MR. THOMAS, DID YOU RECEIVE ANY COMMENTS FOR TONIGHT'S MEETING?
>> THANK YOU, MR. MCCARTY. YES, WE DID, AND I HAVE SOLICITED THE HELP THIS EVENING, PART OF THE CABINET TO HELP WITH THIS PROCESS SINCE WE'RE LIVE, AND I WON'T BE READING THEM ALL.
DAVE LAMSY WILL BE OUR TIMEKEEPER AND KATIE BOURBON, OUR ASSOCIATE SUPERINTENDENT FOR FINANCE, AND SKIP BASKERVILLE, OUR ASSOCIATE SUPERINTENDENT FOR HUMAN RESOURCES, GOVERNANCE AND STUDENT SERVICES WILL HELP AS WELL.
I WANT TO JUST REMIND THOSE THAT MAY BE WATCHING US, BECAUSE I KNOW WE DO HAVE SOME INDIVIDUALS WATCHING US ONLINE THIS EVENING, THAT WE WILL BE READING THOSE COMMENTS THAT WE RECEIVED PRIOR TO THE 01:00 PM DEADLINE TODAY.
EVERYTHING THAT WAS RECEIVED WAS SENT TO THE BOARD AFTER ONE O'CLOCK IN ITS ENTIRETY.
[NOISE] SO IF WE DON'T GET THROUGH THE THREE-MINUTE TIME LIMIT, THAT'S WITHIN THE BOARD POLICY, IT'S NOT THAT THE BOARD'S NOT SEEING IT.
AGAIN, THE BOARD DID SEE YOUR COMMENTS THAT WERE SUBMITTED IN THEIR ENTIRETY.
LET ME BEGIN WITH MY FIRST ONE THIS EVENING.
THE FIRST CAME FROM AUGUST SWAN.
IT SAYS, "WHAT RECOMPENSE IS PROPOSED FOR PARENTS UNABLE TO PROVIDE TECHNOLOGY NECESSARY TO PARTICIPATE IN DISTANT LEARNING? WHAT RECOMPENSE IS PROPOSED FOR PARENTS OF YOUNG CHILDREN WHO CANNOT MANAGE THEMSELVES AT HOME DURING NORMAL SCHOOL HOURS? FOR BOTH THIS LATE START TO FALL AND SPRING OF 2020, WHEREIN PARENTS WHO COULD NOT STAY HOME WITH THEIR YOUNG CHILDREN WERE FORCED TO SPEND FROM THEIR BUDGET TO ENROLL THEIR CHILDREN IN SOME FORM OF CHILDCARE.
WHILE THE REPORTING OF POSITIVE TESTING INCREASINGLY EXPONENTIALLY IS TO BE EXPECTED WITH THE OVERALL ABUNDANCE OF TESTING, WHY IS THE SCHOOL BOARD NOT LOOKING AT THE ACTUAL NUMBERS REGARDING DEATH, DEATH RATE, AND OPENING AS USUAL? HAS THE SCHOOL DISTRICT EVER CLOSE FOR THE FLU SEASON? THE ANSWER IS NO.
HAS ANYONE CONSIDER USING VACANT BUILDINGS, AN EXAMPLE MIDDLE SCHOOLS AND HIGH SCHOOLS TO DIVIDE THE ELEMENTARY AGED STUDENTS INTO MORE CLASSROOMS TO ALLOW FOR THE ALTERNATIVE TO REMAIN CLOSED, SIX FEET OF SEPARATION? I EXPECT THIS E-MAIL MALE TO BE ASKED AND ANSWERED IN MY ABSENCE, AND I WILL BE OBSERVING REMOTELY.
THANK YOU FOR YOUR CONSIDERATION." THE NEXT COMMENT CAME FROM TODD DIAL.
IT SAYS, "I AM A TEACHER OF ENGLISH II AT HALTON HIGH SCHOOL.
I WOULD LIKE TO EXPRESS MY CONCERNS ABOUT RETURNING TO WORK ON CAMPUS WHEN THE SCHOOL YEAR BEGINS.
MY CONCERN COMES DOWN TO SIMPLY MY FAMILY.
MY SON TEDDY IS FOUR YEARS OLD.
HE WAS BORN WITH A DOUBLE AORTIC ARCH AND HAS A VASCULAR RING OR AN EXTRA BLOOD VESSEL THAT WRAPS AROUND HIS TRACHEA AND THE ESOPHAGUS.
IT SOON BECAME HARD FOR HIM TO BREATHE AND EAT, AND AT THREE MONTHS OLD, HE HAD HEART SURGERY TO BREAK THE VASCULAR RING.
TODAY HE IS DOING VERY WELL, GROWING LIKE CRAZY, AND HE LOVES TO EAT, BUT HE STILL SEES A PULMONOLOGIST TWICE A YEAR AND TAKES HIS MAINTENANCE INHALER TWICE A DAY.
WHEN HE GETS COLD OR SICK, HE NEEDS EXTRA STEROIDS AND MEDICINE TO REGULATE HIS BREATHING.
WHILE THE E-MAIL FROM DR. CLARK RECOMMENDS WE FIND A SAFE AND SECURE PLACE FOR OUR CHILDREN, FOR MY BOY, I BELIEVE THE SAFEST PLACE FOR HIM IS AT HOME, WHERE WE CAN CONTROL THE FACTORS INVOLVED IN HIS RISK AND EXPOSURE.
PERHAPS DOWN THE LINE, WE WILL RE-EVALUATE THIS, BUT WITH A RECORD NUMBER OF CASES OF THE VIRUS REPORTED YESTERDAY IN [INAUDIBLE] COUNTY, SENDING MY SON TO DAYCARE IS SIMPLY NOT WORTH THE RISK.
[00:05:04]
OUR CLOSEST RELATIVES LIVE THREE HOURS AWAY AND ARE IN THEIR 70S SO HAVING THEM CARE FOR TEDDY IS NOT REALISTIC EITHER.BECAUSE OF THESE CONSIDERATIONS REGARDING MY SON, I REQUEST MY PRINCIPAL TO LET ME WORK FROM HOME FOR ALL OR PART OF THE WEEK.
MY WIFE IS A TEACHER TOO IN HUB SO WE ARE WAITING TO HEAR THEIR DECISION.
I WOULD APPRECIATE ANY HELP THE BOARD CAN OFFER HELP ME KEEP MY SON AND FAMILY SAFE DURING THIS EPIDEMIC.
WHILE I UNDERSTAND THE URGENCY OF A RETURN TO CAMPUS, IT IS NOT WORTH RISKING MY SON'S LIFE WHEN MY PROFESSIONAL TEACHING DUTIES CAN BE DONE VIRTUALLY FROM HOME, AS IT WAS LAST YEAR.
THANK YOU AND STAY SAFE." THE NEXT E-MAIL COMES FROM SARAH LUNA, ENGLISH IV, HALTON HIGH SCHOOL.
SHE WROTE, "BIRDVILLE ISD BOARD, I WAS SHOCKED AND SADDENED TO FIND OUT THAT BIRDVILLE ISD IS REQUIRING TEACHERS TO TEACH FROM SCHOOL INSTEAD OF PROVIDING THE SAFER OPTION OF TEACHING FROM HOME.
THIS DISHEARTENING ANNOUNCEMENT SHOWS THAT TEACHERS HEALTH AND SAFETY ISN'T AS IMPORTANT AS THE STUDENTS.
THE ISD HAS TAKEN AWAY MY ABILITY TO PROTECT MY HEALTH AND SAFETY.
I HAVE BEEN FOLLOWING THE STRINGENT CDC GUIDELINES SINCE MARCH WHEN CASES OF COVID WERE RELATIVELY LOW.
I WEAR A MASK EVERYWHERE I GO.
I DON'T ATTEND PARTIES OR GO OUT TO EAT.
I CAN CONTROL WHAT I DO AND MAINTAIN DILIGENT IN MY EFFORTS TO PROTECT MYSELF FROM OTHERS AND OTHERS FROM ME.
HOWEVER, AS WE KNOW, MANY PEOPLE AREN'T TAKING THIS SERIOUSLY.
THEY ATTEND LARGE GATHERINGS, AVOID WEARING MASK AT ALL COSTS, AND ARE NOT PRACTICING THE GUIDELINES THAT PROTECT OTHERS.
THERE ARE EMPLOYEES IN BIRDVILLE THAT FALL INTO THIS CATEGORY.
BY REQUIRING ME TO TEACH FROM SCHOOL, YOU'RE EXPOSING ME TO OTHERS WHO MAY HAVE BEEN INFECTED, SYMPTOMATIC OR NOT.
I KNOW WHAT I DO AND THE PRECAUTIONS I TAKE.
I DO NOT KNOW WHAT OTHER EMPLOYEES ARE DOING.
I DO NOT GIVE BLIND FAITH THAT I WILL BE SAFE AT SCHOOL SIMPLY BECAUSE I'M BEING TOLD I WILL BE.
I UNDERSTAND TEACHERS ARE BEING ALLOWED TO WORK FROM HOME ON A CASE-BY-CASE BASIS.
THESE EMPLOYEES WILL BE ABLE TO PROTECT THEMSELVES FROM OTHERS BECAUSE OF THEIR PREEXISTING CONDITIONS.
BUT WHAT IS THE ISD'S DEFINITION OF A QUALIFYING PREEXISTING CONDITION? IS THERE A BOARD OF MEDICAL PROFESSIONALS THAT WILL BE MAKING THAT DECISION? WHAT IS THE STANDARD PROCESS FOR DECIDING WHO QUALIFIES OR WILL THE DECISION BE LEFT SOLELY TO THE INDIVIDUAL PRINCIPALS WHO HAVE NO PROFESSIONAL MEDICAL DEGREE? WILL MY ASTHMA QUALIFY ME AS ONE OF THOSE CASES OR AM I OUT OF MY LUCK BECAUSE MY ABILITY TO BREATHE ISN'T SERIOUS ENOUGH? AS MY EMPLOYER, YOU'RE REQUIRED TO PROVIDE A SAFE ENVIRONMENT FREE OF HAZARDS FOR ALL EMPLOYEES, NOT JUST THOSE WHO ARE SPECIAL CASES.
TEACHERS WILL BECOME SERIOUSLY ILL. TEACHERS WILL BE PUT IN VENTILATORS.
TEACHERS WILL END UP WITH SERIOUS LUNG DAMAGE DUE TO THE CATCHING OF THIS VIRUS AT SCHOOL, TEACHERS WILL DIE.
I'M NOT OKAY WITH THAT, AND ABSOLUTELY NOBODY ELSE SHOULD BE, ESPECIALLY THE ISD".
MY LAST COMMENT THAT I'M READING THIS EVENING CAME FROM A K. SWAN.
IT SAYS, "BASED ON THE COUNTY'S MANDATE THAT IN-PERSON LEARNING WILL NOT START UNTIL SEPTEMBER 28, WHAT CHANGES WILL BE MADE TO ONLINE LEARNING TO ENSURE IT IS NOT A COMPLETE DERELICT OF THE STATE'S DUTY TO EDUCATE OUR CHILDREN LIKE THE TRAVESTY THIS SPRING? CAN YOU CONFIRM THAT STUDENTS WILL RECEIVE A FULL DAY OF LIVE INSTRUCTION FROM THEIR TEACHERS WITH THE OPPORTUNITY TO INTERACT AND ASK QUESTIONS? ADDITIONALLY, HOW DOES THE DISTRICT PROPOSE TO DISTRIBUTE COMPUTERS AND BOOST INTERNET BANDWIDTH TO SUPPORT MULTIPLE STUDENTS SIMULTANEOUSLY LEARNING AT HOME, WHILE PARENTS ARE ALSO WORKING REMOTELY?" [NOISE]
>> MY FIRST COMMENT IS FROM AH. GOOD AFTERNOON.
I WANT TO SUBMIT SOME QUESTIONS TO SEE IF THESE IDEAS HAVE BEEN CONSIDERED OR ADDRESSED AHEAD OF THE UPCOMING SCHOOL YEAR.
IF WHEN THE TRANSITION IS MADE TO FACE-TO-FACE INSTRUCTION.
FIRST OF ALL, EXACTLY WHAT KIND AND HOW MUCH PPE WILL STUDENTS AND STAFF MEMBERS HAVE AVAILABLE TO THEM? IS ANY OF THAT EQUIPMENT EXPECTED TO BE REUSED AND IF SO,
[00:10:01]
WHOSE RESPONSIBILITY IS IT TO MAINTAIN THAT EQUIPMENT? SECOND, WHAT DECISIONS HAVE BEEN MADE REGARDING ARRIVAL AND DISMISSAL FROM SCHOOLS? WILL STUDENTS AND STAFF MEMBERS RECEIVE ANY KIND OF TESTING? IF SO, HOW FREQUENTLY AND WHO WILL INCUR THE COST ASSOCIATED WITH THAT? THIRD, WHAT HAS BEEN DECIDED, IF ANYTHING, REGARDING HOW STUDENTS WILL TAKE PART IN SPECIALS EXAMPLE PE, WILL STUDENTS CONTINUE TO GO TO A DIFFERENT CLASSROOM SETTING FOR THAT? IF SO, WHAT ARE THE EXPECTATIONS FOR STUDENTS AND STAFF MEMBERS TO STAY HEALTHY? FORTH, IT APPEARS THAT IN THE CASE OF A STAFF MEMBER OR STUDENT BEING SUSPECTED OF HAVING SYMPTOMS OF COVID-19, THAT THE STAFF AND STUDENTS THAT WORK TOGETHER WILL BE SENT HOME TO CONFIRM THE DIAGNOSIS.IS THAT IN FACT THE CASE? IN ADDITION, IF THAT STAFF MEMBER OR STUDENT IS CONFIRMED TO HAVE THE VIRUS, WILL EVERYONE IN THAT GROUP BE REQUIRED TO CONTINUE STUDYING AND WORKING FROM HOME FOR 14 DAYS? ON A FINAL NOTE WITH REGARD TO THIS QUESTION, WE'LL ALLOWANCES BE MADE IF THIS SHOULD OCCUR MORE THAN ONCE DURING THE SCHOOL YEAR? IN OTHER WORDS, ONE STUDENT OR STAFF MEMBER IS CONFIRMED HAVE THE VIRUS AND EVERYONE IN THAT EXPOSED GROUP STAYS HOME FOR 14 DAYS, AND THEN ONE MONTH LATER ANOTHER PERSON IS CONFIRMED TO BE ILL, AND ANOTHER 14 DAYS REQUIRED FOR QUARANTINE FOR THAT SAME GROUP.
FIFTH, REGARDING SUBSTITUTE TEACHERS, HOW MANY DOES THE DISTRICT CURRENTLY HAVE CONFIRMED TO WORK DURING THE UPCOMING SCHOOL YEAR AND WHAT WILL BE DONE IF NO SUBSTITUTE IS AVAILABLE, BUT A STAFF MEMBER IS ENABLED TO WORK WITH A GROUP OF STUDENTS FOR ALL OR PART OF A DAY OR POTENTIALLY FOR AN EVEN LONGER PERIOD OF TIME? THANK YOU FOR TAKING THE TIME TO REVIEW THESE QUESTIONS AND CONSIDER HOW BEST TO HAVE A SUCCESSFUL YEAR.
THE NEXT ONE IS FROM JENNIFER B.
THE EDUCATION SYSTEM IS SO WORRIED ABOUT CHILDREN AND STUDENTS BEING BEHIND, BUT HOW ARE TEACHERS BEING HELD ACCOUNTABLE TO PROVIDE EDUCATION? I HEAR SO MUCH PRESSURE ON PARENTS, ESPECIALLY WHOM ARE BOTH WORKING WITH MULTIPLE CHILDREN WITH FINANCIAL INSTABILITIES.
HOWEVER, TEACHERS ARE BEING ABLE TO WORK ON CAMPUS, YET STILL TAKE THEIR OWN CHILDREN, EVEN THOUGH ADVISE NOT TO STILL GETTING A FULL PAYCHECK.
THIS IS NOT THE CASE FOR MANY OTHER FAMILIES IN PROFESSIONS.
I UNDERSTAND NO SITUATION IS PERFECT.
YET MANY WOULD LOVE TO GO TO WORK AND TAKE THEIR KIDDOS.
MANY OF US HAVE NUMEROUS QUESTIONS AND STILL HAVE TO RECEIVE GUIDANCE OR DIRECTION.
YET WE ARE BEING GIVEN A SHORT DEADLINE TO REGISTER WITHOUT ANSWERS OR INFORMATION.
HOW IS THE DISTRICT PLANNING TO ACCOMMODATE THESE FAMILIES WHO CANNOT FEASIBLY BE ON AT CERTAIN TIMES, PAY SOMEONE TO ASSIST THEIR KIDS WITH LEARNING FOR LONG PERIODS OF TIME? THANK YOU IN ADVANCE.
MY FINAL ONE THIS EVENING IS HEATHER MURPHY FROM MIDDLE SCHOOL CLINICAL MENTAL HEALTH COUNSELING.
AS A MEMBER OF THE VERBAL IST COMMUNITY, I BELIEVE IT'S IMPORTANT TO ADDRESS THE PLAN TO REQUIRE ALL TEACHERS TO WORK ON CAMPUS WHEN SCHOOL STARTS AUGUST 17TH.
PER DOCTOR BROWN STATEMENT TO FACULTY AND STAFF ON JULY 22ND, 2020, I HAVE SERIOUS CONCERNS.
MY PRIMARY CONCERN IS THAT THE TEA DIRECTIVES ARE BEING MISCONSTRUED AND A SEPARATE AGENDA IS BEING FORCED UPON FACULTY, STAFF AND THEIR FAMILIES.
THE TEA INSTRUCTIONS DID NOT STATE THAT TEACHERS ARE REQUIRED TO WORK ON CAMPUS.
IT IS SAID THAT DISTRICTS HAVE THE RESPONSIBILITY TO WORK WITH TEACHERS WHO HAVE A HEALTH CONDITION, A CHILD IN SCHOOL, OR ANOTHER CONCERN THAT WOULD PROHIBIT THEM FROM BEING ON CAMPUS SAFELY FULL-TIME.
IF A TEACHER HAS THE APPROPRIATE TECHNOLOGY AT HOME TO INSTRUCT AND DOCUMENT STUDENTS PROGRESS WITH FIDELITY, HE OR SHE SHOULD BE ALLOWED TO DO SO, TO FURTHER MITIGATE RISK AND THE DISTRICT IS TO PROVIDE THE TEACHERS WITH THE NECESSARY SUPPORT.
ADDITIONALLY, DR. BROWN STATED THAT TEACHERS FOUND SAFE AND RELIABLE CHILD CARE FOR THEIR CHILDREN DURING SCHOOL HOURS.
THIS OBTUSE STATEMENT SHOWS THAT DR. BROWN AND THE BOARD DOES NOT UNDERSTAND THE FINANCIAL BURDEN AND EMOTIONAL STRAIN TEACHERS WILL FACE.
CHILDCARE IS NOT LIMITED AND IF IT WAS SAFE TO SEND CHILDREN TO DAY CARE FACILITIES, TEAR AT COUNTY OFFICIALS WOULD NOT HAVE CLOSED SCHOOLS FOR THE FORESEEABLE FUTURE.
OUR FAMILIES HAVE ENDURED JOB LOSS, SALARY LOSS, AND OTHER STRUGGLES AND ARE NOW DAUNTED WITH FINDING APPROPRIATE FULL-TIME CHILDCARE AT OUR EXPENSE.
TEACHER, ADMINISTRATOR, AND DISTRICT PERSONNEL SALARIES ARE POSTED ONLINE AND IT'S CLEAR WHO WILL SUCCUMB TO THE EXTREME COSTS OF SAFE, RELIABLE CHILDCARE.
AT THE SAME TIME, DR. BROWN STATEMENT IMPLIES THAT TEACHERS CHILDREN ARE NOT CONSIDERED VALUABLE MEMBERS OF THE COMMUNITY AND THEREFORE DO NOT NEED [NOISE] TO BE PROTECTED BY THE HEALTH OFFICIALS ORDERS.
IT'S PERMISSIBLE FOR OTHER PEOPLE'S CHILDREN TO LEARN SAFELY FROM THEIR HOME, BUT NOT TEACHERS CHILDREN.
THE BOARD'S LOGIC IS FLAWED AND DANGEROUS TO THE VARIOUS STAFF THAT YOU CLAIM YOU'RE TRYING TO PROTECT.
IMAGINE HOW INEFFECTIVE A TEACHER WILL BE IF HE OR SHE IS STUCK ON A CAMPUS, WHILE THEIR CHILD IS EXPOSED TO DOZENS OF OTHERS AT DAY CARE.
THEN IMAGINE THAT TEACHER BEING FORCED TO SPEND AN ADDITIONAL FIVE OR SIX HOURS EVERY NIGHT TRYING TO GET THAT CHILD TO DO HOMEWORK THAT COULDN'T BE COMPLETED WHILE AT DAY CARE.
THE QUALITY OF WORK WILL DECLINE AND GO AGAINST THE VERY METRICS YOU COUNT METICULOUSLY EVERY GRADING PERIOD AND DESPERATELY NEED IN ORDER TO RECEIVE FUNDING FROM TEA.
YOU STATE THAT SCHOOLS WILL HAVE BETTER TECHNOLOGY AND RESOURCES ON CAMPUS, AND THEREFORE, IT'S BETTER FOR TEACHERS TO NOT PROVIDE INSTRUCTION FROM HOME.
FOR THE RECORD, MY DISTRICT PROVIDED TECHNOLOGY IS ANTIQUATED AND ALL MY CURRICULUM CONTENT IS DIGITAL.
[00:15:02]
HAVE YOU CONSIDERED ALL GRADE-LEVEL TEACHERS WHO SPENT YEARS PARTICIPATING IN THE BLENDED LEARNING GRANT? WE WORKED DILIGENTLY TO CONVERT OUR CURRICULUM SO THAT IT CAN BE ACCESSED FROM ANY MOBILE DEVICE.FOR THE RECORD, MY HUSBAND ISN'T ESSENTIAL EMPLOYEE WHO WORKS IN TELECOMMUNICATIONS.
I'M FORTUNATE THAT OUR HOME IS OUTFITTED WITH BETTER INTERNET AND COMPUTERS THAN THE DISTRICT CAN PROVIDE.
THE DISTRICT ALSO GAVE ALL TEACHERS UNLIMITED ACCESS TO GOOGLE DRIVE TO STORE DIGITAL FILES, AND WE HAVE DIGITAL LEARNING SPECIALISTS TO HELP US WITH ANY QUESTIONS AND PROVIDE US WITH ASSISTANCE IS NEEDED EVEN REMOTELY.
MY CAMPUS TEAM HAS SPENT YEARS IN TRAINING AND IMPLEMENTING BLENDED LEARNING AND HAVE DONE OUR DUE DILIGENCE TO PROVIDE THE RELEVANT. OKAY.
>> THIS EMAIL STARTS OUT WITH HOW DO I ACCESS THE MEETING AND HERE ARE MY QUESTIONS.
IF ANYONE IN THE SCHOOL CONTRACTS COVID-19, WHAT WILL THE PROTOCOLS BE? WHAT WILL LUNCH LOOK LIKE FOR ELEMENTARY STUDENTS? WHAT WILL JIM, MUSIC AND PLAYGROUND TIME LOOK LIKE? WILL CHILDREN UNDER 10 BE FORCED TO WEAR A FACE MASK OR SHIELDS? HOW CAN CHILDREN UNDER 10 BE EXPECTED TO SOCIAL DISTANCE, AND WHAT MEASURES WILL BE TAKEN? IF GOVERNMENT COMES OUT WITH A VACCINE, IS THIS SOMETHING THAT A SCHOOL WILL OFFER OR REQUIRE? WHAT WILL ONLINE TEACHING LOOK LIKE, UNTIL WE HAVE FURTHER INSTRUCTION FOR FACE-TO-FACE SETTINGS AVAILABLE? WHAT IS EXPECTED OF WORKING PARENTS FOR ONLINE SCHOOLING? WILL THERE'LL BE FLEXIBILITY IN DEADLINES, OR ONLINE SCHOOLING BE GRADED AS NORMAL FACE-TO-FACE INTERACTION WITH A NUMERICAL GRADE? WILL TEACHERS HAVE MORE INPUT ON ONLINE CLASSES OR TEACH REMOTELY DURING THE DAY? WHAT WILL ATTENDANCE LOOK LIKE SINCERELY? [INAUDIBLE] THERE IS NO REASON THAT TEACHERS COULD NOT DO AT MINIMUM OF 30-45 MINUTES OF ACTUAL LIVE STREAM TEACHING PER DAY, THEN HAVE A Q&A IMMEDIATELY FOLLOWING.
THIS IS HOW THE STUDENTS WILL ENGAGE AND ACTUALLY LEARN, RATHER THAN JUST CONSTANTLY WATCHING VIDEOS.
BEING ON TECHNOLOGY CONSTANT OR EVEN INCREASED AMOUNT OF HOURS IS NOT HEALTHY, ESPECIALLY FOR ELEMENTARY, FOR THE MIND, EYES, AND ERGONOMICS.
I'M OKAY WITH THE MINIMAL, BUT PRINTABLE WORKSHEETS THAT CORRESPOND WITH THE CONTENT NOT DISTRICT PROVIDED BUT WHAT THE ACTUAL TEACHER TEACH IN THE CONTENT.
I UNDERSTAND ASYNCHRONOUS FOR THOSE UNABLE TO ATTEND DUE TO SCHEDULE CONFLICTS, ET CETERA, HOWEVER, WHY ARE THERE NOT PLANS FOR SYNCHRONOUS LESSONS FOR THE MAJORITY ABLE TO LEARN LIVE STREAM THAT COULD FOLLOW ALONG WITH PENCIL AND PAPER.
THANK YOU IN ADVANCE, THAT E-MAIL IS FROM CAMPBELL CONNOR.
THE NEXT ONE. "DEAR DR. BROWN CABINET MEMBERS AND BOARD OF TRUSTEES.
FIRST, I WANT TO ACKNOWLEDGE THE DIFFICULT POSITION YOU'RE IN WITH EVERYTHING GOING ON AND ALL OF THE CHANGES THAT ARE HAPPENING LITERALLY MINUTE BY MINUTE.
I'M PERSONALLY VERY HAPPY WITH THE DECISION WAS MADE TO GO BACK TO SCHOOL ONLINE ONLY FOR THE FIRST SIX WEEKS TO KEEP THE HEALTH AND SAFETY OF THE TEACHERS, STAFF, AND STUDENTS THE TOP PRIORITY.
THAT BEING SAID, I DO HAVE SEVERAL CONCERNS I ASK THAT YOU CONSIDER.
ONE CONCERN IS THAT PARENTS HAVE RECEIVED VERY LITTLE INFORMATION ABOUT WHAT THIS IS GOING TO LOOK LIKE SO WE CAN BEGIN TO MAKE ARRANGEMENTS WITH OUR WORK SCHEDULES, ET CETERA.
ANOTHER CONCERN IS THAT THE ONLY EXPERIENCE WE HAVE TO GO ON TO PICTURE WHAT THIS MAY LOOK LIKE IS HOW ONLINE LEARNING WAS CONDUCTED IN THE SPRING.
IT HAS BEEN SAID THAT THE ONLINE LEARNING WILL BE MORE ROBUST LEARNING THAT WAS CONDUCTED THIS TIME AROUND.
HOWEVER, THERE HAD BEEN ABSOLUTELY NO DETAILS PROVIDED EXCEPT DURING THE LAST BOARD MEETING, IT WAS STATED THAT THE DISTRICT HAS ADOPTED THE ASYNCHRONOUS, SELF-PACED COURSES WITH INTERMITTENT TEACHER INSTRUCTION VIDEOS AND PREASSIGNED WORK LEARNING MODEL AS OUTLINED BY THE TEA.
I HAVE EXTREME CONCERNS REGARDING THIS APPROACH.
I FEEL VERY STRONGLY THAT STUDENTS NEED THE REAL-TIME TEACHER SUPPORTED WORK, AS WELL AS THE ABILITY TO ASK QUESTIONS AND INTERACT WITH OTHERS IN THE CLASS IN REAL-TIME THAT IS OUTLINED IN THE SYNCHRONOUS MODEL.
I'M CONCERNED THAT WITHOUT THE ABILITY TO INTERACT WITH THE TEACHER AS ASYNCHRONOUS MODEL SUGGESTS, STUDENTS WOULD NOT BE SET UP FOR SUCCESS, NOT ONLY THIS SCHOOL YEAR, BUT THEIR FUTURE EDUCATION AS WELL.
I'M HOPING YOU WILL RECONSIDER THE APPROACH TO AT LEAST ALLOW FOR A FEW HOURS A DAY FOR SYNCHRONOUS LEARNING.
THIS WILL BETTER SIMULATE THE EXPERIENCE THAT CHILDREN WOULD HAVE IN PERSON.
IT WILL ALLOW ON SOME LEVEL FOR THE STUDENTS TO BUILD A RELATIONSHIP WITH THEIR TEACHERS AS WELL AS HOPEFULLY SOME OF THE STUDENTS IN THEIR CLASS SO THAT WHEN THEY ARE ABLE TO SAFELY RETURN TO SCHOOL CAMPUSES, ALL RELATIONSHIPS WILL NOT BE STARTING FROM SCRATCH.
[00:20:02]
I HAVE FAITH IN THE TEACHERS THAT THEY WILL ABSOLUTELY DO THEIR BEST THEY CAN AND WONDERFUL CREATIVE IDEAS ABOUT HOW TO MAKE THIS WORK AS WELL, HOW TO MAKE SURE THE STUDENTS RECEIVE THE INSTRUCTION THEY NEED.BUT I ASK YOU TO PLEASE CONSIDER ADDING TO AT LEAST SOME SYNCHRONOUS INSTRUCTION FOR YOUR MODEL THIS FALL.
IN ADDITION, I ASK YOU PLEASE COMMUNICATE ANY DETAILS YOU HAVE SO THAT PARENTS CAN CAN BEGIN TO PREPARE.
THANK YOU FOR YOUR CONSIDERATION.
SINCERELY, JENNIFER BROOKES." NEXT E-MAIL IS TO THE BOARD.
"THIS SUMMER I'VE BEEN ANXIOUS ABOUT THE START OF THE COMING SCHOOL YEAR, BUT TOOK SOLACE IN THE BELIEF THAT BIRDVILLE, ALL OF IT'S DISTRICTS WOULD DO WHAT IS IN THE BEST INTERESTS OF THE FACULTY AND STAFF WHO HAVE DEDICATED THEMSELVES TO THE DISTRICT.
INSTEAD, I RECEIVED AN E-MAIL THIS AFTERNOON STATING THAT WE WILL BE EXPECTED TO RETURN TO OUR CLASSROOMS TO TEACH VIRTUALLY.
AFTER MONTHS OF AVOIDING AS MUCH HUMAN INTERACTION AS POSSIBLE, MY CHILDREN DIDN'T HAVE THEIR BIRTHDAY PARTIES.
I WILL NOW BE EXPECTED TO WORK IN ONE POORLY VENTILATED BUILDING FOR EIGHT HOURS A DAY WITH OVER 300 OTHER PEOPLE.
THIS NOT ONLY PUTS ME AT RISK, BUT ALSO MY CHILDREN, PARTNER, AND MY 86 AND 88 YEAR OLD GRANDPARENTS WHO I HELP CARE FOR.
TO SAY THAT I WAS DISAPPOINTED IN THIS DECISION WOULD BE AN UNDERSTATEMENT, BETRAYED WOULD BE A BETTER WORD.
NOT ONLY DO I FEEL BETRAYED AS A TEACHER WHO PUT HER TRUST IN YOU, BUT AS A TAX PAYER.
THE DECISION TO RUN ELECTRICITY IN AN HVAC FOR A BUILDING LESS THAN A QUARTER FULL FOR SIX WEEKS IS FISCALLY IRRESPONSIBLE.
WE KNOW WE ARE LOOKING AT BUDGET CUTS AND THE MONEY COULD BE PUT TO BETTER USE BY PURCHASING EXTRA HOTSPOTS AND TECHNOLOGY FOR OUR STUDENTS.
ADDITIONALLY, THE E-MAIL WE RECEIVED SEEMS TO IMPLY THAT THIS IS A MANDATE WHICH COMES FROM TEA, THIS IS NOT THE CASE.
TEA GUIDELINES UNDER THE STAFFING SECTION STATES, ''HOWEVER, SCHOOL SYSTEMS SHOULD WORK WITH TEACHERS AND OTHER STAFF TO ENSURE THE SAFETY OF STUDENTS, TEACHERS, AND STAFF.
THIS COULD INCLUDE THOSE STAFF, INCLUDING TEACHERS, WHO MAY FULFILL THEIR DUTIES REMOTELY TO DO SO.'' THERE ARE SEVERAL DISTRICTS WHO HAVE OPTED TO ALLOW TEACHERS TO EITHER CHOOSE TO WORK FROM THEIR CLASSROOMS OR FROM HOME OR WHICH HAVE SAID TEACHERS CANNOT COME AT ALL.
THESE DISTRICTS INCLUDE RICHARDSON, ARLINGTON, PLANO, FORT BEND ISD, HAYS CONSOLIDATED, CHANNELVIEW, PFLUGERVILLE, HIDALGO, SPRING ISD, AND MANY OTHERS.
BIRDVILLE CAN CHOOSE TO BE ABLE TO HAVE TEACHERS WORK FROM HOME AS WELL.
LAST SPRING WE WERE ABLE TO PROVE THAT POINT, THAT WE PROVED THAT WE CAN WORK JUST AS HARD FOR OUR HOME OFFICES AS WE WOULD AT SCHOOL.
WE QUITE POSSIBLY WORKED EVEN HARDER LAST SPRING BECAUSE WE HAD TO CREATE A VIRTUAL LEARNING ENVIRONMENT WHEN IT WAS NOT SOMETHING WE HAD BEEN TRAINED TO DO.
WE MUST HAVE THE ABILITY TO DO THAT AGAIN FOR OUR HEALTH AND THE HEALTH OF OUR FAMILIES.
THANK YOU, COURTNEY BOWDEN." [BACKGROUND]
NOW, PRESENTATIONS TO THE BOARD.
[F1. 2018 Bond Oversight Committee Quarterly Report [Chair, Bond Oversight Committee]]
THE 2018 BOND OVERSIGHT COMMITTEE QUARTERLY REPORT, MR. THOMAS.>> WE'RE SAYING THAT WE HAVE [INAUDIBLE] [NOISE]
>> PRESIDENT MCCARTY, MEMBERS OF THE BOARD, DR. BROWN, CABINET.
THE BOND OVERSIGHT COMMITTEE MET VIA ZOOM ON JULY 20TH PER OUR REGULARLY SCHEDULED MEETING.
WE WERE APPRISED OF DETAILS CONCERNING FINANCIAL, CONSTRUCTION, AND TECHNOLOGY PROGRESS WITHIN THE CURRENT BOND PROJECTS.
FINANCIAL. THE CONSTRUCTION MARKET HAS REMAINED STABLE IN MOSTLY FAVORABLE FOR BISD.
[NOISE] THE MASTER BUDGET SUMMARY SHOW THAT WE ARE WORKING AND SPENDING WITHIN OUR BUDGET.
SOME UNEXPECTED HVAC UPDATES REPLACEMENTS HAVE REQUIRED A DIP INTO THE CONTINGENCY MONEY, BUT IT KEEPS THE BOND WITHIN ITS AGREED PARAMETERS AND PREPARES OUR FACILITIES BETTER FOR WHATEVER SCHOOLING SCHEDULED COVID-19 MIGHT REQUIRE.
THE TECHNOLOGY BUDGET SUMMARY IS EQUALLY IN STEP WITH THE 2018 BOND PLANS.
CONSTRUCTION. MOST OF OUR CONSTRUCTION PROJECTS HAD MOVED FORWARD WITH LITTLE TO NO DELAY DURING THE PANDEMIC OF COVID-19.
THE CONTROLLED ENTRY VERSETABLES ARE UNDERWAY AT 15 CAMPUSES, SIX CRITICAL ENTRY WAYS ARE CLOSE TO COMPLETION WHILE THE OTHER NINE ARE EXPECTED TO BE COMPLETED BEFORE SCHOOL BEGINS IN PERSON.
THE ROOFING PROJECT COVERING THE NORTH BRIDGE MIDDLE SCHOOL KITCHEN AND THE FULL REPLACEMENT OF THE ROOF AT BIRDVILLE HIGH SCHOOL ARE COMPLETE.
[00:25:01]
THE SMITHFIELD MIDDLE SCHOOL GYM IS IN PROGRESS, ALTHOUGH BEHIND IN SCHEDULE.THE CONSTRUCTION TEAM HAS CREATED AND ARE FOLLOWING A RECOVERY PLAN TO GET BACK ON TRACK.
THEIR COMPLETION GOAL IS NOW LATE AUGUST TO EARLY SEPTEMBER.
THE ALREADY APPROVED HVAC PROJECTS ARE EITHER UNDERWAY DELAYED OR COMPLETE.
HALTON AND RICH LYNN MIDDLE SCHOOL BUILDINGS ARE PROGRESSING, AS WELL AS CHENEY HILLS ELEMENTARY.
THE PEDESTRIAN BRIDGE PROJECT IN SMITH BUILD ELEMENTARY.
HALTON AND RICH LYNN MIDDLE SCHOOLS HAVE FOUNDATIONS, MASONRY, AND STEEL WORK IN PROGRESS.
THE BRIDGE PROJECT HAS PAVING AND SUPPORTS IN PROGRESS, AND CHENEY HILLS ELEMENTARY AND SMITH HILL ELEMENTARY HAVE FOUNDATION AND MASONRY WORK IN PROGRESS.
AT THIS TIME, ALL PROJECTS ARE STILL HOLDING TO THEIR SUMMER 2021 COMPLETION.
RECOGNIZING IN THE NEED TO PREPARE OUR SCHOOLS FOR THE POSSIBILITY OF YEAR-ROUND SCHOOL OR MANY OTHER OPTIONS DUE TO COVID-19 SCHEDULING.
DONNI BROWN GAVE US AN IN-DEPTH DESCRIPTION OF FACILITIES, OUR CURRENT GEOTHERMAL AIR CONDITIONING SYSTEMS TO BOTH HALTON AND BIRDVILLE HIGH SCHOOL.
BOTH HAVE BEEN RANKED AS NUMBER 1 AND NUMBER 2 PROJECTS IN ORDER OF IMPORTANCE.
[NOISE] BOTH GEOTHERMAL SYSTEMS ARE OVER 20 YEARS OLD AND NEITHER WORKS WELL DURING THE HOT SUMMER MONTHS.
UNFORTUNATELY, REPLACING THESE SYSTEM COMES AT A COST HIGHER THAN WHAT WE HAVE ALLOCATED FOR HVAC REPLACEMENTS IN THE BOND OF 2018.
THEREFORE, HAS BEEN SUGGESTED THAT $3,684,235 BE TAKEN FROM THE CONTINGENCY FUND LEAVING 3.1 MILLION INTO CONTINGENCY FUND FOR CLOSING OUT OTHER PROJECTS IS NEEDED.
THIS WILL HOPEFULLY BE THE SUMMER 2021 PROJECT. TECHNOLOGY.
CONSOLIDATED SECURITY AND INFRASTRUCTURE PROJECTS ARE ALL COMPLETE.
LARGE VENUE AUDIO, VIDEO UPDATES ARE COMPLETE.
THE NETWORK OPERATION SYSTEM AND THE DISASTER RECOVERY SAT ARE ALL IN PROGRESS.
DAVE LAMPSON EXPLAINED TO US THAT WITH THE VOTE OF THE BOARD OF JUNE 25TH, THE TECHNOLOGY DEPARTMENT WAS ABLE TO PURCHASE 5,000 CHROME BOOKS.
HE ALSO INFORMED US OF THE PLAN TO PURCHASE 4,000 MORE WITH THE ASSISTANCE OF 50 PERCENT OFF FROM THE TEA, JUST THROUGH GOVERNOR [INAUDIBLE] OPERATION CONNECTIVITY.
THIS WILL BRING US TO A ONE-TO-ONE RATIO FOR OUR STUDENTS, THUS HELPING IN THE CURRENT ONLINE LEARNING SITUATION.
FINALLY MR. LAMPSON TOLD US ABOUT THE PURCHASE OF 400 HOTSPOTS WITH THE COMING PURCHASE OF 600 MORE FOR FAMILIES IN THE BISD WITH INTERNET ACCESS DIFFICULTIES.
QUESTIONS WERE ASKED ABOUT AIR FILTRATION IN THE NEW HVAC REPLACEMENTS AND THE COST OF THE CHROME BOOKS TO THE DISTRICT.
THE COMMITTEE FEELS THE BISD ADMINISTRATION, FINANCIAL, CONSTRUCTION, AND TECHNOLOGY DEPARTMENTS ARE ALL DOING A GREAT JOB OVERSEEING THE CONSTRUCTION PROJECTS OF BISD 2018 BOND.
2018 BOND OVERSIGHT COMMITTEE.
>> THANKS, MR. [INAUDIBLE]. ANYBODY HAVE ANY QUESTIONS? APPRECIATE THE UPDATE. NOW THE BOND UPDATE PRESENTATION. MS. [INAUDIBLE]. [BACKGROUND]
[F2. Bond Update Presentation [Conan Mathson, Senior Officer-Design/Construction]]
>> WELL I'LL TRY NOT TO BE TOO REPETITIVE.
WHAT YOU JUST HEARD, THAT WAS A VERY IN-DEPTH REPORT OF WHAT I'M ABOUT TO SHOW YOU.
AS YOU CAN SEE WITH THE BUDGET HERE, WE GOT ALL THE COSTS AND COMMITMENTS AT 188 MILLION.
REMAINING BALANCES AT THIS POINT ARE PRETTY MUCH TO SOFT COSTS LIKE FURNITURE AND BUILDING DEMOLITION ABATEMENT, THINGS LIKE THAT.
THOSE REMAIN FOR THOSE TAIL-END ACTIVITIES ON ALL THE PROJECTS.
ON THE CONTINGENCY PRIOR TO WHAT YOU'LL HEAR ABOUT LATER.
WE'RE SITTING AT 6.7 MILLION OF THAT NINE MILLION THAT WE HAD INITIALLY.
WE'VE TOUCHED IT A COUPLE TIMES FOR PROJECTS THAT HAVE BEEN BROUGHT TO THE BOARD THAT WERE SLIGHTLY OVER BUDGET.
BUT ON THE WHOLE THE PROGRAM'S BEEN IN REALLY GOOD SHAPE FROM A BUDGET PERSPECTIVE.
THE CONTROLLED ENTRY, WE'VE BEEN ON A BIG PUSH TO GET THAT DONE.
LIKE WE HEARD THE SIX SCHOOLS ARE JUST ABOUT DONE.
THEY'RE REALLY JUST CLEANING UP AND GETTING READY, THE ONES THAT HAD THE EXTENSIVE FRONT OFFICE REWORK.
THE NINE SCHOOLS ARE JUST WHERE THERE'S JUST MINOR STORE FRONT DOOR INSTALLATIONS IN THE ENTRY WAYS, AND THOSE ARE AGAIN GOING TO BE DONE BEFORE SCHOOL STARTS.
ROOFING, WE'VE FINISHED THESE TWO PROJECTS, NORTH RIDGE MIDDLE, THERE WAS A SMALL ROOFING PROJECT THERE, AND THEN OF COURSE BIRDVILLE HIGH WAS A TOTAL REROOF OTHER THAN THE NEW ADDITIONS.
THAT TURNED OUT GREAT AND HAVE A NICE NEW NON-LEAKING ROOF.
IT'S ALSO REFLECTIVE ROOFS, SO THE WHITE MODERN ENERGY EFFICIENT ROOF.
[00:30:04]
HVAC HARDEMAN, WE HAD A REALLY AGGRESSIVE MAJOR OVERHAUL THERE THIS SUMMER AND IT'S WRAPPING UP NOW.PART OF THAT WAS GOING TO BE WATAUGA MIDDLE SCHOOL.
WE POSTPONED THAT WHEN COVID HIT JUST TO MAKE SURE WE DIDN'T BITE OFF TOO MUCH WHEN THINGS WERE SO UNKNOWN.
THEN THOSE OTHER COMPLETED PROJECT, FRANCISCO, NORTH OAKS, AND BIRDVILLE HIGH, AND THEN OF COURSE THE HALTOM HIGH, ONE OF THE CHILLERS, THAT REPLACEMENT'S IN PROGRESS NOW.
SMITHFIELD MIDDLE GYM. THAT'S BEEN A CHALLENGE.
THERE WAS WEATHER AND THERE WAS OTHER THINGS THE CONTRACTOR TRIED TO REACT TO, AND THEIR PLAN DIDN'T ALWAYS KICK IN.
THEY'RE PUSHING REALLY HARD RIGHT NOW.
THEY'RE WORKING ROUND THE CLOCK IT SEEMS. THEY WOULD DEFINITELY HAVE IT READY BY THE TIME WE HAVE STUDENTS IN THAT BUILDING.
I THINK HONESTLY END OF AUGUST IS LOOKING PRETTY GOOD. IT'S COMING ALONG.
JUST TOOK EVERY DAY WE HAD IN THE SCHEDULE TO GET IT DONE. HERE'S A PICTURE OF THAT.
IT LOOKS OF COURSE MUCH DIFFERENT THAN NOW.
THESE PICTURES ARE MAYBE A WEEK AND A HALF OLD, BUT WE'VE GOT SIDEWALKS AROUND IT AND THEY'RE WORKING ON THE FINAL SITE, GRADING AND PAVEMENT AND STUFF LIKE THAT.
HALTOM AND RICHLAND MIDDLE, THEY'RE GOING GREAT.
WE'RE ACTUALLY IF YOU'VE BEEN BY THERE YOU CAN SEE THE TWO STORY STEEL STRUCTURE UP.
WE'RE FURTHER ALONG THAN WE WERE AT THIS POINT WITH NORTH RICHLAND MIDDLE, ON SCHEDULE AND EVERYTHING'S GOING REALLY WELL ON THOSE PROJECTS.
I TRIED TO GET BACK SO YOU CAN SEE THE SHAPE OF THE BUILDING, BUT IT'S FAR.
BUT DEFINITELY [NOISE] IF YOU LOOK ON THE HALTOM ON THE RIGHT YOU CAN SEE THE TWO STORY EDUCATION WING COMING UP RIGHT THERE, AND THE SLABS ON THIS PICTURE ON THE RIGHT WITH RICHLAND MIDDLE.
JUST REAL PLEASED WITH THE PROGRESS THERE.
CHENEY HILLS, SAME THING, GOING GREAT.
THEY'RE POURING SLABS AND GETTING READY TO PUT UP STEEL, THERE'S STRUCTURAL MASONRY GOING ON.
THAT BIG DARK AREA ON THE LEFT IS THE SECOND PART OF THE PARKING LOT.
THEY'RE ACTUALLY GETTING READY TO POUR THAT NOW.
THEN YOU CAN'T SEE IT VERY WELL, BUT THE GYM STRUCTURE'S GOING UP THERE IN THE BACK, AND EVERYTHING'S GOING WELL.
THE PICTURE ON THE RIGHT IS ACTUALLY THE BRIDGE.
THAT'S OUR PARKING LOT OVER ACROSS THE CREEK.
IT'S CUT, GRADED, AND READY FOR CONCRETE, WE JUST HAD TO CLEAR A FEW LITTLE EASEMENT OBSTACLES THAT ARE ROUTINE.
BUT WHERE YOU CAN SEE IT COMING DOWN INTO THE CREEK, THAT'S WHERE IT'S GOING ACROSS, AND THEY'RE ACTUALLY GETTING READY TO START BUILDING THE SUPPORTS THAT THE BRIDGE SITS ON.
THE BRIDGE IS ALL FABRICATED IN A FACTORY, BROUGHT OUT IN PIECES AND PUT TOGETHER ACROSS THOSE SUPPORTS.
THE BRIDGE ITSELF IS IN THE SHOP DRAWING PHASE, GETTING READY TO GO INTO FABRICATION.
IT'LL BE SOME TIME BEFORE WE SEE THAT ACTUALLY SHOW UP ON SITE, BUT THEY'RE GETTING EVERYTHING ELSE READY FOR IT.
BUT ALL IS WELL WITH THE BRIDGE.
WE DID GET OUR CORE OF ENGINEERS PERMIT.
WE'RE ALL CLEAR ON THAT. SMITHFIELD ELEMENTARY COMBINED WITH THE HIGH SCHOOL AUDITORIUM UPGRADES IS GOING WELL, THAT PROJECT WE GOT A GREAT START, COMING TOGETHER REALLY NICE.
THE CITY'S ROAD PROJECT IS ABOUT TO START, AND IT'S IN SEQUENCE WITH OUR WORK AND IT'S WHERE IT NEEDS TO BE, SO IT DOESN'T CAUSE US A PROBLEM AND VICE VERSA.
WE'RE HAPPY ABOUT THAT. IN TERMS OF THE HIGH SCHOOL AUDITORIUM UPGRADES, THERE WERE COVID EFFECTS ON THOSE PROJECTS BECAUSE OF AUDIO VISUAL EQUIPMENT AND THINGS THAT THEY COULDN'T GET BECAUSE OF FACTORY SHUTDOWNS.
WHAT IT DID IS IT MADE US FOCUS ON HALTOM HIGH [NOISE] WHERE THERE'S THE MAJORITY OF THE WORK IN THOSE THREE SCHOOLS.
THERE WAS A LOT OF ARCHITECTURAL UPGRADES AND THINGS THERE.
WHEREAS BIRDVILLE HIGH AND RICHLAND HIGH WERE ALL AUDIO VISUAL WORK.
THEY FOCUSED ON HALTOM AND THEN IN SEPTEMBER THEY'RE GOING TO HIT BIRDVILLE AND RICHLAND AND DO THOSE AUDIO VISUAL UPGRADES.
BY THE END OF THE FALL IT'LL ALL BE DONE, AND EVERYTHING AT HALTOM HIGH SHOULD BE DONE THIS SUMMER.
JUST A LITTLE SCHEDULE ADJUSTMENT THERE.
ALTHOUGH WE DID DO THOSE PROJECTS EVEN SOONER THAN WE EVER INITIALLY PLANNED ANYWAY, THEY WERE REALLY GOING TO BE NEXT SUMMER, BUT WE TRIED TO PULL THEM UP. HERE'S WHAT SMITHFIELD'S LOOKING LIKE.
OF COURSE IT'S FURTHER THAN THAT NOW, BUT YOU CAN SEE THE BUILDING TAKING SHAPE AND COMING TOGETHER NICELY.
AT THIS POINT KATIE WILL TAKE US THROUGH THE HVAC [INAUDIBLE].
>> CAN YOU HEAR ME THROUGH THE MASK OR DO I NEED TO TAKE IT OFF? BECAUSE DANI IS GOING TO BE UP HERE AND I KNOW I'LL BE IN HIS PERSONAL SPACE, SO I WANT TO BE PROTECTIVE OF HIM.
IF YOU RECALL LAST FALL WHEN WE DID A CAPITAL PROJECTS UPDATE FOR THE BOARD, WE HAD A NUMBER OF HVAC AND ROOFING PROJECTS EXCEEDING $30 MILLION.
WHEN THE BOND WAS PASSED YOU ALLOWED US TO PUT $18 MILLION IN FOR HVAC AND ROOFING.
WE KNEW WE COULDN'T COVER EVERYTHING AND YOU ALLOWED US TO LET IT BE FLEXIBLE TO SEE WHAT OUR NEEDS WERE AS WE WENT ALONG.
WE'VE GOT THE NEXT GROUP OF PROJECTS THAT WE WANT TO PRESENT TO YOU TONIGHT.
YOU HEARD SOME OF IT FROM THE BOND OVERSIGHT SUMMARY.
DANI AND I ARE GOING TO TAG TEAM THIS A LITTLE BIT.
[00:35:02]
THE FIRST PROJECT THAT HAS ACTUALLY JUST RECENTLY COME UP WITH ISSUES, WE'RE REALLY THANKFUL THAT WE DIDN'T HAVE ALL THE MONEY ALLOTTED TO PROJECTS BECAUSE THIS ONE HAS POPPED UP AND REALLY IS IN NEED.I'M GOING TO LET DANI GO OVER OUR FIRST PROJECT WHICH IS HALTOM HIGH SCHOOL.
>> AT HALTOM HIGH SCHOOL, WE HAVE AN EXISTING SYSTEM THAT'S 31 YEARS OLD.
RECENTLY WE'VE HAD TWO SMALL LEAKS, AND THIS WEEK WE HAD ANOTHER LEAK.
WE FEEL LIKE IT'S IMPORTANT THAT WE GO AHEAD AND START ADDRESSING THESE ISSUES BECAUSE, FOR INSTANCE, WE LOST THE ABILITY TO RUN AIR HANDLER AND THAT COULD AFFECT UP TO 10 CLASSROOMS AS FAR AS HEATING AND COOLING THEM.
THEN WE COULD ALSO HAVE A MASSIVE LEAK AND IT COULD RUN OVER THE WEEKEND, CAUSE A LOT OF PROPERTY DAMAGE.
WE JUST FELT LIKE THIS IS AN IMPORTANT PROJECT TO GO AHEAD AND TACKLE.
CONED HAD MENTIONED THAT WE WERE REPLACING A CHILLER.
THIS PROJECT DOESN'T HAVE ANYTHING TO DO WITH REPLACING CHILLERS.
IT'S EVERYTHING ELSE ASSOCIATED WITH THE CENTRAL PLANT FOR PIPE SYSTEM IN THE BUILDING.
THAT'S THE COOLING TOWERS, THE BOILERS, THE PUMPS, PIPING SYSTEM, AIR HANDLERS INSIDE THE BUILDING, AND THE DUCK WORK AND THE EMS SYSTEM.
WE'RE GOING TO BE LOOKING AT OTHER WAYS TO ENSURE THAT WE HAVE GOOD INDOOR AIR QUALITY.
WE'LL BE USING TECHNOLOGY THAT CAN HELP COMBAT SOME OF THE ISSUES WITH VIRUSES THAT WE'RE SEEING RIGHT NOW.
THAT'S PRETTY MUCH IT ON THIS PROJECT.
>> THIS IS ON THE OLD PART OF THE BUILDING, RIGHT?
>> CORRECT. THIS IS ONLY FOR THE EXISTING PART OF THE BUILDING.
THIS HAS NOTHING TO DO WITH THE HVAC THAT WAS ON THE ADDITIONS RENOVATIONS FROM 2008-'9, THAT TIME.
>> THE NEXT GROUP OF PROJECTS THAT WE'RE GOING TO BE LOOKING AT ARE THESE PARTICULAR SCHOOLS THAT HAVE GEOTHERMAL SYSTEMS. DANNY HAS GONE INTO SOME GREAT DEPTH, I THINK WITH OUR BOARD OVERSIGHT COMMITTEE AND ALSO WITH THE BOARD COMMITTEE THAT WE'VE BEEN MEETING WITH.
I DON'T WANT TO SPEND A LOT OF TIME ON THESE.
I'M ASSUMING MOST OF YOU ARE FAMILIAR WITH OUR WELL SYSTEMS. MOST OF OUR WELL SYSTEMS WERE BUILT IN THE '90S WHEN ALL OF THIS TECHNOLOGY WAS NEW, AND I THINK THAT'S SOME OF THE REASONS WE'RE HAVING A FEW ISSUES WITH IT NOW JUST BECAUSE THE TECHNOLOGY WAS SO NEW AT THAT TIME.
I THOUGHT THIS WAS A REALLY GOOD SLIDE.
JUST TELLING YOU THAT DURING THE COOLING TIME OF THE YEAR, THE COOLING MODE. TAKE THIS OFF, SORRY.
HEAT IS REJECTED INTO THE GROUND AND THAT COOL WATERS IS BROUGHT UP.
THEN IN THE HEATING TIMES OF THE YEAR, IN THE WINTER.
OF COURSE, THIS IS TEXAS, SO THERE AREN'T VERY MANY OF THOSE TIMES.
[LAUGHTER] THE HEAT IS REMOVED FROM THE GROUND AND THE COOL IS PUT BACK.
PART OF THE ISSUES WE HAVE IS WE DON'T HAVE ENOUGH OF THOSE MONTHS WHERE WE'RE PUTTING THE COOL LAYER INTO THE GROUND AND PULLING THE HEAT OUT.
IT'S CREATING SOME ISSUES AT SOME OF THESE CAMPUSES.
SOME OF THE CONCERNS, AND THIS HAS OCCURRED ESPECIALLY AT ONE OF THESE CAMPUSES WE'VE IDENTIFIED, IS THAT WE'RE GETTING OVERHEATED WELLS, WHICH TAKES THE SYSTEM DOWN IN CERTAIN PARTS OF THE BUILDING.
SOME OF THE THINGS THAT DANNY HAD MENTIONED IN THIS THAT I THOUGHT WERE REALLY IMPORTANT FOR YOU TO SEE AS OUR EXISTING WELL FIELDS.
THAT SECOND BULLET WERE DESIGNED AT THE MINIMUM REQUIREMENTS FOR OPERATION OF RECOVERY.
THE NEXT PROJECT HE'S GOING TO IDENTIFY FOR YOU IS PART OF THE HIGH SCHOOL, WHERE WE HAVE A LOT OF WELLS THAT ARE UNDERNEATH THE FOOTBALL FIELD AND IT'S LIKE THE WAY I LOOK AT IT FROM MY OWN SIMPLE MIND, NOT HAVING ALL THE EXPERTISE.
WE LIVED IN A PARSONAGE ONE TIME, AN AIR CONDITIONING SYSTEM HAD BEEN PUT IN THAT WASN'T LARGE ENOUGH, THERE WASN'T ENOUGH TONNAGE.
IT WOULDN'T HEAT AND COOL THE HOUSE SO THEY HAD TO COME BACK AND PUT ANOTHER ONE IN [LAUGHTER].
IT TOOK UP MY WHOLE CLOSET, I WASN'T REAL HAPPY ABOUT THAT.
THAT'S WHAT'S HAPPENED IN SOME OF THESE BECAUSE THE TECHNOLOGY WAS SO NEW.
SOME OF THE SOLUTIONS TO PREVENT THIS OVERHEATING IS TO REDUCE THE RUNTIME OF THE SYSTEM.
TRY TO COMPACT THE SCHOOL DAY AS MUCH AS POSSIBLE, MODIFY SET POINTS, WHICH IS NOT A VERY POPULAR DECISION WHEN YOU'VE GOT STUDENTS AND TEACHERS ON CAMPUS, WE CAN DO A SUPPLEMENTAL COOLING TOWER, WHICH WE'LL GO OVER IN JUST A MINUTE, BUT THE OTHER SOLUTION FOR THIS ONE THAT WE REALLY HAVE SOME ISSUES IS REMOVING AND REPLACING IT WITH A NON GEOTHERMAL SYSTEM.
I'LL LET HIM GO OVER THE ISSUES WITH BIRDVILLE HIGH SCHOOL.
>> AT BIRDVILLE HIGH SCHOOL, WITH THE SYSTEM AND THE BUILDING IS 21 YEARS OLD.
FOR THE PAST TWO OR THREE YEARS, WE'VE BEEN HAVING ISSUES WITH THE DRAIN PANS IN THE UNITS.
THEY'RE RUSTING OUT AND FAILING.
THIS IS TYPICAL FOR EQUIPMENT THAT IS THIS AGE.
WE'VE REACHED THE USEFUL LIFE CYCLE OF THIS EQUIPMENT, AND WE'RE NOT UNDER.
WE'RE RIGHT AT THE MARK WHERE IT SHOULD BE.
WHAT WE HAVE TO DO WHEN WE HAVE THAT, WHEN A DRAIN PAN LEAKS, THE WATER LEAKS DOWN INTO THE BUILDING.
WE HAVE TO GO OUT AND PUT IN A SECONDARY DRAIN PAN, CAPTURE THE WATER WHILE WE ORDER A NEW UNIT.
WE'VE GOTTEN TO THE POINT TO WHERE WE'RE HAVING TO REPLACE TWO OR THREE UNITS A YEAR.
[00:40:03]
IT'S NOT IDEAL, BUT IT'S WHAT WE'RE DOING RIGHT NOW.WE DO HAVE SOME WELL FIELDS DOWN IN THE STUDENT AREA OF THE BUILDING, MAINLY UPON THE SECOND FLOOR WHERE WE HAVE WELL FIELDS THAT HEAT UP TO 130 DEGREES AND AT THAT POINT THE AIR CONDITIONERS NO LONGER RUN PROPERLY.
WHEN WE HAVE THAT HIVE TEMPERATURE ANYWHERE, EQUIPMENT'S NOT EFFICIENT, IT'S NOT SAVING US ANYWAY.
WE'RE SPENDING MORE MONEY TO RUN THE EQUIPMENT THAN WE SHOULD.
THERE'S 20 WELL FIELDS LOCATED AT THIS CAMPUS.
HALF OF THEM ARE APPLIED OUT IN THE SPORTS AREAS.
WE HAVE SOME OF THEM UNDER TURF FIELDS AND SOME OF THESE SYSTEMS DO HAVE LEAKS ON THEM AND SOME OF THEM ARE UNDERSIZED.
WHEN YOU START TRYING TO TALK ABOUT ENGINEERING A NEW SYSTEM FOR THIS BUILDING, TAKING INTO CONSIDERATION THAT WE CAN'T REALLY GET OUT THERE AND PROPERLY REPAIR WELL FIELDS, DOESN'T MAKE IT A VIABLE SOLUTION.
THAT'S WHY WE'RE PROPOSING THAT WE GO WITH THE BRF SPLITS SYSTEMS. THIS IS A STANDARD FOR THE DISTRICT NOW.
WE'RE DOING THIS AT GRACE HARDEMAN AND WATUAGA MIDDLE SCHOOL.
IT'S A GOOD SYSTEM, IT'S EFFICIENT, IT'S VERY COMPARABLE TO THE EFFICIENCIES OF GEOTHERMAL.
WE'LL ALSO BE REPLACING EXISTING ROOFTOPS AND SPLITS SYSTEMS THAT WE HAVE IN THE BUILDING ALREADY, AND NEW EMS SYSTEM.
TOTAL COST IS ESTIMATED AT 7.3 MILLION.
>> SOMEONE, [NOISE] I GUESS IT DIDN'T GO DOWN.
THERE WE GO. THE NEXT ONE IN LINE THAT DO HAVE THE WELL SYSTEMS. WE'RE NOT HAVING ANY ISSUES RIGHT NOW WITH THESE PARTICULAR SCHOOLS.
BUT YOU CAN SEE BOTH OF THEM ARE 25 YEARS OLD AND SO THEY HAVE BEEN IDENTIFIED AS POSSIBLE REPLACEMENTS IF FUNDS ARE AVAILABLE AS WE CONTINUE ON.
THEN WE MENTIONED THE SUPPLEMENTAL COOLING TOWER.
THIS IS JUST A DEVICE THAT WE CAN PUT ON THOSE OTHER ELEMENTARIES AND REALLY JUST PROVIDES ADDITIONAL SUPPORT TO ADD EFFICIENCIES TO THOSE CURRENT WELL PROJECTS THAT WE HAVE.
IF WE WANTED TO ADD SOME COOLING TOWERS IN THESE PROJECTS, THEN IF WE SELF-PERFORM, WHICH ARE HVAC GUYS COULD CERTAINLY DO IT'LL BE 1.5 MILLION.
IF WE HAD TO CUT A COST THAT OUT TO A CONTRACTOR, IT WOULD BE 3 MILLION.
JUST IN SUMMARY, WE HAVE THE PROJECT PRIORITIES, HALTOM HIGH, BIRDVILLE HIGH, THE HOLIDAY HEIGHTS, AND WATUAGA ELEMENTARY AND THEN THE REMAINING SCHOOLS WITH THE WELL FIELDS.
IF THE BOARD ALLOWS US TO MOVE FORWARD, WE WOULD START DESIGNING NEXT MONTH, WHICH WOULD BE COMPLETED IN NOVEMBER.
WE WOULD DO THE BIDDING IN DECEMBER AND BRING THOSE BACK TO YOU FOR CONSIDERATION IN JANUARY.
THESE PROJECTS ARE LARGE, SO THERE IS A POSSIBILITY WE WOULD HAVE TO DO THESE OVER TWO SUMMERS.
WHEN WE LOOK AT THE BUDGET OUTLOOK, OF COURSE ADDING THESE UP, WE'RE OVER THE TOTAL COST OF ALL THE MONEY WE HAD IN THE BOND FOR THE HVAC.
IN LOOKING AT OUR BUDGET OUTLOOK, WE HAVE 18 MILLION AND SO WE'VE COMMITTED 9.2.
NOW, THIS WILL ALSO INCLUDE, YOU'LL NOTICE HALTOM HAD A LITTLE BIT HIGHER NUMBER EARLIER OR A LITTLE BIT LOWER NUMBER BECAUSE THIS INCLUDES THE WATAUGA MIDDLE THAT YOU'VE ALREADY APPROVED BUT WAS POSTPONED TILL NEXT SUMMER.
WE CURRENTLY HAVE 8.7 MILLION AVAILABLE FOR PROJECTS.
AS YOU CAN IMAGINE, WITH TWO VERY LARGE PROJECTS THAT PUTS US IN THE HOLE.
AS CONED MENTIONED, OUR TOTAL CONTINGENCY BALANCE IS 6.8 MILLION.
WE HAD SOME CONTINGENCY AUTHORIZATION FOR THE BRIDGE AND THE VESTIBULE.
THOSE WERE THE TWO THINGS THAT REALLY HAVE IMPACTED IT.
WHAT WE'RE ASKING TONIGHT AND WITH THE RECOMMENDATION FROM THE BOARD, BOND OVERSIGHT GROUP IS TO UTILIZE THAT 3.7 MILLION OF CONTINGENCY.
AT LEAST THERE'S THE BALANCE OF 3.1 MILLION.
I'M NOT COMFORTABLE GETTING ANYWHERE CLOSE TO ZERO ON OUR CONTINGENCY SINCE WE HAVE FOUR PROJECTS CONTINUING ON.
AT THIS TIME, THE CONTINGENCY BALANCES IN ALL FOUR SCHOOLS ARE VERY HEALTHY.
WE FEEL REALLY GOOD ABOUT THAT, AND SO WHAT WE WOULD LIKE TO DO IS WHEN WE GET TO THE END OF THE BOND, BRING BACK TO THE BOARD ALL OF THE REMAINING FUNDS AND THEN AT THAT TIME RECOMMEND WHAT WILL BE THE NEXT PROJECTS THAT WE FEEL LIKE WE NEED TO BRING FORWARD.
I WOULD ASK TONIGHT IF YOU WOULD ALLOW US TO MOVE FORWARD WITH THE UTILIZATION OF CONTINGENCY.
>> MR. DAVIS, DO YOU HAVE A QUESTION.
[NOISE] JUST KELVIN AND I MET WITH STAFF 10 DAYS AGO TO EXCLUDE WHATEVER WAS.
WE TOOK A LOT LONGER PRESENTATION AND QUESTIONS, BUT WE UNANIMOUSLY RECOMMENDED THIS IS THE WAY TO DO IT.
WE THINK AT THE END OF THE TWO MIDDLE SCHOOL PROJECTS, WE'LL HAVE SOME CONTINGENCY LEFT THERE THAT WILL HELP US GO TAKE CARE OF THOSE OTHER ELEMENTARY SCHOOLS.
>> FOR A WHILE, WE'RE NOT ROPED DOWN YET, BUT DEFINITELY PROPERTY 1 AND PROPERTY 2 WILL BE GOING FORWARD AND MOVE AT LEAST THAT AMOUNT TO THE CONTINGENCY TO TAKE CARE OF THOSE TO GET US ALL TO PIPE THROUGH NEXT SUMMER, AT LEAST.
[00:45:01]
WE MAY GET SOME GOOD BITS. WE MAY SAVE SOME MONEY THERE IN JANUARY.>> YES, SURE. YEAH, I DID WANT TO ASK.
DANNY MENTIONED INCLUDING SOME VIRUS REDUCTION TECHNOLOGY.
WHAT WAS THAT TECHNOLOGY EXACTLY? IS THAT SOMETHING THAT WE CAN LOOK, I MEAN, THAT PUTTING INTO OTHER SYSTEMS IN OUR OTHER SCHOOLS.
WE USE A BIPOLAR IONIZATION AND IT'S BEEN PROVEN TO REDUCE VIRUSES AND SMELLS AND BACTERIAS AND VOCS IN OUR BUILDINGS.
THERE'S SOME OTHER TECHNOLOGIES.
WE CAN DEFINITELY DO THAT, AND LARGE AIR HANDLERS.
I DON'T THINK WE'RE GOING TO GET TO THE POINT WHERE WE'RE DOING IT LIKE A HOSPITAL WITH SEVERAL PREFILTER SECTIONS, BUT DEFINITELY LOOKING AT GOOD WAYS TO MAKE SURE WE HAVE INDOOR AIR QUALITY THAT'S ABOUT STANDARDS.
>> DEFINITELY WE WOULD ENCOURAGE YOU TO DO THAT, ESPECIALLY WITH THE PANDEMIC AND EVERYTHING GOING ON. PLEASE. THANK YOU.
>> ANYONE ELSE? GOING BACK TO CANONS, SMITH HILL ELEMENTARY WAS REALLY FAR AHEAD OR YOU WERE SAYING IT WAS PRETTY FAR AHEAD.
IS ITS STATE PRETTY FAR AHEAD OR WHAT EXPECTATIONS?
>> THE ELEMENTARY SCHOOLS ARE REALLY TRACKING, ALMOST A COUPLE OF MONTHS [INAUDIBLE] OF LAST MONTH, WHICH IS WHAT WE WANTED.
EXCELLENT. CHENEY HILL IS THE SAME WAY THEN.
>> THE GOOD NEWS ON BOTH OF THOSE SCHOOLS IS WE WON'T HAVE TO DO A DEMOLITION TO OPEN SCHOOL LIKE WE HAVE IT.
>> THAT GIVES US SOME FLEXIBILITY.
THE MIDDLE SCHOOLS ARE DIFFERENT.
BUT HE WOULD LIKE TO GET SMITHFIELD TORN DOWN, I'M SURE, BUT I THINK WE'VE DESIGNED IT SO THAT WE CAN OPEN IF WE HAVE TO.
WITHOUT THE SCHOOL BEING OPEN [OVERLAPPING]
>> PART OF SMITHFIELD ELEMENTARY DEMAND FOR SOME OF THE PARKING AREA TO GO THROUGH, SO THAT AN BE FIXED.
THE BIG KEY ALSO THAT WE'RE ASKING TO TRACK WITH THE CITY IS THE NEW STREET AT SMITHFIELD ELEMENTARY SCHOOL.
THEY'VE LED THE CONTRACT, BUT IT CAN'T BE ONE OF THOSE ORIGINAL PROJECTS THAT IT TAKES THREE YEARS TO GET FINISHED.
SCHOOL IS GOING TO START SEPTEMBER OF 2021, AND THAT ROAD WILL HAVE TO BE OPEN.
SO WE'RE KIND OF [INAUDIBLE] WITH THE CITY AND IN CONSTANT COMMUNICATION.
ALSO AT CHENEY HILLS, THE CITY IS SUPPOSED TO REBUILD [INAUDIBLE] AND THAT GOES DOWN FROM CARSON DOWN TO WHERE THE BRIDGE PARKING LOT IS.
THAT'S BEING WATCHED AND MONITORED ALSO.
TO MAKE SURE THEY GET THAT ON TRACK, JUST TO MAKE IT EASIER, AS A HAVE A TERRIBLE BEAT UP ROAD THAT GETS FROM CARSON, IT'S NOT THE BEST IDEAL SOLUTION.
THERE WILL BE SOME ISSUES THAT WE'RE GOING TO HAVE TO WORK OUT ON THE CHENEY HILLS ON [INAUDIBLE].
IT WAS A RESIDENTIAL STREET AND NOW COMMERCIAL VEHICLES, CALLING IN CONCRETE, AND STEEL AND ALL OF THE ABOVE.
IT'S KIND OF A MESS, SO THAT WILL PROBABLY BE ADDRESSED AS WE GO FURTHER.
BUT THE STREET PROJECTS FROM THOSE TWO, SMITHFIELD ELEMENTARY AND ON CHENEY HILLS WITH THE CITY [INAUDIBLE] CITY ARE GOING TO BE MONITORED CLOSELY.
>> THANK YOU. ANYBODY ELSE? THANK YOU.
>> OKAY. MR. HUGHES IS NOT HERE TO NOT WE WERE GOING TO TALK ABOUT A LITTLE BIT ON ROOFING, JUST TWO SLIDES.
AS I MENTIONED EARLIER, THAT HVAC AND ROOFING IS A TOTAL BUDGET.
THE [INAUDIBLE] I THINK [INAUDIBLE] HAD MENTIONED EARLIER.
THAT'S A PICTURE OF THE FINAL ROOF.
AS WE'VE LOOKED WITH OUR ROOFING EXPERTS IN THE DISTRICT.
WE HAVE IDENTIFIED THREE PROJECTS THAT WE DO THINK NEED TO BE IN THE LIST OF THINGS THAT WE MAY CONSIDER.
OBVIOUSLY, THE FUNDS ARE GONE WITH THESE HVAC PROJECTS.
THOMAS COLISEUM IS PROBABLY THE ONLY ONE ON THE LIST THAT WE FEEL LIKE COULD POTENTIALLY BE AT RISK OF DAMAGING THE BUILDING BECAUSE OF THE GYM FLOOR.
IN LOOKING AT THAT BUDGET, OBVIOUSLY THAT'S 3.4 MILLION, BUT IN FOCUSING SPECIFICALLY ON THOMAS COLISEUM.
THE BOARD CONSTRUCTION COMMITTEE RECOMMENDED THAT WE CONSIDER FUNDING THAT WITH LEGACY FUNDS.
SO I WANTED TO ASK TONIGHT IF WE MOVE FORWARD ON THAT AND THE FUNDING WOULD BE APPROVED WHEN THE AGENDA ITEM IS PUT FORWARD BUT MR. DAVIS MAY HAVE SOME COMMENTS ON THAT.
>> OUR THOUGHT PROCESS WAS, WE DID THE RENOVATION OF THOMAS COLISEUM.
WE USED THAT SAME THING MANY TIMES.
SPORTS FACILITIES AREN'T THE MOST WONDERFUL THINGS TO GET BOND ISSUES PAST.
BUT DID A MAJOR, MAJOR RENOVATION, ADDING BATHROOMS, ADDING ADA COMPLIANCE, ALL OF THE ABOVE.
WE HAVE SOME MONEY THERE IN LEGACY FUND.
IT HAS GROWN SOME WITH SOME ROYALTIES FROM OTHERS.
THE OIL AND GAS MONEY THAT'S COME IN.
WE JUST FELT WE COULD PROTECT THAT FLOOR.
NOW BY PUTTING A NEW ROOF, OUT OF THAT SAME FUND IT DOESN'T AFFECT OUR BOND FUNDS AT ALL.
[00:50:01]
IT REALLY WONT AFFECT WHAT OUR ABILITIES FOR OUR SCHOLARSHIP COMMITMENTS THAT WE HAVE FOR TCC AND ANYTHING ELSE.WE'RE JUST RECOMMENDING YOU TAKE 808,000 OR SO OUT OF THAT.
TO REPLACE THE ROOF AT THOMAS COLISEUM.
BY REPLACING THAT ROOF AT THAT COST.
IT WOULD SAVE US MONEY IN THE LONG RUN.
SO WE ALL AGREED ON THAT WOULD BE A WELL SPENT LEGACY FUND EXPENDITURE.
>> YEAH. I DIDN'T KNOW WE'RE GOING TO BE TALKING ABOUT THAT. IT REALLY DOESN'T.
I MEAN, IF WHAT WE PASSED AS FOR AS THE PURPOSE OF THE LEGACY FUND, THAT REALLY DOESN'T QUALIFY FOR THAT.
OBVIOUSLY, WE HAVE JUST THE RESERVE FUND OUT THERE.
I JUST DON'T KNOW HOW THIS REALLY FITS WITHIN THE PURPOSE OF WHAT THE LEGACY FUND WAS MEANT TO FUND.
I CAN'T REMEMBER EXACTLY WHAT THE PHRASE IS NOW THAT WE PUT AS FOR THE MISSION AND PURPOSE OF THAT FUND.
BUT JUST DOING ROOF REPAIRS WAS CERTAINLY NOT ONE OF THEM.
>> I THINK THE PHRASE, I REMEMBER USING A COUPLE OF TIMES WAS STICKS AND BRICKS WILL PAY FOR SOMETHING THAT'S PERMANENT, LONG-LASTING.
THIS WILL BE THE RENOVATIONS, A LONG-LASTING RENOVATION.
WE COULD HAVE ADDED THIS ROOF PROBABLY TO THAT WE DID THAT RENOVATION FIVE YEARS AGO NOW, MUST HAVE BEEN SIX ALREADY.
>> OH GOSH. I THINK IT'S BEEN LONGER THAN THAT.
>> ANYWAY. IT WAS JUST THE THOUGHT THAT WE COULD HAVE PULLED MONEY OUT AND REPLACE IT ALL AT THE SAME TIME.
WE GOT SEVEN, EIGHT, NINE MORE YEARS OUT OF IT.
>> YOU CAN REALLY MAKE THAT ARGUMENT ABOUT ANYTHING OUT THERE THAT WHERE WE NEED TO REPLACE.
THAT LEGACY FUND WAS THEREFORE FOR SPECIAL PURPOSES AND FOR HIGHER PURPOSES THAN THAT.
I'D REALLY LIKE FOR US TO VISIT WITH THAT A LITTLE BIT MORE IF WE'RE REALLY GOING TO GO THAT WAY.
BECAUSE THAT'S NOT WHAT THE MISSION OF THAT FUND WAS FOR WHEN WE PASSED WHAT THAT WAS FOR.
I JUST DIDN'T COME PREPARED TONIGHT TO TALK ABOUT WHAT THAT IS.
>> WHAT WOULD YOU ALL LIKE ME TO DO? COME BACK IN ANOTHER TIME OR?
>> WE ALWAYS HAVE THE RESERVES.
>> I'M OPEN TO SUGGESTIONS. I DON'T KNOW.
I MEAN, CAN WE LOOK AT THE WORDING TO SEE WHAT IT WAS THAT'S CAUSING CONSTERNATION?
>> THE KEY PART WAS LONG-TERM PROJECTS.
IT WAS REALLY JUST FOR THE GOOD AND IT WAS REALLY GENERAL.
WE DID ALL THE COLISEUM RENOVATIONS AND THIS IS JUST ANOTHER COLISEUM RENOVATION.
I DON'T KNOW. BUT I'D LIKE TO SEE THAT WORDING IF WE COULD GET THAT SENT TO US.
>> BECAUSE WE NEED TO FIND LONG-TERM AND THEN HOW LONG IS THE TERM ON THE ROOFING? I MEAN, WHETHER YOU THINK IT CAN FIT INTO THAT DEFINITION OR NOT, AND EVERYBODY'S COMFORTABLE, RIGHT?
>> 20 YEARS. THAT'S LONG-TERM, UNLESS THERE'S SOME SPECIFIC THAT YOU THINK CAN BOOTED OUT ON WHAT THE WORDING SAYS? I GOT A HARD TIME SAYING NOT.
>> WHAT I'M SAYING MR. PRESIDENT IS THAT I KNOW THAT IT HAS MORE THAN THAT.
I WOULD REALLY LIKE FOR HER TO BE ABLE TO GET THE WORDING SO WE CAN LOOK AT THAT.
NO DISRESPECT [INAUDIBLE] , BUT I'D LIKE TO KNOW WHAT THE WORDING SAYS.
>> IF WE'RE GOING TO VOTE ON A MISSION.
WE OUGHT TO FOLLOW THAT MISSION.
>> AGREED, NO DOUBT [INAUDIBLE] NO DOUBT TO AGREE.
BECAUSE I WANTED TO BE LONG-TERM WHERE IT CAN LAST AND DO SOME EXCITING THINGS LIKE WE DID WITH THE COLISEUM.
I THINK WHAT THE STAFF IS ASKING, IT WILL RAIN AGAIN SOMEDAY AND THERE'S POTENTIAL PROBLEMS WITH THAT COLISEUM.
THERE'S TWO POTENTIAL FUNDING SOURCES, AS YOU MENTIONED, FUND BALANCE AND THIS FUND HERE.
IF THEY GO FORWARD, WE CAN MAKE THE DECISION AFTER READING THE WORDING AFTER THE DEBATE.
AT THE NIGHT THAT WE AWARD THE CONTRACT.
WE COULD GIVE THE FUNDING SOURCE TO THEM, RIGHT? OR MAYBE THE MONTH PRIOR?
>> SO GO FORWARD WITH THE BIDDING PROCESS AND YOU DON'T HAVE A PROBLEM WITH THAT.
>> THAT I THINK ITS APPROPRIATE TOGETHER.
>> AND WE CAN TAKE IT FROM FUND BALANCE OR THE OTHER OR THE [INAUDIBLE]
>> WE'LL BRING IT BACK AS AN ACTION ITEM WITH A SHORT DISCUSSION AT THE BEGINNING, SO YOU CAN DECIDE WHICH FUNDING SOURCES THEY WANT IF YOU'RE OKAY WITH THAT.
>> FOR THE TECHNOLOGY UPDATE THAT WE GAVE TO THE BOND OVERSIGHT COMMITTEE, WE STARTED WITH THE BUDGET FOR TECHNOLOGY, AND THIS IS THE OUTLOOK.
AS IT STANDS RIGHT NOW, YOU CAN SEE WE HAD A $40 MILLION BUDGET.
[00:55:01]
SO FAR, WE'VE SPENT ABOUT 17-AND-A-HALF MILLION DOLLARS, LEAVING US JUST A LITTLE BIT OVER $22 MILLION IN THAT BUDGET.THEN WE WENT INTO SOME DETAIL ABOUT SOME OF OUR PROJECTS.
MR. STAMPS DID A GREAT JOB COVERING THESE, SO I'M NOT GOING TO GO INTO TOO MUCH DETAIL AGAIN.
BUT OUR CONSOLIDATED INFRASTRUCTURE AND SECURITY PROJECT IS 100 PERCENT COMPLETE AT EVERY CAMPUS IN THE DISTRICT.
WE GOT THAT DONE AHEAD OF SCHEDULE AND A LITTLE BIT UNDER BUDGET.
SO WE'RE PRETTY EXCITED TO HAVE THAT DONE IN EVERY BUILDING.
LAST YEAR, WE WERE SHOWING OFF THE NEW PROJECTOR IN THE COLISEUM THAT WE ACTUALLY USED A CONVOCATION AND A NUMBER OF OTHER EVENTS.
WE'VE ADDED THE PICTURE ON THE RIGHT BECAUSE WE'VE ALSO UPDATED ALL OF THE PROJECTORS THAT ARE USED AT OUR FINE ARTS AND ATHLETICS COMPLEX TO BE SOME OF THAT NEWER TECHNOLOGY, MUCH BRIGHTER IMAGES.
SO WHEN YOU'RE DOING A MEETING IN THERE, YOU CAN ACTUALLY HAVE THE LIGHTS ON AND STILL SEE WHAT'S UP ON THE SCREEN.
WE'RE PRETTY EXCITED ABOUT THAT NEW TECHNOLOGY.
YOU'LL RECALL LAST TIME, WE SHOWED OFF WHAT WE WERE PLANNING TO PUT IN OUR NEW DATA CENTER, AND THIS IS THE PICTURE THAT WE DEMOED IN THE LAST MEETING.
THESE ARE THE ACTUAL PICTURES OF WHAT'S GOING IN RIGHT NOW.
THAT PICTURE IN THE MIDDLE IS THE COOLING SYSTEM, AND THERE'S ACTUALLY FOUR OF THOSE INSIDE THAT NEW EQUIPMENT, BUT YOU NO LONGER HAVE TO HAVE THESE HUGE COOLING SYSTEMS THAT TAKE UP SPACE IN THE ROOM.
IT'S MAKING REALLY GOOD PROGRESS.
WE'VE GOT A LOT OF OUR NEW NETWORK CORD GOING IN, PRETTY EXCITED TO BE ABLE TO GET THAT TURNED UP AND ONLINE.
AS YOU'LL RECALL, WE DID THAT BIG E-RATE PROJECT FOR THE NEW FIBER FROM EVERY CAMPUS IN THE DISTRICT.
THEY'RE ALL TERMINATING RIGHT THERE RIGHT NOW AND ARE OPERATIONAL.
WE ALSO SHOWED AN UPDATE ON A PROJECT THAT WE'VE HAD IN THE WORKS FOR A WHILE.
THIS IS AT RICHLAND HIGH SCHOOL AS OUR DISASTER RECOVERY BUSINESS CONTINUANCE SITE.
SO WE NOW HAVE A GENERATOR THERE THAT IS ALSO OPERATIONAL.
IN ADDITION TO POWERING OUR MDF, IT'S ALSO POWERING THE OTHER IDEAS THROUGHOUT THE FACILITY.
SO IF WE EVER HAVE A LONG-TERM POWER OUTAGE, EVERY NETWORK CLOSES AT RICHLAND HIGH SCHOOL AND THEY WILL BE ABLE TO REMAIN ONLINE ALONG WITH THAT SYSTEM.
THEN WE TALKED ABOUT THE TECHNOLOGY DEVICE REFRESH.
AT THE BEGINNING OF THE 2018 BOND, THIS IS WHAT THAT PLAN LOOKED LIKE.
WE WERE DOING STAFF CHROMEBOOKS AND HALF-CLASS SETS OF DEVICES FOR ALL OF OUR STUDENT CLASSROOMS. THEN CORONAVIRUS HIT, COMPLETELY CHANGING OUR PLANS AND WE HAD TO RESPOND.
WE TOLD THE BOND OVERSIGHT COMMITTEE WHAT WE TOLD THE BOARD IN THE LAST MEETING THAT WE KNOW TECHNOLOGY IS CRITICAL TO THE EDUCATIONAL SUCCESS.
WE ALSO KNOW THAT THERE'S A DIGITAL DIVIDE, EVEN IN OUR COMMUNITY HERE, TO KNOWLEDGE OF AND ACCESS TO THE INTERNET, ACCESS TO DEVICES.
WE SHARED WITH THAT COMMITTEE THE TIMELINE THAT TEA IS ALSO ON FOR STATE TESTING, KNOWING THAT THEY'RE TRYING TO IMPLEMENT 100 PERCENT ONLINE STATE TESTING BY '20-'23.
WE ALSO SHARED WITH THEM THE GRACIOUSNESS OF THE BOARD AT OUR LAST BOARD MEETING, AND HOW WE PRESENTED A MODEL TO BE ABLE TO IMPLEMENT A ONE-TO-ONE PROGRAM IN BIRDVILLE.
THIS IS A SCREENSHOT FROM THAT ZOOM MEETING AT A RANDOM POINT.
BUT WE TALKED ABOUT HOW THE BOARD APPROVED US TO MOVE FORWARD, BEING ABLE TO SUSTAIN A ONE-TO-ONE PROGRAM IN THE DISTRICT, CHANGING THAT MODEL TO THIS.
SO AT THE TIME, WE WERE GOING TO CONTINUE WITH HALF-CLASS SETS IN PRE-K THROUGH TWO, AND THEN BE ABLE TO DO ONE-TO-ONE FOR THIRD GRADE ON.
WELL, EVEN SINCE THIS PRESENTATION WAS PUT TOGETHER, THIS HAS CHANGED.
IN ANOTHER PRESENTATION, MS. BOWMAN'S GOING TO [NOISE] TALK ABOUT OPERATION CONNECTIVITY AND SOMETHING THAT'S BEING PUT ON BY GOVERNOR GREG ABBOTT, TEA, AND SO FORTH.
WE HAVE AN ACTION ITEM ON TODAY'S MEETING TO PURCHASE SOME ADDITIONAL DEVICES THAT'LL BE OFFSET BY MATCHING COSTS BY TEA TO BE ABLE TO MAKE THAT PRE-K THROUGH TWO ONE-TO-ONE AS WELL.
THE COMMITTEE WAS VERY EXCITED ABOUT WHAT THE BOARD HAD APPROVED AND WE'RE EXCITED ABOUT THIS ADDITIONAL OPPORTUNITY THAT WE HAVE COMING.
ANY QUESTIONS ON THE TECHNOLOGY?
>> ON YOUR PRESENTATION STUFF, THE VGA AND HDMI, ARE THOSE AVAILABLE IN ANY CONFERENCE ROOM, BOTH OF THEM? BECAUSE OLD TECH AND IN NEW TECH, IN YOUR LAPTOPS, THEY DON'T ALL HAVE HDMI.
>> WELL, AND EVEN NOW, WE'RE SEEING THEM SWITCHED TO USB-C.
SO IN CONFERENCE ROOMS, OUR PLAN IS TO BE ABLE TO PUT A WIRELESS PRESENTATION SYSTEM IN, HELPING US SAVE MONEY BY NOT MESSING WITH THE INFRASTRUCTURE AND THE WALL.
>> THAT'S OUR PLAN, IS TO BE ABLE TO TACKLE THOSE.
WE ALSO WANT TO BE ABLE TO GO INTO A LOT OF CONFERENCE ROOMS AND PUT IN SOME TVS INSTEAD OF OLD PROJECTOR TECHNOLOGY.
WE STILL HAVE NOT DONE THOSE YET.
THAT'S STILL SITTING IN THAT $22 MILLION ASPECT, $22 MILLION BUDGET THAT WE'RE WORKING ON.
[01:00:04]
>> RETURN TO SCHOOL PLAN FOR THE 2021 DISTRICT CALENDAR.
[F3. Return to School Plan and 2020-21 District Calendar [Elizabeth Clark & Skip Baskerville, Associate Superintendents]]
I THINK, THIS IS PROBABLY A PRETTY BIG DEAL, ISN'T IT?>> [LAUGHTER] I THINK SO. THANK YOU VERY MUCH.
AS YOU ALL ARE FAMILIAR WITH THIS TIMELINE, I'VE SHARED IT WITH YOU AT THE JULY 14TH MEETING, AND NOW WE HAVE RECEIVED SOME ADDITIONAL INFORMATION FROM THE TEA.
WITH THAT, WE ARE CONTINUING TO REFINE OUR PLAN, IF YOU ALL NOTE THAT WE'RE OVER THERE IN THE COMMUNICATION IN OPENING OF SCHOOL PLAN JULY 13TH THROUGH THE AUGUST.
WE FEEL LIKE WE HAVE NOW WHAT WE NEED SO THAT WE CAN START COMMUNICATING WITH WHAT OUR PLANS ARE FOR REOPENING SCHOOL SO THAT OUR PARENTS, OUR COMMUNITY, AND OUR STAFF ARE AWARE OF WHAT THEY CAN EXPECT.
JUST TO REITERATE WHAT I SHARED IN JULY 14TH THAT ALL OF OUR PLANNING DOCUMENTS ARE PREDICATED ON THE HISTORY GOALS.
HERE, [INAUDIBLE] , NO DOUBT THERE IS UNCERTAINTY, FEAR, AMBIGUITY, FRUSTRATION, YOU NAME IT.
WE FEEL IT AND I HEAR IT, AND IT'S HEART RENDERING.
EVERY SINGLE DAY, SOMETHING NEW OR UNEXPECTED OCCURS.
DISTRICTS ARE FINDING THAT PLANS THAT THEY HAVE DEVELOPED AND COMMUNICATED AND POSTED ARE NOW NEEDING TO BE CHANGED.
I'VE LOOKED AT APPROXIMATELY 14 PLANS ACROSS THE STATE TODAY AND WITHOUT EXCEPTION, THEY SAY WORKING DRAFT AND CHANGES WILL BE MADE AS WE ARE PROVIDED WITH MORE INFORMATION FROM TEA.
SO THAT'S THE STATE OF THE ENVIRONMENT THAT WE LIVE IN.
NOW THAT WE HAVE RECEIVED ADDITIONAL GUIDELINES FROM THE TEA REGARDING REOPENING SCHOOLS, WE'VE ALSO DISCOVERED THAT THE CITIES AND THE COUNTIES WILL BE THE ENTITIES TO DETERMINE IF SCHOOLS REOPENED FACE-TO-FACE ARE ASYNCHRONOUSLY, WHICH IS EXACTLY WHAT HAS OCCURRED FOR TARRANT COUNTY COUNTY SCHOOLS.
THE DISTRICT IS IN THE PROCESS OF DEVELOPING DETAIL PLANS AND PROTOCOLS TO MEET THE COUNTY ORDER THAT WE HAVE, THE TEA REQUIREMENTS THAT WE STILL CONTINUE TO READ ABOUT AS THEY CHANGE THOSE, AND TO ALSO ACHIEVE OUR GOALS OF BEING SAFE, ACADEMICALLY SUCCESSFUL, AND SERVICE MINDED IN EITHER OPTION THAT WE HAVE.
THIS IS A GLIMPSE OF THE HUB THAT MARK'S STAFF HAS CREATED THAT CONTAINS ALL OF THE INFORMATION FROM EVERY DEPARTMENT.
I JUST HAVE TO COMMEND THEM ON THE WORK THAT THEY HAVE DONE.
IT'S VERY EASILY UPDATED WITH DATES, JUST LIKE THE TEA HAS DONE SO THAT IT MARKS.
I'M GOING TO ASK MARK TO COME UP HERE AND JUST WALK YOU THROUGH WHAT THIS REOPENING PLAN LOOKS LIKE.
THIS PLAN, I'M GOING TO TAKE THIS ALSO, I FEEL BETTER TALKING TO YOU, WILL BE POSTED ON OUR DISTRICT WEBSITE THIS EVENING FOLLOWING THIS MEETING, AS WELL AS ALL THE CAMPUS SITES AND WILL BE COMMUNICATED OUT TO OUR COMMUNITY AGAIN, FOLLOWING THIS MEETING.
IF YOU JUST SCROLL DOWN THE PAGE HERE, WE'RE BEING CONSISTENT HERE ABOUT WHAT WE'VE ALREADY RELEASED WITH THE LITTLE INFORMATION WE HAD BACK IN GOING INTO JULY 4TH ON FACE-TO-FACE AND ONLINE LEARNING, AND WE KNOW THAT CHANGED A LOT SINCE THAT TIME.
THE PLAN THAT WAS PRESENTED TO US AND WE STARTED BUILDING FOR THE DISTRICT IS BUILT INTO THIS, TRYING TO MAKE IT USER-FRIENDLY AND LOOKING FOR AREAS THAT JUST MAKES SENSE TO PEOPLE AS THEY'RE LOOKING FOR INFORMATION.
I JUST WANT TO DRAW ATTENTION AND ASK DR. CLARK IF I COULD SPEAK TO THIS PART.
ONE OF THE THINGS THAT WE REALLY LIKED ABOUT TEA'S WEBSITE IS EVERY TIME THEY MADE A CHANGE IN AN AREA, THEY ADDED A DATE, SO IF YOU SAW THAT IT WAS UPDATED.
NOW THIS IS A SAMPLE, THIS WILL GO AWAY.
EVERYONE SAYS I'LL SIT DOWN AND TELL THEM TAKE IT OFF AND THEN REFRESH THIS.
BUT I WANTED YOU TO SEE IT'S NOT ONLY JUST HERE, BUT YOU GET INTO THE LINK AND YOU START SCROLLING UP.
OH MY GOODNESS, THERE'S SO MUCH THERE, WHAT SHAPES.
WE'RE GOING TO FOLLOW THAT SAME PROCESS AS CHANGES.
EITHER NEW MATERIAL IS ADDED UNDER THESE DIFFERENT SUBHEADINGS OR UPDATES ARE ADDED.
WE WILL ADD LITTLE TAGS OUT TO THOSE, SO YOU DON'T HAVE TO READ ALL 26 PAGES THAT WENT INTO CREATING THIS WEBSITE WORD FOR WORD AGAIN JUST TO TRY TO FIGURE OUT WHAT HAPPENED.
[01:05:03]
WE ALSO, DURING THE WEEK OF JULY 4TH AND SINCE THEN, HAVE BEEN COLLECTING QUESTIONS FROM OUR COMMUNITY AND WE TRIED TO CATEGORIZE THOSE UNDER THESE SECTIONS THAT ARE BACK ON THIS MAIN PAGE JUST TO MAKE IT, AGAIN, MORE USER-FRIENDLY FOR PARENTS TO BE ABLE TO GO THROUGH AND FIND THE QUESTIONS.WE WILL HANDLE THESE IN THE SAME FASHION.
IF THESE ANSWERS ARE CHANGED, WE'LL NOTE THOSE HERE, AND AS ADDITIONAL QUESTIONS COME IN, WE WILL CONTINUE TO ADD THOSE IN THESE AREAS.
WE'VE WORKED HARD TODAY TO DO SOME FINAL TWEAKS TO THIS TO MAKE IT AS ACCURATE AS WE COULD TONIGHT AS WE LAUNCH THIS OUT TO OUR COMMUNITY.
I'LL LET DR. CLARK COME BACK AND FINISH.
BUT THE USER-FRIENDLY USER ADDRESS ON THIS AS YOU SHARE THIS OUT YOURSELVES, IT'S JUST BIRDVILLESCHOOLS.NET/REOPENINGPLAN, AND IT WILL TAKE YOU RIGHT TO THIS SITE, OR AGAIN, JUST GO TO OUR WEBSITE AND IT'LL BE ON THE FRONT OF THAT AS WELL. DR. CLARK?
>> WE BELIEVE THAT THIS HUB IS GOING TO BE REALLY VERY USER-FRIENDLY, AND PERTINENT.
MANY OF THE QUESTIONS THAT YOU HEARD READ TO YOU TONIGHT, THE ANSWERS ARE WITHIN THIS HUB.
THEN THOSE THAT DID NOT, THAT WE NEED TO EVEN ANSWER IN A MORE THOROUGH WAY, WE HAVE THOSE QUESTIONS AND WE CAN GO IN VERY EASILY AND MAKE ADJUSTMENTS.
I THINK IT'S GOING TO BE REALLY GOOD FOR OUR STAFF, OUR COMMUNITY, OUR PARENTS AS THEY BEGIN TO SEARCH AND REALLY BEGIN TO FLASH OUT THE FACE TO FACE IN THE ONLINE.
MARK, I JUST NEED TO GET BACK.
GOING TO THE NEXT SLIDE, WE COMPLETED THIS ONLINE WEBSITE TO COMMUNICATE TO THE PARENTS, THE TWO OPTIONS.
WE WANT TO STILL COLLECT DATA, AND RIGHT NOW, WE HAVE SOME PARENTS, BUT WE STILL NEED PARENTS TO GO IN AND TELL US PAST THE COUNTY ORDER, WHAT WOULD BE YOUR PREFERENCE ONCE WE ARE ABLE TO RETURN BACK TO SCHOOL? DO YOU WANT FACE TO FACE OR DO YOU WANT ONLINE? THE REASON WHY IT'S IMPORTANT FOR PARENTS TO DO THAT NOW, ALTHOUGH WE'RE ALL GOING TO BE ASYNCHRONOUS TO START WITH, IS THAT IT HELPS US KNOW HOW MANY STUDENTS, IT HELPS US TO BE ABLE TO ASSIGN STUDENTS TO TEACHERS TO BUILD THOSE SCHEDULES, AND THEN WHEN WE DO RETURN FACE TO FACE, WE DON'T WANT TO HAVE TO RESHUFFLE STUDENTS NEEDLESSLY SO THAT WE WILL MINIMIZE THAT AS MUCH AS POSSIBLE.
NOW, THIS PARTICULAR ONE IS, WE RECEIVED THE TEA TEMPLATE TUESDAY, AND WITH THAT, WE LEARNED, AND SO WE'LL BE UPDATING THESE ONCE WE'RE ABLE TO MAKE THE CHANGE.
THIS IS THE ONE THAT WE MADE UP OUR OWN TEMPLATE.
IT HAS A LOT OF INFORMATION IN IT, BUT NOW, WE'VE GOT TO MOVE ALL OF THIS INTO THE TEA TEMPLATE.
NOW, AT LEAST WE DID COVER THE FOUR REQUIRED COMPONENTS, BUT THEY WANT IT IN A DIFFERENT FORMAT, AND I ALSO WANT MORE DETAIL.
SO WHILE WE HAD THE FOUR MAJOR AREAS COVERED, SCHEDULING, THEN MATERIALS DESIGN, PROFESSIONAL LEARNING, WHICH IS CALLED IMPLEMENTATION, AND THEN PROGRESS MONITORING, THERE ARE QUESTIONS UNDER ALL OF THOSE FOUR HEADINGS THAT YOU HAVE TO GET VERY DETAILED.
I THINK THIS IS PROBABLY WHERE A LOT OF OUR TEACHERS CAN GO IN AND SEE THAT WHAT WE DID IN THE SPRING WITH ONLINE REMOTE LEARNING AND WHAT WE'RE GOING TO BE REQUIRED TO DO NOW ARE VERY DIFFERENT.
THERE'S A LOT MORE TO IT, AND THAT'S WHY THE PROFESSIONAL LEARNING THAT WE ARE GOING TO PROVIDE FOR OUR TEACHERS IS GOING TO BE SO CRITICAL.
AT THIS TIME, I WOULD LIKE FOR MR. BASKERFIELD TO COME AND SHARE WITH YOU WHAT WE WOULD LIKE TO RECOMMEND IN TERMS OF CHANGING THE CALENDAR.
[01:10:04]
>> THANK YOU, DR. CLARKE. ONE OF THE THINGS THAT WE WANTED TO LOOK AT IS HOW TO MAKE SOME ADJUSTMENTS TO OUR CALENDAR TO INCREASE INSTRUCTION TIME, SOCIAL DISTANCING, AND THINGS OF THAT NATURE.
SO WE HAVE TWO RECOMMENDED CALENDAR INITIATIVES LIKE THE TALK, LIKE TO BRING FORWARD THIS EVENING.
THE FIRST ONE IS CHANGE THE 2020-21 INSTRUCTIONAL CALENDAR AND ALSO ADD ADDITIONAL 10 MINUTES TO EACH SCHOOL DAY, AND WE'LL SHOW YOU WHERE THOSE MINUTES ARE GOING TO APPEAR.
BUT THIS CALENDAR ON THE LEFT IS OUR ACTUAL CALENDAR THAT WAS APPROVED BACK IN JANUARY, AND YOU CAN SEE THE DATES THAT SHOULD BE FAMILIAR WITH YOU WITH HALF DAYS AND SOME DAYS IN THERE, AND THEN YOU JUST LOOK AT THE CALENDAR WE'RE RECOMMENDING THIS EVENING ON THE RIGHT.
THE NUMBER ONE THING I'M SURE YOU'LL NOTICE IS THIS CHANGE THAT THE START DATE FROM AUGUST 17TH TO AUGUST 24.
TEACHERS WOULD STILL REPORT BACK ON THE 7TH OF AUGUST.
BUT AS YOU CAN SEE THERE, A COUPLE OF MORE DAYS ADDED THERE AND THAT IS MORE AND ALIGNED FOR PROFESSIONAL DEVELOPMENT.
ONE OF THE THINGS MR. DILKS HAS MENTIONED IN A PREVIOUS BOARD MEMBER IS THAT WHEN WE GO IN AND SYNCHRONOUS IS THAT EVERYBODY'S HAS THE ABILITY, HAS THE KNOWLEDGE, AND HAS THE SKILL SET TO GO ONLINE.
WELL, THAT'S WHAT WE PLAN TO PACK THOSE EIGHT DAYS IN ADDITION TO THE OTHER STAFF DEVELOPMENT THAT'S ALREADY BEEN PREVIOUSLY PLANED.
THIS IS TO ENSURE THAT EVERYONE HAS THE KNOWLEDGE AND THE SKILLS TO OPERATE THROUGH ON CANVAS OR LMS. SO THAT'S WHAT THOSE FOUR PURPLE DAYS ARE THERE FORE, AND THEN WE JUST ADDED ANOTHER WORKDAY SO THAT OUR TEACHERS CAN GO BACK AND PREPARE AND TAKE WHAT THEY'VE LEARNED AND NOT TRY BUT PUT IT IN PLACE.
SO THE 7TH, THE 14TH, AND THE 21ST, OUR GREEN DAYS, WHICH ARE TEACHER WORKDAYS.
ANOTHER NOTATION YOU'LL SEE IS THAT THERE ARE NO HALF DAYS.
SO WE TOOK THE HALF DAYS AND MADE THEM FULL DAYS.
THAT GAVE US AN EXTRA QUITE A FEW MINUTES FOR INSTRUCTION, AS WELL AS YOU'LL NOTICE THAT THE OCTOBER 9TH IS NO LONGER A STAFF DEVELOPMENT DAY.
TEA ALLOWS YOU FIVE PROFESSIONAL DEVELOPMENT DAYS DURING THE SCHOOL YEAR, FROM THE FIRST DAY OF SCHOOL TO THE LAST DAY OF SCHOOL.
NO MORE THAN FIVE, WE REDUCED IT TO THREE AND ADD AN INSTRUCTIONAL DAYS IN THERE.
SO YOU'LL SEE THE HALF DAYS ARE CHANGING THERE.
NOVEMBER,6 NO LONGER A HALF-DAY.
DECEMBER 17TH AND 18TH, NO LONGER A HALF-DAY, AND YOU CAN SEE THOSE DENOTED RIGHT THERE.
FOR THE MOST PART, IT JUST THE SIX WEEKS HAS CHANGED.
IT WAS IMPERATIVE THAT WE STILL TRY TO END THE FIRST SEMESTER IN DECEMBER.
IF YOU REMEMBER WHEN I BROUGHT THE CALENDAR BEFORE, WHEN WE END THE SIX WEEKS IN JANUARY, THAT CREATES A LITTLE BIT OF AN ISSUE BECAUSE IF STUDENTS ARE TRANSFERRING OR COMING INTO BIRDVILLE, WHAT ARE THEY DOING FOR THE FIRST COUPLE OF WEEKS? THEN IF STUDENTS ARE LEAVING BIRDVILLE OR GRADUATING, THEY HAVEN'T FINISHED THE CLASS.
SO WE, AFTER A CONSULTATION WITH OUR EXECUTIVE DIRECTORS, WANTED TO MAINTAIN THAT SEMESTER ENDS ON THE 18TH, SO WE STILL HAVE THAT IN PLACE.
ANY QUESTIONS ABOUT THIS SO FAR? KEY POINTS I HAVE TOUCHED UPON, OUR START DATE WILL BE AUGUST 24TH.
WE STILL IN ON THE SAME DAY OF MAY 26TH.
THE GRADUATION HAS NOT CHANGED, IT WILL STILL BE ON MAY 23RD.
PROFESSIONAL DEVELOPMENT DAYS HAVE BEEN ADDED.
I'D COVER THAT ALONG WITH THE TEACHER WORKDAYS.
TEACHERS ARE STILL REQUIRED TO WORK 187 DAYS, THAT IS STILL IN EFFECT FOR THIS CALENDAR.
BUT YOU'LL SEE THE INCREASE IN MINUTES, AND THIS IS WHERE WE ADD THE 10 MINUTES IN EVERY DAY FOR EVERY LEVEL.
INSTEAD OF THE 4:35 AND 4:30 FOR ELEMENTARY, MIDDLE, AND HIGH RESPECTIVELY, WE'VE ADDED THE 10 MINUTES.
TEA REQUIRES WHAT'S CALLED 756, WHICH IS 75, 600 MINUTES FOR INSTRUCTION FOR STUDENTS.
WE SURPASSED THAT, AND I'VE DENOTED THAT AT THE LAST PARAGRAPH AND OVER 2,200 MINUTES FOR ELEMENTARY, OVER 1,300 MINUTES FOR MIDDLE AND HIGH SCHOOL AND THAT COMES OUT TO OVER FIVE DAYS, OVER THREE DAYS FOR ELEMENTARY, AND MIDDLE AND HIGH RESPECTIVELY.
INCREASING THE SCHOOL DAY BY 10 MINUTES AFFORDS US QUITE SOME INTERESTING AND ATTRACTIVE BENEFITS.
[01:15:02]
NUMBER 1, IT ALLOWS MORE PASSING TIME FOR SOCIAL DISTANCING.RIGHT NOW, IT'S SIX MINUTES PASSING FOR SECONDARY.
THIS WILL GIVE THE SCHOOL FLEXIBILITY TO ADD TIME TO THAT SO THAT IF THEY WANT TO STAGGER THEIR TRANSITION TIME GOING FROM PERIOD TO PERIOD GIVES THEM MORE TIME FOR THAT SO THAT WE CAN MAINTAIN SOCIAL DISTANCING.
IT ALLOWS MORE TIME TO HAVE OUR PPES AND TECHNOLOGY DELIVERED.
MS. BOWMAN AND [INAUDIBLE] ARE ANTICIPATING MID AUGUST FOR THE DELIVERY OF THAT.
BY DELAYING THE START OF SCHOOL BY A WEEK, THAT GIVES US MORE TIME TO GET THAT IN THERE.
THIS DOES NOT IMPACT, I'M JUST PICKING OUT A COUPLE OF KEY POINTS, DOES NOT IMPACT OUR TRANSPORTATION TIMELINES.
AS A MATTER OF FACT, IT GIVES THEM JUST A LITTLE BIT MORE TIME BECAUSE WE'RE NOT CHANGING THE TIMES FRONT TO BACK, WE'RE JUST ADDING 10 MINUTES TO THE END OF THE DAY.
NO CHANGE TO THE LAST DAY OF SCHOOL.
IT ADDS 3-5 DAYS OF OPERATIONAL DAYS OVER THE TEA MANDATED MINUTES AS I MENTIONED, AND MOST IMPORTANTLY, IT DOES NOT AFFECT OUR SUMMER 2021 CONSTRUCTION TIMELINE.
WE'RE ABLE TO GET OUT ON TIME AS IT'S IMPORTANT TO THE BOND COMMITTEE AS WELL AS MS. BOWMAN. IF I MOVE THAT DAY ANY FURTHER, I'D COME UP MISSING I THINK, SO I DARE NOT DO THAT [LAUGHTER]. I DON'T KNOW.
[LAUGHTER] THEN WE CAN ALSO POSSIBLY INCREASE LUNCHTIME, BUT IT GIVES THE SCHOOL, AND IT GIVES THE PRINCIPAL AND CAMPUS ADMINISTRATION MORE FLEXIBILITY OF TIME IN THE DAY TO TRY TO ADDRESS THE CONCERNS WE HAVE AT THIS TIME.
SO HERE ARE THE ADJUSTED TIMES.
SCHOOL, I'VE NOTED PRE-K THERE.
WE'VE ADDED TIME ON THOSE AM AND PM SESSIONS.
ELEMENTARY SCHOOL DISMISSAL WAS 3:25, NOW IT'S 3:35.
MIDDLE SCHOOL WAS 3:50, NOW FOUR O'CLOCK.
HIGH SCHOOL WAS 2:40, NOW 2:50 AND THEN SHANNON, AN INCREASE IN 10 MINUTES THERE, THEY WILL GET OUT OF 3:05.
SO IT DOES NOT CHANGE THE START TIME, IT'S ADDED AT THE END OF THE DAY.
ANY OTHER QUESTIONS ABOUT THAT BEFORE DR. CLARK COMES UP? THANK YOU.
IT IS VERY NICE TO BE ABLE TO COLLABORATE WITH THAT AND TO REALLY SAY THAT, WHAT REALLY DROVE THAT REQUEST TO CHANGE THE CALENDAR IS THE FACT THAT, FOR US TO DO ASYNCHRONOUS, WE HAVE TO HAVE THE TECHNOLOGY, AND SO THAT REALLY BUYS US SOME TIME, AN EXTRA WEEK THAT DAVE SAYS THAT IT CAN BE IN AS WELL AS THIS COMPREHENSIVE PROFESSIONAL LEARNING PLAN FOR US TO HAVE ALL OF OUR TEACHERS FULLY PREPARED TO DO THIS ASYNCHRONOUS AS WELL AS TO MEET THE STRINGENT REQUIREMENTS THAT THE TEA HAS ESTABLISHED FOR RECEIVING FUNDING.
SO THIS IS THE RETURN TO SCHOOL PROFESSIONAL LEARNING PLAN IF THE CALENDAR IS INDEED ADJUSTED.
YOU CAN SEE THAT EVERY DAY WE'RE GOING TO PROVIDE THE TRAINING ASYNCHRONOUSLY WITH SOME OF THE SESSIONS SYNCHRONOUSLY DONE SO THAT THERE ACTUALLY WILL BE EVERYBODY AT THE SAME TIME LEARNING TOGETHER, AND ONE OF THE THINGS THAT WE HAVE BUILT INTO THIS IS THROUGH OUR CANVAS.
WE WILL OFFER THE TRAINING THROUGH CANVAS SO OUR TEACHERS ARE GOING TO EXPERIENCE EXACTLY WHAT WE WANT THE STUDENTS TO EXPERIENCE.
SO THEY WILL SEE HOW POWERFUL THIS TOOL ACTUALLY IS AND ALL OF THE FUNCTIONALITY THAT IS AVAILABLE.
DAVE DID PURCHASE SOME TEMPLATES THAT OUR TEACHERS CAN USE FOR BUILDING COURSES SO THAT WILL SPARE THEM SOME EXTRA TIME IN THE FACT THAT THEY'LL HAVE THOSE ALREADY DONE FOR THEM, AND THEN THE PROFESSIONAL LEARNING WILL ALSO ALLOW THEM TO HAVE THIS VALUABLE TIME TO BUILD THEIR COURSES SO THAT WHEN SCHOOL DOES START, THEY WILL ALREADY HAVE THEIR COURSES INSIDE BEGINNING OF THEIR SEVERAL WEEKS OF THEIR WORK DONE.
SO THAT THEY WILL HAVE HAD AN OPPORTUNITY TO PRACTICE WITHOUT IT BEING AT THE SAME TIME THE KIDS ARE HAVING TO ACCESS.
SO WE FEEL LIKE THIS PLAN WILL BE VERY ROBUST AND MR. DILKS WILL ANSWER THOSE QUESTIONS, ALL THOSE QUESTIONS THAT YOU HAD PAUSED [LAUGHTER], AND THEY WERE EXCELLENT QUESTIONS BY THE WAY,
[01:20:01]
BUT WE'RE HOPING THAT THIS WILL DO THAT.AGAIN, I WANT TO JUST END BY SAYING THAT WE HAVE TO POST THE DISTRICT INSTRUCTIONAL PLAN.
WE'RE REQUIRED TO DO THAT TWO WEEKS PRIOR TO SCHOOL STARTING.
BUT WE'VE TAKEN A LOT OF THE INFORMATION THAT THE TEA IS REQUIRING IN THIS INSTRUCTIONAL PLAN AND WE'VE MOVED IT INTO THIS REOPENING PLAN SO THAT THE COMMUNITY AND STAFF AND PARENTS ACTUALLY HAVE ACCESS TO THAT BECAUSE THE INSTRUCTIONAL PLAN HAS ALSO GOT TO BE APPROVED BY THE BOARD OF TRUSTEES.
SO I DO KNOW THAT WE ARE GOING TO HAVE ANOTHER BOARD MEETING IN EARLY AUGUST.
SO DEPENDING UPON YOUR PLEASURE, WE COULD PUT THAT ON AN AGENDA ITEM TO BRING FOR INFORMATION DISCUSSION SO THAT WE COULD HAVE THE PLAN.
IT JUST DEPENDS ON TRYING TO GET THE PLAN.
IF WE WAIT TIL SEPTEMBER, WE HAVE TO HAVE THE PLAN INTO THE TEA BY OCTOBER 1.
SO IT GIVES US A LITTLE BIT OF TIME IF WE COULD DO THAT SO THAT WE COULD HAVE IT APPROVED IN AUGUST, AND THEN WE COULD SUBMIT IT AND IF WE NEEDED TO REDO SOME THINGS, WE'D HAVE SOME TIME BEFORE THAT DEADLINE.
SO THE TEA IS ACTUALLY GRADING YOUR PLANS AND PROVIDING YOU FEED BACK IF YOU NEED TO REDO ANY OF THE VARIOUS COMPONENTS.
SO THAT'S JUST A THOUGHT THAT WE COULD DO OR WE COULD STAY WITH THIS ONE, WHERE WE ACTUALLY HAVE FINAL APPROVAL IN SEPTEMBER, AND I'M HAPPY TO ANSWER ANY QUESTION OR TO LET ANY OF THE OTHER CABINET MEMBERS ANSWER QUESTIONS.
YOU'VE SEEN THREE PLANS, THE REOPENING PLAN, THE INSTRUCTIONAL PLAN, AND THE PD PLAN. [LAUGHTER].
>> THANK YOU ALL. NICE JOB. MR. DAVIS?
>> THESE HEALTH AND SAFETY PLAN SAYS IT HAS TO BE TWO WEEKS PRIOR BEFORE SCHOOL STARTS.
ON YOUR HUB, I SAW A LINK TO THAT.
>> I KNOW THAT. I MEAN, I DON'T NEED THE LEGAL ANSWER.
AN ANSWER TO YOUR QUESTION SPECIFICALLY, I HAPPENED TO HAVE GONE INTO THAT ONE, AND ONE OF THE THINGS THAT, KATIE HAS ACTUALLY ATTACHED SOME VIDEOS TO THAT THAT SHOWS SOME OF THE PPES THAT WE'VE GOT.
>> SO IT'S LIVE, I MEAN TOMORROW OR TONIGHT.
>> MY COVER SHEET SAYS IT MUST BE DONE TWO WEEKS PRIOR.
[INAUDIBLE] BE MORE THAN TWO WEEKS PRIOR.
TEACHERS CAN LOOK AT IT, MOMS AND DADS CAN LOOK AT IT.
>> HAD TO PLAY IT [INAUDIBLE].
>> [MUSIC] WHAT'S THE NUMBER ONE BUILDING MAINTENANCE PROBLEM YEAR AFTER YEAR? IT'S THE RESTROOM [LAUGHTER]
>> NOW YOU'RE CURIOUS, RIGHT? [LAUGHTER]
>> YEAH. ABSOLUTELY. [LAUGHTER] [BACKGROUND]
>> ANYBODY ELSE? ANY OTHER QUESTION? MR. [INAUDIBLE]?
>> MR. THOMAS, THIS ALL GOES LIVE TONIGHT?
>> MY STAFF'S ON HOLD WAITING FOR THE BOARD'S APPROVAL FOR THAT
>> OKAY. THEN IF THERE'S NO ANSWER TO THIS, DR. CLARK, [LAUGHTER] DON'T WORRY ABOUT IT, BUT OUR INSTRUCTIONAL PLAN HAS TO BE SUBMITTED TO THE TEA TWO MONTHS AFTER WE'VE ALREADY STARTED.
THEN AT SOME POINT IN THE FUTURE, THEY WILL THEN GIVE US A GRADE AND TELL US WHETHER WE NEED TO CHANGE THAT OR NOT?
>> WELL, THAT'S WHY IF WE CAN'T SUBMIT ON OR BEFORE OCTOBER THE 1ST, SO THAT'S WHY I BROUGHT UP THAT IF WE DIDN'T HAVE [INAUDIBLE] IN AUGUST, THEY'LL HAVE TO BRING THAT.
THEN I [INAUDIBLE] FOR THE APPROVAL.
>> YOU WOULD GO AHEAD AND SUBMIT IT EARLY. OKAY.
>> OKAY, DO YOU HAVE ANY INSIGHT, IT'S NOT ALL THAT RELEVANT, BUT ANY INSIGHT AS WHY THEY'RE ASKING FOR IT AND AFTER-SCHOOL IS ALREADY GOING TO BE IN SESSION FOR TWO MONTHS?
>> BECAUSE THEY HAVE WAITED SO LONG TO GET IN
[01:25:03]
OUR GUIDELINES AND PUTTING THIS TOGETHER IS VERY DETAILED.THE DETAIL IN IT IS [INAUDIBLE].
>> ANYBODY ELSE? MR. [INAUDIBLE]?
>> YEAH. WE'RE OKAY WITH THE AUGUST BOARD MEETING, THE EARLY ONE? HAVING AN ACTION OR A DISCUSSION PLAN ON THIS?
>> THE WAY I WOULD WANT TO DO IS FULLY UNDERSTANDING THAT WE STILL NEED TO BE WORKING ON IT.
>> JUST AS ONE BOARD MEMBER, AND PARTICULARLY NOW SINCE SCHOOL IS JUST IMMINENT, AROUND AROUND THE CORNER, ALTHOUGH IT LOOKS LIKE IT'S GOING TO BE ONE MORE WEEK OUT AS FAR AS IMMINENT.
SPEAKING FOR ME, I THINK I'D RATHER HAVE SOME INFORMATION, AND THEN I'M FINE THAT THE LAST SENTENCE SAYS, THIS IS CONSTANTLY CHANGING EVERYBODY.
WELL, NO, I SHOULD SAY THAT MOST PEOPLE WILL GIVE YOU GRACE AND MOST PEOPLE UNDERSTAND THIS, THAT THE TARGET WE'RE SHOOTING KEEPS MOVING.
BUT I THINK WE'RE TO THE STAGE WHERE LET'S GO AHEAD AND SAY, THIS IS OUR PLAN, BUT HEY, THIS COULD CHANGE AT ANYTIME.
TOMORROW, THE GOVERNOR COULD DO SOMETHING DIFFERENT.
BUT I THINK THE TIME FOR, AND I'M NOT SAYING ANYBODY HAS, BUT I THINK THE TIME FOR GATHERING INFORMATION IS FINE.
BUT I THINK AT THIS POINT, I'D LOVE THE PLAN THAT THIS IS GOING OUT TONIGHT, BUT LET'S GET THE INFORMATION OUT.
GIVE A CAVEAT DOWN AT THE BOTTOM THAT SAYS THAT WE'RE ALWAYS GOING TO BE FLEXIBLE, WE'RE ALWAYS GOING TO COMPLY WITH OUR LOCAL COUNTY AND STATE OFFICIALS.
BUT I THINK THAT'LL BE WELL-RECEIVED BY THE COMMUNITY.
I THINK YOU'D GET A LOT LESS BLOW-BACK THAN, WHY CAN'T I GET ANYTHING?
>> WELL, JUST TO THAT POINT, THAT'S WHY A LOT OF THE STUFF THAT'S IN THE INSTRUCTIONAL PLAN, WE'VE MOVED IT OVER [INAUDIBLE].
>> I'LL HAVE TO SAY THAT HAVING LOOKED AT A LOT OF THE OTHER SITES, THEY'RE LACKING SOME OF THAT STUFF, WHICH I WON'T MENTION SOMEONE'S NAME.
I SAID THEY LOOK PRETTY GOOD, BUT THEY COULD USE SOME WORK.
YEAH, I THINK WE'RE GOING TO BE A LOT MORE COMPREHENSIVE WAITING TWO DAYS THAN WHAT EVERYBODY ELSE ALREADY HAS OUT THERE.
>> I'M SORRY, MR. [INAUDIBLE] , SORRY.
>> YEAH, JUST ONE MORE THING. I'M NOT QUESTIONING IT BECAUSE YOU GUYS ARE THE EXPERTS THAT SAID IT.
ARE THE TEACHERS, DURING THOSE PURPLE DAYS, GOING TO BE ABLE TO BUILD SOME CONTENT?
>> OKAY. IT HAS SEEMED TO ME AS JUST A BOARD MEMBER, IT ALMOST SEEMED LIKE THEY WERE GOING TO BE LIMITED TO BUILDING CONTENT ON THOSE WINDOW.
>> THAT'S THE REASON WE WANTED TO HAVE IT, BECAUSE YOU KEEP TRYING AND YOU NEED TO BE PRACTICING WHAT YOU WANT.
SO HAVING THE TIME, AND IF THEY'RE TECHNICAL SUPPORT OF PEOPLE HEALTHY, THAT'S [INAUDIBLE].
>> GREAT. THEN THE LAST THING IS, I KNOW WE'VE TALKED ABOUT TEACHERS COMING IN DURING THE FIRST OF SCHOOL, WELL, UNTIL SEPTEMBER 27TH OR WHATEVER THAT DEADLINE IS ON LOCAL ORDER, COMING IN TO PRESENT.
DO ALL OUR CLASSROOM SETUP FOR CAMERAS AND THINGS OF THAT NATURE SO THAT THEY CAN DO THAT?
>> ONE OF THOSE [INAUDIBLE] OF THE CLASSROOM AS OPPOSED TO [INAUDIBLE] BECAUSE THEY TAKE ADVANTAGE OF THE SMART BOARDS.
WHAT'S IT CALLED? THE ONE THAT WE USED?
>> [INAUDIBLE]. WE'RE BUYING [INAUDIBLE] FOR EVERY ROOM [INAUDIBLE] SO THEY DON'T HAVE TO BE SITTING IN A DIFFERENT SPOT.
>> SORRY. HAVE YOU LOOKED AT TRYING TO GET THE MICS?
>> THEY'RE IN ORDERS RIGHT NOW. WE GOT A FEW OF THEM.
>> YOU'VE GOT SOME VENDORS THAT SAY THEY CAN SUPPLY?
>> IT HAS BEEN A CHALLENGE TO [INAUDIBLE]. YEAH.
>> THAT'S GOOD. CAN YOU SEND US YOUR PRESENTATION BECAUSE THERE WERE SOME STUFF THAT YOU WENT OVER REALLY FAST.
I DO APPRECIATE, YOU TOLD ME THERE WERE GOING TO BE GOOD EXAMPLE, SOLID EXAMPLES FOR THE TEACHERS OUT THERE, SO THAT'LL BE GOOD, ON THE CANVAS; HOW THE CANVAS SHOULD LOOK, HOW IT SHOULD WORK.
SO THAT'LL BE VERY HELPFUL TO THE TEACHERS.
>> AS WELL AS THE EXTRA WEEK, I THINK WOULD BE VERY HELPFUL TO THE TEACHERS TO BE READY.
NEXT ONE'S MATCHING COST FOR TEA TECHNOLOGY PURCHASES. MS. [INAUDIBLE]. [NOISE]
[F4. Matching Cost for TEA Technology Purchases [Katie Bowman, Associate Superintendent]]
>> WELL, LAST WEEK ON WEDNESDAY, TEA ANNOUNCED, THIS GIVES
[01:30:03]
YOU AN IDEA ABOUT HOW QUICKLY THINGS ARE CHANGING AT THE STATE LEVEL, THEY ANNOUNCED AN OPPORTUNITY.THE STATE HAS BEEN GIVEN A LOT OF FEDERAL MONEY AND MANY OF THOSE DOLLARS HAVE NOT BEEN ALLOCATED TO PROJECTS YET.
THEY TOOK 200 MILLION OF THEIR CARES SPENDING AND TOLD DISTRICTS THAT THEY WERE GOING TO SEND OUT A SURVEY.
THEY DID A DAY OF TRAINING, AN HOUR OF TRAINING ON THURSDAY LAST WEEK, AND TOLD US WE HAD TILL SUNDAY TO SUBMIT THAT DOCUMENT IF WE WERE INTERESTED IN GETTING INVOLVED IN A BULK ORDER THEY WERE DOING AT THE STATE LEVEL, WHERE THE STATE WOULD FUND HALF OF THE DEVICES AND HALF OF THE HOT-SPOTS, DEPENDING ON HOW MUCH MONEY THEY HAD.
IN ADDITION, IF THERE WERE DOLLARS REMAINING, WE COULD SUBMIT DOLLARS THAT WE HAD SPENT DURING MAY 21ST AND SEPTEMBER 1ST ALREADY FOR TECHNOLOGY AND WE MIGHT GET A CHANCE TO GET PART OF IT REFUNDED TO THE DISTRICT.
UNFORTUNATELY, WITH THE REIMBURSEMENT PART ON THAT LAST BULLET, THEY RECEIVED $400 MILLION OF REQUESTS FROM DISTRICTS BEFORE, OR AFTER, I GUESS ALL OF THE DEVICES.
I'M NOT REALLY THINKING THAT WE'RE GOING TO HAVE ANYTHING ON THAT LAST BULLET, BUT WE RESPONDED ANYWAY, SO WE WERE FORCED LAST WEEK TO GO AHEAD AND PUT IN A REQUEST FOR AN ORDER FROM TEA.
WE DON'T KNOW THAT WE'LL RECEIVE THE ENTIRE ORDER, BUT WE PUT IN FOR A REQUEST OF 4,000 CHROMEBOOKS.
THE DISTRICT WOULD BE PAYING HALF OF THAT, AND 600 AT, AND ACTUALLY, WE CHANGED THAT TO T-MOBILE, AND I APOLOGIZE FOR THAT.
WE CHANGED THAT TO T-MOBILE AT THE LAST MINUTE BEFORE WE SUBMITTED IT SUNDAY NIGHT.
THAT IS IN THE ACTION ITEM, AT 54,000.
IN PART OF THE TRAINING, DAVE LEARNED THAT THE ADDITIONAL LICENSING FOR THE CHROMEBOOKS WAS NOT COVERED BY TEA, SO DAVE HAS ANOTHER ITEM THAT WILL HAVE TO BE PUT IN PLACE FOR US TO GET THESE CHROMEBOOKS.
THE TOTAL DISTRICT COST IS $688,000.
WE DO BELIEVE THAT THERE'S MONEY IN THE 2018 BOND FUNDS TO HELP US WITH THAT, AND THEN THE HOT-SPOTS WOULD BE PAID FROM GENERAL FUND.
WHAT WE'RE ASKING THE BOARD TONIGHT, AND WE DON'T LIKE TO DO THIS ALL IN ONE EVENING, BUT WE'VE GOT AN ACTION ITEM FOR YOU TO CONSIDER TO ALLOW US TO SPEND $688,000, IF THE STATE WILL ALLOW US, TO PURCHASE 4,000 DEVICES.
IN THE NEXT TWO WEEKS, WE'RE SUPPOSED TO GET AN E-MAIL TO TELL US HOW MANY OF THOSE THAT THEY WILL COVER.
WE DON'T KNOW WHEN THEY WILL BE RECEIVED.
WE'RE HOPEFUL THAT WE MIGHT GET THEM IN AN EARLY TIME FRAME, BUT WE HATED TO TURN DOWN THE OPPORTUNITY TO RECEIVE 50 PERCENT OFF OF THOSE DEVICES.
>> IT'S NOT REALLY A QUESTION, BUT I'LL MAKE IT INTO ONE.
IT'S NOT JUST ME, IT'S THE WHOLE BOARD, REALLY FOR YOU AND MR. LAMPSON.
THE BOARD IS VERY APPRECIATIVE OF HOW THE TECHNOLOGY DEPARTMENT HAS NOT ONLY HAD INFRASTRUCTURE IN PLACE READY TO GO WHEN THIS HIT.
OBVIOUSLY YOU DIDN'T KNOW, BUT YOU HAD TO HAVE A GOOD FOUNDATION IN ORDER TO SUCCEED AND YOU GUYS HAVE SUCCEEDED.
WHATEVER WE CAN GET FROM THE TA FROM THIS IS REALLY GOING TO HELP US OUT.
THIS HAS BEEN A SUCCESS THROUGH THE STORM.
I'M TAKING CREDIT FROM OTHER PEOPLE WHO HAVE SAID THE SAME THING, BUT WE'RE ALL VERY APPRECIATIVE OF WHAT YOU GUYS HAVE DONE.
>> YOU HAVE TO SQUINT YOUR EYES UP A [LAUGHTER] LITTLE BIT TO [OVERLAPPING] LIKE THAT.
AGAIN I WANT TO ECHO IT, JUST THAT THANK YOU.
IT'S AMAZING WHAT YOU ALL HAVE DONE.
GOD FORBID THEY DON'T HAVE ANY FUNDING AVAILABLE AND THEY DON'T APPROVE US FOR ANY OF THIS, CAN'T WE STILL USE THESE DEVICES? DON'T WE STILL NEED THEM?
>> YOU'RE ASKING US TO APPROVE IF THEY DO, WHAT IF THEY DON'T?
>> IF THEY DON'T WE WOULD NOT BE ABLE TO GET ON THEIR ORDER.
THIS IS BASICALLY A BULK ORDER THEY'VE PUT TOGETHER.
THEY WOULD BE PLACING THE ORDER ON OUR BEHALF.
IF NOT, THEN IF MR. LAMPSON WOULD COME BACK AT A LATER TIME WITH OTHER TECHNOLOGY THAT HE WOULD WANT TO PURCHASE.
>> THE QUESTION WAS ALSO ASKED TO THE COMMISSIONER, [NOISE] THAT IF THEY HAVE MORE ORDERS THAN WHAT THEY'RE ABLE TO FUND HALF OF, THAT DISTRICTS COULD GO AHEAD AND JUST NAME THE WHOLE PRICE.
>> HE SAID I DON'T HAVE AN ANSWER FOR THAT, BUT I'LL GAVE YOU ONE.
IT JUST SHOWS YOU THAT THIS IS HAPPENING FAST.
>> WE DON'T EVEN HAVE ALL THE ANSWERS YET. THE ONLY WORRY ABOUT THESE DEVICES IS THEY FOCUSED ON THE MINIMUM HARDWARE REQUIREMENT.
[NOISE] IT'S THE BARE MINIMUM.
[NOISE] IT'S NOT A DEVICE THAT I WOULD WANT TO GIVE TO A HIGH SCHOOL KID [INAUDIBLE].
WE'RE LOOKING AT THIS FROM THE YOUNGEST GRADE LEVELS.
>> WE'RE HOPING TO GET THE [NOISE] ANSWER ON THAT. WE DO HAVE SOME [INAUDIBLE]
>> WHAT I'M WONDERING IS, AND I DON'T KNOW IF ANYBODY ELSE IS CATCHING ONTO THIS.
WHY DON'T WE LOOK AT APPROVING IT EITHER WAY RIGHT NOW FOR EXPEDIENCE? YOU SEE WHAT I'M SAYING? [OVERLAPPING] YOU ALL SEE WHAT I'M SAYING?
[01:35:04]
>> I THINK THE CHALLENGE WOULD BE IS IF WE CAN'T BUY OFF OF THIS BULK ORDER WE WOULD HAVE TO GO TO ANOTHER PROCUREMENT SOURCE.
WHICH MEANS WE WOULD HAVE TO GO TO ANOTHER VENDOR.
>> DIFFERENT PROXY. [OVERLAPPING]
>> SHE'D HAVE TO GO THROUGH THE WHOLE PROCESS OVER.
>> THIS IS A SPECIFIC PROCESS.
>> I UNDERSTAND. [OVERLAPPING]
>> UNFORTUNATELY. I APPRECIATE YOU BEING WILLING TO DO THAT.
EVEN THOUGH THESE ARE AT THE MINIMUM LEVEL, WHEN YOU CAN GET A DEVICE FOR ABOUT $130 A CHROMEBOOK, IT'S HARD TO TURN THAT DOWN BECAUSE WE CAN USE THAT WITH CERTAIN GRADES.
>> I WAS JUST LOOKING AT, I KNOW WE HAVE A TIME CRUNCH AND EXPEDIENCE MIGHT HELP WITH THAT.
[OVERLAPPING] I UNDERSTAND PROCUREMENT THOUGH.
>> I APPRECIATE THAT VERY MUCH. THANK YOU.
>> NOW YOU'RE SAYING THIS IS NOT A GAMING, [BACKGROUND] [LAUGHTER] NOT A QUAD-CORE PROCESSOR WITH, [BACKGROUND].
MAN, [BACKGROUND] [NOISE] I UNDERSTAND.
MITCH TOLBERT TOOK THE WORDS RIGHT OUT OF MY MOUTH AS FAR AS THE INFRASTRUCTURE AND STUFF GOES THAT YOU GUYS PUT TOGETHER.
BUT OF HOW FAR AWAY WE THOUGHT WE WERE TO ONE-TO-ONE JUST LAST YEAR OR THE YEAR BEFORE, AND WITH THIS WE'RE ALREADY THERE.
VERY EXCITING ALL THE WAY AROUND.
ANYBODY ELSE HAVE ANY COMMENTS OR QUESTIONS? LET'S PRESS ON.
>> DO YOU WANT ME TO PULL THE NEXT ONE [INAUDIBLE]?
[F5. District Substitute Update [Skip Baskerville, Associate Superintendent]]
>> DISTRICT SUBSTITUTE UPDATE, MR. [INAUDIBLE].
>> THANK YOU. I'D LIKE TO ASK PAGE CURRY AND DAVID SMITH TO COME UP HERE AND BREAK TIES.
THE BOARD WAS KIND ENOUGH EARLIER IN THE BUDGET PROCESS TO APPROVE COORDINATOR SUBSTITUTES, SUBSTITUTE COORDINATOR, HOWEVER YOU WANT TO PLACE IT.
DAVID SMITH, DR. BERNARD IS PROBABLY HATING US RIGHT NOW BECAUSE I THINK THIS IS PROBABLY THE THIRD PERSON WE'VE PLUCKED OFF OF HALTOM HIGH SCHOOL STAFF.
WHEN YOU HIRE GOOD I GUESS THAT'S WHAT HAPPENS TO YOU.
LET ME INTRODUCE DAVID SMITH WHO IS NOW HEADING UP OUR SUB OFFICE AND YOU'RE GOING TO SEE SOME THINGS HERE.
THEY'RE ARE ALL HIS WORK UNDER THE DIRECTION OF MS. PAGE. MS. CURRY LET ME JUST GO RIGHT THROUGH THIS.
WE STARTED THIS PROCESS EARLY JUNE, LATE MAY WHEN MR. SMITH WAS STILL WORKING AT HALTOM, HE STARTED BUILDING THIS PROGRAM.
ONE OF THE THINGS THAT WE WANTED TO DO WAS FIND OUT EXACTLY WHERE SUBS WERE, WHAT WERE THE THINGS THAT WE NEEDED TO DO.
AS YOU KNOW, WE TERMINATED THE CONTRACT WITH ESS AFTER THE METRICS WERE NOT WHERE WE WANTED THEM TO BE.
THE DELIVERABLES WEREN'T THERE.
WE WERE SPENDING MONEY TO GET THE SAME APPROVAL RATE THAT WE HAD THE YEAR BEFORE WHEN MR. TITUS WAS HEADING THINGS UP.
THESE ARE SOME OF THE QUESTIONS THAT WERE ASKED ON THE CLIMATE SURVEY THAT WAS PUT OUT IN JULY.
MR. SMITH, THIS WAS ACTUALLY TO OUR ESS FOLKS AFTER THE SECOND ROUND?
>> THIS WAS TO OUR CONTACTS THAT WE HAD IN THE 2019.
>> 1920? WENT OUT AND ASKED QUESTIONS ABOUT HOW WE CAN GET THEM BACK.
ONE OF THE THINGS THAT MR. SMITH IS DOING IN OUR INITIATIVE, AND I MENTIONED IT IN THE BUDGET PROCESS, IS TALKING TO SUBS AND [NOISE] CREATING A FOCUS GROUP OF TRYING TO FIND OUT WHAT WE NEED TO DO TO IMPROVE OUR ENVIRONMENT AND HAVE SUBS BACK AND WORKING FOR US.
THESE ARE SOME OF THE QUESTIONS THAT WERE ASKED AND THE PROS WERE THEY LOVED THE DISTRICT.
SOME OF THE THINGS THAT THEY LEARN, THE ENVIRONMENT THAT'S PROVIDED BY OUR CAMPUSES, THEY REALLY FIND THAT ATTRACTIVE, LIVE IN THE DISTRICT, WANT TO BE A PART OF THE DISTRICT.
SOME OF THE THINGS THAT WE FOUND THAT WERE HOLDING US BACK WERE THAT WE WERE NOT AS COMPETITIVE WITH THE PAY AS OUR NEIGHBORING DISTRICTS, LACK OF TRAINING, AND THEN LACK OF COMMUNICATION.
THESE ARE SOME OF THE THINGS THAT THE LAST YEAR THAT WERE MORE TOWARD THE ESS AND I'M NOT DISPARAGING THAT, BUT THESE ARE THE COMMENTS THAT CAME RIGHT FROM OUR SUBS.
THOSE ARE THE THINGS THAT WE'VE BEEN FOCUSING ON.
BUT WE KNEW THAT GIVEN SOME OF THE COMMUNICATION WE HAD THROUGHOUT THE YEAR.
SOME OF THE MAIN MAJOR CONCERNS FOR US SUBSTITUTES IS COVID 19.
THAT'S EVERYONE. THE AVAILABILITY TO SUBSTITUTE JOBS DUE TO ONLINE INSTRUCTION.
WE'RE WELL PREPARED TO HELP OUT IN THAT AREA AND GIVE THEM SOME ANSWERS, AND I'LL PROVIDE SOME OF THAT IN A MINUTE.
SOME OF THEIR RESPONSE EXPLICITLY TO PAY WERE JUST, WAS GOING TO CONSIDER SUBSTITUTE TEACHING, BUT I WILL LOOK AT DISTRICTS WHO HAVE MORE COMPETITIVE PAYS.
AGAIN WE WANT TO TRACK SUBS IN OUR DISTRICT, BUT ALSO FROM SURROUNDING DISTRICTS BECAUSE WE HAVE
[01:40:02]
ALSO QUITE A FEW STUDENTS THAT CHOOSED OUR DISTRICT WHO ARE NOT IN OUR BOUNDARIES.WE'VE HAD COMMENTS LIKE DURING THE TENURE AS A SUBSTITUTE THERE WAS ONLY ONE CHANGE IN MIND, THAT WAS PAY SCALE.
YOU CAN SEE THAT THE OVERARCHING THEME WAS PAY.
THAT'S SOMETHING THAT WE WOULD LIKE TO ADDRESS THIS EVENING.
THIS CHART SHOWS, JUST QUICKLY IF YOU LOOK AT THE RED, WELL START ALL THE WAY TO THE LEFT, YOU SEE BISD IN BLACK, AND THAT'S WHERE OUR CURRENT PAY IS NOW.
IF YOU LOOK AT THE DISTRICTS AS IT FLOWS TO THE RIGHT, IF THE NUMBER IS RED THAT MEANS THAT THEY ARE ABOVE US.
IF IT'S YELLOW IT MEANS THAT WE'RE EQUAL WITH THEM.
IN THESE DISTRICTS WE'RE NOT PAYING ANY MORE THAN ANYONE, SO WE'RE AT THE MINIMUM, AND THAT'S WHERE THE YELLOW IS.
IF WE INCREASED THE PAY DAILY RATE BY $10, THEN YOU CAN SEE WHAT HAPPENS.
WE GET A LITTLE BIT MORE GREEN IN THERE, BUT WE STILL HAVE SOME RED, EAGLE MOUNTAIN-SAGINAW IN THE MIDDLE JUST WIPED THEM OUT.
THEY JUST WENT OFF THE CHART ON THAT.
SO WE'RE LOOKING AT THE OTHER DISTRICTS.
WE START TO GET A LITTLE MORE GREEN IN THERE, BUT WE STILL HAVE SOME DISTRICTS WHO ARE COMPETING WITH RIGHT AT THE MINIMAL LEVEL.
IF WE GO TO $15, YOU CAN SEE AN INCREASE IN DAILY RATE.
WE'RE ABOVE, AND ALL DISTRICTS IS GOING UP AGAIN, MOUNT SAGINAW.
BUT THIS IS SOMETHING THAT IS TRYING TO ADDRESS THE ISSUE THAT WAS BROUGHT FORWARD BY OURSELVES.
YOU CAN SEE THAT THOSE PAY RATES, $75 AT THE BOTTOM FOR E8 PAIR SUB.
SO THAT WAS TOUGH TO PULL SUBS.
SO YOU CAN GO INTO 75 FOR EA SUBS IS A NICE INCREASE IN GOING ALL THE WAY TO THE TOP AT 105 FOR OUR CERTIFIED TEACHERS.
THAT DEFINITELY WILL ATTRACT SOME PEOPLE TO SUB WITH US AND CONTINUE SUBBING WITH US.
YOU CAN SEE THE COLLEGE REQUIREMENT IS ACROSS THE BOARD.
I WAS SURPRISED THAT CARROLL DIDN'T HAVE ACQUIRED MINIMUM, BUT WE'RE AT 60 HOURS, WHICH COULD BE OVER TWO YEARS OF COLLEGE HOURS BECAUSE IF YOU TOOK 12 YOU WOULD BE AT 48 , SO WE'RE WELL IN THE TWO TO THREE YEARS OF SOME COLLEGE HOURS THAT ARE REQUIRED TO SUB IN OUR DISTRICT.
THIS IS WHERE MS. BOWMAN'S GOING TO COME UP AND GET INTO THE DEEP FINANCIALS OF COST AND HOW THIS WOULD WORK OUT.
>> MS. KERRI WAS KIND ENOUGH TO PULL SOME INFORMATION FROM THE ASAP SYSTEM.
WE DIDN'T HAVE IT FOR THIS PAST YEAR SINCE WE DIDN'T COMPLETE THE YEAR.
BUT FOR THE '18-'19 YEAR, WE WERE AT ABOUT AN 80 PERCENT FILL RATE WITH 20,527 FILL JOBS.
SO LOOKING AT 80 PERCENT AND WE DID FOUR DIFFERENT CATEGORIES.
THERE ARE $5, $10, $15, AND $20 FOR ALL CATEGORIES OF SUBS.
YOU CAN JUST SEE PULLING THAT DOWN, THE TOTAL AT AN 80 PERCENT FULL RATE, YOU CAN SEE THE NUMBERS ACROSS.
THEN YOU'LL SEE GOING DOWN TO 85, 90, 95, AND 100, WHAT IT WOULD COST THE DISTRICT TO MAKE THESE CHANGES FOR THIS YEAR.
NOW, WITHIN THE BUDGET, WE ALWAYS HAVE SOME CONTINGENCY THAT'S BUILT INTO OUR SALARY STRUCTURE.
SO IN LOOKING AT THAT, WHAT I FELT LIKE WE COULD HAVE AVAILABLE IN BUDGETED FUNDS IS ABOUT $250,000 THAT WE LEFT IN THE BUDGET FOR THINGS WE MIGHT NEED AND EVEN FOR SUBSTITUTE GETTING ABOVE THOSE FILL RATE SINCE WE WERE NO LONGER WITH ESS.
WE DID PULL SOME OF THE ESS MONEY OUT, BUT WE DID HAVE SOME ADDITIONAL CONTINGENCY DOLLARS.
>> COULD YOU TELL US WHAT FILL RATE IS AGAIN?
>> THE FILL RATE IS 80 PERCENT.
>> SO ON ANY GIVEN DAY, THERE'LL BE A NUMBER OF SUBS REQUESTED.
THE FILL RATE IS HOW MANY SUBS WE CAN GET FOR THOSE PARTICULAR ONES.
SO, THERE'LL BE SOME CLASSES THAT GO WITHOUT A SUBSTITUTE TEACHER.
IN THE WHOLE THING WE HAD WITH ESS, IF YOU REMEMBER, ONE OF THEIR PROMISES TO US WAS THEY WERE GOING TO HELP US GET THAT FILL RATE UP IN THE 90 PERCENT LEVEL.
SO, I APOLOGIZE, I SHOULD HAVE MADE THAT MORE CLEAR.
>> WHAT'S THE GOAL OF THE FILL RATE? IT CAN'T BE A 100 I'M SURE.
>> THE GOAL WORKING WITH THE ESS WAS TO GET IT SOMEWHERE AROUND 93, 92 OR 93 PERCENT.
>> WE WERE AT 83 BEFORE WE BROUGHT IN ESS IN.
SO WE HAD BUDGETED SOMEWHERE AROUND 92, 93 FILL RATE WHEN WE BROUGHT ESS IN, NEVER MADE THAT NUMBER.
>> EXCEPT WHERE WE WERE, AND OF COURSE,
[01:45:02]
WE'D LOVE TO GET TO A 100.BUT THE THING YOU CAN DO WITH SUBS IS THAT IF YOU START TO SEE SUBS GOING OVER BUDGET, YOU CAN JUST LOOK AT WHERE YOU CAN NOT CUT BACK, BUT SOME AREAS YOU DO NOT NEED TO FILL.
BUT WE HAVEN'T HAD THAT PROBLEM.
EVERY POSITION DOESN'T REQUIRE A SUB IN THE DISTRICT.
WE'RE TALKING MAINLY IN YOUR INSTRUCTION POSITIONS, TEACHERS, AND EA'S.
SO IF YOUR AP IS OUT, YOU NOT GETTING A SUB.
IT'S JUST A NUMBER YOU TRY TO REACH.
OF COURSE, MONDAYS AND FRIDAYS ARE YOUR TOUGHEST DAYS TO FILL.
AS IT GETS LATER IN THE YEAR, WHEN I SAY LATER IN THE YEAR, LATER IN THE SCHOOL YEAR WHEN YOU START SEEING AFTER SPRING BREAK IN APRIL AND MAY, IT GETS A LITTLE BIT TOUGH.
SO WE TRY TO CREATE SOME INCENTIVES TO HAVE SUBSTITUTES STAY IN LONG-TERM POSITIONS AND TRY TO HAVE THEM READILY AVAILABLE.
IN THE NEXT SLIDE, I'LL GET TO THAT, BUT ARE THERE ANY QUESTIONS FOR MS. BOWMAN WHILE SHE'S STILL UP?
>> YES. SO BASICALLY IF I'M UNDERSTANDING RIGHT, IF WE BUMP IT UP $15 AND WE, BY DOING THAT, INCREASE OUR FILL RATE TO 90 PERCENT.
WE'D NEED 330 WOULD BE 80,000 SHY, IS THAT ACCURATE?
>> BUT IF WE DON'T BUMP IT UP TO 95, WE'D STILL WOULD BE TO 85? [OVERLAPPING]
>> WE'D BE ECSTATIC TO GET TO 95.
I KNOW THAT 90 PERCENT WOULD BE GREAT, BUT I KNOW BUDGET WISE, AGAIN I COME UP MISSING AGAIN IF WE GOT TO 95 [LAUGHTER] [INAUDIBLE] SHE'D BE UPSET, BUT WE'D BE ECSTATIC TO BE AT THAT NUMBER. WE WOULD.
>> BUT THIS GIVES YOU AN IDEA OF HOW MUCH IT'S GOING TO COST.
>> SINCE WE ALL ARE ASSUMING THAT THIS YEAR IS GOING TO BE TOUGH FIGHT FOR SUBS.
IF YOU HAD YOUR PREFERENCE BETWEEN 10 AND 15, WHAT WOULD YOU RECOMMEND TO ME?
>> I WOULD RECOMMEND 15 AND NOT JUST BECAUSE IT'S MORE BECAUSE YOU WANT TO BE IN THE MIDDLE AND THOSE NUMBERS THAT I SHOWED YOU IN THAT CHART, ACTUALLY WE CAN'T TELL IF IT'S THIS YEAR, LIKE LAST YEAR OR THIS YEAR.
[OVERLAPPING] SO SOME OF THOSE NUMBERS THAT ARE GREEN MIGHT TURN TO YELLOW OR RED.
THEY DON'T PUT IT LIKE A TEACHER SALARY LIKE THIS YEAR OR ANYTHING.
SO I WOULD GO WITH THAT BECAUSE YOU KNOW THAT YOU DON'T WANT TO HAVE TO COME BACK LATER.
SO YOU KNOW THAT HOPEFULLY THIS 15 WILL KEEP YOU GOING FOR A LITTLE BIT LONGER.
PLUS, A LOT OF OUR SUBS DO TAKE INSURANCE.
SO THAT COMES OUT OF THAT AS WELL.
SO YOU'RE TRYING TO STAY ABOVE NOT OVER THE CURB, BUT YOU'RE JUST TRYING TO STAY AHEAD OF IT JUST A BIT, KNOWING THAT EACH YEAR YOU'RE PROBABLY GOING TO EAT INTO WHAT YOU GAINED THIS YEAR IF THE BOARD WERE TO APPROVE IT.
THAT'S WHY, BUT TRUST ME, 15 WILL BE GREAT.
TEN, WE'LL DO WHATEVER WE CAN DO, BE MOST APPRECIATIVE BECAUSE IT'S GOING TO GET US MORE TO THE CONVERSATION. OKAY.
>> SOME OF THE INITIATIVES THAT OTHER DISTRICTS HAVE IN MR. SMITH'S AND MS. CURRY'S RESEARCH, SOME OTHER DISTRICTS DO THINGS LIKE LONGEVITY OF SOMEONE STAYING IN THE POSITION.
HEB, ACTUALLY, IF SOMEONE'S IN ASSIGNMENT FOR 20 DAYS WILL GET A $300 STIPEND.
THEY CAN EARN THAT EVERY 20 DAYS.
THAT'S THE THING WHERE YOU GET THE STABILITY IN A CLASSROOM.
ALSO, IF THERE ARE NO SUB TEACHER VACANCIES THAT DAY, IF THEY FILL AN EA OR A PARAPROFESSIONAL ACCOUNTS TOWARD THAT 20 DAYS.
SO AGAIN, YOU HAVE THAT SUB THAT KNOWS THE CAMPUS WELL, THAT KNOWS THE DISTRICT, AND THE FACT THAT WE HAVE THEM, THEIR 20 DAYS TELLS YOU THAT THE TEACHER, THE AP, OR THE PRINCIPAL IS HAPPY WITH THE PERFORMANCE.
SO YOU WANT TO TRY TO REWARD THAT AND IT KEEPS THEM IN OUR DISTRICT.
FORT WORTH ACTUALLY EMPLOYS 80 PERMANENT SUBS AT $27,000 A YEAR.
SO THEY ARE YOUR FIRST LINE OF SUBS.
THEY GET THE FIRST ASSIGNMENTS.
THEY ARE THE ONES THAT WILL GET THE LONG-TERM ASSIGNMENTS OR THEY'RE GUARANTEED, AND YOU KNOW YOU'RE GOING TO HAVE IT, AND IN FORT WORTH, THEY'RE GOING TO HAVE 80 SUB NEEDS A DAY.
THAT'S NOT SOMETHING THAT WE WOULD LOOK AT.
IF WE HAD A NUMBER, IT WOULD BE SOMEWHERE BETWEEN 10 OR 15.
BUT THEY'RE ALSO MANAGED BY A SUB OFFICE.
THOSE ARE JUST SOME OF THE THINGS THAT WE SEE OTHER DISTRICTS DOING TO TRY TO MAINTAIN COMPETITIVENESS WITH SUBS AND KEEP THEM IN THEIR DISTRICT.
THE NUMBER ONE PLACE THAT YOU WILL FIND YOUR VACANCY OR FILL YOUR VACANCIES, YOUR NUMBER ONE RECRUITING SITE ARE YOURS SUBS, BECAUSE THEY KNOW THE DISTRICT, THE TEACHER OR THE PRINCIPAL KNOWS THEM, AND IT'S LIKE, I'VE ALREADY EVALUATED THEM.
THAT'S ANOTHER REASON YOU WANT TO KEEP A NICE, HEALTHY SUB POOL.
I'M GOING TO ASK MR. SMITH BECAUSE I WANT HIM TO COME
[01:50:03]
UP AND SHOW YOU A LITTLE BIT MORE THE LAST COUPLE OF THINGS.BUT THIS IS HIS TIMELINE AND MR. SMITH, WILL YOU TAKE US WHAT YOU'VE DONE SO FAR AND WHAT YOU LOOK FORWARD TO DOING?
>> ALL RIGHT. AS WE LOOK AT HERE, WE STARTED JUNE AND THE FIRST THING ON MY MIND WAS THAT SUBJECT ABOUT RECRUITMENT AND RETENTION, AND SO WE WANTED TO HIT THAT VERY HARD.
WE KNEW WE WERE COMING OFF AT ESS AND ALSO KNEW UPFRONT THAT COVID-19 WAS GOING TO BE AN ISSUE WITH JUST ABOUT ANYONE OUT THERE LOOKING FOR A JOB, BUT CERTAINLY SUBSTITUTES BECAUSE THEY DON'T HAVE TO APPLY UNTIL THE LAST MINUTE.
WHAT WE WANT TO DO IS JUST GET THE WORD OUT THERE, ONE, WE'RE NOT GOING TO PARTNER WITH ESS.
TWO, I WANTED TO MAKE SURE I WELCOME THEM MYSELF, AND LET THEM KNOW THAT WE HAD A TEAM DEDICATED TO THEIR NEED, AND WE WANTED TO MAKE SURE THAT THE PRINCIPALS AND THE CAMPUSES KNEW THAT WE HAD A TEAM DEDICATED TO THEIR NEEDS.
FACEBOOK WAS ONE OF THE POSTINGS WITH 583 ENGAGEMENTS WITHIN ABOUT A WEEK OF THE FACEBOOK ENGAGEMENTS, MEANS THAT THERE WERE ACTUALLY SHARING, OR OPENING, OR LEAVING COMMENTS.
THEY'RE INTERESTED IN WHAT WE'RE TALKING ABOUT AND THEY'RE INTERESTED IN THIS JOB.
WE SENT OUT AN E-MAIL BLAST TO THE CONTEXTS THAT WE HAD.
WE HAD A LOT OF GREAT RESPONSE TO THAT.
IN JULY, WE PUT THE APPLICATION OUT THERE IMMEDIATELY.
THE APPLICATION WAS OUT THERE FOR THEM TO START GETTING ON BOARD WITH US.
IN JULY, WE STARTED MORE FACEBOOK POSTINGS, AND THEN CLIMATE SURVEYS OUT TO THE SUBSTITUTES, THAT'S THE ONE THAT SKIP WAS JUST TALKING ABOUT.
SIGNAGE, DISTRICT-WIDE, AND WE'LL SHOW YOU SOME PICTURES IN A SECOND, BUT WE'RE DOING THESE SIGNS THROUGHOUT THE DISTRICT, WHICH ARE EYE-CATCHING.
I DROVE BY ONE THE OTHER DAY, THE ONE SITTING RIGHT OUT HERE, AND I WAS GOING DOWN AT A PRETTY GOOD ROAD PACE.
THE THING THAT I NOTICED ABOUT IT IS IT REALLY STOOD OUT AND IT CATCHES YOUR ATTENTION.
WE HAVE THE NEW SUB E-MAIL ON HERE THAT WE'VE NOT USED ANY PLACE OTHER THAN SIGNAGE, AND STARTING YESTERDAY, I WAS RECEIVING E-MAILS FROM PEOPLE AND APPLICATIONS.
SO THESE ARE WORKING, THEY'RE GETTING OUT.
[INAUDIBLE] , I'LL SHOW THAT TO YOU IN JUST A SECOND, THAT'S AFTER THIS.
THIS LIST IS ALWAYS GOING TO BE GROWING.
WE'RE GOING TO TRY TO DO SOME REALLY INTERESTING THINGS.
I WANT TO BE SETUP AT FOOTBALL GAMES WHEN WE'RE ABLE TO DO THAT, SETUP AT THE BACK, NOT ONLY TO RECRUIT, BUT JUST IF PARENTS HAVE QUESTIONS, IF THEY HAVE QUESTIONS OF US, SO WE'LL BE DOING THAT.
WE HAVE A MAILER GOING OUT MONDAY FOR OUR ESS CONTEXTS.
THOSE SUBSTITUTES THAT WERE ONLY ESS, THEY'LL GET A MAIL OUT OUT STARTING MONDAY, THEY'LL GET IT NEXT WEEK.
THEN THE PHONE CALLS IS WHEN THOSE ESS'S, WE'RE NOT GETTING RESPONSES OR WE DON'T THINK THE RESPONSES ARE ADEQUATE ENOUGH, WE CAN EVEN START MAKING PHONE CALLS.
AS OF THIS MORNING, WE HAD ABOUT 200 APPLICANTS GIVEN COVID-19.
I'M ACTUALLY VERY POSITIVE ABOUT THAT BECAUSE IF WE'RE LOOKING AT 500-600 APPLICANTS, WITH ALL THE QUESTIONS GOING ON RIGHT NOW, FOR US TO HAVE 200 PEOPLE TO APPLY AT THIS POINT, IS ACTUALLY EXCITING NEWS TO ME.
I THINK THAT WE'RE GOING TO DO VERY WELL AS WE GO.
I THINK THE TOPIC SKIP TALKED ABOUT TONIGHT WILL GO ALONG WITH THAT. [OVERLAPPING]
>> HERE ARE SOME OF THE THINGS THAT MR. SMITH MENTIONED. [INAUDIBLE].
>> THESE ARE THE SIGNS, THAT HUGE SIGN THAT'S OUT THERE AS WELL, MATTER OF FACT.
>> WE'LL MOVE THAT [INAUDIBLE].
>> WE'RE ALSO GOING TO PARTNER WITH TRANSPORTATION, AND GET SOME OF OUR SIGNS ON THE BUSES AND START RUNNING.
[LAUGHTER] WE HAD A GOOD PLAN.
ONE OF THE THINGS THAT YOU MAY WONDER WHY WE WAITED SO LONG TO REACH OUT TO ESS, BECAUSE OF THE CONTRACT, THERE WAS STILL ESS EMPLOYEES TO THE END OF JUNE.
OUR FIRST WAVE WAS TO FOLKS FROM TWO YEARS AGO, AND THEN NOW, EARLIER ON MONDAY.
>> WE'RE GOING TO SEND THEM AN E-MAIL.
>> YES, SEND THEM AN E-MAIL, SO WE STARTED CONTACTING THOSE FOLKS.
THAT'S WHERE WE ARE, AND THERE WILL BE AN EXTRA ITEM LATER ON ABOUT SUBSTITUTE PAY AND THINGS OF THAT NATURE.
I'LL ENTERTAIN ANY QUESTIONS, OR ANY COMMENTS, OR ANY SUGGESTIONS THAT MAYBE WE HAVEN'T THOUGHT OF AT THIS TIME.
[01:55:01]
>> JUST QUICKLY. IN GENERAL, THEY NEED TWO YEARS OF COLLEGE EDUCATION AND JUST A CLEAN, I GUESS A BACKGROUND CHECK?
>> EVERYONE IN OUR DISTRICT, YES. BACKGROUND CHECK.
>> SO ROUGHLY, THOSE TWO THINGS WOULD GET YOU IN THE DOOR FOR AN INTERVIEW? [OVERLAPPING].
>> EXACTLY, BUT NOT AUTOMATICALLY.
STILL GOING TO VET YOU. YES, SIR.
>> ANYBODY ELSE? MR. TREVOR, WERE YOU THINKING ABOUT STARTING A NEW CAREER?
>> YEAH, [INAUDIBLE]. [LAUGHTER]
>> THANK YOU. BEFORE WE TAKE ACTION ON PERSONNEL ITEMS,
[G1. Consider Personnel Items]
I WANT TO ANNOUNCE THAT DR. BROWN HAS EXCEPTED ONE RESIGNATION HERE.DID I HEAR A MOTION FOR THE PERSONNEL ITEMS?
>> I MOVE THAT THE BOARD APPROVE AND ADOPT ALL PERSONNEL ITEMS AS PRESENTED AND RECOMMENDED BY THE SUPERINTENDENT.
>> THANK YOU, MR. [INAUDIBLE].
>> THANK GOD YOU DON'T HAVE TO CALL THE ROLL.
>> GOSH, I DIDN'T THINK ABOUT THAT. [LAUGHTER] IT'S GOOD TO SEE EVERYBODY SAYING GOING ON.
[G2. Consider the New Richland High School Mascot [Board Subcommittee]]
HOW ABOUT TO CONSIDER THE NEW RICHLAND HIGH SCHOOL MASCOT? DID I HEAR A MOTION?>> MR. PRESIDENT, I MOVE THAT THE BOARD APPROVE. I'M SORRY.
I MOVE THAT THE BOARD ACCEPT THE RESULTS OF THE ELECTRONIC VOTING DONE BY THE RICHLAND HIGH SCHOOL STUDENTS AND APPROVE THE NEW MASCOT.
>> THANK YOU, MR. [INAUDIBLE]. [OVERLAPPING] DO I HAVE A SECOND?
>> HELLO, EVERYONE. THIS IS MARK MCCANDLESS.
>> MR. TOBIN, THANKS FOR THE SECOND.
NOW, BEFORE WE OPEN THE FLOOR FOR THE DISCUSSION, WE HAVE A PRESENTATION FROM MR. MCCANDLESS.
>> PRESIDENT MCCARTY, BOARD, AND DR. BROWN, THANK YOU FOR ALLOWING ME TO BE HERE TODAY.
I KNOW CHANGE IS HARD, BUT CHANGES HAPPEN.
I WANT TO THANK THE BOARD AND EVERYONE INVOLVED IN THIS PROCESS.
WE HAD A LOT OF HELP. WE STILL WANTED TO REMAIN RR.
I'M SORRY, DR. CLARK, RAZORBACKS DIDN'T MAKE THE CUT.
[LAUGHTER], BUT [BACKGROUND] [LAUGHTER] THAT'S ONE OF THE THINGS WE WANTED TO DO AND BECAUSE IT WAS BASEBALL SEASON, WE EVEN ASKED CHUCK MORGAN OF THE RANGERS, BUT HE COULDN'T GET IT DONE IN TIME TO HELP US WITH OUR PRESENTATION TONIGHT, BUT WE DID CALL HIM, BUT HE COULDN'T DO IT.
AGAIN, THANKS TO THE BOARD AND EVERYONE INVOLVED WITH LEADERSHIP TO HELP US IN OUR TRANSITION.
WITHOUT FURTHER ADO, HERE'S OUR RESULTS.
>> HELLO, EVERYONE. THIS IS MARK MCCANDLESS.
I'M PRINCIPAL RICHLAND HIGH SCHOOL.
I'VE BEEN PART OF RICHLAND HIGH SCHOOL SINCE 1989.
I HAVE A LINK TO MANY DECADES OF RICHLAND, BOTH PAST AND THE FUTURE.
THE THING THAT AMAZES ME STILL IS THE SPIRIT OF RICHLAND.
THE SPIRIT THAT BRINGS PEOPLE BACK TO LIVE HERE AND WORK HERE.
THAT SPIRIT IS THE PEOPLE, THE TEACHERS, AND THE COMMUNITY.
WE'VE ALWAYS BEEN UNIQUE TOO, SO WHEN IT WAS TIME TO CHANGE MASCOTS, WE STILL WANT IT TO BE UNIQUE.
THERE'S 88 SCHOOLS IN TEXAS WHO ARE THE EAGLES AND 87 BULLDOGS, AND WE JUST DIDN'T WANT TO DO THAT.
WE WANTED TO BE SOMETHING DIFFERENT, SO A COMMITTEE WAS FORMED TO COME UP WITH NEW IDEAS.
THE COMMITTEE FROM ALUMNI OF THREE DIFFERENT DECADES, STUDENTS FOR EVERY PART OF THE SCHOOL AND BACKGROUND, TEACHERS FROM ALL PARTS OF THE SCHOOL AS WELL CAME TOGETHER, AND WE CAME UP WITH THREE MASCOTS, ALL BEGINNING WITH R BECAUSE WE STILL WANT TO BE RR.
THE RATTLERS, THE RAPTORS, AND THE ROYALS WERE OUR CHOICES.
THERE ARE VERY FEW OR NONE OF THESE IN TEXAS RIGHT NOW.
HOW DO WE ANNOUNCE THE WINNER FOR OUR NEW MASCOT? WITH BASEBALL SEASON COMING UP, WE THOUGHT IT MIGHT BE A GREAT IDEA TO ANNOUNCE THE WINNER WITH A DOT RACE.
WHATEVER CHOICE IS, ALWAYS REMEMBER, RICHLAND HIGH IS OUR SCHOOL.
>> AT THIS TIME, NOW WE'LL SAY REGIONAL HIGH SCHOOL, IT'S RIGHT THERE TO BE ROYAL.
THANK YOU VERY MUCH. THANK YOU. [APPLAUSE]
>> ALL IN FAVOR OF ACCEPTING THE ROYALS, PLEASE RAISE YOUR HAND. IT'S UNANIMOUS.
THANK YOU. CONSIDER CHANGE THE BOARD MEETING DATES IN NOVEMBER AND DECEMBER.
[G3. Consider Change for Board Meeting Dates in November and December 2020 [Darrell Brown, Superintendent]]
[02:00:07]
>> MR. PRESIDENT, I MOVE THAT THE BOARD APPROVE THE DATE CHANGES FOR THE NOVEMBER AND DECEMBER 2020 REGULAR BOARD MEETINGS.

WE'VE RECEIVED SOME COUPLE OF RESUMES AND THEN JUST RECEIVED AN E-MAIL JUST A MINUTE AGO.>> I MOVE THE BOARD ENDORSE JULIE COLE FROM AT BISD FOR THE TEXAS ASSOCIATION OF SCHOOL BOARD TASB BOARD OF DIRECTORS WHERE REGION 11 POSITION C.
THANK YOU, MR. DAVIS. ANY DISCUSSION?
>> IN ALL THE YEARS THAT WE'VE DONE THIS, I'VE ALWAYS KNOWN SOMEBODY THAT WAS UP FOR IT.
[LAUGHTER] THIS IS A YEAR I DON'T KNOW ANYBODY.
OBVIOUSLY, OUR SISTER, OUR NEIGHBORING DISTRICT THERE IS A GOOD RECOMMENDATION.
BUT DOES ANYBODY KNOW ANY OF THESE SIX INDIVIDUALS PERSONALLY?
>> YEAH, AT TASB I'VE MET HER, AND SHE'S BEEN A VERY CORDIAL, VERY KNOWLEDGEABLE PERSON.
>> IS SHE THE ONE THAT LED THE INTERVIEW? OKAY. I THOUGHT THAT IT WAS WHEN I SAW THE RESUME.
ALL IN FAVOR, RAISE YOUR HANDS. IT'S UNANIMOUS.

THANK YOU. CONSIDER REVISIONS TO DISTRICT SUBSTITUTE PAY.
[G6. Consider Revisions to District Substitute Pay [Skip Baskerville, Associate Superintendent]]
>> MR. PRESIDENT, LET THE RECORD REFLECT THAT I DID NOT TAKE ANY PARTICIPATION IN DISCUSSION ON THE SIDE AND WILL NOT VOTE.
MY ROOMMATE AT HOME IS A POTENTIAL SUBSTITUTE [LAUGHTER] BECAUSE SHE'S A RETIRED TEACHER AND PERIODICALLY DOES DO SUBSTITUTE TEACHING, SO I THINK I'LL ABSTAIN FROM VOTING ON THIS OUT.
>> MR. DAVIS IS ABSTAINING. MR. DILKS.
>> NO, I DON'T HAVE ANY DISCUSSION.
MR. PRESIDENT, I MOVE THAT THE BOARD APPROVE THE REVISION OF THIS STRICT SUBSTITUTE PAY OF AN ADDITIONAL $15 PER DAY AS PRESENTED.
>> THANK YOU, MR. TOLBERT FOR THE SECOND. ANY DISCUSSION?
>> I'LL BE HONEST. MY ONLY THOUGHT IS THAT I THINK THERE'S GOING TO BE A BIT OF AN ARMS RAISE FOR PEOPLE THIS YEAR.
I THINK WITH SOME BAILING OUT ON YOU, I HOPE THIS GETS US AS FAR AS WE NEED TO GET, AT LEAST THE PERCENTAGES WE'VE EXPERIENCED, AND MAYBE A LITTLE BETTER, WHICH IS MEETING OUR GOALS TO.
I HOPE THIS HELPS, THE [OVERLAPPING] WHOLE IDEA THAT STIPEND AS WELL.
WITH PEOPLE COMING DOWN WITH IT POSSIBLY IN QUARANTINING, I THINK WE SHOULD DO A MINIMUM OF SOMETHING THAT SAYS EITHER THE 20 DAYS OR THE 10 DAYS BECAUSE YOU WOULD DO A 14-DAY DEAL IF YOU'RE A QUARANTINING.
MS. HARDING, YOU SAID SOMETHING, I'M SORRY.
>> I'M JUST SAYING THAT THAT'S GOING TO HELP FOR QUALITY.
JUST NUMBERS WILL GIVE YOU MORE OPPORTUNITY TO HARVEST FOR THE QUALITY THAT WE EXPECT.
>> YEAH. I KNOW YOU WERE DOING 15, SO HOPEFULLY, YOU DON'T HAVE TO COME BACK TO US.
BUT IF YOU DO HAVE TO COME BACK TO US, PLEASE COME BACK TO US, IF THAT MAKES SENSE.
SO DON'T BE AFRAID TO COME BACK TO THIS US.
ANYBODY ELSE? ALL THOSE IN FAVOR, RAISE YOUR HAND.
IT'S UNANIMOUS EXCEPT FOR MR. DAVIS WHO IS ABSTAINING.
CONSIDER THE KINDERGARTEN READING DIAGNOSTIC ASSESSMENT LABOR.
[G7. Consider Kindergarten Reading Diagnostic Assessment Waiver [Elizabeth Clark, Associate Superintendent]]
>> MR. PRESIDENT, I MOVE THAT THE BOARD AUTHORIZE THE DISTRICT TO SUBMIT THE KINDERGARTEN READING DIAGNOSTIC ASSESSMENT WAIVER WHICH WILL ALLOW THE DISTRICT TO UTILIZE THE CURRENT READING DIAGNOSTIC INSTRUMENT I STATION FOR ONE YEAR AS PRESENTED.
>> THANK YOU, MR. DREES FOR THE SECOND.
>> I DIDN'T READ IT. [LAUGHTER] IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR, RAISE YOUR HAND.
IT'S UNANIMOUS. CONSIDER THE PURCHASE OF THE TEA TECHNOLOGY AND MATCHING COST.
[G8. Consider Purchase of TEA Technology and Matching Cost [Katie Bowman, Associate Superintendent]]
[02:05:07]
>> YEAH, MR. PRESIDENT, I MOVE THAT THE BOARD APPROVE THE PURCHASE OF UP TO 4,000 CHROME BOOKS AND 600 HOTSPOTS THROUGH TEAS OPERATION CONNECTIVITY, PROGRAM VENDORS, AND ADDITIONAL LICENSING FROM DELCOM GROUP AS PRESENTED.
ANY DISCUSSION? ALL THOSE IN FAVOR.
CONSIDER THE 2021 BUDGET AMENDMENT AND THE 2019 AND COMPLETE PROJECTS.
[G9. Consider the 2020-21 Budget Amendment for 2019-20 Incomplete Projects [Katie Bowman, Associate Superintendent]]
>> I MOVE THE BOAR APPROVED 2021 BUDGET AMENDMENT FOR 19-20 INCOMPLETE PROJECTS AS PRESENTED.
ANY DISCUSSION? ALL THOSE IN FAVOR, RAISE YOUR HAND. IT IS UNANIMOUS.
NEXT, WE HAVE THE CONSENT AGENDA.
[Consent Items]
ALL THE ITEMS ON THE CONSENT AGENDA WILL BE ADOPTED WITH ONE MOTION UNLESS THEY ARE REMOVED FROM THE CONSENT AGENDA BY A TRUSTEE FOR DISCUSSION.IS THERE A MOTION WITH THE CONSENT AGENDA?
>> MR. PRESIDENT, I MOVE THE BOARD APPROVE ALL ITEMS IN THE CONSENT AGENDA AS PRESENTED.
ANY DISCUSSION ON ANYTHING? YOU'LL DO NOTICE THERE'S A LOT OF MINUTES IN THIS ONE, MORE SO THAT WE NORMALLY WOULD HAVE.
>> WELL, JUST ADDED 10 MINUTES.
>> WE JUST ADDED TEN MINUTES. THERE YOU GO.
ALL THOSE IN FAVOR, RAISE YOUR HAND.
SUPERINTENDENT'S REPORTS TO THE BOARD. REPORTS TO THE BOARD.
