AS YOU WELL KNOW, THE TEACHER INCENTIVE ALLOTMENT ARE, BETTER KNOWN AS A TIA WAS ESTABLISHED THROUGH HOUSE BILL THREE AND LATER REFINED THROUGH HOUSE BILL TWO TO SUPPORT THE RECRUITMENT, RETENTION AND RECOGNITION OF HIGHLY EFFECTIVE TEACHERS. IN ACCORDANCE WITH THE TEA REQUIREMENTS, THE DISTRICT CONVENED A LOCAL TIA STAKEHOLDER COMMITTEE TO PROVIDE INPUT ON SOME KEY COMPONENTS OF OUR LOCAL DESIGNATION SYSTEM. THAT INPUT HAS GUIDED THE DEVELOPMENT OF OUR TIA APPLICATION WHICH IS DUE APRIL THE 15TH. SOON. COMING UP, BASED ON THE COMMITTEE'S RECOMMENDATION, THE DISTRICT WILL WAIT TEACHERS DESIGNATION USING A 60% FOR STUDENT GROWTH AND A MEASURE THAT WE MEASURES THAT WE ALREADY ARE USING IN-HOUSE AND 40% TEACHER OBSERVATION DATA THROUGH THE T-TESS EVALUATION SYSTEM. WE HAVE ALSO ESTABLISHED AN EXECUTIVE LEADERSHIP COMMITTEE WITH REPRESENTATION FROM THE CURRICULUM INSTRUCTION ACCOUNTABILITY DEPARTMENT'S GOVERNANCE AND HUMAN RESOURCE, FINANCE AND CAMPUS SUPPORT TO OVERSEE THE IMPLEMENTATION AND ADMINISTRATION OF THE TIA. BASED ON CAREFUL CONSIDERATION AND INPUT THAT WE HAVE RECEIVED. WE ARE RECOMMENDING THE 90% OF THE TIA FUNDS BE DISTRIBUTED DIRECTLY TO THE TEACHERS TO DESIGNATED TEACHERS, WITH 10% BEING RETAINED BY THE DISTRICT FOR ADMINISTRATIVE COSTS. THIS IS ALREADY OUR CURRENT PRACTICE FOR TEACHERS WHO RECEIVE TIA RECOGNIZED DISTINCTION THROUGH THE NATIONAL BOARD CERTIFICATION PROCESS, WHICH WE RECOGNIZE THOSE TEACHERS TODAY. SO INCLUDED IN YOUR MATERIALS IS THE PROPOSED TIA SPENDING PLAN. AND THIS IS THE PART THAT'S REQUIRED BY THE TEA THAT THAT IS PART OF OUR LOCAL DESIGNATION, BUT IT'S THE ONE COMPONENT THAT THE BOARD IS REQUIRED TO APPROVE. SO FUNDS WILL BE DISTRIBUTED TO DESIGNATED TEACHERS IN THE SUMMER FOLLOWING THE DATA COLLECTION YEAR. AND WHEN WE HAVE TO SUBMIT ALL OF OUR TEETH, OUR T-TESS AND MEASURES FOR STUDENT GROWTH. THAT WAS IN THIS LAST 89TH LEGISLATIVE SESSION FROM LAST SPRING. THE TEA IS REQUIRED TO GATHER THIS INFORMATION AND DISTRICTS ARE REQUIRED TO DO A PUBLIC FORUM FOR THE BOARD TO SEE THIS ON SEAT BELTS ON SCHOOL BUSSES. SO IT WAS EFFECTIVE SEPTEMBER 1ST. THE REPORT THAT WE HAVE TO PROVIDE IS DUE TO TEA AT THE END OF MAY. TEA IS SUPPOSED TO CALCULATE THE TOTAL AMOUNT OF FINANCIAL ASSISTANCE REQUIRED TO GET EVERY DISTRICT IN FULL COMPLIANCE, SO THAT EVERY SEAT ON THE BUS HAS A THREE-POINT SEAT BELT. SO CURRENTLY BIRDVILLE ISD, WE HAVE 129 BUSSES. 34 OF THE THREE-POINT BELT BUSSES WERE PURCHASES THROUGH THE 22 BOND THAT THE BOARD PUT BEFORE US AND ALLOWED US TO PURCHASE TO UPGRADE OUR FLEET. WE HAVE 20 CURRENTLY THAT HAVE NO SEAT BELTS. THE LAP BELTS ONLY THERE'S 27. YOU CAN SEE WE HAVE 82 THAT WE'RE COMPLIANT. OUR BUS TYPES, WE HAVE 27 SPECIAL NEEDS OR THE SHORTER BUSSES, AND 20 GENERAL EDUCATION BUSSES THAT ARE NON-COMPLIANT. THE COST ANALYSIS TO RETROFIT THESE 47 BUSSES THAT ARE CURRENTLY NON-COMPLIANT, THE SPECIAL NEEDS BUSSES. IT WOULD BE $7,000. THE GENERAL EDUCATION WOULD BE $796,000, FOR A TOTAL OF $1.6 MILLION TO DO THE RETROFITTING. THE COST ANALYSIS IF WE REPLACE THE BUSSES, NOT JUST THE RETROFITTING, WOULD BE $4.3 MILLION FOR THE SPECIAL NEEDS AND 3.4 MILLION FOR THE GENERAL EDUCATION ACCORDING TO CURRENT BIDS, WHICH THOSE DO VARY EVERY YEAR. SO THE TOTAL ESTIMATED COST OF REPLACEMENT IS A LITTLE OVER $7.7 MILLION. THIS IS ALL DATA THAT WE'RE REQUIRED TO PROVIDE YOU PUBLICLY. SO WE ARE ALSO SUPPOSED TO GIVE YOU INFORMATION SO THAT YOU CAN DETERMINE IF WE HAVE COST TO DO THIS WORK. THE COST OF RETROFITTING OR REPLACING BUSSES IS CURRENTLY NOT INCLUDED IN THE DISTRICT'S ADOPTED BUDGET FOR THE 25-26 SCHOOL YEAR, AND IS NOT PROJECTED TO BE INCLUDED IN THE 26-27 SCHOOL YEAR. AS PART OF THE REQUIRED ESTIMATED COST REPORTING. THIS COMES STRAIGHT FROM THE DOCUMENTATION THAT WE RECEIVED FROM TEA. SCHOOL SYSTEMS WILL BE ABLE TO PARTICIPATE IN A GRANT OPPORTUNITY RELATED TO SEAT BELT INSTALLATION, SINCE THIS DATA BY TEA WILL NOT BE CALCULATED AND PRESENTED UNTIL NEXT JANUARY. SO WE JUST DON'T HAVE ENOUGH INFORMATION YET TO KNOW THAT. YEAH, THE STATE HAS NOT RELEASED THE GRANT INFORMATION. CURRENTLY THEY'RE IN THE DATA ANALYSIS PHASE. SO THEY'RE ASKING ALL SCHOOL DISTRICTS IN THE STATE WHO DO NOT HAVE, WHO NEED RETROFITTING TO ANALYZE THAT, TURN THAT INFORMATION INTO THE STATE. THEY WILL ANALYZE IT, COME BACK WITH A PROPOSED GRANT OPPORTUNITY. IT JUST DOESN'T MAKE MUCH SENSE TO ME. THE STATE GIVES US 1.6 MILLION. WE THEN RETROFIT 40 BUSSES AND THEN WE REPLACE 20 OF THEM.
