WE ALSO POSTED THE REQUIRED BUDGET SUMMARY ON THE BISD WEB SITE [INAUDIBLE].
BUDGETS REQUIRING BOARD APPROVAL ARE THE MAINTENANCE AND OPERATION BUDGET OR THE GENERAL FUND OR M & O.
THE INTEREST IN SINKING FUND BUDGET OR THE DEBT SERVICE FUND.
THE CHILD NUTRITION FUND AND THE ACCELERATED LEARNING BUDGET REMEDIATION FUNDS FOR AT RISK STUDENTS.

WE HAVE RECEIVED OUR PRELIMINARY TAX VALUES FROM THE TARRANT COUNTY ASSESSOR.
WE ANTICIPATE RECEIVING OUR CERTIFIED VALUES AROUND JULY 25TH.
WE HAVE A REGULAR SCHEDULED MEETING SCHEDULED FOR THE TWENTY SEVENTH, WHICH WE HOPE TO BE ABLE TO ADOPT THE TAX RATE.
AND THAT DATE COULD CHANGE BASED ON THE REQUIRED TEA TAX RATE CALCULATION.
AS YOU RECALL, THAT IS A NEW PROCESS THIS YEAR.
WE WILL BE SUBMITTING INFORMATION TO TEA STARTING JULY 15TH OR AS SOON AS WE RECEIVE OUR CERTIFIED VALUES AND THEY WILL DETERMINE THE TAX RATE THAT WE WILL BE ABLE TO ADOPT FOR MAINTENANCE AND OPERATION.
SO IF THINGS DON'T GO AS THEY ANTICIPATE, WE MAY HAVE TO DELAY THAT DATE.
BUT WE DON'T AT THIS POINT ANTICIPATE THAT HAPPENING.
IT IS A REQUIREMENT THAT OUR TAX RATE BE ADOPTED AFTER THE BUDGET, WHICH IS NOT A PROBLEM FOR US SINCE WE ARE JUNE 30TH YEAR END.
AS YOU WILL REMEMBER, SENATE BILL 2 PASSED DURING THE 86TH LEGISLATIVE SESSION ACTUALLY CHANGED SOME OF THE NAMES THAT WE'VE BEEN USED TO.
WE'VE BEEN USED TO THE EFFECTIVE TAX RATE.
IT IS NOW NAMED NO NEW REVENUE TAX RATE.
THE ROLLBACK RATE IS NO LONGER IT IS NOW THE VOTER APPROVAL TAX RATE.
THERE ARE NO MAJOR CALCULATION CHANGES RELATED TO THE TAX RATE.
THE PROPOSED TAX RATE FOR THIS BUDGET PRESENTED TONIGHT IS GOING TO BE A DOLLAR THIRTY SEVEN 17. OF THAT, NINETY FIVE SEVENTY EIGHT POINT NINE FIVE CENTS WILL BE M&O AND THE INTEREST AND SINKING TAX RATE WILL BE 41 CENTS.
THAT FINAL RATE, AS I MENTIONED EARLIER, WILL BE DETERMINED BY TEA.
HOWEVER, EVEN AT THIS RATE, IT IS STILL ONE POINT TWENTY TWO CENTS LOWER THAN THE 19-20

THE BUDGET DEVELOPMENT PROCESS INCLUDED FOR GENERAL FUND INCLUDED TWO PERCENT A.D.A REDUCTION IN TAX VALUE GROWTH PROJECTED AT FIVE PERCENT.THE NEW INITIATIVES THAT WERE PRESENTED AND APPROVED THUS FA, WE'RE INCORPORATING ONE TIME EXPENDITURES OR ONE TIME INITIATIVES AND ALSO RECURRING INITIATIVES, ONE TIME INITIATIVES TOTALING FOUR POINT SEVEN MILLION DOLLARS WERE PRESENTED AND ARE IN THE BUDGET PRESENTED TONIGHT. AND OF THAT ALMOST THREE POINT ONE MILLION WERE FUNDED WITH A 19-20 BUDGET SAVINGS, LEAVING THE ONE POINT SIX MILLION DOLLARS TO BE FUNDED WITH 2021 BUDGET.
RECURRING INITIATIVES TOTALING FOUR POINT SIX MILLION DOLLARS ARE ALSO INCLUDED IN THE BUDGET PRESENTED TONIGHT FOR A TOTAL 20 21 INITIATIVES OF SIX POINT TWO MILLION DOLLARS.
THE OTHER CONSIDERATIONS FOR THE DEBT SERVICE FUND, OF COURSE, INCLUDE THE CONSIDERATION OF THE REQUIRED ANNUAL DEBT PAYMENT THAT HAS BEEN APPROVED BY THE VOTERS PREVIOUSLY.
TAXABLE VALUE OF THE DISTRICT, WHICH WE MENTIONED EARLIER, IS ANTICIPATED AT FIVE PERCENT GROWTH AND A PROPOSED TAX RATE OF 41 CENTS.
THE CHILD NUTRITION BUDGET IS BASED ON FEDERAL REIMBURSEMENT, PRICES OF STUDENT MEALS AND NUMBERS OF STUDENTS.
THE ADMINISTRATION BELIEVES THAT THE PROPOSED 2021 BUDGET, AS PRESENTED, WILL ADDRESS ALL EDUCATIONAL AND DEVELOPMENTAL NEEDS OF THE STUDENTS OF BIRDVILLE ISD.
IT WILL PROVIDE A FAIR AND MARKET APPROPRIATE COMPENSATION FOR ALL DISTRICT EMPLOYEES AND REFLECTS A FISCALLY RESPONSIBLE BUDGET FOR CURRENT AND FUTURE YEARS.
AND THIS IS THE BUDGET GOING TO BE PRESENTED TO THE BOARD TONIGHT FOR ADOPTION.
WE ARE LOOKING AT A DEFICIT BUDGET IN THE GENERAL FUND OF EIGHT HUNDRED NINE THOUSAND DOLLARS, A PLANNED DEFICIT IN THE CHILD NUTRITION FUND OF ONE POINT SEVEN MILLION DOLLARS. AND THE DEBT SERVICE FUND RIGHT NOW IS SHOWING AN INCREASE OF ONE POINT TWO WHICH WE ANTICIPATE ONCE WE'VE HAVE FINAL NUMBERS, TO BRING FORWARD THE OPPORTUNITY FOR THE BOARD TO PREPAY SOME OF THAT OUTSTANDING DEBT TO SAVE THE TAXPAYERS ADDITIONAL FUNDS.

IN CONTINUING THE CONVERSATIONS SURROUNDING DIVERSITY, EQUITY AND INCLUSION.
ACCORDING TO THE DEMOGRAPHIC SUMMARY FOUND WITHIN BISD DISTRICT IMPROVEMENT PLAN FOR 2019 2020, AFRICAN-AMERICAN, HISPANIC AND ASIAN STUDENTS MAKE UP APPROXIMATELY 57 PERCENT OF THE STUDENT POPULATION.
ALTHOUGH THE STUDENT POPULATION HAS SIGNIFICANT PERCENTAGES OF AFRICAN-AMERICAN, HISPANIC AND ASIAN STUDENTS.
THERE ARE NO SUCH MEMBERS WITHIN THE BOARD OF TRUSTEES.
SIX WHITE MALES AND ONE WHITE FEMALE.
A SCHOOL BOARD SHOULD IDEALLY REFLECT THE DIVERSITY WITHIN THE COMMUNITY IT SERVES.
ARE THERE ANY PLANS TO INVITE, PROMOTE OR SUPPORT DIVERSITY WITHIN THE ISD BOARD OF TRUSTEES GOING FORWARD? SO THAT MINORITY STUDENTS HAVE A VOICE AND MORE REPRESENTATION? HOW ABOUT CREATING A DIVERSITY AND EQUALITY COMMITTEE TO ADVISE THE BOARD? WHAT ABOUT IMPLICIT BIAS OR DIVERSITY TRAINING? CAN YOU SHARE YOUR THOUGHTS AND OUR DETAILS FOR SUCH PLANS? OUT OF BISD'S HIGH SCHOOLS, RHS IS IN THE MIDDLE.
NOT ONLY PHYSICALLY, BUT ALSO AS THE MOST SOCIO ECONOMICALLY AND RACIALLY DIVERSE.
WE REPRESENT A CENTRAL BALANCE IN THE COMMUNITY AND HAD A WONDERFUL MASCOT, THE REBEL THAT UNIFIED US IN OUR JOURNEY.
IT WAS OUR MISSION TO BE DIFFERENT AND TO GO AGAINST THE GRAIN TO MAKE A DIFFERENCE IN THE WORLD AS MODERN DAY REBELS IN THIS RAPIDLY GLOBALIZING WORLD CENTERED ON SOCIAL MEDIA AND CONNECTION. AN UNDOCUMENTED MEXICAN IMMIGRANT PROTECTED UNDER DACA AND CHRISTIAN AND MYSELF, A ROMAN CATHOLIC DAUGHTER OF AN AMERICAN SOLDIER, FATHER AND GERMAN MOTHER.
FROM SPORTS TEAMS TO CLUBS, TO SIMPLY FRIEND GROUPS, IT IS EVIDENT THAT RICHLAND EMBODIES AND CELEBRATES THESE UNIQUE STUDENT BODIES, DEMOGRAPHICS WITH A COMMON GOAL TO STRIVE FOR EXCELLENCE, TO LEAVE THE WORLD BETTER THAN WHEN WE FOUND IT.

I DIDN'T REALIZE THIS UNTIL I ATTENDED UNIVERSITY WHEN I HEARD HIGH SCHOOL EXPERIENCES FROM ACROSS THE COUNTRY THAT STARKLY CONTRASTED FROM MY OWN.
RICHLAND HIGH SCHOOL IS VERY SPECIAL AND UNIQUE PLACE THAT FACILITATED OUR SOCIAL, EDUCATIONAL AND ATHLETIC SUCCESSES.
THE IDEOLOGY THAT WE COULD ACHIEVE WHATEVER WE SET OUR MINDS TO AND DIDN'T NEED TO FEAR BEING DIFFERENT. THIS MINDSET WAS EMBODIED IN OUR MASCOT, THE REBEL AND IN OUR UNIFIED LOVE FOR OUR SCHOOL.
NOW, WHAT DOES THAT HAVE TO DO WITH REBELS? WELL, I INTRODUCE YOU TO THE SOCIAL AND CULTURAL ATMOSPHERE OF RICHLAND HIGH SCHOOL BEFORE DELVING INTO THE DISTRICT'S POOR DECISION MAKING, THE DISTRICT BOARD HAS FAILED THE STUDENTS AND TAXPAYERS.
BETWEEN THE TIME THE LAST BOARD MEETING ON MAY TWENTY EIGHTH AND TODAY'S ON JUNE 25TH, THE DISTRICT'S BOARD MEMBERS MADE A MILLION DOLLAR DECISION.

SO THEREFORE, IN THE MIDST OF EVERYTHING THAT OUR TEACHERS WERE ASKED TO DO LAST SPRING, TRAINING THEM TO USE A NEW DIAGNOSTIC ASSESSMENT IN THE FALL INSTEAD OF USING THE CURRENT ISTATION AND FOUNTAS AND PINNELL [INAUDIBLE] WAS SEEN AS BEING TOO OVERWHELMING, ESPECIALLY SINCE BOTH OF THESE ASSESSMENTS REQUIRE A ONE TO ONE FACE TO FACE

AND SO THIS IS KNOWN AS THE DIGITAL DIVIDE, WHICH IS THE GAP BETWEEN PEOPLE WHO HAVE SUFFICIENT KNOWLEDGE OF AND ACCESS TO TECHNOLOGY AND THOSE WHO DON'T.
AND, YOU KNOW, IT IS A PROBLEM THAT MAKES IT A CHALLENGE FOR EDUCATING STUDENTS.
AND IT'S ALSO BEEN REFERRED TO AS A HOMEWORK GAP, BECAUSE THERE ARE CHALLENGES THAT STUDENTS HAVE WHEN THEY HAVE TECHNOLOGY DEFICIENT CIRCUMSTANCES, JUST WHEN TRYING TO DO THEIR ASSIGNMENTS AND THINGS OUTSIDE OF THE SCHOOL DAY.
AS YOU'LL RECALL, WE PUT TOGETHER A SURVEY EARLY ON IN THIS PANDEMIC TO REALLY TRY TO ASCERTAIN WHAT OUR STUDENTS ACCESS TO TECHNOLOGY WAS LIKE OUTSIDE THE SCHOOL DAY.
