHES, YOUR SUPPORT MEANS A LOT TO ME.

THEY VISITED, CALLED AND CHECKED IN WHILE I WAS IN THE HOSPITAL.

THEY ENCOURAGED ME DURING MY RECOVERY AT HOME.

THEY REMINDED THAT I WAS STRONG AND THAT THEY WERE WAITING FOR ME TO COME BACK WHEN I WAS READY.

THEIR SUPPORT REALLY HELPED KEEP MY SPIRITS UP.

HALTOM SHOWED ME WHAT COMMUNITY REALLY MEANS.

PEOPLE CARE ABOUT MORE THAN GRADES. THEY CARE ABOUT OUR LIVES, FUTURES AND OUR HEALTH.

TO ME, HALTOM MIDDLE SCHOOL ISN'T JUST MY SCHOOL.

IT'S A SECOND HOME. IT'S A FAMILY, AND IT'S A PLACE THAT HELPS ME GET BACK ON MY FEET WHEN I NEED IT THE MOST.

IN ADDITION, THE CONTRIBUTION WILL HELP FUND HEALTHY SNACKS, ATTENDANCE INCENTIVES, THE CAMPUS GIVING TREE, A CHERISHED HARDEMAN TRADITION SINCE 2017. STALK THE BEEP BUCK STORE PROVIDE MATERIALS AND SNACKS FOR AFTER SCHOOL PROGRAMS AND SUPPORT STAFF RECOGNITION THROUGHOUT THE YEAR.

SO THIS FALL, OUR MIDDLE SCHOOL TEACHERS, ART TEACHERS WORKED WITH THEIR STUDENTS TO CREATE ARTWORK THAT WOULD BE CONSIDERED FOR THE THE COVER OF THE COVETED CARD.

A TOTAL OF 68 ENTRIES WERE SUBMITTED, SO WE HAD QUITE A BIT TO CHOOSE FROM.

THE FIRST, SECOND, THIRD PLACE, AND HONORABLE MENTION WINNERS WERE SELECTED BY A VOTE OF THE ADMINISTRATION, BUILDING STAFF, AND MEMBERS OF THE EXECUTIVE LEADERSHIP TEAM.

ALL FIVE OF THE WINNING ARTWORK ENTRIES WILL BE PRINTED ON THE HOLIDAY CARD, WITH THE FIRST PLACE WINNER BEING GIVEN THE COVETED SPOT ON THE FRONT PAGE.

THE DISTRICT HAS SAVED TAXPAYERS ALMOST $56 MILLION SINCE 2012 BY LOWERING YOUR FUTURE INTEREST COSTS. ONE OF THE THINGS I. WOULD YOU SAY THAT AGAIN? YEAH, $55.93 MILLION OF SAVINGS SINCE 2012. YEAH, WE NEED TO REMEMBER THAT.

ONE OF THE THINGS I DO WANT TO POINT OUT ON THE CHART HERE IN YELLOW IS THE DISTRICT IS PREPAYING BONDS.

THIS YEAR, ABOUT $7 MILLION WILL DO THAT IN FEBRUARY, AND THAT'S DONE FOR TAX RATE MANAGEMENT PURPOSES.

YOU KNOW THIS JUST AS WELL AS I DO. EVERY YEAR THE BOARD ADOPTS TWO DIFFERENT TAX RATES FOR M AND O AND YOUR I AND S.

I AND S IS REALLY USED ONLY TO PAY VOTER APPROVED BONDS.

SINCE I'M HERE, I ALWAYS LIKE TO POINT OUT THAT YOUR TOTAL TAX RATE HAS GONE DOWN BY ALMOST $0.20 IN THE LAST FIVE YEARS, WHICH IS A BENEFIT TO TAXPAYERS. IF YOU LOOK AT THE COLUMN ON THE FAR RIGHT, YOUR CURRENT I AND S TAX RATE IS JUST UNDER $0.40.

SO THIS IS THE BASIS OF WHAT WE'LL USE TO DETERMINE YOUR BOND CAPACITY.

THIS JUST GIVES YOU A GRAPHICAL INDICATION OF WHAT BOND CAPACITY IS.

THE ONLY THING I WANT TO FOCUS ON HERE IS WHAT REALLY IMPACTS BOND CAPACITY.

THAT IS TAX VALUES, INTEREST RATES, ACTIVE MANAGEMENT OF THE DEBT PORTFOLIO.

ONE OF THE COMPONENTS OF THAT IS YOUR OUTSTANDING BONDS AS THEY ARE STRUCTURED RIGHT NOW.

YOU HAVE FANTASTIC CREDIT RATINGS AT EACH OF THE MAIN RATING AGENCIES, BUT KEEP IN MIND WE ALWAYS GET THE PERMANENT SCHOOL FUND GUARANTEE, WHICH GIVES YOU THAT AUTOMATIC TRIPLE-A RATING.

THIS ALSO GIVES YOU A LOOK AT SORT OF PEERS WITHIN THE DALLAS-FORT WORTH METROPLEX.

THERE ARE 25 WHAT WE DEEM NON FAST GROWTH SCHOOL DISTRICTS THAT HAVE AT LEAST 10,000 STUDENTS.

IF YOU LOOK AT THIS GRAPH, YOU CAN SEE RATES WENT UP AND NOW THEY'RE COMING RIGHT BACK DOWN.

THE FEDERAL RESERVE MET YESTERDAY, LOWERED INTEREST RATES A QUARTER BASIS POINT, A QUARTER OF 1%.

THEY INDICATED THERE MAY BE AN ADDITIONAL CUT IN 2026.

REALITY, OUR ECONOMISTS ARE SAYING WE THINK INTEREST RATES ARE GOING TO BE FAIRLY STABLE OVER THE NEXT 6 TO 12 MONTHS.

THE MAIN IMPACT OF THE MAIN DRIVER OF THE DISTRICT'S BOND CAPACITY IS ALWAYS ITS TAX BASE.

THE LARGER YOUR TAX BASE, THE MORE REVENUE YOU GENERATE, THE MORE BONDS YOU CAN SUPPORT.

IF WE LOOK AT YOUR TAX VALUE FOR THE CURRENT YEAR, IT'S JUST OVER 13.9 BILLION.

OVER THE LAST TEN YEARS, YOU'VE GROWN ON AVERAGE OVER 7% OVER 700 MILLION, BOTH OVER THE LAST FIVE AND TEN YEARS.

IF WE LOOK AT YOUR VALUE WITHIN THE 10% HOMESTEAD CAP.

KEEP IN MIND, UNDER STATE LAW, THAT YOUR HOMESTEAD THE TAXABLE VALUE OF YOUR HOMESTEAD CAN'T GO UP BY MORE THAN 10% EVERY YEAR.

IF IT DOES, IT GOES INTO THIS EXEMPTION. THEN NEXT YEAR IT FALLS OFF AND FALLS OFF.

AGAIN, THE DISTRICT IS PREDOMINANTLY SINGLE FAMILY RESIDENTIAL ALMOST 60%, BUSINESSES ROUGHLY 30%.

AND YOU CAN SEE THE MULTIFAMILY THERE. WHAT I WANT TO FOCUS IS ON THE GRAPH ON THE RIGHT.

THIS LOOKS AT NEW CONSTRUCTION WITHIN THE DISTRICT OVER THE LAST FIVE YEARS, YOU CAN SEE HAS BEEN RELATIVELY STABLE, ANYWHERE FROM 192 TO 255 MILLION. SO ON AVERAGE ABOUT 226 MILLION A YEAR.

SO WHEN WE LOOK AT YOUR BOND CAPACITY, WE LOOKED AT IT ESSENTIALLY THREE DIFFERENT WAYS.

NO TAX RATE INCREASE, HOW MUCH YOU COULD DO AT $0.05, AND HOW MUCH YOU COULD DO AT $0.10.

KEEP IN MIND WE DO HAVE A THEORETICAL CAP OF $0.50 UNDER THE STATE LAW.

WE'VE NEVER GOTTEN THERE, BUT THAT IS SORT OF A THEORETICAL CAP.

THIS IS BASED UPON IF YOU GO OUT FOR A BOND ELECTION.

THE FIRST TIME, THE SCHOOL DISTRICT WOULD SEE AN INCREASE IF THERE IS ONE ASSOCIATED WITH BOND PROGRAM WOULD BE IN THE 20 2627 SCHOOL YEAR.

WE'VE ASSUMED AN INTEREST RATE OF 5%. CURRENTLY, INTEREST RATES ARE CLOSER TO FOUR AND A HALF.

SHORT TERM PROJECTS, AS A REMINDER, WE ALWAYS FINANCE THOSE OVER THE USEFUL LIFE.

WE'RE NOT TAKING A COMPUTER OR A PIECE OF TECHNOLOGY AND, YOU KNOW, REPAYING THAT OVER A 25 YEAR PERIOD THAT GETS REPAID OVER A THREE TO A FIVE YEAR PERIOD. IN TERMS OF BOND REPAYMENTS, FOR THE PURPOSES OF THIS BOND PROGRAM, WE LOOKED AT 30 YEARS.

THAT'S BECAUSE YOU PROBABLY ARE NOT GOING TO ISSUE ALL THE BONDS AT ONCE.

TYPICALLY WE SELL OVER 25 YEARS, BUT IF YOU DO ANNUAL INSTALLMENTS, BY THE TIME WE GET TO THE END, IT WILL BE A 30 YEAR AMORTIZATION, ESSENTIALLY.

THIS WILL BE THE FIRST TIME THE DISTRICT HAS DONE A BOND PROGRAM SINCE TAD HAS CHANGED ITS REAPPRAISAL METHODOLOGY.

AS A REMINDER, TAD IS GOING TO REAPPRAISE EVERY OTHER YEAR NOW, WITH THE FIRST TIME OF THAT OCCURRING IN 2027-28.

THIS WILL BE A FIRST DATA POINT FOR US BECAUSE WE DON'T NECESSARILY KNOW HOW THEY'RE GOING TO DO IT GOING FORWARD.

WE ARE VERY HOPEFUL THESE ARE CONSERVATIVE ASSUMPTIONS.

AND IF IT IS, THAT WILL BE LESS IMPACT TO THE TAXPAYERS.

THIS GIVES YOU A LOOK, AGAIN, OVER THE LAST FIVE YEARS, YOU'VE GROWN CLOSE TO 7%, $738 MILLION.

FOR PURPOSES OF THIS ANALYSIS, WE ARE ONLY GROWING ON AVERAGE, ABOUT $480 MILLION, OR JUST OVER 3.2%.

WITH THAT, THE DISTRICT'S CURRENT BOND CAPACITY FOR NO TAX RATE INCREASE IS ROUGHLY $477 MILLION AND A FIVE CENT INCREASE. IT'S JUST OVER $601 MILLION. AT $0.10, IT'S ROUGHLY $723 MILLION.

SO FOR EACH PENNY ABOVE $477 MILLION, THE DISTRICT'S BOND CAPACITY INCREASES BY ROUGHLY $24.6 MILLION. OKAY.

WHAT THIS MEANS, YOU CAN SEE THE GRAPH THERE.

I'M GOING TO SHOW YOU THE IMPACT FOR AN AVERAGE HOMEOWNER ASSUMING NO INCREASE.

AGAIN, THERE'S NO INCREASE. IT'S ZERO. AT $0.05, IT'S ROUGHLY $90.

AT $0.10, IT'S ROUGHLY $178. ONE THING TO POINT OUT ON THIS GRAPH IS, THIS IS NET OF THE NEW STATE MANDATED $140,000 HOMESTEAD EXEMPTION THAT DID PASS.

THAT EXTRA $40,000 IN HOMESTEAD SAVED THE AVERAGE TAXPAYER WITHIN THE DISTRICT, ROUGHLY $475 IN TAXES THIS YEAR.

SO THAT'S JUST SOMETHING TO KEEP IN THE BACK OF YOUR MIND. WHAT IT MEANS ON A MONTHLY BASIS, THE RANGE IS ANYWHERE FROM ESSENTIALLY $0 TO $15 A MONTH.

THIS GIVES YOU A LOOK AT RECENT HISTORY WITHIN TEXAS SCHOOL DISTRICT BOND ELECTIONS.

HISTORICALLY, ELECTIONS DO EXTREMELY WELL. IT'S JUST A MATTER OF THE ECONOMY AND GETTING PEOPLE OUT TO VOTE.

THE BIGGEST REASON SCHOOL DISTRICT BONDS FAIL IS VOTER APATHY, NOT GETTING ENOUGH PEOPLE OUT TO VOTE.

HISTORICALLY, WHEN WE LOOK AT IT OVER THE LAST EIGHT YEARS, 65% OF PROPOSITIONS HAVE PASSED, WHICH IS EXTREMELY HEALTHY MARGIN. THIS GIVES YOU A LOOK AT MORE LOCAL BOND ELECTIONS.

SO IN THE LAST FIVE YEARS, THERE HAVE BEEN 45 SUCCESSFUL BOND ELECTIONS WITHIN REGIONS 10 AND 11, WHICH IS BASICALLY THE GREATER DALLAS-FORT WORTH AREA OF OVER 250 MILLION.

SO THAT'S ALMOST $34 BILLION OF BONDS PASSED FOR THESE BOND SIZES.

YOU CAN SEE YOUR LAST ELECTION IN 22 WAS OVER 300 MILLION.

BUT YOU COULD SEE THE RANGE HERE. BY NO MEANS ARE YOU THE LARGEST OR YOU'RE THE SMALLEST.

UNDER CURRENT LAW, AGAIN, WE USED TO BE ABLE TO PUT EVERYTHING IN ONE PROPOSITION.

WE CAN NO LONGER DO THAT. WE NOW HAVE TO BREAK OUT CERTAIN ITEMS, LIKE STADIUMS AND AUDITORIUMS, TEACHER HOUSING, CERTAIN TECHNOLOGY WILL HAVE TO BE STAND STANDALONE PROPOSITIONS.

AS A REMINDER, ANY TIME YOU GO SEE LANGUAGE ON THE BALLOT, THIS IS GOING TO SAY THIS IS A PROPERTY TAX INCREASE.

AFTER THE MAY ELECTIONS, WE WOULD BE IN A POSITION TO SELL AT LEAST THE INITIAL INSTALLMENT SOME TIME IN AUGUST.

I WANT TO FIRST START BY RECAPPING A LITTLE BIT OF WHERE WE ARE THIS YEAR, AS WE'VE BEEN IMPLEMENTING A NEW MATH CURRICULUM IN K THROUGH EIGHT AND ALGEBRA ONE. SO AS WE HAVE BEEN MONITORING CLASSROOMS AND VISITING CAMPUSES, WE ARE VERY HAPPY WITH SEEING FULL IMPLEMENTATION OCCURRING ACROSS THE DISTRICT.

TEACHER FEEDBACK HAS BEEN VERY POSITIVE, AND OUR DATA REVEALS THAT WE ARE SHOWING CONTINUOUS GROWTH ON RIGOROUS COMMON ASSESSMENTS THAT WE'VE CREATED AT THE DISTRICT LEVEL. ALONG WITH THE IMPLEMENTATION OF THIS MATH CURRICULUM CAME AN OPPORTUNITY FOR US TO RECEIVE THE LASSO GRANT IN THIS CURRENT CYCLE OF 25-26. AND SO WHAT THIS DID IS IT CREATED AN OPPORTUNITY FOR US TO PROVIDE ONGOING COACHING, THE TRAINING REQUIRED TO SUPPORT TEACHERS IN THE IMPLEMENTATION OF THIS MATH CURRICULUM, AND SUPPORT FOR OUR CAMPUS LEADERS AS WELL.

IT TOTALED UP TO 317 DAYS OF TRAINING, COACHING AND ON SITE SUPPORT FOR CAMPUS LEADERS IN ELEMENTARY SCHOOLS AND 88 DAYS IN OUR SECONDARY CAMPUSES. WE HAVE AS WELL APPLIED FOR THE LASSO GRANT FOR THE NEXT CYCLE,

WHICH WILL SUPPORT THE IMPLEMENTATION OF OUR READING MATERIALS AND OUR SECONDARY MATH AND CONTINUED IMPLEMENTATION OF OUR CURRENT MATH CURRICULUM THROUGH WHAT'S CALLED THE LEADERSHIP AND INSTRUCTIONAL FOUNDATIONS FOR TEXAS OR THE LIFT GRANT.

AND SO THE TA SHIFTED A LITTLE BIT AND TOOK THE GRANT AND MADE IT A THREE YEAR PROGRAM VERSUS JUST A SINGLE YEAR GRANT.

AND SO THE INTENT BEHIND IT IS TO SUPPORT OUR INSTRUCTIONAL LEADERS AND IMPROVE INSTRUCTIONAL QUALITY, BUT NOT JUST IN THE DEPLOYMENT OF THE NEW CURRICULUM, BUT ALSO IN THE CONTINUED IMPLEMENTATION FOR THE FOLLOWING TWO YEARS.

SO WE'RE EXCITED AND HOPEFUL THAT WE WILL QUALIFY FOR THE GRANT.

JUST TO RECAP FROM LAST YEAR, AS PART OF HOUSE BILL 1605, A COUPLE OF LEGISLATIVE SESSIONS AGO, THE PROCESS WAS CREATED, AND THIS IS TO REVIEW AND APPROVE INSTRUCTIONAL MATERIALS BY THE STATE BOARD OF EDUCATION.

AND SO WITH THAT, THE DISTRICT MADE SOME ADJUSTMENTS AS WELL TO OUR PROCESS, BECAUSE IN ESSENCE, THE STATE BOARD OF EDUCATION TOOK THE LIFT OFF OF THE LOCAL EDUCATION AGENCIES BY REVIEWING MATERIALS FOR US AND THEN CREATING WHAT THEY CALL A LIST OF HQIM, OR HIGH QUALITY INSTRUCTIONAL MATERIALS.

ALONG WITH THAT CAME ADDITIONAL AND NEW FUNDING ENTITLEMENTS, WHICH HAS ALLOWED US TO IMPLEMENT THE CURRENT CURRICULUM.

SO IN THIS APPROVAL CYCLE, WHAT THEY CALL THE INSTRUCTIONAL MATERIAL REVIEW AND APPROVAL, THEY REVIEWED READING LANGUAGE ARTS FOR BOTH ENGLISH AND SPANISH FOR KINDERGARTEN THROUGH SIXTH GRADE AND ENGLISH AND SPANISH PHONICS FOR KINDERGARTEN THROUGH THIRD GRADE.

MATHEMATICS AS WELL, K THROUGH 12 AND SUPPLEMENTAL MATHEMATICS WERE REVIEWED THIS YEAR AS WELL BY THE STATE BOARD OF EDUCATION.

AS PART OF THAT BILL, A COUPLE OF LEGISLATIVE SESSIONS AGO, THE STATE WAS ALSO CHARGED FOR CREATING THEIR OWN STATE DEVELOPED INSTRUCTIONAL MATERIALS, WHICH ARE CALLED THE BLUE BONNET LEARNING. THAT IS WHAT WE'RE CURRENTLY IMPLEMENTING FOR MATH IN K THROUGH EIGHT AND ALGEBRA ONE.

IN ADDITION TO THAT, BLUE BONNET LEARNING MATERIALS HAVE ALSO BEEN ADOPTED AND APPROVED NOW FOR SPANISH, ENGLISH LANGUAGE ARTS. THEY WERE IN A PILOT YEAR THIS YEAR, AS WELL AS ENGLISH AND SPANISH PHONICS.

AND THEN THEY'VE ALSO CREATED AND HAS BEEN APPROVED ALGEBRA TWO AND GEOMETRY FOR SECONDARY.

AND SO THIS EVENING YOU ACTUALLY HAVE BEFORE YOU A CONSENT ITEM FOR CONSIDERATION FOR THE RECOMMENDATION OF AN ADOPTION OF INSTRUCTIONAL MATERIALS FOR ELEMENTARY K THROUGH FIVE AND READING LANGUAGE ARTS, AND ALSO OUR MATH SECONDARY ALGEBRA TWO AND GEOMETRY.

SO THE PROCESS NOW INVOLVES THE CENTRAL OFFICE REVIEWING THOSE IMRA REPORTS FROM THE STATE BOARD OF EDUCATION AND IDENTIFYING THE HIGH QUALITY INSTRUCTIONAL MATERIALS AND RESOURCES THAT WOULD BE MOST APPROPRIATE FOR OUR DISTRICT.

AND SO THAT'S WHAT THE TEAM HAS BEEN WORKING ON IN NOVEMBER.

SO AGAIN, TODAY, BEFORE YOU AND YOUR CONSENT ITEMS, WE HAVE A RECOMMENDATION TO THE BOARD FOR CONSIDERATION OF APPROVAL FOR BLUE BONNET LEARNING FOR K THROUGH FIVE, READING LANGUAGE ARTS, ALGEBRA TWO AND GEOMETRY.

THE GOAL NOW WOULD BE THAT WE ASSEMBLE A COMMITTEE TO HELP DEVELOP A DEPLOYMENT PLAN.

THIS COMMITTEE WOULD BE MADE UP OF TEACHERS, PRINCIPALS, CENTRAL OFFICE STAFF.

THE CHARGE TO THIS COMMITTEE WILL BE TO REVIEW THE CUSTOMIZATION OF THE CURRICULUM.

WE KNOW THAT IN THE READING LANGUAGE ARTS, JUST LIKE IN THE MATH CURRICULUM, THERE ARE A LOT MORE LESSONS THAN WE HAVE INSTRUCTIONAL DAYS.

SO THERE ARE 180 LESSONS MEANT FOR 180 DAYS. AND IN BIRDVILLE, OF COURSE, WE HAVE 167 INSTRUCTIONAL DAYS.

SO THAT'S PART OF THE WORK THAT WE WILL DO AND THAT WE WILL HAVE THIS DEPLOYMENT COMMITTEE SUPPORT US IN MAKING DECISIONS ABOUT HOW WE'LL CUSTOMIZE THAT CURRICULUM TO FIT OUR SCOPE AND SEQUENCE. IN ADDITION TO THAT, WHAT WE LEARNED FROM THE MATH CURRICULUM IS THAT A LOT OF MATERIALS COME WITH THIS NEW CURRICULUM.

AND SO WE WANT OUR CAMPUS STAFF AND OUR CENTRAL OFFICE STAFF TO WORK ON A RECOMMENDATION ON THE DISTRIBUTION OF THE MATERIALS TO CAMPUSES.

AND SO WHAT WE ARE INTENDING TO DO IS, WE ARE GOING TO IMPLEMENT IN GRADES THREE THROUGH FIVE, THE READING LANGUAGE ARTS CURRICULUM AT CHENEY HILLS AND AT WEST BIRDVILLE ELEMENTARY.

AND WE'LL DO THIS IN BOTH THE ENGLISH CLASSROOMS AND THEN THE SPANISH CLASSROOMS AS WELL.

AND SO THE TEACHER´S INITIAL TRAINING WILL WILL OCCUR HERE IN DECEMBER.

AND WE'RE CONTRACTING WITH AN APPROVED PROVIDER TO PROVIDE ONGOING SUPPORT AND TRAINING FOR THE TEACHERS THAT WILL BE EARLY IMPLEMENTERS STARTING IN JANUARY.

PART OF THE PROCUREMENT PROCESS IS DETERMINING SOME PRINTING COSTS OF THE BOOKS.

WE'VE LEARNED SOME THINGS AS WELL ABOUT OBTAINING THE MATERIALS FROM REGION FOUR AND THEN MAKING SURE THAT WE HAVE EXACT NUMBERS OF OUR TEACHER ADDITIONS AND OUR STUDENT BOOKS ON BOTH THOSE CAMPUSES.
